India has now rescheduled the launch of its home-built GSLV rocket for December 15.

The launch of Geosynchronous Satellite Launch Vehicle (GSLV), which was deferred on August 19 following a flaw in the rocket, will take place on December 15, ISRO head said here today. “The launch of GSLV D5 satellite which was postponed on August 19 about two hours before liftoff after detection of a fuel leak in the rockets’ second stage will now be held on December 15,” ISRO chairman Dr K Radhakrishnan said at an interactive session with students and teachers here.

Due to problems developing SpaceShipTwo’s engine, it appears that its first flight into space will not occur sooner than February 2014, and that commercial operations will likely not begin before the end of 2014.

The problem is that despite public claims to the contrary, the nitrous oxide-rubber hybrid has never been hot fired on the ground at full duration, sources indicate. And the engine is not powerful enough even when fully fired to get SpaceShipTwo into space with any actual payloads (i.e., six wealthy passengers). Even as Scaled Composites has pursued the flight test program and Virgin Galactic has issued optimistic flight predictions that commercial flights are only months away, the two companies have been secretly working on alternatives to the nitrous oxide-rubber engine they have been using to explore SpaceShipTwo’s flight envelope. Sources report that the development of alternative hybrid designs has been running into trouble. An engine that used nitrous oxide and nylon exploded on Scaled Composites test stand on May 17. The nozzle and rocket casing were thrown clear and the test stand was wrecked. The composite tank holding the nitrous oxide did not explode, but it was damaged to the point where it could not be reused.

This is very bad news. To develop a new engine at this late stage of development will be quite difficult. The spaceship itself was designed specifically with the first engine in mind. Any replacement will likely be different in power and design and require some changes to the ship.

Finding out what’s in it: Obamacare will destroy our members’ health insurance, cry the unions.

The key question the author asks:

What surprises me about this is that union leaders are pretty strategic when it comes to employee benefits. It was obvious in 2009 that Obamacare’s employer mandate would incentivize this shift. Why didn’t labor unions fight it back then?

The answer to that question is summed up in two words: blind partisanship. For the last two decades these unions have been hand-in-glove Democratic operatives. If the Democrats said “Jump!” the unions asked “How high?” If they had used just a little bit of brain power back in 2010 — as conservatives and tea party activists did — they would have seen how terrible Obamacare is and would have opposed it.

The real question is this: Will they now support Republicans who are trying to stop and repeal Obamacare? Or will the unions continue to be blindly partisan when it comes to elections? Sadly, I think they will continue to be blindly partisan.

Curiosity has found that water and other interesting things permeate the soil of Mars.

When [a soil sample was] heated, the instrument detected the abundance of water [about 2% of the sample] plus significant quantities of carbon dioxide, oxygen and sulfur compounds, according to the researchers. Carbonate materials — compounds that form in the presence of water — were also identified. The experiment confirmed the presence of oxygen- and chlorine-containing compounds — likely chlorates or perchlorates. Originally discovered by NASA’s 2008 Phoenix Mars Lander (and likely detected by NASA’s Viking landers in 1976), perchlorates were found in the soil of high-latitude arctic regions. This indicates that perchlorates occur globally over Mars. Though highly toxic to human biology, some microbes are known to use the oxidizing chemical for energy. This finding intensified the debate over whether hypothetical microbes on Mars could metabolize perchlorates in a similar way.

Perchlorates were proposed as an explanation for the Viking results by scientists who did not believe those results suggested the presence of microbiological life. I find it interesting that now scientists are saying that the perchlorates might actually be evidence of life. Once again, the uncertainty of science rules the day!

The Obama administration today revealed that ObamaCare enrollment will be delayed for small businesses and Spanish speakers.

It appears that neither the small business and Spanish language websites for enrolling will be ready on time, which also appears to be par for the course for this law and administration.

Not that this matters. The Democrats are going to make sure this law will stand no matter what.

Comet ISON has now brightened to 11th magnitude as it approaches its flyby of Mars.

The story above is hopeful the comet will put on a show in November, but I am increasingly doubtful. To be even visible to the naked eye it must brighten to 6th magnitude, and it appears to be brightening far slower than expected.

