    Rex Tillerson said early on in his press briefing EST 2:00 AM today, that the US and China are talking about “Cyberspace, outer space and nuclear proliferation” to avoid mishaps and miscalculations. “Outer space” being mentioned while the president is in Peking maybe indicates something. I don’t know if such a phrase slips into the secretary of state’s official statements without there being any smoking gun behind it. Space law in all respect (well, not more than necessary), but the US, China and Russia decide what to do and not to do in space. Lawyers can only watch it.
