The mobile launch building at Vostochny

At their new spaceport at Vostochny, the Russians are building a moveable launch building that will enclose their Soyuz rockets prior to launch.

Painted in elegant blue and white and standing almost 50 meters high, the Mobile Service Tower, MBO (for Mobilnaya Bashnya Obsluzhivaniya), is designed to provide personnel access to the Soyuz rocket during the countdown to liftoff from its launch pad in Vostochny. The structure can be also used to service the pad after launch and to process the rocket in case of an aborted liftoff.

With the tower in place, technicians can easily reach practically any part of the rocket as high as 37 meters above the surface of the launch pad. Internal access bridges of the tower surround the upper portion of the first and second stage, the third stage and the payload fairing.

The article also notes that “for decades, Soviet soldiers and officers and later their Russian civilian successors had to brave winter cold and summer heat preparing Soyuz rockets for launch on open-air gantries in Baikonur and Plesetsk. But in a sign how times have changed, the new generation of rocketeers will be protected from snow and rain with a climate-controlled tower completely enclosing the Soyuz rocket before liftoff from its newest launch pad at Russia’s Vostochny Cosmodrome.”

The irony here is profound. Big moveable buildings is how NASA has been doing it since Apollo. It is also what Boeing’s Delta family of rockets uses at Vandenberg in California. It is also why the Saturn 5 was and the Delta is so expensive to launch.

SpaceX abandoned such complicated structures in designing its Falcon 9, and instead decided to copy the old Soviet method of simple buildings for horizontal assembly and the simple horizontal transport to the launchpad. This appears to save a lot of money while simplifying rocket assembly.

That the Russians are now copying NASA’s more expensive but fancy mobile building approach means that, once again, their government is making decisions not based on efficiency but the prestige their political decisions can give them. From a competitive perspective, this is not going to benefit the Russia space effort, in the slightest.

But their workers will be more comfortable while they assembly those rockets!

Russia completes Soyuz launchpad at Vostochny

The competition heats up: Russia has completed assembly of the Soyuz-2 launch system at Vostochny a month ahead of schedule.

I must say that this story confuses me. Just this past weekend it was reported in the Russian press that they were abandoning efforts to build a Soyuz launchpad for manned flights at Vostochny and would instead focus on Angara. Why then are they finishing this Soyuz-2 launchpad now, and ahead of schedule?

One theory: The new launchpad might be for a new upgraded Soyuz rocket to be used for unmanned missions and thus different than the manned launchpad.

Or it might be that even though the government canceled it, workers continued to work on it and finished it, unaware of the cancellation. It is not unusual in big government projects for the right hand to not know what the left hand is doing.

UPDATE: My first theory was correct. Anatoly Zak of russianspaceweb.com has confirmed to me in an email that they only cancelled manned Soyuz flights at Vostochny. This launchpad will be used for an upgraded Soyuz rocket for unmanned flights.

Manned flights from Vostochny delayed

In order to save construction costs at its new spaceport at Vostochny, Russia has decided to delay its first manned flight there until 2023.

They originally were going prepare a launchpad for Soyuz rockets so that they could do a manned launch at Vostochny as early as 2019, but had already admitted this was inefficient and had abandoned the plan. Now they have admitted that it will take until 2023 for them to get Vostochny and Angara ready for manned flights.

That it will still take almost 8 years to prepare a launchpad and get Angara ready to launch manned capsules, however, seems an ungodly long period of time. It should not take that long.

A slew of stories in the Russian press today illustrate again the deeply ingrained problems that country has, both in corruption and in its ability to produce a quality product.

Russians cancel effort to fly humans from Vostochny by 2019

The heat of competition? In order to meet a government deadline to launch humans from their new spaceport at Vostochny, the Russians had planned, though now cancelled, a single manned launch there in 2019, using a new rocket.

Their cancelled plans had included two prior test flights of the rocket with Progress freighters.

If cargo missions were successful, the one brave crew would ride into orbit from the new spaceport, knowing that in case of a serious problem with the rocket, the descent module of the spacecraft would parachute into deep forest of the Russian Far East or somewhere in the Pacific.

