Newly passed Senate bill requires consultation between industry and government on space junk

Though the bill still needs to be passed by the House, a just passed Senate bill requires consultation between industry and government on space junk, short circuiting recent attempts at the FCC as well as in the House to impose arbitrary government regulations.

The final result will still be government regulation on the lifespan and final deposition of any object placed in orbit, from nanosats to large manned space stations, but unlike the earlier FCC proposal and House bill, NASA and other government agencies will have to obtain feedback from the commercial space industry before such regulations are imposed.

Sounds great, eh? In truth, this bill in the end still gives full power to the federal government to control the launching of future spacecraft of all sizes. It also leaves the details entirely up to the bureaucracy. If passed Congress would cede its regulatory power to unelected bureaucrats in the executive branch.

The requirement that industry consultation occur simply means that the initial regulations will likely make some sense. Beyond that however the power it bequeaths to the federal bureaucracy in NASA, FAA, FCC, and other agencies will in the long run be still abused.

The need for the establishment of an independent space-faring society, free from odious Earthbound regulation, continues to grow.

FAA and NTSB sign deal dividing turf for investigating space accidents

Turf war! The FAA and the National Transportation Safety Board (NTSB) yesterday signed an agreement that divides up the responsibilities for investigating accidents that occur in or by space entities.

You can read that agreement here [pdf]. A screen capture of the key clauses is to the right. Essentially, the NTSB will lead any investigation that either causes death or injury, or involves damage to property not related to the space operation itself, while the FAA will lead all other investigations.

The agreement also has a lot of clauses describing how the two agencies will work together in dividing up this turf before, during, and after investigations. Above all, the agreement now authorizes both agencies to “conduct its own analysis and determine its respective conclusions and recommendations in accordance with its authorities.”

The agreement stems from an effort by the NTSB to take over all space-related accident investigations it proposed in November 2021 that both the FAA and industry strongly opposed. This agreement however shows that the Biden administration ignored those objections in order to give the NTSB a wider range of power, while also giving bureaucrats in both agencies more power as well. Under this agreement, every space incident is now going to be investigated twice, with both the NTSB and FAA doing their own investigations.

Expect this agreement to be used by the Washington bureaucracy to slow or shut down innovation and new technology. The NTSB is designed to investigate incidents caused in the long established and robust airline industry, not developing cutting-edge experimental work. It will naturally act to discourage such experimental work.

Meanwhile, the FAA will chime in with its own investigation and analysis. The competing results will only cause confusion and disorder, thus further acting to discourage any new and risky innovations.

SpaceX gets FCC communications license for Starship orbital launch

Capitalism in space: The FCC yesterday approved SpaceX’s communications license for one or more Starship orbital launches, with a six month launch window beginning on September 1, 2022.

This FCC approval is not a launch license, which must be given by the FAA. It does tell us that SpaceX will not attempt the first orbital launch of Starship before the end of this month. It also tells us that the company likely plans on an aggressive test program from September ’22 through February ’23, assuming the FAA and the federal bureaucracy finally stops blocking that program.

NASA blocks Starship/Superheavy launches at SpaceX’s new Florida launchpad

Capitalism in space: NASA officials revealed yesterday that it will not allow any Starship/Superheavy launches at SpaceX’s new Florida launchpad, at least for the moment, because of the threat a launchpad failure might have on the launchpad SpaceX uses to launch manned Falcon 9 missions to ISS.

The NASA statement said the agency “is responsible for ensuring SpaceX remains compliant with the requirements of the property agreement for the use of Launch Complex 39A.”

“These requirements include those related to construction, safety and environmental conditions,” the statement said. “At this time, NASA has only provided approval to build. Additional review for hazards, operational impacts and supportability will be required prior to a launch.”

The new Starship launchpad is 1,000 feet away from pad 39A, which is SpaceX’s manned Dragon launchpad. NASA management thinks this is too close. However, the managers have also not ruled out future launches, only that they wish to do a thorough review of the issue with SpaceX.

Because NASA and the federal government is also relying on Starship to land its astronauts on the Moon, it can’t block Starship flights outright. It could be however that this issue might shift Starship operations back to Boca Chica, after federal government opposition there forced SpaceX to shift more operations to Florida.

In other words, the government wants its cake and eat it to. Some factions within the Biden administration and the Washington bureaucracy want to block Starship, others want it to fly. The result is a tug-of war, with SpaceX in the middle.

FAA finally releases its environmental reassessment of SpaceX’s Boca Chica facility

After almost a half year of delays, the Federal Aviation Administration (FAA) today released its environmental reassessment of SpaceX’s operations in Boca Chica, Texas, possibly recommending that future launches of Starship/Superheavy be allowed at that location but also leaving open the continuing ability of the federal government to block further flight tests.

