Confusion in Russia’s space program

Today Russia’s Deputy Prime Minister Dmitri Rogozin appeared on Russian television where he tried to explain the government’s plans for the Russian space program.

He failed, miserably.

First he denied reports from yesterday that the government has cancelled all Moon missions in its still not-yet-finalized proposed ten-year plan for 2015 to 2025.

“We are not dropping the lunar program. Rumors of its death are greatly exaggerated,” Rogozin said during an interview with Russia’s Rossiya-24 television channel.

Despite this denial, he did not provide any details on what Russia plans to do in connection with the Moon during the next decade. Nor did lay out his 10-year plan, which still remains unapproved or finalized despite the fact that its first year is about to begin. Instead, he began describing a new government space project, the development of a super-heavy rocket he dubbed “Fenix.”

Russia cancels all Moon missions till 2025

Faced with a shrinking budget and poor economic conditions, Russia has once again trimmed back its proposed ten-year space plan for the next decade in space, cancelling all Moon missions until after 2025.

Russian might now have a giant government-run aerospace corporation, but flying space missions is not really its primary task. Like all government agencies divorced from profit and loss, its primary task is really to provide pork barrel jobs, regardless of whether those jobs do anything useful or not. Thus, Russia will have a very expensive space program for the next decade, but the money spent will not accomplish much of anything new.

Vostochny update suggests further delays and corruption

Government marches on! This detailed update on the status of construction at the new Russian spaceport at Vostochny contains this very revealing quote:

During his year-end press-conference on December 17, Russian president Vladimir Putin expressed hope that the space center would be ready in the first quarter of 2016, however he stressed that there was no need to rush with the completion of the project and that the quality (of the construction) was more important. The lag in schedule had been reduced from as long as 1.5 years to between four and six months, Putin said.

However, an unofficial posting on Russian social media by a local witness claimed that there was no chance for the first launch in April, because all additional funds disbursed by the Kremlin for the project had already been spent or stolen, while most expensive hardware needed for the completion, including some to be imported from China, was yet to be delivered. Such reports were backdropped by continuous publications in the Russian press about corruption and waste plaguing the project. Even the official TASS joined in, disclosing that Spetsstroi had spent a part of the federal funds allocated for the spaceport to develop commercial real estate in the nearby city of Khabarovsk. The Russian Deputy Prime-Minister Dmitry Rogozin vowed to sell these residential properties and return at least part of the money into the budget. [emphasis mine]

I fully expect Vostochny to get built, and its first rocket to launch sometime in 2016. I also expect the corruption and waste that permeates Russian society — much of it resulting from decades of centralized government control during the Soviet era — to make the spaceport far less competitive or useful. The Russians have spend a lot of money here building a spaceport designed for 20th century rockets. Changing this infrastructure to handle new rocket designs is likely to be complicated and expensive.

Proton successfully launches satellite

The competition heats up: A Russian Proton rocket successfully placed a commercial communications satellite in orbit today, the fifth successful launch in a row since a May launch failure and the second launch in only 10 days.

For the Russians the Proton successes during the second half of 2015 are encouraging. Whether they have solved their chronic quality control problems, however, remains unknown. I remain doubtful, especially because they have eliminated competition within their industry and folded everything into a single government entity that runs it all.

Russia hints at Vostochny schedule

The competition heats up? Russian sources today suggested that the first unmanned launch from Vostochny will occur on April 25, 2016 (subject to testing) while the first manned flight will occur in 2023

The second story is more significant, as it demonstrates the slow, laborious pace of this government operation. Based on the pace being set by the private companies in the U.S., by 2023 they will be flying regular manned missions from several privately run launch sites, all built quickly with as little cost as possible, with some flights possibly going beyond Earth orbit. Vostochny is expected to cost about $2.9 billion and take more than a decade to complete. The first manned missions will go to ISS only, with the first lunar manned mission not expected until after 2025 (this link also gives some details about the Russian government’s ongoing struggle to establish a 10 year plan for its space program amid continuing and changing budget crises).

The differences here are striking. While the Russian government builds an expensive spaceport built on old technology, Americans will be launching innovative and low-cost rockets that no one has ever seen before. Who do you want to hitch your ride to?

Cause of Soyuz docking problems pinpointed

The failure of a Soyuz capsule to dock automatically with ISS last week is now attributed to a software problem that failed to provide the right commands to the spacecraft’s thrusters.

The problem has now been linked by the Russian press to three different causes. I wonder if they actually have any idea at all, or are simply throwing out red herrings in order to distract everyone from noticing the problem at all.