As its Oct. 1 implementation date arrives, ObamaCare is the biggest bet that American liberalism has made in 80 years on its foundational beliefs. This thing called “ObamaCare” carries on its back all the justifications, hopes and dreams of the entitlement state. The chance is at hand to let its political underpinnings collapse, perhaps permanently.
If ObamaCare fails, or seriously falters, the entitlement state will suffer a historic loss of credibility with the American people. It will finally be vulnerable to challenge and fundamental change.

Theft by government: A store owner’s entire bank account was seized by the IRS, even though he was not charged with any crime and had recently passed an audit.

The government falsely accused me of violating federal banking laws by making frequent cash deposits of less than $10,000. It is illegal to make deposits of less than $10,000 in cash if you are doing it to avoid regulations that require the banks to report larger deposits to the IRS. It’s not against the law, though, to make smaller deposits when there is a legitimate, legal business reason. That is exactly what I have been doing. My clerks routinely deposited cash earned at Schott’s at a bank right across the street. It’s never a good idea to risk letting too much money accumulate on-site. Like many other small businesses, my store’s insurance policy specifically limits coverage for cash losses to $10,000. The government would have learned that if it asked me, but it didn’t.

Just last year, we were audited by the IRS to make sure we complied with “anti-money-laundering” laws. The IRS gave us a clean bill of health. Our store has been making deposits this way for decades, and the IRS looked through our books during the audit. Yet no one said anything to me about violating any law. The IRS even sent me a letter about their audit saying, “No violations were identified.” Without any warning, officials just cleaned out my bank account.

Remarkably, the government doesn’t even have to charge me with any wrongdoing to keep my money. Many people know about criminal forfeiture, which allows police to seize the ill-gotten gains of convicted criminals. In my case, the government used civil forfeiture, which lets the government take money from people who have never been charged with any crime. Adding insult to injury, federal civil forfeiture law does not even grant me a hearing before or soon after they snatched my account. They’ve had my money for 10 months. I’ve been forced to spend thousands of dollars on lawyers just to get a hearing before a judge. Even more bizarre, under civil forfeiture, the government’s case is not against me, but against my property. This is why the official case has the ridiculous name, United States of America v. $35,651.11 in U.S. Currency. This is not just absurd; it’s unconstitutional.

Understand that the IRS could do this to anyone, without justifying their position in the slightest. And keep the money.

On the road

Posting for the two weeks shall sometimes be limited to the evening hours, as Diane and I are heading east for the first time in two years to visit the Smoky Mountains on the border of Tennessee and North Carolina.

We decided to drive, partly because it is cheaper, and partly to avoid the TSA (Airlines: Pay attention!). It also will give us a vehicle for driving north after our hiking vacation to visit friends and family in Maryland and Pennsylvania.

I intend to post about our trip. I should also do most of my appearances on the John Batchelor Show as well. The only negative is that I will be out in the real world when both Falcon 9 and Cygnus finally complete their next flights. I will only be able to post about it after the fact.

he “Health Insurance Reform Implementation Fund” (HIRIF) was tucked into Obamacare in order to give the IRS money to enforce the tax provisions of the healthcare law. The fund, totaling some $1 billion of taxpayer money, was used to roll out enforcement mechanisms for the approximately 50 tax provisions of Obamacare. According to the report: “Specifically, the IRS did not account for or attempt to quantify approximately $67 million [from the slush fund] of indirect ACA costs incurred for Fiscal Years 2010 through 2012.”

The report also found other spending abuses, including using the money for travel that was unjustified.

But everything’s under control. The Democratic Party will make sure Obamacare is funded, no matter what!

The news is almost all bad, and I predict that these numbers are an underestimate of what will really happen.

But don’t worry. The Democratic Party has your back. They are going to make sure this law takes effect.

This is war—turning sectors of the economy into partisan battlefields is a cost of their agenda that liberals, with their pure faith in “programs,” never factor in. But wars also have a way of leading to unexpected outcomes.

Read the whole thing. The author outlines how this terrible law, defended again today by the Democrats in the Senate, will have numerous unintended consequences that were unexpected and are generally bad.

Opportunity knocks: A new delay in the launch of a Russian weather satellite illustrates the need that small satellite owners have for their own rocket.

