Shetland Spaceport now faces same regulatory hurdles that destroyed Virgin Orbit

The new Shetland spaceport, Saxavord, is right now attempting to get launch approvals from United Kingdom’s Civil Aviation Authority (CAA), the same agency that dithered for six months approving a Virgin Orbit launch, thus causing the bankruptcy of that company.

According to Saxavord’s CEO, the spaceport has two launches aiming to launch before the end of this year, assuming the CAA can get its act together and give its approval. This quote however is worrisom:

The Saxavord spaceport says it is “still on track” to receive its necessary licences from the sector’s regulator before the summer. This relates to applications to the Civil Aviation Authority for range and spaceport licences.

Meanwhile SaxaVord CEO Frank Strang said the company is also on track for two rocket launches this year – “albeit they have moved slightly to the right”. [emphasis mine]

The delays could be coming from the rocket companies themselves. One of those companies is the German startup, Rocket Factory Augsburg, which has leased exclusive use of one launchsite. The other is the American startup ABL, which has had one launch attempt from the U.S. that failed.

Based on the CAA’s track record however the delays are just as likely coming from it. The CAA began this licensing process in November 2022, and is not done yet six months later.

New company aims at providing floating ocean-going spaceports for rocket companies

A new startup, The Spaceport Company, is building a floating ocean-going spaceport for smallsat rocket companies, with the company’s long term goal to provide a range of floating spaceports for rockets of all sizes.

The Spaceport Company is planning to demonstrate a sea-based launch platform in May, conducting four sounding rocket launches from a modified ship in the Gulf of Mexico. “That will help us prove out our logistical, operational and regulatory procedures,” said Tom Marotta, founder and chief executive of the company, during a panel at the SpaceCom conference Feb. 23.

Those tests will be a precursor to developing a full-scale sea-based platform, based on a ship design called a liftboat. That ship can sail to a location and lower legs to anchor itself on the seafloor. The boat can then lift itself out of the water and serve [as] a launch platform.

That first orbital platform would provide launch services for smallsat rockets capable of launching up to one ton, and if the company’s suborbital test launches go well and further investment capital arrives, could be operational by 2025.

Puerto Rico’s Ports Authority is looking for an operator to run the island’s own spaceport

Puerto Rico’s Ports Authority has now issued a call for proposals from potential operators of the spaceport the authority wishes built at an airport in the town of Ceiba on the island’s eastern tip.

The developer — which would operate the Spaceport for several years, depending on the negotiation — would design and build the infrastructure needed for horizontal launches at JAT, using private capital, equity and investment.

…“Vertical launches in Puerto Rico are challenging, considering the population density, among others. However, we want to do a feasibility study for vertical launches in Puerto Rico, with an emphasis on the use of barges and launches in high seas,” the agency stated in the RFP.

Note that the first goal would be to make the airport usable for rocket companies that use an airplane for their first stage, such as Virgin Orbit and Northrop Grumman. The next step would be figure out where a vertical launchpad could be safely and practically established.

Spanish airport to become a rocket spaceport

Teruel airport in Spain, located about 200 miles east of Madrid, has announced plans to expand its operations to make itself a rocket spaceport.

At a recent conference, it was announced that PDL Space plans to operate satellite micro launchers from the little-known airport, located some 300km east of the capital Madrid.

Another company, Sceye, plans to install stratospheric spacecraft at the airport, which, since coming into commission ten years ago, has been used primarily as a maintenance centre for large aircraft.

The airport is located in the eastern interior of Spain. Any orbital launches will have to cross considerable parts of the country, as well as other European and African countries. This however might not be a problem for the moment, as PDL at present appears to be building suborbital rockets.

Yuma funds and applies for spaceport

The city of Yuma in Arizona has provided $250 million to fund the cost for applying for an FAA license for a building a spaceport there.

The city hopes to build the spaceport just east of San Luis on a plot of land it owns, which is near the border, and right next to the Arizona State Prison complex. The spaceport itself would be a concrete slab, with aerospace companies bringing their own launching equipment.

Something however is fishy about this story. It doesn’t cost $250 million to put together such a license, unless Yuma also expects serious opposition that it will need to fight in court. And it should, as any launches from Yuma will have to cross parts of Mexico, and without that country’s permission such a spaceport will likely be blocked.

First launch from Shetland Islands predicted for the fall

According to an official at the SaxaVord spaceport in the Shetland Islands in Scotland, its first orbital satellite launch is now expected before the end of this year.

Scott Hammond, director of operations at SaxaVord spaceport, acknowledged there is often uncertainty around timetables for private space launches. However, he said a recent agreement with a German company, Rocket Factory Augsburg, would see them begin testing their engines in the summer ahead of a launch later in the year.