The FAA determined that the Proposed Action would not result in significant environmental consequences and has issued a Mitigated Finding of No Significant Impact/Record of Decision (FONSI/ROD). … Required mitigation measures are listed throughout Chapter 3 of the final PEA [the environmental reassessment]. Should any future license or permit be issued to SpaceX to perform any aspect of the Proposed Action, the FAA will ensure that SpaceX implements these mitigation measures as conditions for licensure.

The applicant has provided the FAA with a mission profile of proposed launch operations that is
analyzed in this PEA. The FAA’s Federal Action is to issue experimental permit(s) and/or a vehicle operator license to SpaceX for this mission profile, which is described in more detail in Section 2.1. If SpaceX modifies or adds operations as part of its Starship/Super Heavy program in the future, the FAA would analyze the environmental impacts of those activities in a tiered environmental document, which would summarize the issues discussed in this PEA that remain applicable (e.g., the environment around the Boca Chica launch site) and concentrate on the issues specific to the subsequent action (e.g., a mission profile involving a new landing site).

The completion of the environmental review process does not guarantee that the FAA will issue an experimental permit or vehicle operator license to SpaceX for Starship/Super Heavy launches at the launch site. [emphasis mine]

Essentially, SpaceX — after some revisions based on public comments — provided the FAA a detailed outline of its proposed operations, as summarized by the graph above (taken from the executive summary), and the FAA agreed to that program. However, this agreement by the FAA does not include any actual permits for flights or tests.

Furthermore, this recommendation by the FAA is not final. The reassessment also included in great detail a second option, dubbed the “No Action Alternative”:

Under the No Action Alternative, the FAA would not issue new experimental permits or licenses to SpaceX for any test or launch operations at the Boca Chica Launch Site. In this situation, SpaceX’s production and manufacturing that that do not require a license from the FAA or approval by any other federal agencies would continue at its existing facilities and production and manufacturing infrastructure would expand. Testing operations, including tank tests and static fire engine tests, that do not require approval by the FAA or other federal agencies would also continue at the VLA. In addition, SpaceX could conduct missions of the Starship prototype launch vehicle as authorized by the current license (LRLO 20‐119). 6 The license expires on May 27, 2023. This alternative provides the basis for comparing the environmental consequences of the Proposed Action.

Under this alternative, SpaceX operations at Boca Chica would be severely limited, and would essentially end in May ’23.

In reviewing both documents, it appears that the FAA has given SpaceX a go-ahead with this reassessment, but done so with many caveats. It will issue SpaceX its launch permits, probably on a per launch basis, each of which will require SpaceX to meet more than 130 pages of further environmental and social justice requirements. As noted in the first quote above, should SpaceX fail to meet any of those mitigation measures, future permits will be blocked.

Furthermore, the reassessment appears to have left it open for the White House to choose the “No Action Alternative.”

In either case this reassessment appears to have given any number of agencies within the federal government — including the White House — the clear ability to block SpaceX’s operations repeatedly, after each test flight.

I suspect SpaceX will immediately apply for a launch permit, and hope that political pressure will force the federal agencies to approve that permit.

NOTE: This analysis is based on a first quick review. The documents are long and purposely written to make it hard to figure out what is being proposed. More review is still required.

FAA once again delays approval for launching Starship from Boca Chica

Capitalism in space: The FAA today announced that it is once again delaying release of its environmental reassessment of SpaceX’s Boca Chica facility in Texas, setting a new release date only two weeks hence.

The FAA intended to release the Final PEA on May 31, 2022. The FAA now plans to release the Final PEA on June 13, 2022 to account for ongoing interagency consultations. A notice will be sent to individuals and organizations on the project distribution list when the Final PEA is available.

The previous five delays had each been month-long. This two week delay strongly suggests that the bureaucrats are getting close to a final agreement. Whether that means SpaceX will receive an approval, which is what the initial draft had suggested back in December, or be blocked, we shall have to see. A statement SpaceX CEO Gwynne Shotwell in mid-May that the company would be ready to launch Starship by June suggests it will be an approval.

I have been predicting since December that the month-by-month delays would continue until after the November election. I will be quite happy if that prediction ends up wrong.

FAA approves Huntsville airport as landing site for Dream Chaser

Capitalism in space: The FAA announced on May 13, 2022 that it has approved use of Huntsville International airport for landing Sierra Space’s reusable Dream Chaser cargo mini-shuttle, once it begins flying.

The approval covers “up to eight reentry operations at the airport from 2023 to 2027.” Though Sierra Space will still need to get its launch license from the FAA before those flights can happen, it looks like the company is finally getting close to the first flight of Tenacity, its first Dream Chaser ship.