The planned mid-December launch of a Russian Soyuz/Fregat rocket carrying a Russian weather satellite and a half-dozen small satellites for British, Norwegian and Canadian customers has been delayed again, to late February, following the latest series of issues with the main satellite payload, industry officials said. The delay, which is not the first for this launch, illustrates the immutable reality confronted by owners of small satellites manifested as secondary payloads: You launch at the convenience of the principal passenger, and not before.

If there was a small rocket available for these small satellites, not only would they flock to it, the number of small satellite customers would probably skyrocket, as the only thing preventing the funding of many nanosats is the lack of the launcher.

On another note, the technical delays for this Russian satellite and its rocket once again highlight the quality control problems within the Russian aerospace industry.

The competition heats up: China today successfully launched a brand new quick response rocket.

Very little is known about the Kuaizhou rocket, other than it was developed by CASIC. No photos or graphics exist in the public domain. It is also known the rocket – likely on its test flight – was carrying a satellite, called Kuaizhou-1. Built by the Harbin Institute of Technology, the new satellite will be used for emergency data monitoring and imaging, under the control of the national remote sensing center at the national Academy of Sciences. The new satellite is probably part of a “quick response satellite system” model that was already announced as in the works by the Chinese.

The rocket appears to be fueled entirely by solid rocket motors. Thus, they could build a bunch and have them in storage, ready to go at any time.

How the tentacles of the green environmental movement dominate the IPCC.

The U.N. has charged the IPCC with weighing the evidence on climate change in an objective manner. The problem is that numerous IPCC personnel have ties to environmental groups, many of which raise funds by hyping the alleged dangers of climate change. This relationship raises a legitimate question about their objectivity.

The examples are legion. Donald Wuebbles, one of the two leaders of the introductory first chapter of the Working Group 1 report (a draft of which may be released next Monday)—has been writing awareness-raising climate change reports for the activist Union of Concerned Scientists for a decade. Another chapter of the full IPCC report, “Open Oceans,” is led by Australian marine biologist Ove Hoegh-Guldberg, who has written a string of reports with titles such as “Pacific in Peril” for Greenpeace and the World Wildlife Fund (WWF). Astrophysicist Michael Oppenheimer, in charge of another chapter of the IPCC report, “Emergent Risks and Key Vulnerabilities,” advises the Environmental Defense Fund (after having spent more than two decades on its payroll).

University of Maryland scientist Richard Moss is a former fulltime WWF vice president, while Jennifer Morgan used to be the WWF’s chief climate change spokesperson. Both are currently IPCC review editors—a position that’s supposed to ensure that feedback from IPCC external reviewers is addressed in an even-handed manner.

My own examination of the 2007 IPCC report found that two-thirds of its 44 chapters included at least one individual with ties to the WWF. Some were former or current employees, others were members of a WWF advisory panel whose purpose is to heighten the public’s sense of urgency around climate change.

Considering these facts, if the IPCC report even mentions the 15 year pause in warming it will be a remarkable thing.

The competition heats up: China announced today that it plans to hold the launch cost of its Long March rockets at $70 million per launch.

Until Space Exploration Technologies Corp. (SpaceX) of Hawthorne, Calif., arrived on the scene with advertised launch prices that bested even those of the Chinese, the Long March was considered the low-cost option among providers of rockets carrying satellites to geostationary transfer orbit, where most communications satellites are dropped off in orbit. [Chinese] officials point out that SpaceX has yet to prove its ability to maintain its prices – between $58 million and around $65 million for commercial customers – as it inaugurates its new Falcon 9 v1.1 rocket and ramps production to meet the company’s large commercial backlog.

China is gambling that its proven track record will entice customers to pay them the extra money over SpaceX’s unproven Falcon 9.

The uncertainty of science: The Antarctica icecap is now grown to be the largest it has been in 35 years.

Antarctic sea ice has grown to a record large extent for a second straight year, baffling scientists seeking to understand why this ice is expanding rather than shrinking in a warming world. On Saturday, the ice extent reached 19.51 million square kilometers, according to data posted on the National Snow and Ice Data Center Web site. That number bested record high levels set earlier this month and in 2012 (of 19.48 million square kilometers). Records date back to October 1978.

Uh, maybe the world isn’t warming as predicted?