After “satisfying” this political goal with a single crew, all manned Soyuz and cargo Progress missions would then revert back to Baikonur for a safe ascent trajectory. The Soyuz spacecraft would continue flying two missions annually from Baikonur, until the veteran spacecraft’s final launch in 2025. In 2021, Soyuz spacecraft missions originating from Baikonur would switch from Soyuz-FG to Soyuz-2-1a rocket.

The Russians have now decided, rather than rush this first flight on the new rocket, to hold to the slower schedule.

This story is important to the United States. I think we must definitely end our dependence on the Russians before they make the switch to the new rocket. Based on the levels of poor quality control and corruption seen recently in Russia, I have grave doubts the new rocket will fly reliably at first. It would be a mistake to buy its use to put Americans in space.

Russia launches criminal investigation at Vostochny

The Russian government has launched a large-scale investigation into the disappearance of 300 million rubles ($6 million) at their new Vostochny spaceport.

The criminal case was opened on the charges of large-scale embezzlement, the interior department said. According to a pre-investigation check, an agreement was signed in October 2014 between the client represented by the state special construction company and a contractor on fulfilling contractual work for building roads as part of the Vostochny cosmodrome infrastructure development, the interior department said. “The client under the contract made an advance payment of 300 million rubles to the contractor. However, the contractor did not start work and did not return the advance payment,” the interior department said, adding the investigation was continuing.

It appears the Russian government is finally tightening the screws at what appears to be widespread corruption at Vostochny.

I suspect the real problem here is not that the contractor pocketed some money illegally, it is that the contractor pocketed too much money illegally. Had he simply skimmed off a bit off the top but made sure construction proceeded, Putin and his gang would have gladly looked the other way. They skim off enough of their own too y’know, on numerous other projects. Skimming off so much that the project isn’t even built, howver, is unacceptable!

More strikes at Vostochny

Another worker strike has broken out at the new Russian spaceport at Vostochny by workers who say they have not been paid their wages.

The strike itself is not the significant fact here. The significant fact is that even though the project has been under the close supervision of Putin himself since September, the wages were still not paid. Supervisors have been pocketing wages even as very high Russian officials have been publicly demanding that they get the construction back on schedule. And this story suggests that they continue to do so.

The entire situation implies a very extensive level of corruption at all levels of the Russian infrastructure, something that will make it very difficult for them to accomplish much in their future efforts in space.

Russia delays first manned launch from Vostochny

The Russian government has decided to delay from 2018 to 2020 the first manned launch from its new spaceport at Vostochny because an earlier launch would require them to use equipment they expect to retire anyway.

While the construction problems at Vostochny might be a factory in this decision, I also believe there is truth to the claim above. If they launch in 2018, they will probably have to use the Soyuz rocket to launch crews into space. By 2020 they plan to have Angara completely operational, and will be ready to retire Soyuz. Why build the infrastructure for Soyuz when you plan to retire it in only a couple of years anyway?

The delay however indicates a more fundamental problem with the Russian top-down authoritarian culture. It shouldn’t take them this long to get Angara operational. The rocket was conceived shortly after the fall of the Soviet Union in the early 1990s. They’ve had almost a quarter century to build it. Even though they’ve only just done the first two test flights, there is no justification for it to take another five years to get all the configurations of the rocket flying.

If they want to compete on the world market, they are going to have to work faster than this. A competitive private company, rather than delaying the launch, would have pushed Angara to be ready sooner so that the the launch could happen on time, with Angara. That the Russians seem unable to do this indicates that they will not be very competitive in the coming decades.

Russian government takes over Vostochny construction

The Russian government has once again increased its supervision of the construction of the Vostochny spaceport, now 120 days behind schedule.

They want to launch the first rocket from the spaceport by December of this year. The story also describes how contractors have been ordered, by Russia’s deputy prime minister himself, to stop leaving delicate new equipment in unprotected environments, as the equipment has been delivered before the buildings they are supposed be stored in have been finished.