He told the Press Association: “Probably in July, we’re going to start full stage testing. That will be the full, first stage, nine engines all firing for about three minutes. So that’ll be really, really impressive. I expect about four months or so of that depending on success. And then we’re looking with Rocket Factory to launch towards the end of the year, for the orbital launch.”

I would not bet a lot of money on this schedule. Rocket Factory is a German rocket startup that has never launched before, and the first launch from such startups are routinely delayed months to years. What Hammond is really doing is creating buzz for SaxaVord, even as a rival spaceport in Sutherland, Scotland, is getting built.

Sweden cuts ribbon on Esrange spaceport

Sweden yesterday officially inaugurated a new commercial launch site at the Esrange spaceport that the ESA had used previously for suborbital tests.

The site is an extension of the Esrange Space Centre in Sweden’s Arctic, around 40 kilometres (25 miles) from the town of Kiruna. Around 15 million euros ($16.3 million) have been invested in the site, which is expected to serve as a complement to Europe’s space hub at Kourou in French Guiana. It will also provide launch capabilities at a time when cooperation with Russia and the Baikonur launch site in Kazakhstan has been curtailed by the war in Ukraine.

Esrange’s state-owned operator, the Swedish Space Corporation (SSC), aims to launch its first satellite from the site “in the first quarter of 2024”, a spokesman told AFP on Friday.

At this moment, there are three commercial rocket spaceports racing to complete the first orbital launch from Europe. Esrange in Sweden and the two UK spaceports, Spaceport Sutherland in Scotland and SaxaVord in the Shetland Islands. Cornwall in the UK is an airport, so it can only launch rockets that use an airplane, which essentially limits its launch customers to Virgin Orbit.

Chinese company based in Hong Kong signs deal to build spaceport in Djibouti, Africa

The government of Djibouti, one of the smallest nations in Africa and located at the southern end of the Red Sea, has signed an agreement with a pseudo Chinese company, the Hong Kong Aerospace Technology Group, to build a major spaceport there.

According to the translated press release, the five year project will cost one billion dollars, include a lease for 30 years, and involve the construction of a port, highway, and electrical power distribution system.

As much as Hong Kong for more than two centuries has been a haven for private enterprise, it is now under the control of the communist Chinese, and they would not allow anyone from Hong Kong to make such a deal unless they were in full control.

Based on the map, there is almost no launch path out of Djibouti that will not cross another nation’s territory. Unless the Chinese plan to make all the first stages launched from this site reusable, they are going to dropping stages on a lot of people’s heads, without their permission. And they will be doing it to some places where war is often and continues to be the most frequently used negotiating tactic.

India buying land for new spaceport on India’s southern tip

The Indian government has now acquired about 80% of the land it needs for new spaceport on that country’s southern tip.

The new spaceport will be built in Tamil Nadu’s southern region. The new spaceport at Kulasekarapattinam will have some advantages over India’s current and only spaceport at Sriharikota.

Rockets launching into polar orbit from Sriharikota, Andhra Pradesh, must perform a turn manoeuvre to avoid flying over Sri Lanka. This necessitates the use of fuel and reduces the mass that can be carried into orbit. While this has little effect on large rockets, it has a negative impact on the capacity of small rockets such as the SSLV (Small Satellite Launch Vehicle) and those built by Indian start-ups.

A launch from Kulasekarapattinam will allow for a direct flight path to the polar regions (without having to fly over and around Sri Lanka), saving fuel and payload capacity.

Sriharikota’s location is much farther north, beyond the top of the map to the right. It appears this new spaceport is aimed at attracting new private smallsat rocket companies.

Ukrainian rocket development for Nova Scotia spaceport unhindered by war

Capitalism in space: The development of a Ukrainian rocket dubbed Cyclone 4M for of any satellite customers who choose to launch from a planned Nova Scotia spaceport has not been delayed by the Ukraine war.

“Everything is stable with respect to our team in Ukraine,” said Steve Matier, president of Maritime Launch Services. “The facility there is fine, the staff is fine and at work. . . . We’re continuing to finance their development of the launch vehicle.”

The Cyclone 4M rocket Maritime Launch Services plans to use is designed and built by Ukrainian state corporations Yuzhnoye and Yuzhmash in Dnipro. Known as Space City, Dnipro is located in central Ukraine. The city of about a million people was shelled in mid-March by Russian forces and the airport runways and terminal were hit by missile strikes, according to Ukrainian government statements.

This story illustrates the strong possibility that the recent success the Ukraine has had on the battlefield has served to prevented any serious long term damage to its aerospace industry and its partners in the west. Those partnerships if anything look stronger, with the work in the Ukraine apparently able to continue as planned, with only slight delays.

Shetland spaceport gets third launch customer

Capitalism in space: The United Kingdom’s Shetland spaceport, SaxaVord, announced today that it has signed a third launch customer, the smallsat rocket startup Venture Orbital Systems.

