House Democrats attempt end-around of filibuster to pass election law using NASA bill

A bill initially written to give authorization to NASA lease its property to others and and passed by the Senate has been stripped entirely of that language by House Democrats and replaced with their proposal to federalize elections nationwide.

H.R. 5746 was introduced in October by Rep. Don Beyer (D-Va.), chair of the House Science Committee’s space subcommittee. The bill extended NASA’s authorization to enter into what are known as enhanced use leases, or EULs, of agency property to companies, government agencies, or educational institutions, for 10 years. The House passed the bill by a voice vote Dec. 8.

The Senate amended the bill, extending the EUL authorization by only three months instead of 10 years, and passed it by unanimous consent, sending it back to the House.

The Democratic leadership of the House, in an unusual move, then took the Senate-amended bill and stripped out the NASA provisions, replacing it with the text of two voting rights bills and now called the “Freedom to Vote: John R. Lewis Act.” They did so because H.R. 5746 had already passed the House and Senate, so the amended version could go directly to the Senate floor without the threat of a filibuster from Senate Republicans, who oppose the voting rights legislation. The level of corruption exhibited by this Democratic Party action is beyond words. The Senate approved one bill. The House Democrats have now turned it into another bill that the Senate did not vote on initially.

In the past, such a corrupt action by the House would never have been attempted because the House would have known that the entire Senate would have rejected this tactic immediately as an insult to its legislative rights. Today however the Democrats care nothing for legalities or law or legislative rights. All they care about is power, and they are willing to do anything to get it. You can expect for certain that all but two Democrats in the Senate will support this crooked action.

That vote’s passage however rests with those two Democrats. Since this tactic is a direct attack on the filibuster, and if successful would forever make it null, we must wonder if Senators Kysten Sinema (D-Arizona) and Joe Manchin (D-West Virginia) will vote against it. If they don’t, their high-minded claims that they will not end the filibuster rule will be proven to be empty words.

    In regards to Senator Sinema, one only has to watch her speech yesterday to know she is not going to budge on the Filibuster. Biden was scheduled to speak at one pm, so Sinema grabbed the media reins and made a speech at noon yesterday. Here is an excellent headline by Stephen Kruiser “Sinema Wraps Filibuster Dagger in Dem Talking Points, Then Sticks It In”. In the article, Kruiser states “Although she’s on board with almost all of the Democratic agenda, Sinema has refused to budge on the filibuster issue. It’s not a position that has been easy for her to maintain but she’s proven to be tough.”
    I think Machiavelli would approve.

    First of all, that is even more infuriating than everything else that is going on. They deserve nothing but contempt and indignation.

    They really want that misnamed ‘voter rights’ bill, at all costs.

    They’re even willing to go to the 50 vote threshold to get it. That tells me two things 1) They aren’t worried about the midterms if they can get hands on the elections 2) Corollary, they’re not worried about the other party doing whatever it wants the next time it is the majority. Either they see forever power or they know the other party is neutered.

    What went on during the 2020 election is plain to see to anyone who looks. They see it, they know. Loss of election integrity means the lying and cheating filth will never have to worry about inconvenient elections again.

    If I understand this correctly, which I likely don’t, the Senate bill extends the authorization by 3 months not 10 years so – to me – that makes it basically worthless. I don’t see the harm in the Senate rejecting the bill and taking it up again after the mid-terms. Sure there might be some short term pain for the folks wishing to lease the NASA facilities, but that would be far outweighed by the long term pain from passing the “voting rights” (i.e. vote rigging) bill.

    The Senate bill doesn’t exist any longer. It has been changed to the Democratic Party bill to nationalize the running of all elections. When the Senate votes on this rewrite in conference with the House, NASA won’t be the subject at all. They will be voting on that election bill, solely.

    First, a bit of background, I spent two and a half years as my fraternity’s parliamentarian, and to do my duties properly, took a Poly Sci class on parliamentary procedure (which I aced). I still have my copy of Robert’s Rules from that class. It just so happens my given name is Robert, so I could joke that “I am Robert and I make the rules”

    The procedure described is totally verboten, as an amendment MUST BE RELEVANT to the basic motion. I still remember the professor illustrating the concept. If the basic motion is “To set annual dues as $10.00”, an amendment to set them as $15.00 is relevant and appropriate, but if the amendment reads “and to go on a picnic”, it is not relevant and out of bounds. To entirely gut a bill and completely change its nature is far beyond the pale.