SpaceX CEO: Starship could launch as early as June

Capitalism in space: SpaceX’s CEO and president Gwynne Shotwell revealed today that Starship could be ready for its orbital test flight from Boca Chica as early as June, though government regulatory obstacles make that launch more likely three to six months from now.

It appears that the delays in getting FAA approval for launch have not been the only issues that have delayed that first launch attempt. Though SpaceX would have likely tried a launch months ago with earlier prototypes had the approval arrived as originally promised, that launch would have likely failed based on ground tests the company has been doing during the delay.

When Musk tweeted his “hopefully May” estimate, SpaceX was nowhere close to finishing the Starship – Ship 24 – that is believed to have been assigned to the orbital launch debut. However, SpaceX finally accelerated Ship 24 assembly within the last few weeks and ultimately finished stacking the upgraded Starship on May 8th. A great deal of work remains to truly complete Ship 24, but SpaceX should be ready to send it to a test stand within a week or two. Even though the testing Ship 24 will need to complete has been done before by Ship 20, making its path forward less risky than Booster 7’s, Ship 24 will debut a number of major design changes and likely needs at least two months of testing to reach a basic level of flight readiness.

A more likely launch date is probably late July at the earliest, though of course that will also depend on the government’s approval, something that presently appears difficult to get.

Momentus gets final launch permits for its space tug

Capitalism in space: After a year delay due to government security concerns, Momentus has finally gotten all the launch permits required for a launch later this month on a Falcon 9 of its space tug, Vigoride, on its first orbital test flight.

In late April Momentus had gotten FCC approval. Now it has gotten clearance from the FAA. The FAA had blocked last year’s launch because of security concerns related to the foreign connections of several of the company’s founders/investors. Those individuals have now left the company, clearing the way for license approval.

The delay however caused Momentus to lose several customers while allowing another space tug competitor, Launcher, to catch up.

Surprise! FAA delays SpaceX approval at Boca Chica another month

As I have been predicting now for months, the FAA today announced that it is once again delaying approval of its environmental reassessment of SpaceX’s Boca Chica facility one more month, to May 31, 2022.

This is the fifth time since December that the FAA has delayed the release of the environmental assessment. When the first delay was announced in December 2021, I predicted that this stone-walling by the government will likely continue for many months, and delay the first orbital launch of Starship “until the latter half of ’22, if then.”

Since then it has become very clear that the other federal bureaucracies at NOAA and Fish & Wildlife which must sign off on the approval are hostile to Elon Musk, SpaceX, and Starship, and are acting to block this approval, with this stone-walling having the unstated support of the Biden administration. When the third delay was announced at the end of February, I predicted no approval would ever occur, that the Biden administration wants to reject the reassessment and force the issuance of a new environmental impact statement, a process that could take years. To do this before the November election however will cost votes, so the administration would instead delay the approval month by month until November.

This prediction has been dead on right, unfortunately. Expect more month-by-month delays until November, when the Biden administration will then announce — conveniently just after the election — the need for a new impact statement requiring years of study.

The one hope to stop this government intransigence will be a complete wipe-out of the Democratic Party in Congress in those November elections. A strong Republican Congress with large majorities in both houses could quickly force the Biden administration to back down on many issues, including this effort to shut SpaceX down in Texas.

SpaceX goes full speed ahead on construction of Starship launchpad in Florida

Capitalism in space: Faced with regulatory delays caused by the Biden administration that are preventing further Starship launches from Boca Chica, SpaceX has accelerated construction of a new Starship launchpad at its facility in Florida.

Compared to SpaceX’s Starbase tower assembly [in Boca Chica], Florida Starship work appears to be proceeding at a similar pace. SpaceX began assembling the fourth Florida tower section about 30 days after starting the first, while Starbase took about 25 days to reach the same point. However, SpaceX does appear to be taking a slightly different approach for Pad 39A. On top of tower section assembly, SpaceX is constructing an extra four sets of the small concrete foundations and steel frames each tower section is assembled on, implying that Starship’s Florida launch tower could be almost entirely prefabricated before SpaceX begins to combine those sections.

Meanwhile, Boca Chica remains blocked. While the FAA says it will issue approval of its environment reassessment by the end of this month, SpaceX would be foolish to believe this. It has become very clear that the Biden administration has so far allowed the federal bureaucracy free rein to obstruct SpaceX. For the company to think things will suddenly change now is to be living a fantasy. It must move forward to satisfy its investors.

Worsening the situation in Texas was the decision by the Army Corps of Engineers to suspend the permit process on a request by SpaceX to expand its Boca Chica facility. It appears SpaceX failed to provide the Corps some required information, possibility because the company sees no reason now to complete this expansion if the Biden administration is going to ban Starship launches from Texas.

