The altitude sensors apparently failed soon after undocking. Since the Soyuz craft is not piloted but returns to Earth automatically, this failure was not crucial. That it happened, however, sends another worrisome signal about declining Russian quality control standards. If this system failed, why couldn’t another more crucial one fail as well?

The year’s third Ariane 5 mission is scheduled for launch in late July carrying the large Alphasat satellite for mobile satellite services operator Inmarsat of London and the European Space Agency (ESA); and India’s Insat-3D telecommunications satellite.

Beyond that, Israel said, it is unclear which commercial payloads will be placed on which of the two remaining Ariane 5 flights, scheduled for this fall, or what the Ariane 5 manifest looks like for 2014. A big question is whether Arianespace has any slots open in the Ariane 5 manifest in 2014 to accommodate new customers who want to switch to Ariane 5 because their selected vehicle is late.

This article not only suggests that Arianespace has more business than it can handle, it is also provides evidence that the company is scrambling to cut costs in order to compete.

The constellation’s orbit is designed to provide high-bandwidth Internet links to land masses located between 45 degrees north and 45 degrees south of the equator, which means mainly the developing world.

An interesting historical note of this story is that

O3b and SES officials have said that the company has regulatory rights to sufficient spectrum to put as many as 120 satellites in the same unusual orbit. O3b is making use of radio spectrum originally won, following a long battle, by a U.S. company called Teledesic, which had envisioned more than 800 satellites to provide broadband links worldwide. Teledesic ceased operations before launching its satellites.

Teledesic was a $9 billion satellite constellation proposed by Bill Gates back in 1998. They only launched one satellite, Teledesic 1, which was a failure. That this project has essentially come back to life fifteen years later is most intriguing.

Since the fall of the Soviet Union the Russians have become very good capitalists indeed. Consider: the price the Russians were charging for a single ticket on Soyuz was about $33 million in 2004, when George Bush announced the planned retirement of the shuttle. Since then they have repeatedly jacked up the price, knowing that we have no where else to go.

In the end, these price increases are actually a good thing, as they will make it easier for the new American companies to undercut them while simultaneously making a bigger profit.

This was the fourth Progress launched this year, the second to follow an abbreviated four-orbit rendezvous with the space station. Russian flight controllers normally implement two-day rendezvous profiles, but they are perfecting procedures for single-day flights for possible use with manned Soyuz missions to shorten the time crews are forced to spend in the cramped ferry craft.

The Russians have used the leisurely two-day rendezvous path now for almost a half century. So, why are they suddenly trying to shorten the travel time to ISS to six hours? Though there are many good engineering reasons, I also suspect it is because they are now feeling the pressure of competition. The shorter travel time probably lowers their costs at mission control. It also makes using the Soyuz for manned flights more appealing. Dragon for example is presently using the two-day rendezvous path. And Dragon will soon become a direct competitor to Soyuz, when it begins flying humans in the next three to five years.

More important, the Russians have now delayed the next Soyuz manned launch to ISS for a week due to “some malfunctions [that] have appeared in one of the devices of the decent module.”

They also say the delay is to avoid a flight conflict with the next Dragon mission on October 15. This is interesting in that the last word we had from NASA was that the Dragon launch could occur as early as October 5.

The long travel time was designed to save fuel at launch — thus increasing payload — by allowing orbital mechanics to bring the capsule and station together. I wonder then why the Russians are considering this change. Have the figured out a way to save the fuel in other ways?

The story suggests some confusion over what caused the cracks, either defects to the capsule itself or a mistake in the testing process.

A commission set up to probe the setback said violations of the testing procedure caused the damage to the reentry vehicle incident, earlier reports said. Either excessive pressure was applied by the personnel, or the shell of the reentry vehicle had defects or was improperly welded up.

This postponement of the next two Russian manned missions to ISS looks like a serious problem. For cracks to form in a finished capsule when tested under pressure suggests significant production failures that had gone unnoticed during assembly. In fact, this problem is far more serious than the launch failure that occurred last year. The Russians have to not only find a capsule they can trust to use on the next flight, they have to track down the errors that allowed a capsule to be built that is so obviously flawed it cracked when put in use.

An ESA study conducted between 2002 and 2004 found that because the Soyuz has not been designed to land in the sea, a French Guiana launch that had to be aborted would endanger the spacecraft and its crew as it would likely have to ditch in the Atlantic Ocean. The Soyuz spacecraft have always landed on land in the former Soviet territory of Kazakhstan.

Helped by the two Soyuz campaigns, which occurred in October and December, Arianespace in 2011 apparently averted a third consecutive year of losses. Its financial accounts are not finalized until June, but Le Gall said the company expects to report a slight profit on about 985 million euros in revenue.

In other words, it was the addition of the Russian low-cost Soyuz rocket to their fleet that helped avoid another year’s loss. This doesn’t reflect well on the profitability of the Ariane 5 rocket.
