The space war continues. Here is another article outlining the political state of war between the House, Senate, and administration over NASA’s future. Don’t expect anything good to come out of these political shenigans.

This Christian Science Monitor article gives a nice summary of the present state of war between the President, the House, and the Senate over NASA’s future.
All in all, things do not look good. With so much disagreement, whatever Congress and the President eventually agree to is going to be a mess, accomplishing little while spending gobs of money that the federal government simply no longer has. The result will almost certainly be a failed NASA program, an inability of the United States government to get astronauts into orbit, and an enormous waste of resources.
The one shining light in all this is that we still have a unrelenting need to get into space, not merely to supply the International Space Station but to also compete with other nations. It is my belief that this need — and the potential profits to be made from it — is going to compel private companies to build their own rockets and capsules for getting humans and cargo into space. And I think they will do it whether or not the federal government can get its act together.
Thus, though the U.S. might find itself a bystander in the space race for the next decade or so, in the end we will have a vibrant, competing aerospace industry, capable of dominating the exploration of the solar system for generations to come.
So buck up, space cadets. The near term future might be grim, but the long term possibilities remain endless.
Update: This announcement today from Boeing and Space Adventures illustrates my above point perfectly. For decades Boeing has been a lazy company, living off the government dole while doing little to capture market share in the competitive market. Now that the dole of government is possibly going away, however, the company at last appears to be coming alive. Instead of waiting for a deal with NASA, Boeing has been going ahead with its CST-100 manned capsule, figuring it can make money anyway by selling this product to both private and government customers.
The space war over NASA continues. The Orlando Sentinel has an article today selling the merits of the Team Direct concept that would use most of the shuttle hardware to replace it.
There is a lobbying push among a lot of space activists to get the House NASA authorization bill changed so that more money is spent for commercial space. Unfortunately for these activists, reality is about to strike (almost certainly on November 2). Also see this story: Our debt is more than all the money in the world.
With a new Congress almost certainly dominated by individuals who want to shrink the size of government, I doubt anyone in the space industry is going to get much of what they want in the coming years.
The space war continues: On Friday the chairman of the House committee of Science and Technology responded negatively to the letter by 30 Nobel laureates demanding the House revise its budget authorization for NASA and accept the Obama administration’s plans for the agency. Two key quotes from Gordon’s response:
The hard reality is that the Administration has sent an unexecutable budget request to Congress, and now we have to make tough choise to the nation can have a sustainable and balance [sic] NASA program.
Reluctantly, the Committee came to the conclusion that the president’s new human space flight program, much like the current Constellation program, was unexecutable under the current budget projections and other NASA priorities we all agree must be addressed.
The space war continues. Now a group of 30 Nobel Laureates, astronauts, former NASA officials, and others have sent a letter to the House Science Committee, supporting Obama’s proposals for NASA’s budget and criticizing the House’s own budget plans.
Is the space war over NASA’s future ending? I wonder, reading this report in which NASA Deputy Administrator Lori Garver confidently announces that a compromise between Congress and the administration is pending. More importantly, she said the following:
Many things are still uncertain, but one thing is not uncertain. Marshall [Space Flight Center] will lead the heavy-lift launch program.
Considering Garver’s previously strong opposition to Constellation, this statement indicates that she and the administration have backed down, and are willing to accept the heavy-lift part of Constellation, once called Ares V, as long as no one uses those Bush-era names.
The Senate last night passed its version of NASA’s authorization. You can read the authorization bill here [pdf]. It appears that the bill favors the development of a government-built heavy-lift rocket, and sets the deadline for its launch as 2016, though providing less money for the effort than under the Constellation program.
The recent history of NASA illustrates a fundamental problem with how our political class thinks.
In 2004 George Bush announced that NASA would have a new goal, that of the exploration of the solar system. The shuttle would complete construction of the International Space Station and then be retired in 2010. NASA would meanwhile build a replacement for the shuttle, designed to return to the Moon and beyond, and have it flying by 2014.
Notice the gap? The shuttle retires in 2010, four years before its replacement is available. Notice also that the plan insisted that ISS would be finished, fully occupied, and in need of significant resupply and maintenance during this entire time, when neither the shuttle or its replacement would be on hand.
Yet, as obvious as this seems, no one at NASA, in the Bush administration, or in Congress, seemed to notice this gap. The Bush plan was implemented exactly as described, so that today we are about to be left with a space station in orbit and no way to reach it for at least four years. (That other countries can reach the station changes nothing: the United States has been left hanging, lacking a method for transporting its crews to its own space station.)
It was as if, among the political and elite class that runs the government, there was great disconnect between the fantasy of the intended plan and the reality of its implementation. » Read more

The coolant system failure on the International Space Station this weekend and the upcoming spacewalks being planned to fix it is a dramatic and fascinating story, capturing the interest of the general public while causing some news pundits to express fear and dread about science fiction scenerios of disasters in space.
The situation is hardly that death-defying. The station’s cooling systems have a lot of redundancy, all of which are being used to good effect. Moreover, the spacewalk repair to install a replacement pump module, though challenging, is exactly the kind of thing the astronauts have been trained to do. I expect them to do it with few problems. I would be far more surprised if they have serious difficulties and fail to get it done.