Faced with this political situation, Texas governor Greg Abbott yesterday claimed he is fighting the stonewalling by the Biden administration, but provide no specifics:

“What I am going to do if Biden interferes with the ability of SpaceX to launch from Boca Chica; I am going to be working every step of the way to make sure that they are going to be able to launch from Boca Chica. We heard the vision from Mr. Patel himself about what they are working on and our job is to make sure they are able to achieve their vision. And I have worked with Elon Musk very closely with regard to Tesla and the Giga factory in Austin, Texas. And we will be working with him very closely, every step of the way in Boca Chica for the future of SpaceX. We want that future and that vision to come from Boca Chica, from Brownsville, Texas.”

Allow me to translate this political blather into plain English: “I can’t or won’t do anything, but I am now going to make a superficial claim of action so my Texas constituents won’t get angry at me.”

It appears more and more that the first orbital test flight of Starship will take place in Florida, not Texas. And if so, it will be delayed for at least another six months because of this government interference.

FAA again delays decision on environmental reassessment of SpaceX’s Boca Chica facility

Surprise, surprise! According to an FAA email sent out today, the agency has once again, for the fifth time, delayed its decision on the environmental reassessment of SpaceX’s Boca Chica Starship launch site.

From the email:

The Federal Aviation Administration (FAA) is updating the release date for the SpaceX Starship/Super Heavy Final Programmatic Environmental Assessment (PEA) on the Federal Infrastructure Permitting Dashboard (Permitting Dashboard) and project website. The FAA plans to issue the Final PEA on April 29th. The planned April 29, 2022 release date will allow the FAA to review the Final PEA, including responses to comments, and complete consultation and coordination with agencies at the local, State, and Federal level. All consultations must be complete before the FAA can issue the Final PEA.

This date is now listed on the FAA’s SpaceX-Starship webpage. Nor is the decision a surprise. Expect the FAA to continue this charade month-to-month until after the November election, when the Biden administration will then feel free to block SpaceX’s effort in Boca Chica completely.

SpaceX switches to newer Starship and Superheavy for orbital test

Capitalism in space: According to Elon Musk, SpaceX has decided that the company will no longer use Starship prototype #20 and Superheavy prototype #4 for the rocket’s first orbital test flight.

Instead, the company will fly two more recently built and upgraded prototypes, rumored to be numbers #24 for Starship and #7 for Superheavy. The company has also decided to switch from the first generation Raptor engines to Raptor-2s.

All these changes likely explain Musk’s announcement that the first orbital launch will not happen sooner than May. The changes also further suggest that SpaceX has realized federal permission to launch from Boca Chica will be further delayed, and thus it might has well push forward in other ways as it waits for the right to launch.

I suspect that if the federal government hadn’t moved in to block operations, it would have flown prototypes 20 and 4 two months ago, just to get some data. Now such a flight seems pointless, as more advanced prototypes are now almost ready to fly.

This decision also reinforces my prediction that no orbital flights will occur out of Boca Chica before summer, and are more likely blocked through November. It also increases my expectation that the first orbital flight might not occur at all in Texas. The longer the Biden administration delays SpaceX’s operations there, the greater the chance the entire Starship/Superheavy launch program will shift to Florida.

Musk says Starship will be ready for first orbital launch in May

Capitalism in space: In a tweet yesterday Elon Musk said that Starship will be ready for first orbital launch in May, a delay of two months from his previous announcements.

“We’ll have 39 flightworthy engines built by next month, then another month to integrate, so hopefully May for orbital flight test,” Musk tweeted in response to CNBC.

While the delay could certainly be because the company needed to prepare enough Superheavy engines, I also suspect it is also because Musk now expects the FAA to not approve the environmental reassessment of Starship’s Boca Chica launch site by the end of March, as has been promised. I predict that sometime in the next few days the FAA will announce another one-month delay in that process, the fourth such delay by that federal agency.

In late-December, when the FAA announced the first delay, I predicted that the first orbital launch of Starship would not happen until the latter half of ’22. I now think that prediction was optimistic. I firmly believe the federal government, controlled by Democrats, will delay that launch until after the mid-term elections in November. It appears to me that the Biden administration wants to reject the environmental reassessment, which would block Starship flights from Boca Chica for years. It just doesn’t want to do it before November, because of the negative election consequences.

I truly hope my cynical and pessimistic analysis is utterly wrong. So far, however, my prediction has proven to be more right than wrong.

Elon Musk targets 2029 for first Starship manned mission to Mars

Capitalism in space: In a tweet today Elon Musk announced 2029 as his present target date for the first Starship manned mission to Mars.

This target date should not be considered firm, though it must be taken seriously. Musk’s past predictions tended to be optimistic, but also not unrealistic. If Starship development proceeds at the pace SpaceX is presently maintaining, this date is wholly doable.