    That the parliamentarian of the House of Representatives would ignore such a basic concept and allow the complete gutting of the basic motion and its change to something entirely different, only shows the corruption and contempt of the basics of parliamentary democracy that infest the highest levels of our government. We can only hope the Senate parliamentarian will reject such flim-flam and prevent the bill “as amended” from being voted on

    you bring up the subject so often (and want to challenge me?) that I have to ask: are you perhaps a little obsessed and fascinated by the Third Reich?

    What else: I reason that even the people who are labeled evil by many certainly saw themselves, and through the eyes of their followers, as agents of good to fight evil. This was certainly the case with Hitler and Stalin as well. Do you agree with this statement? Is there an absolute measure for evil and an absolute measure for good?

    Col Beausabre – While you are correct that this maneuver is pretty much beyond the pale in terms of what should be allowed, it’s actually fairly common practice, the democrats have previously used it to get around the “budgetary bills must originate in the house” provision of the constitution, and it’s been challenged in the courts and let stand. It’s one of those things where the remedy is decreed to be political, eg “vote the bums out” or perhaps soon, “that light pole looks like it could use some decoration.”

    Original Mark, you heard it first and asked for details, I merely followed up with a search.
    The links you posted were far more informative… Zimmermans analysis rounded out the picture showing the corruption for what it is. Like the man in the YouTube “you posted”, it’s like sending a letter, writing the address and placing the stamp, just to have the contents removed to be inserted with something completely unintentional. (like anthrax)

    If they get away with this, there’s nothing to prevent them from doing a bait and switch in every bill (both past and present) even re-writing bills that have been signed into law but haven’t taken affect.
    This is the end of democracy.
    So this is how the dark ages begin… A president with the 33 approval rating demanding social media to pull down all opposing voices like the Joe Rogan show just because he says something that he does not like or approve.
    Supreme court ruled against the President that he doesn’t have the power to mandate vaccinations… But leaves it open to Congress, states, and private entities like hospitals, and anyone receiving federal funds such as Medicare. Essentially they told by didn’t know… I told everyone else to enslave their population and force them to take medical treatment against their will! No more “my body my choice”…
    If you do not own your own body, then you own nothing. The judicial branch has just laid out the roadmap for “medical slavery” that has just officially been authorized. The worst part is, they did not take in consideration whether the mandated medical intervention even worked or not. Never before has there been a one size fits all medical procedure regardless of your medical status, your age, your sex or even if your body is medically capable (like babies who do not have an immune system until one years old and do not produce antibodies). (I have a B blood and do not produce antibodies, like others, for viruses)

    That’s a greenlight for Washington to start rounding up the unvaccinated for their concentration camps. Human rights have been wavered by the department of infectious diseases to round up in quarantine those without any infectious disease or health problems.
    The world is upside down.
    This is a pandemic of good intentions to fix problems that do not exist.

    Thanks for the explanation. So, that means there is no extended authorization for NASA to lease facilities to third parties. Wonder if the current arrangements between companies like SpaceX and NASA are covered and if this extension would have covered future arrangements only. If Blue Origin were actually launching things, I’m sure there’d be a carve out for Jeff Bezos.

    Our only hope – and considering the state of the Republicans – is the rejection of this bill by the Senate and a change of the guard at the mid-terms.

    A large part of politics is perceived power. In the Democratic Party, after Biden & Schumer fail to gut the Senate Filibuster & then fail with their tyrannical voting bills, the center of power will move to Manchin and Sinema. They will have power because together they will be perceived as killing Biden’s Build Back Better, these Voting bills, and also saving the Filibuster.

    And if you think my explanation is too coarse, please put forward your own interpretation. Lastly, I’m not really sure who are the power brokers for the American Space program. That would make an interesting discussion if any one was up for it.

    That’s how Obamacare was passed. Obamacare involves revenue- therefore needed to be originated in the house. A house bill was stripped and replaced with Obamacare language as an amendment, then sent back to the House.

    Contour – you started your comment with the question “AFTER THE DEMOCRAT LEFTIST INSANITY, THEN WHAT?”.

    My follow on questions to you are: “What political and civic tools are available to the citizenry as they push back?”. Furthermore, ‘which tools as ‘guaranteed’ by our Constitution are truly robust?’. On this last question I think we’ll be swimming upstream because IMO, for many in our government and media, the Constitution is not respected, and moreover true Federalism with much political power located with the states is very weak.
    There are many deleterious results of this – for example there is weak protection of freedom of speech & the right to petition our government, and there are only a handful of confident state governments such as Florida and Iowa.
    As an initial step I hope that state governments can address voting reform so that only valid votes are cast and counted. For that effort to be successful, we will need to ramp up the fight against the Mainstream Media’s claim there were no ‘irregularities’ found in the audit of the 2020 Election results (e.g. Maricopa County, AZ). If you live in Arizona, Georgia, Wisconsin, and Pennsylvania, please support your state level politicians that are fighting for the integrity of your vote.