A political note: my Congressman happens to be Steny Hoyer, who waxed poetic recently about taxes and the coming expiration of the Bush tax cuts. Hopefully, this man will free Hoyer from such concerns.

CONGRESS BLOWS IT: Commercial Spaceflight, We Have A Problem. Congress will always choose short-term pork over long-term development unless there’s strong Presidential leadership. But while the Obama space policy is good, the White House hasn’t provided the kind of legislative push it takes to make it work. Without strong leadership, a good policy will always lose out to pork.

The space war continues. Congressman Frank Wolf (R-Va) of the House Appropriations committee says that there is little chance the NASA budget will be approved until January.
The General Accountability Office has ruled that the Obama administration’s decision to require contractors to reserve money for the possible termination of the contract, thereby forcing them to cut back early on the Constellation program, was legal.
Keith Cowing at NasaWatch notes quickly that the current budget battles over NASA have people in NASA concerned about the future of the James Webb Space Telescope. The telescope has further cost overruns, and should NASA end up operating under a continuing resolution rather than a full budget, there won’t be enough money to keep the project above water.
This Orlando Sentinel analysis of the various Congressional NASA budget proposals working their way through the House and Senate right now concludes, as I have been saying for months, that the future for NASA is not good. Key quote:
The plan orders NASA to build a heavy-lift rocket and capsule capable of reaching the International Space Station by 2016. But it budgets less money for the new spacecraft — about $11 billion during three years, with $3 billion next year — than what the troubled Constellation program would have received. That — plus the short deadline — has set off alarms.
The space war continues. The House Committee of Science and Technology has amended its budget proposal to include an extra shuttle flight, making its proposal match the Senate’s proposal in at least this one way.
In a blunt rejection of the Obama proposals for NASA, the Senate Appropriations Commerce, Justice, and Science Subcommittee today reworked the NASA plan — handed to them last week by the committee that authorizes NASA’s budget — so that it more closely matched the House version. These changes cut in half the money for private commercial space while adding $3 billion to continue the development of the Orion capsule and the heavy lift version of the Ares rocket.
It appears the space war is heating up again. This analysis of the NASA authorization legislation issued by the House yesterday notes that it has serious differences with the Senate bill. The article notes that the House bill does not fund an additional shuttle mission while insisting that the government continue the construction of some variation of the Orion capsule and Ares rockets. The House Committee on Science and Technology has released the text [pdf] of its NASA reauthorization bill. The committee’s short thumbnail description of the language suggests it is similar to the Senate language. A quick scan of the text also suggests this as well. I hope to take a closer look at both the Senate and House bills later this week and then give my take on both.
The head of the Russian manned space program thinks that NASA’s new goals of building a rocket and capsule for reaching an asteroid by 2015 to be “unreal.”
This analysis of the Senate budget plan that passed the Senate Commerce committee today hits all the most important points. Key quote (in connection with the Senate’s mandate that NASA start over in building a new heavy lift rocket):
Over the last five years, Constellation has cost at least $9 billion and produced little more than one test flight for a stripped-down version of the program’s Ares I rocket. While the Senate plan instructs NASA to salvage parts of Constellation when possible – and provides $11 billion over the next several years — it will take time and resources to create a new design. Adding to the pressure is the 2016 deadline that Congress gives NASA to have the new vehicle ready.
More coverage describing today’s Senate committee vote on the 2011 NASA budget. Interestingly, the Commerce committee and a number of its members have each issued their own press releases. I get the feeling they are trying to convince us they have acomplished something. Here are two from the chairman and ranking member:
Keith Cowing at NASAWatch reports in detail about the unanimous approval of the amended Senate budget for NASA. The final budget appears to have raised the funding for commercial space development to match the Obama request, while adding one more flight to the shuttle schedule and mandating an immediate start of work on some sort of heavy-lift rocket.
Yesterday Clark Lindsey of rlvnews.com noted that my essay “You’ve got to play the game” appears to “blame the Administration solely for its problems in reforming NASA.” This is not entirely correct. My essay yesterday was specifically intended to lay out the errors and faults of Obama and his administration in their efforts to change NASA. Its purpose was not to discuss the foolishnesses of Congress, the stupidity of which I think everyone is very much aware.
However, Clark is correct when he notes that when it comes to this space war over NASA’s future, Congress is as much at fault as Obama. They are micromanaging NASA’s program in ways that can do little good for the future. Worse, they have shown a greater interest in maintaining pork barrel spending than funding NASA intelligently.
All in all, we have here a complete failure of the political class. I really do hate to sound pessimistic, but for NASA’s near term future, I honestly do not expect positive things to come from the compromise deal that Congress and the President now seem willing to agree to.
Space war over? Eric Berger of the Houston Chronicle reports today that there are signs that the White House might agree to the Senate’s budget proposal for NASA, released earlier this week.