The article at the link also said that the first Starship orbital test flight “is expected to take place within the next month.” That certainly matches with Musk’s previous statements, but ignores the bureaucratic delays from the FAA that at the moment prevent it from happening.

Local Texas state/city politicians pressure congressmen to get Starship approved by FAA

Local state/city politicians from Brownsville are applying pressure on their local congressmen to get the FAA to approve its environmental reassessment of SpaceX’s Starship facility in Boca Chica approved.

Asked if the BND [Brownsville Navigation District] Board of commissioners had made its position known to Reps. Vela and Gonzalez, Lopez said: “Actually, right now, we are in talks with both of them. We want them to help. It is a huge economic impact, having SpaceX here. It makes the Rio Grande Valley and in this case Brownsville more lucrative. It gives global attention to our city, which is something we have needed for a long, long, time.”

A reporter put it to Lopez that the City of Brownsville is hoping to attract thousands of tourists once SpaceX starts sending rockets to the Moon and Mars. “It would be a tremendous loss if we lose that,” Lopez said.

Both Congressmen are members of the Democratic Party, so I doubt seriously if they care that much for the economic benefits brought to Brownsville by SpaceX, no matter what they say in public. For Democrats nowadays it is environmental matters that trump all other issues, and so it would shock me if either Vela or Gonzalez buck their party’s agenda to pressure the FAA to approve the environmental reassessment.

However, the November elections are looming, and the polls do not look good for Democrats. If the FAA rejects the reassessment prior to that election and demands that a full environmental impact statement be written, something I now fear will happen because the FAA cannot get NOAA and the Interior Department to sign on, SpaceX will almost certainly shift its Starship operations to Florida. An impact statement would take years to complete, a delay that SpaceX cannot afford. Such a sequence of events would likely do great harm to the reelection campaigns of both Democrats.

I thus now wonder if the Biden administration will force the FAA to continue delaying its decision, month-by-month, until after that November election, thus allowing these Democrats to mouth support without risking anything.

We shall know I think before the end of the month, which is presently the FAA’s announced target date for making a decision. I am willing to bet they delay again, for the fourth time.

FAA administrator, a Trump holdover, announces resignation

FAA administrator Steve Dickson yesterday announced that he will officially resign from the agency on March 31, 2022.

Dickson was appointed by President Trump in 2019 to a five year term, so his resignation now cuts his term short by two years.

Dickson gave as his reason for resigning a desire to spend more time with his family, the go-to explanation for every Washington official’s resignation. While this may be true, I can’t help wondering if friction and pressure from the Biden administration contributed to his decision.

For example, though Dickson’s record with private enterprise has been mixed, his record in connection with commercial space was mostly good, working to help the new launch industry prosper by keeping out its way as much as possible. This record was especially obvious with SpaceX’s operations in Boca Chica, where there was little regulatory effort to slow that work until Biden became president, and even then relatively little. It could be the Biden administration was unhappy with this approach, and was trying to force Dickson to regulate SpaceX more.

A new administrator, appointed by Biden, will certainly be less friendly. Based on most Biden appointees in the past year, the administration will likely want to put someone in place who is hostile to capitalism, favors a communist agenda, and wants to impose strong government control. Thus, this resignation almost certainly puts another nail in the coffin of SpaceX’s desire to launch Starship test flights from Boca Chica.

Then again, that new administrator would have to be approved by the Senate, and right now, based on the Senate’s 50-50 split between Democrats and Republicans, it will be difficult for the Biden administration to get a radical leftist approved. This difficulty will be further magnified by Biden’s horrible poll numbers as well as similar polls suggesting a bloodbath for Democrats in the mid-term November elections. For them to force through an extremist in this position now will not help those poll numbers.

I therefore predict the nominee put forth by Biden will likely mouth empty support for private enterprise during the confirmation hearings. If the Senate Republicans are fooled by this disingenuousness (something that has happened frequently), when confirmed that person will immediately act to impose the government’s will on most commercial operations, especially those by SpaceX.

FAA delays Starship approval again

Death by a thousand cuts: The FAA today announced that it is once again delaying the release of the final version of its environmental reassessment of SpaceX’s Boca Chica facility, the PEA, that will allow Starship orbital launches to occur there.

The FAA intended to release the Final PEA on February 28, 2022. The FAA now plans to release the Final PEA on March 28, 2022 to account for further comment review and ongoing interagency consultations.

Though the draft PEA had approved SpaceX future Starship operations at Boca Chica, all signs continue to point to heavy resistance to making that approval official both within the Biden administration as well as those other “interagency consultations.”