  • Regarding this same bill, please listen to the message from KatCammack that she gave right after this session where this bill passed the house. Her message is titled, “Pelosi just voted to force Americans to fund her re-election campaign!”

    She says this treasonous bill just passed the house but it has not become law. She says we can still call our senators.

    Go to and the only two people you need to call/contact are your two state senators.
    Tell them we want our constitutional elections as our founding fathers envisioned them with the states determining the time and manner and place in which they are conducted. Tell them you want them to tell them to VOTE NO on the voting rights act (falsely labeled as the Nasa bill). Tell them you want a response. This is very important.

    The House of Representatives voted to federalize our elections. They are calling it the “Nasa Bill” and it has nothing to do with Nasa!!!! It is a federal take over of elections.

    This bill allows non citizens to vote!

    Can you imagine then, let’s say the democrats put a terrorist as a candidate because that person would do there bidding. Then they bring in all their illegal people to vote for that person. This is absolutely criminal. Really the people who put this bill (that just passed the house,) should be tried for treason!!!! They should be stood before the American people and give account of their treason.

    This bill strips states’ rights to show voter photo I.D.
    This bill makes it fine to harvest ballots and this law makes it so that states cannot stop the ballot harvesting which is a breeding ground for fraud.
    (1.7 million crossed over into America illegally just last year alone.)

    This is also public financing for a 6 to 1 match for donations to politicians that receive donations of $200.00 or less. That means the taxpayer’s would have to pay for politicians political campaigns for every 200, taxpayers would match that times 6!!!!

    They don’t need to be worried about the midterm elections. As barmy Biden has been telling us for a couple of weeks: it isn’t who votes that counts, it’s who counts the votes.

    The Democratic Party demonstrated this principle in 2020 when they counted the presidential election votes, right down to shifting votes from Trump to Biden, which was seen by all when the number of votes for Trump suddenly decreased and the votes for Biden increased at the same time and by about the same amount. Since a count only increments upward, we know that those counting the votes did something nefarious — three guesses what, and the first two don’t count.

    Because they got away with that action, and many other similar actions, we can expect them to repeat these acts again this November.

    My litmus test for evaluating the effectiveness of the glacial grinding movement of the Constitution is whether it actually gets to the root of the Arizona, Georgia, Wisconsin, etc. 2020 election manipulations.
    The audit of the obviously corrupt election system in Maricopa County is furthest along. Back on Oct 1, 2021 Bob Zimmerman reported “The audit did not determine the number of illegal or invalid votes that went to either candidate. What it did find, however, is that the entire voting system is corrupted and untrustworthy, and must be fixed. The audit results have also revealed why the election officials in Maricopa County have been fighting this audit from day one. They clearly knew the election system was untrustworthy, and wanted to hide this fact, either to protect themselves from prosecution or to maintain their ability to defraud the voters.”
    Bob also provided a spreadsheet that illustrated that in “twenty-two different categories the audit found votes that should not have been counted because they were illegal or invalid in some manner”.
    If this glacial process of constitutional investigation & redress fails, then I’ll have to conclude that this ‘Constitutional Republic” has stage 4 cancer. Imagine those 22 categories as 22 rushing tributaries of potential vote manipulations merging together into a swollen Mississippi like River of fraud. Can the glacial constitutional forces overcome the corrupt forces that have sprung from a century of multi-pronged american authoritarianism?
    I have followed how the major media has been covering election fraud since October, and I think that the media’s coverup of this real flood of fraud has been a daily hypnotic drumbeat. At the end of the day I have to hope the Constitution prevails. However I know in my bones that human history cares little about ‘hope’.

    You are immersed in the details of particular what appear to be fraudulent and corrupted elections, and that is really another conversation.

    The tools / weapons that the politically empowered in both political parties have at their disposal to fight their political battles have been provided by the Founders and they are contained within the structure of the Constitution. Why are the Democrats attempting to break free of those structured rules? Because those rules stand in their Globalist structured aspirations and Socialist model way.

    The Constitution is an impediment to both parties’ aspirations which potentially can and will intrude on the citizens freedoms and Rights, BY DESIGN. It’s the abuse of power V the freedom of the people that is the concern of the Founders. And we all know what comes along with great power, abuse.

    The Democrats claim: “The Republican party is destroying Democracy!”

