Trump’s 1st NASA appointees suggest future policy

A memo released January 20 from NASA’s acting administrator accepting the job also announced the first Trump appointees to NASA. The history and policy positions of those two appointees I think once again give us a very clear indication of where NASA might be going in the coming years.

[Acting administrator Robert] Lightfoot, in the memo, said that the administration has appointed Erik Noble to serve as White House senior advisor and Greg Autry to be White House liaison. The two are the first members of the so-called “beachhead team” of administration staffers assigned to NASA, at least on a short-term basis.

Autry is an assistant professor of entrepreneurship at the University of Southern California who has been a proponent of commercial space activities. Autry was one of eight members of the agency review team, or “landing team,” assigned to NASA by the transition office of then President-elect Trump.

Noble did not serve on the landing team, but worked on the Trump campaign as a political data analyst. Noble, who earned a Ph.D. in environmental studies from the University of Colorado, spent seven years at the NASA Goddard Institute of Space Studies in New York, working on weather and climate models. Autry, believes strongly in private space, and has also been a critic of SLS/Orion. Being placed at NASA as Trump’s first appointee strongly suggests that a Trump administration is going to accelerate the commercial space push that was begun by the Bush administration and then strongly supported by the Obama administration. It also suggests that the SLS and Orion projects are going to face a difficult future and will likely be phased out.

Noble’s appointment is more important. As a former scientist at the Goddard Institute, he is now well positioned to possibly appoint a new head to that organization, or even become its head himself. The present person in charge there, Gavin Schmidt, has increasingly become suspect as a scientist, instead appearing more as global warming political advocate. Since he took over that Institute, the climate data there has been increasingly tampered with, with past data being cooled and recent data being warmed, thus creating the impression that the Earth’s climate has been warming more than indicated by all previous research. Schmidt’s explanations for these “adjustments” (the term he uses) have never been satisfactory. He then uses the results from these “adjustments” to make annual press releases declaring each year as the “hottest” ever, though the raw data shows no such thing.

Even if Noble does not replace Schmidt, Noble appears well positioned to force Schmidt to either finally justify his data adjustments, or remove them from the data stream so that the raw data will be allowed to dominate policy decisions once again.

Bigelow proposes extending life of its ISS module beyond its two year demo

Bigelow Aerospace is in negotiations with NASA to allow use on ISS of its demonstration inflatable BEAM module beyond its planned two year test mission.

BEAM is designed for a two-year mission on the ISS. The module is closed off from the rest of the station most of the time, with astronauts periodically entering BEAM to check the status of the module and instruments mounted inside.

NASA has previously indicated that it would dispose of BEAM at the end of its two-year mission, using the station’s robotic arm to detach the module and allow it to burn up in the atmosphere. There are no immediate plans, though, for use of the docking port where BEAM is installed after that two-year mission ends, opening the possibility for an extended mission.

Robert Bigelow has previously suggested there was commercial interest in the module. As a NASA press conference in April 2016 prior to the launch of BEAM, he said there were four different groups, both countries and companies, interested in flying experiments in BEAM. “We’re hoping that, maybe in half a year or something, we can get permission from NASA to accommodate these people in some way,” he said then.

It is typical NASA behavior to throw this module out after two years, rather than find a way to use it.

Boeing obtains available seats on Soyuz as result of Sea Launch settlement

As part of Boeing’s settlement with Russia over the break-up of their Sea Launch partnership, the company has obtained rights to several manned Soyuz seats that are available because the Russians have cut back on the number of astronauts they are flying to ISS.

In turn, Boeing is offering these seats to NASA.

[John Elbon, vice president and general manager of space exploration at Boeing] said he expects NASA to make enter into negotiations with Boeing about the 2017 and 2018 seats shortly after a Jan. 27 deadline for companies to respond to the sources sought statement, a requirement when a government agency proposes a sole-source procurement. “Assuming that goes well, I think we would sit down and, in relatively short order, negotiate the details of this kind of arrangement,” he said.

