    There is something odd going on with Vostochny. They have been working on building it for so long, with little to no progress, clearly more than meets the eye is going on here.

  • Remember, this is a government project, in Russia, in a country where government work was routinely crappy. The reason the head of their space agency is going there I think is to crack heads and make sure things get back on track, in the Russian way: with strong, loud, and rude orders from above.