    Translation: Currently the Republicans and the structure of the Constitution stand in the way of the Democrat party getting to do whatever they plainly want and what they want is counter to the structure of the Constitution and is in fact un and anti-American.

    Cotour comments above indicates he believes the “fraudulent and corrupted elections” are not part of our society’s currently smoldering conversation about the U.S. Constitution.
    I believe that assertion is incorrect. Here is a quote from former White House counsel C. Boyden Gray in an essay he wrote last year deriding the Democrats H.R. 1 bill:
    “As James Madison made clear in The Federalist No. 45, “[t]he powers delegated…to the federal government are few and defined,” while “[t]hose which are to remain in the State governments are numerous and indefinite”—a principle reinforced by the Tenth Amendment. Thus, Congress has no powers except for those which the Constitution expressly enumerates and assigns to it.
    The Elections Clause that Abrams references appears in Article I, Section 4. Rather than putting “the Congress alone” in charge of elections, the Elections Clause reads: “The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof” “.

    That prerogative of the State Legislature has been under siege. Therefore the 2020 election audits are very much part of our conversation regarding the Constitution.

    You might want to scroll back over the now several years of my comments and the discussions that I have participated in which include the 2020 presidential election among many, many other issues. You will clear discover what my opinion on the subject in fact is.

    The specific issue of the 2020 presidential election is related to the politics we see before us and is of great significance. But like I said, I am commenting on the political strategies on going we are witness to before our very own eyeballs in the Congress, I.E. the politically strategic stripping of the contents of what WAS supposed to be a NASA related bill and filling it with something totally unrelated.

    House Resolutions are much like corporations or LLC’s and are essentially entities or “covers” unto themselves when created and what fills their contents after they are created is up to the Congress.

    And once a House Resolution structure / cover is created, you cannot even take your name off of it if you co sponsored it if it is highjacked, gutted and installed with a Leftist Democrat attempt at Federally controlling and perverting nationwide elections. The only thing that remains of the intended bill is its number. A “Trojan Horse”.

    As the Democrat leadership becomes more and more desperate to remain politically relevant and in power, they will literally do WHAT EVER can be done by them to do so. And IMO that includes up to and including murder.

    Warfare, political warfare, there is little difference between the two except for the overt letting of someone else’s blood.

    ALL forms of governance and government, whether it be a King or a Congress, no matter where on the planet or in what ever particular time in history it exists accomplishes one thing, the abuse of power. It’s just a matter of to what degree. “Government” serves as a necessary organizational and management structure in order that human beings live in a somewhat stable and successful society model.

    Government is necessary, it serves an essential purpose, BUT, it is a necessary evil.

    How civilizations, governments and wars and their leadership throughout history are founded, fought and at their existential human core operate.

    EXPLANATION: Strategy Over Morality describes a two-tiered “conversation” between a Public and their Empowered Leadership where the Public believes there is only a single, no tiered conversation occurring and that single conversation is assumed by the Public to relate to the Public’s morality and truth model perspective.

    A model in which leadership or their empowered subordinates within government can subjectively justify to choose to formulate an interpretation of their core fiduciary responsibilities which becomes paramount over and above the public’s truth and morality model. Where plausible deniability can be claimed when “immoral” acts or modified “truth” strategies (lies) are employed or executed by leadership, their subordinates or by arms length leadership proxies.

    In this “conversation”, leadership in the empowered “Political Realm” or their empowered subordinates step “down” to the public’s level, the “Pedestrian Realm”, and presents information, agenda, policy or strategy in a tailored, palatable package the public can believe and comfortably accept. Leadership then steps back to their “higher” level, formulates and executes “necessary”, by their subjective standards, agenda, policy and strategy where the public’s interpretation of morality or truth is not relevant or becomes optional.

    CONCLUSION: The public lives and operates under a subjective moral code or within a “Pedestrian Realm” perspective which they assume their leadership which exists within the “Political Realm” is constrained by. This is a subjective false perspective conclusion on the part of the public. Leadership at its existential core is not about morality, truth and honesty. Leadership is about the fundamental exercise of power and survival.


    ​PUBLIC OR “PEDESTRIAN REALM”: The individual citizens of any civilization, society, state or country.

    LEADERSHIP OR “POLITICAL REALM”: Any macro empowered individual or governing entity or their direct subordinates concerned with the formulation and implementation of laws, strategies and policies, both civil and military.

    LEADERSHIPS CORE PRIME DIRECTIVE: Above all else and at any cost the securing, promotion and survival of the society, culture, territory, treasure and power.