He didn’t specify how much Boeing was proposing to charge NASA for the seats. The agency announced an agreement with Roscosmos in August 2015 for six Soyuz seats in 2018 at a total cost of $490 million, or $81.7 million per seat. “It’s a good value for NASA and the taxpayer,” Elbon said of Boeing’s proposed deal with NASA. “We wouldn’t ask them to pay more than they would have been paying before.”

What is happening here is that Boeing is trying to use these Soyuz seats as a way to recoup its losses from Sea Launch. The problem is that NASA doesn’t really need the manned flights in 2017 and 2018. They might need them in 2019, should the manned capsules that SpaceX and Boeing are building get delayed, but I am not sure that this deal will allow them to be used at that time.

NASA names acting administrator

NASA yesterday named Robert Lightfoot as the Acting NASA administrator, taking over from Charles Bolden when he leaves on January 20, 2017 at the start of the Trump administration.

Lightfoot is a former Director of NASA’s Marshall Space Flight Center, having begun his NASA career there in 1989. He transferred to NASA Headquarters in 2012 to serve as Associate Administrator, the highest ranking civil service position in the agency. It is traditional for the highest ranking NASA civil servant to take over as acting administrator during changes in presidential administrations. The Trump transition has not always followed traditional paths so today’s announcement provided some degree of reassurance. Bolden said the Trump transition team officially told NASA yesterday that Lightfoot will serve in that job. A mechanical engineer, he has served in many capacities at Marshall, Stennis Space Center and Headquarters, including assistant associate administrator for the space shuttle program (2003-2005) at headquarters and manager of the space shuttle propulsion office at MSFC (2005-2007). He was named MSFC Deputy Director in 2007 and Director in 2009.

Essentially Lightfoot will act as a placeholder until the new administration names its pick for the position.

NASA asteroid redirect mission delayed again

Due to the uncertainty of its budget NASA has decided to delay the award of the contracts to begin work on its asteroid redirect mission (ARM).

The uncertainty is that Congress has never budgeted any real money for it. The mission was proposed by Obama but only vaguely, without any real support. First it was to be a manned mission to an asteroid, using Orion. Then it was to be an unmanned mission to bring a large asteroid closer to Earth to be later visited by astronauts in an Orion capsule. Then the large asteroid became a mere boulder, with the manned mission delayed until the unforeseen future.

I think NASA sees the writing on the wall here. They expect this vague unsupported mission to die with the next administration, and have decided it is better not to waste money on it now.

Utah climate scientists whine about possible NASA cuts

The squealing of pigs: In the kind of journalistic pro-government spending propaganda that I despise, the Salt Lake Tribune today published this article giving climate scientists in their local area a platform to lobby the public in favor of their NASA funding.

The article provides a quick quote from a Trump campaign official noting their strong hostility to the politicization of climate research, and then spends the rest of the article allowing scientist after scientist to condemn that position and to defend that spending, repeatedly implying that should the NASA cuts go through, the research will end and even possibly that access to the data from NASA climate satellites will be denied to the public and to the scientists. At no time does the article provide any thoughtful information to explain that Trump administration perspective, which is based on some reasonable and very justifiable concerns.

I note this article as a warning. Expect more of this very bad journalism. Most of the press are blindly liberal and Democratic Party partisans. They are going to work blindly with the climate community to help them defend their funding, without the slightest effort at objective reporting. The public should be aware of this, and see this political lobbying for what it is.

Launch of joint NOAA/NASA weather satellite delayed again

Bad timing for NASA’s climate program: The launch of the first Joint Polar Satellite System (JPSS-1), a project of both NOAA and NASA, has been delayed from March 2017 to at least July because of problems with one instrument as well as delays in completing the satellite’s ground systems.

“The main factors delaying the JPSS-1 launch are technical issues discovered during environmental testing of the satellite and the Advanced Technology Microwave Sounder (ATMS) instrument,” Leslie said in a statement. ATMS issues were also one of the reasons for the previous delay. In addition, he cited “challenges in the completion of the common ground system” that will be used for JPSS and other NOAA polar-orbiting weather satellites.