Venture Orbital Systems (VOS), a developer of micro launchers and rocket engines based in Reims, France, plans to use the site at Unst as part of its aim to reach 15 launches of its Zephyr rocket by 2026 and 40 by 2030.

The new spaceport, presently under construction, already has ABL as a future rocket compan. ABL, mostly owned by Lockheed Martin, hopes to launch before the end of the year.

The UK’s has a second spaceport under construction in Sutherland, Scotland. It will be interesting to see if both can garner enough business to prosper.

UAE to raise private money to help refurbish Baikonur launchpad

The United Arab Emirates (UAE) has struck a deal with both Russia and Kazakhstan to jointly work together to upgrade the oldest Soyuz launchpad at Baikonur, the one used to put Yuri Gagarin into orbit in 1961.

The most interesting aspect of the deal is its private investment component:

The modernisation of the spaceport involves reconstructing the site to allow for more launches, including commercial and human space flights to the International Space Station.

As part of the agreement, all three parties will bring investors forward to contribute towards the upgrade.

“The UAE space agency is not investing or facilitating as the government. We’re looking for private partners within the UAE to partake. There’s a lot of interest,” Mr Al Qasim said.

This suggests that in exchange for providing private capital, the UAE will obtain launching rights at Baikonur, available for its own privately-built rockets. None yet exist, but it is clear the UAE government is encouraging such activity.

Shetland spaceport gets 10-year launch contract from new British rocket company

Capitalism in space: The new spaceport in Shetland, Scotland, has signed a 10-year launch contract from the new British rocket company, Skyrora.

Rocket company Skyrora has agreed a multi-launch deal with the SaxaVord spaceport on Unst, the most northerly of the Shetland Islands, as it moves closer to launching its XL rocket in 2022. This is the first agreement Skyrora has made with a Scottish Spaceport. If successful, this could be the first rocket to go to space from the UK.

The deal with SaxaVord [the new name for the Shetland spaceport] will run for the next decade, giving Skyrora the ability to build towards its target of 16 launches a year by 2030.

The XL rocket is designed to launch smallsats, and will compete with companies like Astra and Rocket Lab. If Skyrora is success, it will not only be the first rocket to launch from the UK, it will be the first British-built rocket to launch since October 1971.

British court dismisses billionaire’s lawsuit against Sutherland spaceport

A British judge today dismissed entirely [pdf] the lawsuit filed by billionaire Anders Povlsen, who had been trying to block the construction of a spaceport in Sutherland, Scotland, a region where he owns thousands of acres and is involved in many environmental issues.

Povlsen instead has been lobbying to have a spaceport instead built in the Shetland Islands, by a company he has invested in.

The ruling on all points went against Povlsen. The judge concluded:

Since I have held that none of the grounds of challenge is well founded it is unnecessary to [do anything], and I do not propose to do so (other than to say what I have already said….)

I shall sustain [the defense’s case and]… repel the petitioner’s pleas-in-law, and refuse the petition. I shall reserve meantime all questions of expenses.

This likely clears the way for construction of the Sutherland spaceport, from which the British smallsat rocket company Obex wants to launch. Lockheed Martin has said it would launch smallsats from Sutherland, but it has also said it would launch from Shetland too.

Povlsen’s opposition based on environmental concerns was of course a smokescreen to get this competing spaceport closed so that the one he has invested in in Shetland would get all the business. For more than three-quarters of a century launches have taken place at both the Kennedy and Vandenberg spaceports in the U.S., with neither doing any harm to the surrounding wildlife. Moreover, at Kennedy that spaceport forced the creation of a wildlife preserve, which prevented development. As long as they are operated with care and properly, spaceports are good for wildlife.

Shetland spaceport application rejected by local monument authority

The application to build a spaceport on one of the Shetland Islands has been rejected by a local monument authority because it would cause “extensive and adverse impact on the cultural significance” of a WWII radar station.

Mr Strang [head of the spaceport organization] said he was “greatly surprised” by the decision, claiming HES [Historic Environment Scotland] had “done nothing to preserve the site for the last 50 years”.

Skaw is the UK’s most northerly Second World War radar station and protected as a scheduled monument of national importance. The proposed space centre would be built almost entirely with in the RAF radar station site. It would require the removal of nine buildings, including air raid shelters, guard huts and those associated with the radar system. More than 200 archaeological features, such as foundations of buildings, gun emplacements and bomb craters would also be removed.

The Shetland Islands are very remote with few job opportunities for its residences. Putting a spaceport there seems like an excellent idea, especially because it will create hundreds of jobs where none exist now.

The radar facility did the same, but it did so more than seventy years ago, during World War II. Protecting these old and unused buildings for the sake of those long gone jobs seems utterly foolish.

