The competition here is not from the spaceship company but from the spaceport. Houston is in a race with Colorado and Florida for the launch business. In fact, it appears that a lot of American cities are scrambling to attract the new aerospace launch companies, suggesting that they all see a new industry aborning and want their share.

Tanks made of composite materials have been a dream of space engineers for decades. Lockheed Martin tried to build them for the X-33, and their failure was essentially what killed that spacecraft. If Boeing is successful here and the composite tanks can then be put into a variety of launch rockets, the savings in weight will lower the cost of getting payloads to orbit significantly.

Though I agree with them about accelerating manned commercial space, I can’t help wondering if this suspension of activities was actually instigated to generate this lobbying effort. ISS comprises the bulk of the U.S.’s cooperative effort with Russia, and by exempting that from this suspension the Obama administration essentially exempts practically everything, making the suspension somewhat meaningless.

What the suspension does do, however, is highlight our fragile dependency on Russia, just as Congress begins debate on the 2015 budget.

Lawmakers said the Air Force’s budget plan for fiscal 2015 reduced opportunities for privately held Space Exploration Technologies (SpaceX) and others to gain a foothold in a program now dominated by the two biggest U.S. weapons makers, Lockheed Martin Corp and Boeing Co.

This demand also bodes badly in an indirect way for SLS. It indicates that these senators are beginning to notice the cost benefit of competition and of using the private market. Such a realization is going to eventually leak into their peanut brains about SLS, and that will not do that program any good, especially if the new commercial private companies like SpaceX continue to show success.

Not only is this big business for satellite construction — 81 satellites is a big order — someone will have to launch those satellites. Even if they are launched in groups of five, which was how it was done for the first generation, it will still take more than 16 launches to get them all in orbit. That will be a lot of business for some lucky rocket company.

The article is about the beginnings of construction at the Michoud Assembly facility in Louisiana, but to me the significant fact revealed by this article is that Jim Crocker of Lockheed Martin is involved in the effort. Crocker was one of the key engineers who came up with the solutions that helped return focus to the Hubble Space Telescope back in 1993. He is one of the country’s best aerospace engineers, and his participation here is excellent news.

How big is the difference? Jean-Yves Le Gall, who until mid-2013 was chief executive of Evry, France-based Arianespace and is now president of the French space agency, CNES, addressed the point in Feb. 25 testimony to the French Senate. According to Le Gall, launching a satellite on an Ariane 5 costs around 100 million euros ($137 million). After subtracting the amount of European Space Agency subsidies to Arianespace, the per-satellite cost drops to about $100 million, he said.

Hawthorne, Calif.-based SpaceX, he said, would charge $60 million to $70 million to launch the same satellite aboard the Falcon 9. In fact SpaceX has charged even less than that to its first few commercial customers.

It is for this reason that Arianespace is struggling to decide how to build its next generation rocket. They have find a way to do it cheaper, something that is very difficult for this multi-headed European conglomerate to do.

Arianespace wants to sell its launch services to the U.S. government, something it is not allowed to do right now because of U.S. restrictions. These are the same kinds of restrictions that has prevented SpaceX from launching military satellites and which that company is now contesting.

Russia meanwhile wants to use Sea Launch for its own payloads, but because Sea Launch’s platform is based in California, the Russian government won’t allow their payloads on it because of security reasons. They want the platform moved to Russia so that they can use their own company to launch their own satellites.

All in all, I would say that the arrival of SpaceX has done exactly what was predicted, shaken the industry out of its doldrums. How else to explain this sudden interest in open competition and lowering costs? These companies could have done this decades ago. They did not. Suddenly a new player arrives on the scene, offering to beat them at their own game. It is not surprising that they are fighting back.