The latest decays prompted NOAA to seek financial relief for the program. A provision in the continuing resolution (CR) passed Dec. 9, which funds the federal government through late April at 2016 levels, gives NOAA the authority to spend at higher levels for the JPSS program.

The goal with the JPSS program was to combine NOAA weather satellites with NASA’s climate research satellites. The program however has had technical and budgetary problems, as this is not the first launch delay or cost overrun.. Moreover, the origins of the JPSS program came from a failed effort in the 1990s and 2000s [pdf] to combine NOAA, Defense Department, and NASA weather satellites under what was then called the NPOESS program. When that program was restructured in 2010 to become JPSS the Defense Department pulled out.

Considering the strong rumors now suggesting that the Trump administration plans to slash NASA’s climate budget while shifting the remains of the program to NOAA, this delay of JPSS-1 is an especially good example of bad timing. It provides the new administration strong ammunition for such proposed changes.

NASA approves two new asteroid missions

NASA has approved two new unmanned missions aimed at studying the asteroids.

Lucy will take a close look at six Trojan asteroids orbiting near Jupiter, after first visiting a main belt asteroid.

Lucy, a robotic spacecraft, is scheduled to launch in October 2021. It’s slated to arrive at its first destination, a main belt asteroid, in 2025. From 2027 to 2033, Lucy will explore six Jupiter Trojan asteroids. These asteroids are trapped by Jupiter’s gravity in two swarms that share the planet’s orbit, one leading and one trailing Jupiter in its 12-year circuit around the sun. The Trojans are thought to be relics of a much earlier era in the history of the solar system, and may have formed far beyond Jupiter’s current orbit.

Psyche will visit 16 Psyche, an unusual metal-rich asteroid made up mostly of iron and nickel.

While Psyche will use an ion engine, allowing it great freedom and even the potential to go elsewhere, like Dawn, when its primary mission is complete, I have not been able to determine whether Lucy will use conventional chemical altitude thrusters or an ion-type engine.

NASA awards more operational manned missions to SpaceX and Boeing

NASA today awarded four more operational manned missions to SpaceX and Boeing, bringing their total planned flights now to six each, not counting their first demonstration mission.

The additional flights will allow the commercial partners to plan for all aspects of these missions while fulfilling space station transportation needs. The awards do not include payments at this time. “Awarding these missions now will provide greater stability for the future space station crew rotation schedule, as well as reduce schedule and financial uncertainty for our providers,” said Phil McAlister, director, NASA’s Commercial Spaceflight Development Division.

NASA essentially has no choice. These spacecraft will be the only way to get astronauts to ISS after 2018, when our contract with the Russians expires.

Moreover, by awarding these contracts now, before the end of the Obama administration, NASA essentially locks them down before the new Trump administration can take power and kill them.

Trump interested in lunar manned mission?

After meeting with Donald Trump a historian now says the president-elect appears very interested in the idea of sending a man to the Moon.

All of these stories continue to be speculation, but I strongly suspect that much of it also consists of trial balloons pushed by the various supporters of SLS/Orion in their effort to give that very expensive and so-far completely unproductive boondoggle a mission it can actually achieve. Right now, SLS/Orion has no mission. It is only funded through the first manned test flight in 2021 (likely to be delayed until 2023). Since it has been a pork barrel favorite of a number of Senators and Congressmen, I would not be surprised if they are trying to convince Trump to fund it by giving it a new Kennedy-like mission.

“Anomalous readings” detected during testing of Webb telescope

During standard vibration testing to simulate launch, engineers have detected what they call “anomalous readings” in the James Webb Space Telescope.

During the vibration testing on December 3, at Goddard Space Flight Center in Greenbelt, Maryland, accelerometers attached to the telescope detected anomalous readings during a particular test. Further tests to identify the source of the anomaly are underway. The engineering team investigating the vibe anomaly has made numerous detailed visual inspections of the Webb telescope and has found no visible signs of damage.