The spaceport people say they will oppose this decision, but it is not clear from the article what they can do. The law as written appears to give this historical agency full power to veto.

UK spaceport in north Scotland approved

Capitalism in space: A commercial spaceport in Sutherland, Scotland, has received full approval from the local planning commission.

With planning permission now secured, construction is on course to begin before the end of the year, and HIE is hopeful that the site could be operational and supporting its first launch as early as 2022.

Their prime customer, a UK company dubbed Orbex Space, had said two years ago it would do its first launch by 2021, so this announcement also reveals a year delay in that first launch.

Lockheed Martin, teamed with Rocket Lab, has also said it will launch from this site.

Local authorities in Scotland have approved spaceport concept

Capitalism in space: Local authorities in northern Scotland have recommended that planning of a private spaceport in Sutherland should move forward.

Will this happen? I wonder, based on this detail from the article:

Councillors on Highland Council’s north planning applications committee will consider the proposals for Space Hub Sutherland on Friday.

The local authority has received 457 objections to the plans and 118 representations in support of them. Impact on the environment and risk to human health are among the reasons for the objections.

Local community councils have supported the project because it is expected to create new jobs.

The article implies that the local communities support the project, but I’m not sure. Either way, in our fear-driven society today getting that many objections would be is a major hurdle for any project to leap.

Climate change protesters mob local UK spaceport council

Mob rule: A local Cornwall council meeting yesterday approved a $10 million grant for a new spaceport despite protesters screaming and yelling in the gallery and outside, forcing the meeting to end early.

After deciding not to defer a decision, councillors voted to grant £10.32m of capital funding to the spaceport by 66 to 34, with one abstention.

The gallery then erupted with chants as protesters launched paper airplanes. The chamber was then cleared of councillors and the meeting adjourned as the crowds continued to chant and shouted at councillors as they left saying things like “shame on you”. [emphasis mine]

Police were required to maintain order.

I have highlighted the vote count to note that these protesters clearly did not have that much real support. Their protests however remain a good intimidation tactic, so expect more protests if this project continues, especially because it appears the climate change crowd is beginning to behave as if any new technology is a threat. From the article it appears the protests were dominated by global warming activists from the group Extinction Rebellion. Also, “the groups Red Rebels and deathly-looking Penitents were joined by locals carrying signs and flags.”

I grant that it might not make sense for this local council to spend so much money for a spaceport, especially because they are doing it mostly for Richard Branson’s Virgin Galactic. They are likely to find the money wasted.

The protests however are mindless and an act of bullying, and are not the way to debate this or any subject sanely.

Environmentalist group opposes Scottish spaceport

An environmentalist group is working to organize opposition to the construction of a spaceport on an island in the Hebrides Islands.

The North Uist Conservation Group is concerned that the proposal would damage the coastal wilderness of Scolpaig, and tourism from nature lovers who visit the island to see otters, golden and white-tailed eagles, wading birds and the corncrake.

It is also worried about the impact on the nearby North Uist Machair, a designated Special Area of Conservation, and an area of peatland, which is a carbon sink. The RSPB bird reserve at Balranald is five kilometres from the proposed spaceport, it added.

They think a spaceport will hurt tourism? They might want to take a look at Florida in the U.S. If handled right, a spaceport will bring many more tourists to this very remote location.

As for the nearby wildlife and peat, they should take a look at Florida again. When the Kennedy Space Center was created the U.S. government also made the large surrounding territory, needed to remain undeveloped so that launches could occur safely, a gigantic wildlife preserve. That preserve has prospered magnificently in the ensuring decades, since the launches do it no harm.

Of course, these facts matter little. The people opposing this spaceport are, like the protesters in Hawaii that oppose TMT, not really interested in facts. Nor are they really interested in preserving anything. What really motivates them is the desire for power. If they aren’t in charge of something, then they must be given the power to prevent it.

Landowners in Scotland sign lease for spaceport

The new colonial movement: The landowners for a planned commercial spaceport in Sutherland, Scotland, have now signed a 75-year lease with the spaceport developers.

Construction of the project is anticipated to begin next year with the UK Space Agency (UKSA) providing a grant of £2.5million to HIE, as well as funding two launch companies who will use the facility once it is operational.

I highlight the word “UK”, which stands for the United Kingdom, because that word indicates another very big unstated obstacle to this spaceport. The UK as a whole has voted to leave the European Union. The population of Scotland however voted against that exit, and its leaders have indicated that they will not go along with the plans of the new British prime minister, Boris Johnson, to exit, deal or no deal. In fact, they have indicated that they would instead want to leave the United Kingdom in that case.

Should that happen, the future of this spaceport will be threatened. The deals that have made it possible have come from the UK space agency, a entity that Scotland would no longer belong should it leave the United Kingdom.