Where the equipment will be put is not said. The boss has ordered it, however, so it better happen!

A photo tour of Vostochny

The Siberian Times has posted a very interesting photo tour of Russia’s new spaceport, Vostochny, presently under construction.

The article is very much a propaganda piece pushed by the Russian government (some photos were actually taken by Russian First Deputy Prime Minister Dmitry Rogozin himself), but it still gives you a sense of the scale and size of the project.

It is quite instructive to compare how the Russians do things, with a giant public works project costing $5 billion and taking more than a decade to build, with how the Americans do things, with a small privately-built space port being constructed by SpaceX in Brownsville for mere millions and in only a few years.

The Russian spaceport construction still behind schedule

In a detailed update on the status of Russia’s new Vostochny spaceport, russianspaceweb reports that the construction continues to be behind schedule.

Whether they can meet the government imposed deadline of first Soyuz rocket launch by the end of 2015 seems very doubtful. More significant is this interesting quote:

In the meantime, various sensitive systems, which arrived to Vostochny for installation into unfinished facilities, were rusting inside their containers along railway sidings.

Obviously, without enough qualified personnel at the remote construction site, Spetsstroi had little choice but to focus on facilities with the highest profile for visiting Moscow officials. Moreover, the work had to be done in a great haste, increasing the chances for mistakes and leading to a low quality of construction.

Boy, does that sound like the Soviet Union all over again. It also reminds me of how most government agencies operate in the U.S.

Ex-construction boss at Vostochny arrested

The man formerly in charge of construction at Russia’s new spaceport in Vostochny has been arrested and charged with stealing $43 million dollars from the project.

The corruption might be true, as this kind of thing is culturally typical for the centralized government-run operations that are generally favored in Russia. It is also possible that Putin’s government wanted a scapegoat to blame for the construction delays and cost overruns in building Vostochny.

Either way, Putin gets what he wants. This prosecution will make it very clear to everyone involved in building Vostochny that the government wants it built fast and without further theft, and it is watching what people do there very closely.

Construction of Angara launchpad at Vostochny delayed

In order to complete construction of the Soyuz rocket launchpad at Russia’s new spaceport in Vostochny as quickly as possible, Russian managers have decided to delay completion by one year of the launchpad for the new Angara rocket.

I would not conclude from this decision that the construction at Vostochny is lagging. Instead, it appears that the Russian government continues to give it a high priority, and is merely beginning to structure that priority as effectively as possible. The Soyuz rocket is already in operation and will be ready to fly as soon as Vostochny is operational. Angara meanwhile is still under development. I suspect a delay in getting its launchpad ready will have no effect in the overall schedule of that rocket, as they need to do several additional test flights before it will be ready to be declared operational.

Putin threatens management at Vostochny with criminal prosecution

In a statement today in the Russian press Vladimir Putin proposed initiating a criminal investigation into the management of the new Vostochny spaceport.

[Putin] admitted that “although the project is in the focus of our special attention, problems abound. … I will have to hand over some issues to law enforcement agencies to get them sorted out and clarified,” Putin said. Funding is provided regularly but the funding procedure itself needs special attention, he said, referring to “quasi and semi-criminal schemes”.

It appears that funds have not been used as efficiently as he likes and his solution is to threaten prosecution of those involved. This is becoming a standard Putin technique. He used it to guarantee his control over the Russian aerospace company Energia, and now he is using it here to guarantee the Vostochny project moves forward fast and efficiently.

Its use also illustrates the limitations of Russia’s top down approach to everything. Such threats can prevent corruption in a specific project, but that such treats are necessary so frequently points out how easily such corruption grows in a government-run centralized bureaucracy. We see it here in the U.S. as well. Take away the profit motive and private ownership and there remains nothing to naturally focus the efforts of management towards success and efficiency.

Russia to conduct its very first cosmonaut rescue drills at sea

The Eastern division of the Russian Air Force, Pacific fleet, and space agency Roscosmos will hold joint exercises the first week in August to practice for the first time ever the water rescue of Russian cosmonauts and a Soyuz capsule.