It is a good sign that they have found no damage. It is also a good thing that they detected these issues now, on the ground, where they can fix them. Webb, almost a decade behind schedule and $8 billion over budget, will be placed at a point a million miles from Earth, where no repair crew will be able to reach it.

Judge: NASA cannot confiscate an Apollo 11 artifact that was sold by mistake

A federal judge has ruled that NASA has no right to confiscate an Apollo 11 lunar rock sample bag that had been purchased legally, even though the sale itself had been in error.

udge J. Thomas Marten ruled in the U.S. District Court for Kansas that Nancy Carlson of Inverness, Illinois, obtained the title to the historic artifact as “a good faith purchaser, in a sale conducted according to law.” The government had petitioned the court to reverse the sale and return the lunar sample bag to NASA. “She is entitled to possession of the bag,” Marten wrote in his order.

This court case will hopefully give some legal standing to the private owners of other artifacts or lunar samples that NASA had given away and then demanded their return, decades later.

NASA begs out of first SpaceX’s Mars mission

NASA has decided to hold off contributing any science instruments for SpaceX’s first Dragon mission to Mars.

NASA wants to wait until SpaceX proves it can pull off a soft landing on the Red Planet before committing millions of dollars’ worth of equipment to the spaceflight company’s “Red Dragon” effort, said Jim Green, head of the agency’s Planetary Science Division. “Landing on Mars is hard,” Green said during a talk Tuesday (Dec. 13) here at the annual fall meeting of the American Geophysical Union (AGU). “I want to wait this one out.”

Details revealed about Trump’s space policy?

Detailed comments by former congressman Robert Walker, who is advising the Trump transition team on space policy, yesterday provided some further hints at what the space policy will be during a Trump administration.

Walker said that there is an intent that the National Space Council be re-instituted so as to guide all space activities. civilian, military, and commercial. Walker went on to say that the Trump team is looking for a space policy that is “disruptive, resilient, and enduring”.

For one thing, Walker said that they are looking for a much longer life for the ISS – and that it will need to be refurbished and upgraded. He speculated that it would need to be handed over to an organization or consortium eventually. They are also looking for opportunities to have the commercial sector backfill for NASA so that NASA can focus on deep space exploration. Walker was very clear on this point noting that there was an awareness of many government programs that “take a decade to do with technology that ends up being out of date”.

…Walker was asked several times about SLS/Orion – in the context of Trump’s recent comments about Boeing and Air Force One. Walker did not answer the questions specifically but went into a broader generalization that Trump is not a politician but rather that he is a deal maker. He also thought that Trump’s funding of an ice rink in New York a few years back was a good example of what kind of president he’d be. Walker went on to say that Vice President-elect Pence would be the de-facto “prime minister” and run the government while Donald Trump went out to cut deals.

The issue of Earth science eventually came up. Walker said that the Trump administration is not looking to cancel NASA climate science but rather that they wanted to transfer all of it to other agencies who might have greater expertise. Earth centric research would be transferred so as to allow NASA to focus on space exploration.

It remains unclear whether SLS/Orion will survive a Trump administration. I suspect that at this point they themselves don’t know. They intend to shift climate research from NASA to NOAA, cutting some of that funding as they do so while also changing the personnel that run the research (thus cleaning house). They also probably want to shift NASA’s publicly-stated deep space goals back to the Moon, but this will simply be the empty rhetoric of politicians. More important is the suggestion that they want to extend the life of ISS. Such an action will also require an extension of the commercial crew/cargo contracts, which will also help continue to fuel the new space industry.

The ever shrinking and delayed Orion/SLS

NASA is considering changing the first Orion crewed mission so that, instead of orbiting the Moon, the spacecraft will merely whip past it on a course that will take it directly back to Earth.