I predict that the FAA will delay again, and it will delay repeatedly month by month as agencies like Fish & Wildlife and NOAA refuse to go along. The only one who could break this deadlock would be President Biden, and the only chance he or any of the people running his administration will do so is if they decide to reject the FAA’s reassessment to instead demand a new and full environmental impact statement, which would likely take years to complete.

Texas politicians might want to wake up. If SpaceX fails to get this approval it will shift its Starship operations almost entirely to Florida. I must also add that politicians across the nation should wake up as well, because if the Biden administration blocks SpaceX, the many year delay for the launch of Starship will likely impact many many businesses nationwide. It will also negatively impact NASA’s effort to land humans on the Moon this decade.

Strong opposition to new proposed regulation by federal safety board

We’re here to help you! Both the FAA and the rocket industry, led by SpaceX and Blue Origin, have issued detailed written opposition to a proposal by the National Transportation Safety Board (NTSB) that it be placed in charge of all future space accident investigations.

The regulations would require companies conducting a launch or reentry under an FAA license or experimental permit to immediately notify the NTSB in the event of a mishap. The NTSB would conduct an investigation to determine the probable cause and provide recommendations to avoid similar events in the future.

The opposition notes that this will merely duplicate what the industry and the FAA already do. The rocket industry also noted that the NTSB’s present investigation responsibilities are aimed at helping the mature airline industry, not “a nascent industrial sector that is still in development, and is appropriately regulated as such.”

It appears that there is also opposition in the halls of Congress, as two congressmen have expressed their own opposition.

Without doubt the NTSB’s action here has been encouraged by the Biden administration. Democrats always want more regulation to enhance the power of government. Since Biden and his Democratic Party handlers took over, the federal bureaucracy’s effort to regulate and hinder space activities has definitely increased, such as its efforts to block SpaceX’s Starship development at Boca Chica.

Had the NTSB tried to propose this during the Trump administration it would have been quickly quashed. For example, when NOAA tried to claim it had the right to regulate all orbital photography and the Trump administration told them no, in no uncertain terms.

Astra completes 1st static fire dress rehearsal countdown of Rocket-3 at Kennedy

Capitalism in space: On January 22, 2022, Astra successfully completed at Cape Canaveral the first static fire dress rehearsal countdown of its Rocket-3 rocket.

“Successful static test completed. We will announce launch date and time when we receive our license from the FAA,” said Chris Kemp, founder and CEO of the Alamada, California-based company on Twitter. The company, which was formed in 2016, had been targeting this month for the launch.

The FAA apparently required this successful dress rehearsal before it would provide the launch license. Expect the launch to follow almost immediately after the permit is issued. If successful it will be Astra’s second orbital launch, and the first to carry actual satellites for customers, three cubesats from three different universities and one from NASA’S Johnson Space Center.

Study: Weightlessness might produce long term anemia

The uncertainty of science: A study of fourteen astronauts who spent six months on ISS has found that weightlessness appears to increase the loss of red blood cells, and that the continuing loss extends well past their return to Earth.

Before this study, space anemia was thought to be a quick adaptation to fluids shifting into the astronaut’s upper body when they first arrived in space. Astronauts lose 10 percent of the liquid in their blood vessels this way. It was thought astronauts rapidly destroyed 10 percent of their red blood cells to restore the balance, and that red blood cell control was back to normal after 10 days in space.

Instead, Dr. Trudel’s team found that the red blood cell destruction was a primary effect of being in space, not just caused by fluid shifts. They demonstrated this by directly measuring red blood cell destruction in 14 astronauts during their six-month space missions.

On Earth, our bodies create and destroy 2 million red blood cells every second. The researchers found that astronauts were destroying 54 percent more red blood cells during the six months they were in space, or 3 million every second. These results were the same for both female and male astronauts.

The study also found that for as much as a year afterward the astronauts continued to lose red blood cells at a rate 30% greater than normal.

The researchers immediately suggested further invasive monitoring of anyone who wants to go to space. From their paper:

Space tourism will considerably expand the number of space travelers. Medical screening of future astronauts and space tourists might benefit from a preflight profiling of globin gene and modifiers. Postlanding monitoring should cover conditions affected by anemia and hemolysis. Monitoring individual astronaut’s levels of hemolysis during mission may be indicated to reduce health risks.

Without question, this data strongly suggests that it would be wise for anyone who wants to go into space for long periods have themselves checked for anemia, and have it treated prior to going, or if they still have it at launch time to decide not to go. However, the choice should belong to the individual, not bureaucrats imposing regulations or legislators passing laws.

Unfortunately, our modern leftist society now assumes such decisions no longer belong to the individual, but must be made by their betters in Washington. Provisions in the 2004 Space Amendments act allows the FAA to impose such invasive medical testing on future space tourists. Its bureaucrats have not yet done so, but the recent history with government mandates over the COVID shots suggests strongly that they will not hesitate to do so when they think they can get away with it.

