NASA issues call for new manned lunar lander proposals

NASA yesterday announced a solicitation for proposals for new manned lunar lander proposals, aimed at obtaining services long term, rather than the initial contract it has awarded SpaceX which only covered the first few Artemis lunar missions.

This solicitation is essentially being offered so that Jeff Bezos’s company Blue Origin will have a second chance to win such a contract, having lost out to SpaceX initially. It also is NASA’s effort to get Congress to give it a bigger budget so that it can pay for two different lunar lander contracts.

Having two competing lunar landers is not a bad thing. Giving a second contract however simply because the company (Blue Origin) exerts political clout is not. Right now it is unclear whether this solicitation is the former or the later.

The announcement also included what has become boilerplate in all NASA announcements about its Artemis lunar missions:

Through Artemis missions, NASA is preparing to return humans to the Moon, including the first woman and first person of color, for long-term scientific discovery and exploration. [emphasis mine]

It is very clear that the number one criteria that NASA has established, under the Biden administration, for picking the crew on that first Artemis lunar landing mission is race and gender, not talent, skill, or ability. While it will be a great thing when the first woman and black steps on the Moon, their skin color or sex should not be the reason they got to go. If it is, it will be incredibly insulting to their talent, skill, and ability. In fact, by making race or gender the only qualification that NASA cares about, it puts an asterisk on those qualifications. Forever people will wonder if these individuals really deserved the honor.

South Korea to build its own unmanned lunar lander

The new colonial movement: The government of South Korea has begun a project to build its own unmanned lunar lander, scheduled for launch sometime in the 2030s.

South Korea presented an action plan to develop a lunar lander weighing more than 1.5 tons that would carry out scientific research on the surface of the moon in the 2030s. The project is to begin in 2024 after a preliminary feasibility study.

The Ministry of Science and ICT would form a working group of industry-academic experts to conduct research on a lunar lander and draw up strategies and detailed plans by August 2022. It is a follow-up project to launch a lunar orbiter in August 2022. The lunar lander will be lifted by a next-generation homemade rocket.

The goal is to encourage the country’s own aerospace industry. The working group will spend the next month recruiting South Korean companies to join the project.

South Korea however has to first get its own homemade rocket, Nuri, to successfully launch. The first launch attempt in October 2021 failed, and the second has been delayed to fix the cause.

Senate committee: NASA must choose two companies to build manned lunar lander

We’re here to help you! Despite offering NASA only $100 million more for the program, the Senate Appropriations committee has directed the agency to award a second manned lunar lander contract, in addition to the one it gave SpaceX in April.

On Tuesday (Oct. 18), the Senate Appropriations Committee — the largest U.S. Senate committee that oversees all discretionary spending legislation in the Senate — released a draft report of nine appropriations bills for the fiscal year 2022 which included funding for NASA, according to SpaceNews.

The appropriators, in the report, state that NASA’s HLS program is not underfunded, despite the agency’s previous claims to the contrary. As shown in the report, the bill includes $24.83 billion for NASA, which is just slightly more than the $24.8 billion that NASA requested, and a $100 million increase in funding for HLS.

“NASA’s rhetoric of blaming Congress and this Committee for the lack of resources needed to support two HLS teams rings hollow,” the report states. The committee added that “having at least two teams providing services using the Gateway should be the end goal of the current development program,” referencing NASA’s Gateway, a planned lunar space station.

It might be possible for the increase in funding to cover a second contract, if that contract was awarded to Blue Origin. Jeff Bezos has made it clear that he would be willing to waive as much as $2 billion of the price for the contract, using his own ample funds to make up the difference. Whether that is enough to build it, with the $100 million the Senate appropriated, is unclear.

This bill of course has to pass the Senate, be approved as written by the House, and then signed by the President. These directives and budget changes thus might not end up in the final appropriations bill.

Blue Origin partners with Lockheed Martin, Northrop Grumman, Draper to build lunar lander

At a science conference yesterday Jeff Bezos announced that Blue Origin has formed a partnership with Lockheed Martin, Northrop Grumman, and Draper to propose building a manned lunar lander for NASA.

In the first major update on the company’s lander program since May, Bezos said Blue Origin has assembled a “national team” of aerospace contractors to develop, build and fly the three-stage spacecraft, which is based on Blue Origin’s previous work on the Blue Moon landing system.

“Blue Origin is the prime contractor, Lockheed Martin is building the ascent stage, Northrop Grumman is building the transfer element and Draper is doing the GNC (guidance, navigation and control),” Bezos said Tuesday at the International Astronautical Congress in Washington. “We could not ask for better partners. Blue Origin, in addition to being the prime, is going to build the descent element.”

Blue Origin is competing for a NASA contract to develop a crewed lunar lander, or Human Landing System, for the Artemis program, which aims to return astronauts to the surface of the moon by the end of 2024.

This partnership reminds me of the way the aerospace industry functioned before the arrival of SpaceX. No one would compete. Instead, they would meet like a cartel and divvy up the work so that everyone had a share. The result was that very little new stuff got built, and over time the entire industry began to die.

The goal of this partnership now seems aimed at Congress and convincing legislators (especially the Democrats who control the House) to drop their opposition to Trump’s 2024 Moon proposal and fund it. Whether this will work remains unknown, and will likely have to wait until after the results of the 2020 election.

Meanwhile, it is very interesting that Blue Origin is the prime contractor, considering how very very little Blue Origin has so far achieved in space. I wonder if Bezos has committed some of his personal capital to this venture (more than $2.8 billion cash intended for his space ventures), and doled it out to Lockheed Martin, Northrop Grumman, and Draper as an incentive to become subcontractors.

Bezos’ presentation also provided an update on Blue Origin’s BE-7 engine, designed as part of this lunar lander. It appears however that he said nothing about the BE-4 engine that the company is building for both ULA’s Vulcan rocket and its own New Glenn rocket. Except for one update in August, there has been little said about this engine in about a year and a half. As this engine is key to the entire company’s financial future, this silence makes me continue to wonder if it has issues.

There have been many such announcements from Russia over the past decade with few ever coming true, since such announcements are generally nothing more than a public relations lobbying effort to get funding.

The most intriguing part of this article however was this quote:

Last week, head of the Lavochkin Scientific and Production Corp. Victor Khartov said Russia must “return to the Moon in 2015 in a Soviet style, to prove everyone and ourselves that we remember all the Soviet Union could do” at the Farnborough air show in Britain.

I would interpret this statement as a desire for Russia to compete more aggressively with the U.S. and others, as they did back in the days of the Soviet Union. It was also in that time period that the Lavochkin center was in its heyday, with lots of money and research work.