Budget bill lifts ban of Russian engines on Atlas 5

The giant omnibus budget bill negotiated and announced by Congress today includes language that effectively lifts the limit on the number of Russian engines that ULA can use in its Atlas 5 rocket.

John McCain (R-Arizona) is very unhappy about this, and is threatening to ban the use of any Russian engines on any further Atlas 5 in future bills.

On the record, I make this promise. If this language undermining the National Defense Authorization Act is not removed from the Omnibus, I assure my colleagues that this issue will not go unaddressed in the Fiscal Year 2017 National Defense Authorization Act. Up to this point, we have sought to manage this issue on an annual basis, and we have always maintained that, if a genuine crisis emerged, we would not compromise our national security interests in space. We have sought to be flexible and open to new information, but if this is how our efforts are repaid, then perhaps we need to look at a complete and indefinite restriction on Putin’s rocket engines.

Whether McCain will be able to do this however is somewhat questionable. He is up for election next year, is very disliked in Arizona, and is likely going to face a very tough primary battle that he very well might lose. Even so, it really won’t do ULA much good if they get the right to keep using Russian engines. As I said earlier today, ULA’s future as a rocket company is extremely limited if it doesn’t develop a cheaper rocket. Continued use of the Atlas 5 and these Russian engines does nothing to get that cheaper rocket built.

Russian officials decide to broadcast launches

The return of the Soviet Union! After experimenting with the online broadcast yesterday of the Soyuz manned launch, Russian officials announced today that they will continue these broadcasts on future launches.

The launch from Baikonur was for the first time broadcast via the Luch (Ray) satellite retransmission system. More than 1,000 people have watched the live broadcast.

The Luch system is designed to solve the problems of relaying information of monitoring and control of low-orbit spacecraft, manned space systems, including the Russian segment of the International Space Station, and to serve in controlling launch vehicle flights using an alternative technology. The Luch is a series of geosynchronous Russian relay satellites, used to transmit live TV images, communications and other telemetry from the Soviet/Russian space station Mir, the Russian Orbital Segment of the International Space Station and other orbital spacecraft to the Earth, in a manner similar to that of the US Tracking and Data Relay Satellite System. “One of the main spheres we intend to develop is our functions of mobile communications and data retransmission, including for the broadcast of launches as the most interesting events for the promotion of space exploration,” Komarov said. According to the Roscosmos chief, the Gonets company will be engaged in the development of this sphere. [emphasis mine]

Wow! A thousand people watched the launch! Isn’t that amazing!

In other words, either they didn’t make it easy for the public to find the broadcast online, or they didn’t make it public at all and the 1,000 viewers were merely government apparatchiks. It is clear from the article that they are still working to get their communication satellite network back into operation — which crumbled in the 1980s and 1990s with the collapse of the Soviet Union — but if they can broadcast to 1000 people they can broadcast to far more than that. Hopefully after this first effort they will broaden its access for future launches, though I wonder if that will happen. All of Russian aerospace is now government-controlled, and the natural inclination of government bureaucrats is to squelch information so that people don’t see bad things happen.

Soyuz docking issue during ISS arrival

When the manned Soyuz rendezvoused and docked with ISS yesterday, there was a problem with the automatic docking system, requiring the astronauts to take over and manually dock the spacecraft.

Initial reports suggested the failure was with the radar system having a conflict with the communications systems on the berthed Cygnus capsule. The link above instead claims the failure was caused by a malfunction in one of the Soyuz attitude thrusters. The former would be annoying but less of a concern than the latter. A thruster malfunction is somewhat rare, and would be another indication of the serious quality control problems in the Russian aerospace industry.

Proton launch success

The competition heats up: Russia’s Proton rocket successfully launched a military communications satellite on Sunday.

The link provides a lot of interesting information about the satellite as well as some recent upgrades the Russians have installed in Proton, but for context the last two paragraphs are probably the most important:

Sunday’s launch was the seventy ninth orbital launch attempt of 2015 and the seventh Proton launch of the year. Five of the six previous launches were successful, with May’s launch of Mexsat-1 failing to achieve orbit. Proton has had eleven failures in the last ten years, with 2009 the only year since 2005 in which it has not suffered at least one anomaly.

The next Proton launch is scheduled for 23 December, with another Proton-M/Briz-M carrying the Ekspress-AMU1 communications satellite. Details of any future Garpun launches are not available.

The launch reliability for Proton has seriously fallen since 2005, and to compete in the changing launch market they will need to fix this.