SpaceX pushing to launch 2nd generation Starlink satellites by March

Capitalism in space: In paperwork filed by SpaceX to the FCC, it has announced it is pushing to launch the first second generation Starlink satellites by March, 2022.

While some news reports have suggested that SpaceX intended to launch those upgraded satellites on Starship, this reporting is certainly wrong. As the article at the link correctly notes, SpaceX does not have to state what rocket it plans to use in its paperwork. It could very easily launch these first upgraded satellites on a Falcon 9.

The story however does provide this interesting tidbit about the FCC’s treatment of SpaceX in this licensing process:

SpaceX filed the first unmodified Gen2 Starlink application with the FCC in May 2020, requesting permission to launch an unprecedented 30,000 satellites. While the size of the proposed constellation is extraordinary, the FCC has also been exceptionally slow to process it. Only five months after SpaceX submitted its Starlink Gen2 modification request and nineteen months after its original Gen2 application did the FCC finally accept it for filing, which means that it has taken more than a year and a half to merely start the official review process. [emphasis in original]

In other words, the FCC stalled SpaceX for more than a year and a half. If the DC bureaucracy can play such games with Starlink, this suggests it might very well be doing the same with the approval of the environmental reassessment for SpaceX’s Boca Chica facility, which the FAA has now delayed repeatedly since last year. There are many people in Washington, both in the Biden administration and in the established and permanent bureaucracy, who do not like SpaceX’s success or its independence, and wish to use government power to squelch it. This story provides us some evidence that such misuse of government power in the FAA is very likely occurring.

Starship prototype #20 completes another static fire launchpad test

Capitalism in space: Despite being blocked by the federal government bureauceacy from launching its Starship/Superheavy rocket on its first orbital flight, SpaceX yesterday successfully completed another static fire launchpad test of the 20th prototype of Starship.

It appears that this was the second static fire test that used all six of prototypes’s Raptor engines.

Meanwhile, Superheavy prototype #4 sits on the orbital launchpad, where similar static fire tests were expected but have not yet occurred. Either SpaceX engineers found they needed to additional revisions of the prototype before attempted such a test, which could fire as many as 29 Raptor engines at once, or the company has decided to hold back its testing because the FAA has not yet approved the environmental reassessment for the Boca Chica launch site. Firing the engines on Superheavy before that approval could be used by SpaceX’s environmental enemies as a public relations weapon to help kill the approval entirely.

Personally I think the answer is the former. It is not Elon Musk’s way to cower in fear of others. In fact, he is more likely to push forward, knowing that the publicity from a successful Superheavy static fire test will almost certainly be mostly positive and enthusiastic, thus helping to force politicians to force the bureaucracy to sign off its approval.

FAA delays final approval of Starship environmental reassessment till Feb 28th

The FAA has now made it official and announced that the final approval of Starship environmental reassessment will not occur before the end of February, thus preventing any Starship orbital test flights until the spring, at the earliest.

As previously announced, the FAA had planned to release the Final PEA in on December 31, 2021. However, due to the high volume of comments submitted on the Draft PEA, discussions and consultation efforts with consulting parties, the FAA is announcing an update to the schedule. The FAA now plans to release the Final PEA on February 28, 2022.

When the rumors of a delay were first noted last week, I predicted that “Starship’s first orbital flight will not happen until the latter half of ’22, if then.” That prediction is now almost certainly confirmed.

Nor I am not confident the FAA’s environmental reassessment of SpaceX’s launch facility in Boca Chica will be ready even in February. The problem appears to be that the FAA needs to also get the approval of both NOAA and the U.S. Fish & Wildlife agencies, and both appear to be very hostile to SpaceX’s efforts.

In fact, this is beginning to look like the situation in Hawaii with the Thirty Meter Telescope. There protesters blocked the start of construction, and the government, controlled by Democrats, worked with those protesters to step by step keep that obstruction active and working. If so, SpaceX faces a very dangerous situation, as it appears the Biden administration is about to do the same thing to it.

FAA’s approval of SpaceX’s Starship operations delayed at least a month

The FAA has now had to delay the final approval of its environmental reassessment of SpaceX’s Starship facility and operations at Boca Chica for at least one month because NOAA has refused to approve the plan.

That puts NOAA’s generic review of Rocket Landing and Launches back to at least the end of January, with the much more complex and contentious USFWS [Fish and Wildlife] review also pending (this one is habitat and species review of impacts to bird and wildlife populations specific to Boca Chica).

The earliest approval by the FAA (which again, is far from a sure thing) should be projected into February. And the actual launch license process can’t be started until then. March is absolutely the earliest even the giddiest optimist could expect for Starship’s Maiden Orbital Flight.

