NASA delays launch of its VIPER lunar rover to over concerns about commercial lander

In order to do more engineering tests of Astrobotic’s Griffin lunar lander, NASA has now delayed the launch of its VIPER lunar rover from November 2023 to November 2024.

NASA’s decision to pursue a 2024 delivery date results from the agency’s request to Astrobotic for additional ground testing of the company’s Griffin lunar lander, which will deliver VIPER to the lunar surface through CLPS. The additional tests aim to reduce the overall risk to VIPER’s delivery to the Moon. To complete the additional NASA-mandated tests of the Griffin lunar lander, an additional $67.8 million has been added to Astrobotic’s CLPS contract, which now totals $320.4 million.

Though the press release makes no mention of it, the launch of Astrobotic’s Griffin lander is partly dependent on the launch of Astrobotic’s first and smaller lunar lander, Peregrine, which was originally supposed to fly on the inaugural flight of ULA’s new Vulcan rocket, in 2021. That rocket’s first flight however has been delayed repeatedly because of delays by Blue Origin in completing development of the BE-4 rocket engine, to be used in Vulcan’s first stage. It is presently scheduled for early 2023, but that date remains tentative. This new delay of Griffin could be to make sure Peregrine flies first.

Regardless, this new budget increase means that the budget for Griffin has experienced a 62% cost overrun from its original $199 million number. This large increase in what is supposed to be a fixed price contract suggests that Astrobotic has been having some problems unstated by NASA, despite an inspector general report [pdf] that said all was going reasonably well.

According to a report [pdf] issued today by NASA’s inspector general, the agency’s VIPER lunar rover mission is generally on schedule for its ’23 launch, though it has experienced some cost increases and still carries some scheduling risks, mostly related to the development of Astrobotic’s commercial Griffin lunar lander, and its precursor Peregrine mission that ULA hopes to launch on its first Vulcan rocket test.

Although Astrobotic personnel explained that Griffin’s development schedule is largely independent of its Peregrine mission, the Peregrine Lander—planned to launch in 2022—has multiple systems and subsystems that will also be used on Griffin. Therefore, any technical problems with these systems may adversely affect development of the Griffin Lander because Astrobotic would only have about a year, depending on the Peregrine launch date and start of lunar operations, to resolve the issues prior to NASA delivering VIPER for integration and launch. Furthermore, any failures during the Peregrine mission may lead to Griffin delays as NASA and Astrobotic investigate the failures and develop corrective actions.

In addition, VIPER long-lead acquisitions—such as the rover solar power array and avionics unit—have been affected by aerospace industry supply chain delays caused by COVID-19 as have delivery of computer boards and motor parts. Both of these issues have impacted design verification testing needed for the mission’s Critical Design Review, while COVID-19 also delayed some component development schedules.

Peregrine’s launch has been delayed by a year because Vulcan has been delayed because of Blue Origin’s problems with the BE-4 rocket engine. Though ULA hopes the Vulcan/Peregrine launch can occur late this year, that date remains very much in doubt. Further launch delays would thus threaten the launch of Griffin and VIPER.

As for the cost increases, the IG found that NASA had been forced to increase the budget for VIPER by 18.1%, a relatively minor increase compared to many of NASA’s other big projects. The IG noted however that further cost overruns are very possible, especially if the Peregrine mission experiences problems.

NASA has now chosen the landing site for its VIPER rover, in a relatively flat area about 85 miles from the Moon’s south pole and near the western edge of Nobile Crater (pronounced No-BEEL-e).

The white rectangle on the overview map to the right shows the landing zone. The green cross on the rim of Shackleton Crater marks the South Pole. The red outlines inside craters are regions that are believed to be permanently shadowed, and thus locations that might have water ice within them. Additionally, the data suggests there are a handful of small areas inside craters within the landing zone that might also have ice.

From the press release:

The area VIPER will study in the Nobile region covers an approximate surface area of 36 square miles (93 square kilometers), 10 to 15 miles (16 to 24 km) of which VIPER is expected to traverse through during the course of its mission. During this time, the rover will visit carefully chosen areas of scientific interest that will provide further insight into a wide array of different kinds of lunar environments. The VIPER team will look to characterize ice and other resources in these areas using VIPER’s sensors and drill.

The mission’s planned lifespan is presently set at 100 days. While the Moon’s day/night is 28 days long, the rover will likely see little darkness, since at this very high latitude the Sun will simply circle the sky near the horizon.

NASA lunar rover experiences big budget overruns

NASA revealed yesterday that the budget for VIPER, a new NASA-built lunar rover, has increased from $250 million to $433.5 million.

The cost of the mission has gone up significantly. At the time NASA announced VIPER in October 2019, it projected a cost of about $250 million. As part of the confirmation review, known as Key Decision Point C, NASA set a formal cost commitment for the mission. NASA spokesperson Alison Hawkes said March 3 that the new lifecycle cost for the mission is $433.5 million.