In a presentation to a Nov. 30 meeting of the NASA Advisory Council in Palmdale, California, Bill Gerstenmaier, NASA associate administrator for human exploration and operations, discussed what he described as a new proposal for Exploration Mission 2 (EM-2) that would last eight days. The concept, called the multi-translunar injection free minimum mission, would initially place the Orion spacecraft and its Exploration Upper Stage (EUS) into an elliptical orbit around the Earth with an apogee of 35,000 kilometers. After spending one day in that orbit, the spacecraft would separate from the EUS and use its service module engine for a final burn to send the spacecraft towards the moon. Orion would fly on a “free return” trajectory around the moon without going into orbit and without requiring another engine burn. The mission would end with a return to Earth eight days after launch, but with an option to extend the mission to up to 21 days.

The entire SLS/Orion project is idiotic and incredibly dangerous, not because it is going to the Moon but in how they plan on doing it, with literally no preparation flights beforehand. With Apollo, NASA was very careful to test each part of the package first, then proceed with a more ambitious mission. The only exception to this process was Apollo 8, which went to the Moon without a Lunar Module. That happened because they were in an intense space race with the Soviets and were under pressure to achieve Kennedy’s commitment to land before the end of the decade.

With SLS/Orion there is no such pressure. What is driving their lack of testing is a lack of money, caused by the project’s ungodly cost. They not only can’t afford to build multiple rockets to fly a variety of missions building up to the Moon, Congress hasn’t given them the money. Right now all they have allocated is enough to fly one unmanned mission in 2018, and this one manned flight in 2021 (which by the way is almost certainly going to be delayed until 2023).

The worst aspect of SLS/Orion is its stuntlike nature. They aren’t building anything that will have any permanence or allow for future colonization. It costs too much. Instead, SLS/Orion is designed to do one or two PR missions that will look good on some politician’s resume, but will do little to further the colonization of the solar system by the U.S.

Trump picks NASA transition team leader

The Trump transition team has named its first member whose focus is NASA.

The pick is Chris Shank, who worked under Mike Griffin during the last Bush administration and has more recently been a staffer at the House science committee.

Shank is an experienced space policy professional. From 2001-2005, he served on what was then the House Science Committee staff specializing in human spaceflight and Earth science issues. After joining NASA as a special assistant to Griffin in 2005, he was appointed NASA’s chief of strategic communications in 2008. He left NASA in January 2009 at the end of the Bush Administration and worked first at the Applied Physics Lab and later Honeywell Aerospace. He returned to Capitol Hill in 2011 as Deputy Chief of Staff to Rep. Lamar Smith (R-TX), who is now chairman of House SS&T, and in 2013 was appointed policy and coalitions director for the full committee.

SpaceX wins NASA satellite launch contract

The competition heats up: NASA has awarded SpaceX the contract to launch its Earth science satellite, Surface Water and Ocean Topography (SWOT).

This sentence from the press release is puzzling:

The total cost for NASA to launch SWOT is approximately $112 million, which includes the launch service; spacecraft processing; payload integration; and tracking, data and telemetry support.

Since SpaceX touts a launch price for its Falcon 9 rocket as $62 million, I wonder why this launch will cost NASA almost twice as much. Was there so little competition in the bidding that SpaceX could bid higher and thus get more money? Or is NASA so disinterested in saving money that it left itself open to overpaying for something that everyone else gets for far else?

An update on the Bigelow inflatable module on ISS

NASA has released an update on the privately built inflatable BEAM module that is presently attached to ISS and is under-going two years of testing.

NASA and Bigelow Aerospace are pleased to report that, overall, BEAM is operating as expected and continues to produce valuable data. Structural engineers at NASA JSC confirmed that BEAM deployment loads upon the space station were very small, and continue to analyze the module’s structural data for comparison with ground tests and models. Researchers at NASA’s Langley Research Center in Hampton, Virginia, have found no evidence of large debris impacts in the DIDS data to date—good news for any spacecraft. And radiation researchers at JSC have found that the dosage due to Galactic Cosmic Rays in BEAM is similar to other space station modules, and continue to analyze local “trapped” radiation particles, particularly from the South Atlantic Anomaly, to help determine additional shielding requirements for long-duration exploration missions.