It is obvious these exercises are in conjunction with the construction of the Vostochny spaceport in Eastern Russia. Any aborted manned launch from this site will end up landing in the Pacific, not on land as has happened twice from Baikonur. And since the Russians have never had a manned capsule splashdown in the ocean, they better practice this stuff now.

Vostochny Soyuz 2 launchpad nears completion

The competition heats up: The massive concrete launchpad structure for Russia’s Soyuz rockets at its new spaceport in Vostochny is now almost finished.

Nor is that the only thing getting built.

Also, official Russian TV showed the installation of giant cisterns for kerosene fuel, liquid oxygen and nitrogen gas at a nearly completed storage facility of the launch complex. The active construction of 12 residential buildings, of a kindergarden, of a boiler facility and of a water treatment plant was also continuing at the future space center. A new concrete-production plant, a power conversion station and a car park were reported approaching completion. During the summer, regular workforce was reinforced with 400 members of 22 student teams assembled at the site from 15 regions of the Russia, the local government said.

The head of Russia’s space agency also visited the site this week, demonstrating the government’s continuing strong commitment to get this new spaceport finished on time.

Update: In related news, sources in Russia’s Finance Ministry say that by 2016 the budget for Baikonur will be zeroed out, the money shifted entirely to running Vostochny. This is the first solid indication that Russia plans to abandon its historic Kazakhstan spaceport when the new spaceport is finished. Previously officials insisted that Russia was going to continue its partnership with Kazakhstan.

Russia begins its withdrawal from Baikonur in Kazakhstan.

With the impending first test launch of its new Angara rocket and the construction of its new spaceport in Vostochny on-going, Russia has begun its withdrawal from Baikonur in Kazakhstan.

Zenit-M rocket launching complex will become Kazakhstan’s property on January 1, 2015, Tengrinews correspondent reported from yesterday’s government meeting in the lower chamber of the Parliament. The announcement was made by the Chairman of the National Space Agency KazCosmos Talgat Mussabayev. “We have already approved the list of facilities of Zenit-M launching site that will be excluded from the lease agreement with Russia, and have obtained the technical and administrative documents from Russia that Kazakhstan needs to operate Baiterek complex. Withdrawal of Zenit-M facilities from the Russian lease agreement and their transfer to Kazakhstan is scheduled for January 2015,” Musabayev said.

In order to ensure proper transfer of the facilities and continue their operation afterword, 49 Kazakh experts are undergoing a practical training in maintenance and operation of Zenit-M site facilities. Their training will be completed before the end of the year.

Originally financed and built as an Angara launchpad in a partnership between Russia and Kazakhstan, the Russians backed out, deciding instead to keep Angara launches entirely in Russia at Vostochny while ceasing its participation in the Ukrainian-built Zenit rocket. Moreover, when Angara goes into operation, both the story above as well as this story suggest they will then cease Proton launches at Baikonur as well.

A gigantic forest fire threatens Russia’s new spaceport under construction in Vostochny.

[Spaceport construction chief Konstantin] Chmarov reportedly characterized the fire-fighting effort in the region as “chaos.” Fueled by hot weather and strong winds, the fire approached the airport in Svobodny and was also moving toward Vostochny. In the meantime, satellite images showed heavy smoke blanketing the future space center.

The Putin government has been giving the completion of this spaceport a high priority. Having it burn down before completion is not what they want.

The schedule doesn’t appear to have been pushed up, with the first launch still set for 2015, but they are going to initiate a second shift, and will have monthly meeting with the government to monitor progress. Under the top-down Russian way of doing things, this is how they make sure their high priority projects get finished on time and successfully.

Though I doubt this party’s radical and somewhat ignorant environmental position will gain much traction in a country where Russia’s spaceport is one of its biggest employees, its existence demonstrates why Russia is working hard to get its new spaceport in Vostochny, Russia, finished as quickly as possible.