NASA didn’t disclose the reason for the cost increase, but NASA officials said in June 2020 that they were postponing VIPER’s launch by about a year to late 2023 to change the rover’s design so it can meet the goal of operating for 100 days on the lunar surface. At the time, the agency declined to comment on VIPER’s cost.

This is very typical of modern NASA. Even though its planetary program produces some spectacular spacecraft and results, that program — like all NASA-built programs — rarely does so for the budget promised. For the planetary program, however, the overage for VIPER is startlingly high, especially in so short a time.

Be prepared for more delays and overages for this project, since that is usually what happens for NASA projects that experience such large budget increases.

Astrobotic wins contract to land VIPER rover at Moon’s south pole

Capitalism in space: NASA today awarded the private company Astrobotic a $199 million contract to provide the lander that place place the agency’s VIPER rover down near Moon’s south pole.

The target date for the mission is late 2023, and is intended as a scouting mission for the Artemis manned landing to follow.

During its 100-Earth-day mission, the approximately 1,000-pound VIPER rover will roam several miles and use its four science instruments to sample various soil environments. Versions of its three water-hunting instruments are flying to the Moon on earlier CLPS lander deliveries in 2021 and 2022 to help test their performance on the lunar surface prior to VIPER’s mission. The rover also will have a drill to bore approximately 3 feet into the lunar surface.

The key to this mission continues to be NASA’s shift from building things to hiring others to build them. If Astrobotic is successfully, they will then be positioned to offer their lander design to others, since it belongs to them, not NASA.

VIPER lunar rover delayed, NASA seeks new bids for delivering it to Moon

NASA earlier this week revealed that it is delaying the launch of its VIPER lunar rover until 2023, even as it announced that it is seeking new bids from commercial companies for delivering it to Moon.

In the past two months NASA has apparently been trying to reorganize its unmanned lunar exploration, resulting it a variety of puzzling and sometimes sudden shifts in policy and direction. First they announced they are going to issue a request for proposals, then they delayed it, then they issued it only to withdrew it one week later, with no explanation.

This week’s announcement is another attempt to release this request, accompanied by the delay in VIPER. Though NASA says the delay is to allow “for upgrades so that the rover can conduct longer and more exciting science on the Moon”, I think instead it is to simplify it so that the commercial companies will be able to launch and land it. VIPER’s heritage designs come from an earlier NASA rover project dubbed Resource Prospector that was cancelled because it was going to be too expensive and complex. I think the private companies building landers for such a rover told NASA that they couldn’t handle those heritage designs, forcing NASA to rethink.

If my suspicions are true, this is actually a very good sign. NASA is allowing the private sector to guide it in ways to save money and work more efficiently. That guidance might cause some initial delays as NASA shifts course, but in the long run it will make for a better run operation, costing less while accomplishing more.

NASA delays commercial bidding process for its unmanned lunar landers

Capitalsm in space: NASA has postponed the bidding process for both the commercially-built lander that will bring its its VIPER lunar rover as well as the smaller landers that will bring simpler science packages to the Moon.

In the first case, it appears that the commercial companies wanted more time because VIPER is a heavier and bigger payload than their landers are currently designed for. In the second case, the reasons for the postponement are less clear, leaving the companies involved somewhat puzzled and in the dark.

NASA to send new rover to lunar south pole

NASA today announced that it is building a lunar rover that it will send to the lunar south pole, with a target launch date of December 2022.

About the size of a golf cart, the Volatiles Investigating Polar Exploration Rover, or VIPER, will roam several miles, using its four science instruments — including a 1-meter drill — to sample various soil environments. Planned for delivery to the lunar surface in December 2022, VIPER will collect about 100 days of data that will be used to inform the first global water resource maps of the Moon.

This rover appears to be a traditional NASA project, designed, built, and managed by various NASA agencies that also subcontract the work out to private contractors. As the press release says,

VIPER is a collaboration within and beyond the agency. VIPER is part of the Lunar Discovery and Exploration Program managed by the Science Mission Directorate at NASA Headquarters. Ames is managing the rover project, leading the mission’s science, systems engineering, real-time rover surface operations and software development. The hardware for the rover is being designed by the Johnson Space Center, while the instruments are provided by Ames, Kennedy, and commercial partner, Honeybee Robotics. The spacecraft lander and launch vehicle that will deliver VIPER to the surface of the Moon, will be provided through NASA’s Commercial Lunar Payload Services (CLPS) contract, delivering science and technology payloads to and near the Moon. [emphasis mine]

The highlighted words however indicate where this project differs from the past. The launch vehicle and lander are not being designed and built by NASA. They will be provided by commercial vendors.