None of this is a surprise. It seems to me that this testing program is a bit overdone, since NASA never did anything like this in orbit for its own modules. What I think is really happening is that the two-year test of Bigelow’s module was required politically within NASA because there were too many people there opposed to using a privately-built module. I also suspect that NASA got further pressure from the contractors, such as Boeing, who had previously owned this business, and did not want the competition from Bigelow. Thus, despite the fact that Bigelow has already launched two test modules of its own and proved the viability of its designs, it was forced by NASA to do an additional test under NASA’s supervision in order to squelch this opposition.

No Trump NASA transition team yet

It appears that the Trump transition operation has no plans as yet to form a transition team for NASA.

NASA Associate Administrator Robert Lightfoot sent a memo to NASA employees stating that NASA has been informed that no ART will be assigned to NASA for now. “The President-Elect Transition Team (PETT) has indicated that NASA will not be receiving an Agency Review Team (ART) at this time. NASA, as all federal agencies, stands ready to support the PETT at a future date.” A NASA transition team could be set up later, although time is getting short, or the incoming Administration could wait until after the inauguration to address NASA and other space issues.

Rumors were that former Congressman Bob Walker would be very involved in a NASA transition team. He was the point man for space policy during the final weeks of the Trump campaign. He co-authored two op-eds for Space News, one on civil space policy, the other on national security space, and spoke to the FAA’s Commercial Space Transportation Advisory Committee (COMSTAC) on October 26 outlining top-level Trump space priorities. Walker became a lobbyist after he retired from Congress and is now executive chairman of one of the top lobbying firms in Washington, Wexler|Walker. The lobbyist ban presumably excludes him from serving now.

One pattern I see developing with Trump is his willingness to hire and fire people. The change in transition leadership between Christie and Pence shows this. I suspect that he will be replacing cabinet appointees and administration management heads much more frequently that we are used to seeing in government. This is good. And it will certainly be different from the Obama administration, where you could literally commit crimes and not be fired.

As to NASA, it is not surprising that Trump is not making this a priority. It is not unusual for it to take months, even a year, for a new administration to pick its NASA administrator. That is what happened under Obama. The new administration has far more important slots to fill that must come first.

Software issues threaten Orion/SLS schedule

Despite having more than a decade to develop the software for SLS and Orion, NASA now faces the possibility that the rocket’s first test flight in 2018 might be delayed because that software is not ready.

Specifically, a NASA advisory board has revealed that Orion’s flight software is behind schedule and might not be ready in time. This, combined with schedule problems for the capsule’s service module, being built by the European Space Agency, threatens the 2018 launch date.

Orion faces more delays

Faced with looming schedule problems for Europe’s effort to build the service module for the Orion capsule, NASA has created a working group to attack the problem.

The European Service Module (ESM) element of Orion has been classed as a major schedule driver for the program for some time. The Service Module for Orion was originally going to be an all-American system, under the control of Lockheed Martin. However, a deal back in 2012 resulted in an alliance with the European Space Agency (ESA) to utilize hardware associated with its Automated Transfer Vehicle (ATV).

The deal made sense. NASA’s goal of international collaboration is deemed to be an essential formula for spreading the costs and increasing the viability of NASA’s exploration goals, building on the success of the partnerships that built the International Space Station. Also, the ATV is proven technology, having already proved its worth via a string of successful resupply missions to the orbital outpost.

However, the challenge of combining the technology into what is essentially an American vehicle has resulted in schedule pressures.

Let me once again point out that Orion was first proposed by President George Bush in 2004. Its first official flight, with service module, is now scheduled for 2018. That means it took NASA 14 years to build and launch a unmanned single complete capsule, assuming they can get the service module built in time. That it took that long to build this is shameful. That there is even the slightest possibility that 14 years won’t be enough time to build the service module is downright disgusting, and is another illustration of the complete failure of the federal government.