It appears that the bureaucrats in NOAA are hostile to the launch site, and are looking for reasons, mostly environmental, to either block it or slow it down.

It also appears that a second Department of the Interior agency must sign off, and it is also hostile.

Based on this story, it looks like Starship’s first orbital flight will not happen until the latter half of ’22, if then. Nor can we expect any help from the Biden administration. Unlike Trump, the Democrats now running the executive branch of government do not like private enterprise and business, and generally look for excuses to regulate and even block it, especially if they think there is the slightest chance it might harm some formerly unknown species somewhere.

This is America today, no longer free. Rather than you making the decision freely, as an American citizen, un-elected federal government officials now decide whether you can do anything, or not.

FAA to discontinue program to issue wings to everyone who flies in space

The FAA has decided to end an on-again-off-again program, only started in 2005, that issue wings to everyone who makes their first flight into space on a private commercial spacecraft.

he Federal Aviation Administration will stop awarding commercial astronaut wings at the end of this year, five months after it revised the criteria for receiving the wings.

The FAA announced Dec. 10 that it will award wings to all non-government individuals that flew on FAA-licensed commercial vehicles to date in 2021, as well as those who fly on any remaining launches through the end of the year. However, it will not award wings to anyone, either crew members or spaceflight participants, that flies on FAA-licensed vehicles after this year.

The program was merely a public relations effort designed to give an honor to tourists and others who flew on non-governmental space missions. The FAA is now getting out of that business, leaving it to the commercial space companies themselves.

That part of the reasons is that the FAA was finding it difficult to come up with a good criteria for awarding the wings based on the increasing numbers of people now flying on private missions is actually wonderful. It means going into space is becoming more routine.

FAA targets finalizing Starship environmental report by end of year

The FAA today announced that it hopes to complete the permit process for SpaceX’s Starship operations at Boca Chica by the end of this year.

If you go to the link you will see a table that shows the agency’s overall plan. The table also suggests that extensions in the permitting process are also possible, though it appears the FAA is working now to avoid this.

I say excellent. I also say I will believe it when I see it. I want the FAA to show me my skepticism of this bureaucratic process is not justified. I want it to prove to me that there is no politics working in the background to slow the process.

Remember, after six months of work the FAA’s draft reassessment approved SpaceX’s Starship operations. To now delay or reject that approval will require a some heavy outside pressure, since the majority of the comments received by the the FAA during the comment period were favorable to the project.

SpaceX completes Starship static fire test with all six engines

Capitalism in space: SpaceX today successfully completed a short static fire test of Starship prototype #20 using all six orbital engines.

Though this prototype has previously completed static fire tests, those used only two engines. This test was the first using all the engines that will fly on the spacecraft’s first orbital flight.

When that flight will occur remains uncertain. Elon Musk has said it could fly as early as this month. First however the FAA must give final approval of its environmental reassessment of SpaceX’s Boca Chica spaceport. The agency has released a preliminary draft approval, but that is not yet finalized, with no clear date on when an approval will be issued.

Musk: Starship orbital flight could happen as soon as next month

Capitalism in space: Elon Musk today announced that SpaceX will be ready to launch the first orbital flight of Starship as soon as one month from now.

“If all goes well, Starship will be ready for its first orbital launch attempt next month, pending regulatory approval,” Musk tweeted today [emphasis mine]

Musk’s tweet came one day after the FAA completed its public hearings on its environment reassessment of SpaceX’s operations in Boca Chica. Before the agency can approve that reassessment it has to digest the comments, then to hold an “industry workshop” on this reassessment.

Thus, while SpaceX is ready to go, our lumbering, oppressive government is not. As I’ve written before, I fully expect there to be pressure from the Biden administration and NASA to slow walk that government approval so that Starship does not launch before February 2022, when SLS is now scheduled for its first launch. Having SpaceX get its heavy lift rocket into orbit before NASA would be very embarrassing, considering that SpaceX has spent about a third the time and about a tenth the money getting it done.

I hope I am wrong, but this is what I expect from the corrupt federal government we now have.

First FAA hearing on Starship environmental assessment dominated by supporters

Capitalism in space: The FAA yesterday conducted its first of two virtual public hearings to allow public comment on its proposed environmental assessment that would allow SpaceX to launch orbital Starship missions from Boca Chica, Texas>

According to the story at the link, the comments were dominated by supporters, interspersed with the typical small number of anti-development environmental activists.

Over the course of more than three hours on Monday, members of the public who had registered in advance were given three minutes each to deliver their oral public comments on Starship and the draft. Most were in favor of SpaceX, though many positive comments appeared to originate from outside of Texas. A smaller number of people also voiced concerns about impacts on local ecosystems and species near Boca Chica.

The second hearing is scheduled for tomorrow.