Note that the previous unmanned Orion test flight in 2014 really doesn’t count. That capsule was a engineering test capsule, designed to test the capsule’s heat shield, even though NASA had already decided before the flight to abandon that heat shield design. In other words, it was a complete waste of money.

SLS schedule changes impending

NASA’s refurbishment plans for the mobile launcher and SLS launchpad suggest that the first manned flight of SLS is increasingly likely to be delayed from its present 2021 launch date.

The situation is complicated. The SLS configuration that will launch an unmanned capsule in December 2018 will use a Delta rocket upper stage, and will only have the capability of launching about 70 metric tons into low Earth orbit. After this one flight NASA wants to begin using SLS’s own upper stage, which it calls the Exploration Upper Stage and which will raise the rocket’s payload capacity to 105 metric tons. Because these changes will make SLS taller, however, they have to refurbish both the mobile launcher that brings the rocket to the launchpad as well as the launch tower used to fuel the rocket during countdown. These changes, now scheduled, will shut down the launchpad from January 2019 until the end of 2020.

The problem with doing this is that SLS’s second flight, presently scheduled in 2021, is supposed to be manned. To use the Exploration Upper Stage untested on this manned flight is something NASA doesn’t really want to do. Flying another unmanned flight to test that upper stage however will require NASA to delay the first manned flight again, probably to 2023.

Based on the article at the link above, those delays now seem almost certain. Because NASA is moving to refurbish the launchpad right after that first unmanned flight in December 2018, this means all later SLS launches will use the Exploration Upper Stage. Since Congress has also ordered NASA to fly its upcoming Europa orbiter mission on SLS, it seems to me that NASA is now quietly moving to add a second unmanned SLS test flight between the rocket’s first flight in 2018 and the first manned flight and will use it to launch the Europa orbiter some time in 2021. This will in turn delay the launch of that first manned flight, probably until 2023, a date that is presently listed in many NASA documents as the latest SLS’s first manned mission will fly.

If this is the case, it means that it will have literally taken NASA two decades to build and fly a single manned Orion capsule, beginning when George Bush ordered the construction of the Crew Exploration Vehicle in January 2004.

Does no one but me see something wrong here?

Clinton campaign outlines its space priorities

In an op-ed today, an adviser to the Hillary Clinton campaign outlined the space policy priorities that her administration would focus upon should she win the election.

Despite attempts to suggest these policies would be significantly different than the policies of Donald Trump, it seems to me that her focus would be quite similar to Trump’s. While the announcements from the Trump campaign have suggested his administration would consider more changes to space policy than Clinton, both candidates appear to be proposing only minor changes. With both, the private-public partnership of commercial space would be continued. With both, SLS/Orion will be reconsidered, and changed depending on the demands of Congress.

The only significant difference, based on today’s op-ed, is that a Hillary Clinton administration will likely devote significant NASA resources to the study of global warming, while Trump appears quite willing to slash this research, based on what appears to be data tampering for political reasons in both NASA and NOAA.

Two Trump advisers push for National Space Council

In a somewhat vague op-ed today, two Trump space policy advisers, former Congressman Robert Walker and University of California-Irvine professor Peter Navarro, recommend the re-establishment of the National Space Council to coordinate the U.S.’s civilian space effort.

Despite its importance in our economic and security calculations, space policy is uncoordinated within the federal government. A Trump administration would end the lack of proper coordination by reinstituting a national space policy council headed by the vice president. The mission of this council would be to assure that each space sector is playing its proper role in advancing U.S. interests. Key goals would be to would create lower costs through greater efficiencies. As just one example, a Trump administration will insist that space products developed for one sector, but applicable to another, be fully shared.

Here, it makes little sense for numerous launch vehicles to be developed at taxpayer cost, all with essentially the same technology and payload capacity. Coordinated policy would end such duplication of effort and quickly determine where there are private sector solutions that do not necessarily require government investment. [emphasis mine]

This analysis of the op-ed at SpacePolicyOnline.com gives some history of the National Space Council, as well as range of opinions about its usefulness.

Opinions in the space policy community about the value of such a Council run the gamut. Opponents argue it is just one more White House entity that can say “no” to any idea, but without the clout to say “yes” and make something happen. Supporters insist that a top-level mechanism is needed not only to effectively coordinate government civil and national security space programs, but to bring in the commercial sector and develop a holistic approach to space.

Walker and Navarro clearly share the latter opinion. They say the Council would “end the lack of proper coordination” and “assure that each space sector is playing its proper role in advancing U.S. interests.”

I however want to focus on the highlighted text above from the op-ed. This language appears to suggest that these advisers do not think it efficient for NASA to buy rockets and spacecraft from competing private companies, as it is doing with its cargo and crew ferries to ISS. If so, their advice will mean that a Trump administration will eliminate the competition that has been so successful in the past decade in lowering NASA’S costs and getting so much more done.

Yet, in the very next paragraphs Walker and Navarro say this:

No more manned Soyuz purchased by NASA after 2019

The competition heats up: Both Boeing and SpaceX better get their manned capsules working by 2019, because NASA at this point has no plans to buy more seats on Russian Soyuz capsules after the present contract runs out.

Even as the commercial crew schedules move later into 2018, NASA officials say they are not considering extending the contract with Roscosmos — the Russian space agency — for more launches in 2019. The last Soyuz launch seats reserved for U.S. astronauts are at the end of 2018.

It takes more than two years to procure components and assemble new Soyuz capsules, so Russia needed to receive new Soyuz orders from NASA by some time this fall to ensure the spacecraft would be ready for liftoff in early 2019.

The second paragraph above notes that even if NASA decided it needed more Soyuz launches, it is probably too late to buy them and have them available by 2019.

NASA to offer port on ISS for private modules

The competition heats up: NASA to offer port on ISS for private modules.

Several companies have previously expressed an interest in adding a module to the ISS for commercial or NASA use. In April, Bigelow Aerospace said it had made an unsolicited proposal to NASA to add one of its B330 modules under development to the ISS. In August, the company received an award from NASA’s Next Space Technologies for Exploration Partnerships (NextSTEP) to study that concept in more detail.

Axiom Space, a company led by former NASA station program manager Mike Suffredini, announced in June plans to develop a commercial module that could be added to the station as a precursor to a standalone commercial space station. Suffredini said in July that his company planned to respond to the NASA RFI.

Another venture that received a NASA NextSTEP award in August was a consortium called Ixion, which includes NanoRacks, Space Systems Loral and United Launch Alliance. Ixion will study converting a Centaur upper stage into a commercial ISS module.

This confirms my belief that ISS will not be retired in 2024, but will slowly transition to private hands and will be steadily replaced by new private modules as old ones wear out.

Obama makes another empty space commitment

In an op-ed today, President Barack Obama made another one of those Presidential Kennedy-like space commitments, this time proposing that the U.S. send humans to Mars.

We have set a clear goal vital to the next chapter of America’s story in space: sending humans to Mars by the 2030s and returning them safely to Earth, with the ultimate ambition to one day remain there for an extended time. Getting to Mars will require continued cooperation between government and private innovators, and we’re already well on our way. Within the next two years, private companies will for the first time send astronauts to the International Space Station.

Obama in his op-ed spends a lot of time claiming credit for the recent resurgence in the American space industry. Though his administration does deserve some of the credit, in that they continued and expanded the commercial space initiative first started in the Bush administration, the bulk of the credit here really must be given to the private companies that did the actual work. SpaceX and Orbital ATK took enormous financial risks to make their rockets and capsules fly. They made it happen, proving at last to a generation that had lost faith in private enterprise and freedom that relying on private enterprise and freedom really is the best way to do things.

Meanwhile, I would not take Obama’s proposal very seriously. We will have a new president in just a matter of a few months, and that president will make his or her own decisions. Moreover, it really won’t matter that much what that next president proposes anyway. The real story will be with private individuals and private companies, forging their own dreams as they search for ways to get into space in a profitable manner.