Russia has another launch failure

In the heat of competition: Russia today confirmed that its Saturday launch of a military satellite failed when the satellite did not separate from the Soyuz rocket’s upper stage.

For most of the weekend Russian news sources were claiming that the satellite had been inserted into its proper orbit. One source however had correctly noted the failure. Because of the contradiction I had held off posting on this. Now that the failure is confirmed, it reveals again what seem to be chronic quality control problems within the Russian aerospace industry. They fix problem one place and another pops up somewhere else.

Russia’s ten-year space budget slashed again

The uncertainty of budgets: Russia has once again cut the ten-year budget for its space program, forcing its space agency Roscosmos to reconsider its ten-year plan running through 2025.

Russia’s federal space agency Roscosmos will receive just 1.5 trillion rubles ($22.5 billion) in government funding over the next ten years, less than half of estimated figures cited by space officials earlier this year, a Roscosmos statement said on Monday evening. The space agency was planning on receiving around 3.4 trillion rubles as part of the Federal Space Program 2016-2025 (FSP), a decade-long planning document that lays out Russia’s goals in space and allocates funding for them.

But Russia’s economic crisis and a broad readjustment of government spending across all sectors has forced Roscosmos to redraft its 10-year proposal several times over the past year.

This is not necessarily bad news for Russia’s space program. The cuts will force them to function like a private company, lean and mean, rather than a bloated wasteful government operation. They therefore might actually be more competitive as a result.

Russia describes its planned first manned Moon mission

To accomplish its first manned lunar landing, tentatively set for 2029, Russia will have to launch six Angara rockets.

According to the source, the launches are planned to be carried out in pairs from the Vostochny cosmodrome (the Amur region in Russia’s Far East) and the Plesetsk cosmodrome (Archangelsk region in the northwest) with small intervals between the blast-offs. Under the proposed scheme, after the orbit placement, the complex with a total weight up to 70 tonnes will be docked with the manned spacecraft, after which it will fly to the Moon. A payload of 18-20 tonnes will be delivered to the lunar orbit by the end of the mission.

According to a preliminary plan, Russia’s first manned flight to the Moon is possible in 2029. One year ahead of that it is planned to conduct a flight around the Moon, the testing and qualification of space systems for the future manned landing. However, this project may become a reality only if the work to create a new-generation manned transport spacecraft, the Angara-A5 rocket, lunar boosters and other needed rocket and space technology and infrastructure is included in the draft Federal Space Program for 2016-2025.

The final draft Federal Space Program, however, has not yet been approved. This story is obviously a lobbying effort within Russia to get this lunar mission included in that master plan.

What strikes me most about all this is the timing. The big national space programs, Russia, China, and NASA’s SLS, are all aiming for big lunar missions in the late 2020s. All will spend a lot of money for a very limited number of flights, mostly single stunts that merely demonstrate that they can do it. None of these programs will have much staying power on the Moon.

Private space is likely aiming for the Moon as well, and will likely be capable of getting there about the same time. However, private space will be cheap and designed to go many many times (for profit). Watching this race between nations and private companies is going to be quite fascinating. And unlike the 1960s space race, which was a race between two different top-down government programs, this 2020s space race will be between bottom-up capitalism versus top-down government.

I think in the end the governments will be very embarrassed. They will either lose, or act to squelch their private competition.

Eutelsat signs a multi-launch Proton rocket deal

The competition heats up: Satellite maker Eutelsat has signed a seven year multi-launch deal with International Launch Services (ILS) using the Proton rocket.

The ILS press release does not state how many launches this contract covers, which makes me suspect that ILS was forced due to competition with SpaceX to give Eutelsat a great deal of flexibility about which launcher it uses with each satellite down the road. The ILS release even admits this. ““With their selection of ILS Proton for this Multi-Launch Agreement Eutelsat has made a clear statement that flexibility and schedule assurance are key discriminators.”

This is still a good thing for the Russians, as it insures them a share in the launch market for almost the next decade.

Russia’s ten-year space policy delayed again

The competition heats up: The completion of Russia’s much delayed ten-year space policy plan, originally planned for last year and then planned for November, has likely been delayed again.

The program was supposed to be submitted to the government for approval late last year, but the collapse of the ruble, ongoing launch failures and related mishaps, leadership shakeups at the federal space agency, and an industry-wide reform plan have all conspired to delay the final draft. A draft was expected this summer, but in March a senior Roscosmos official was quoted by the TASS news agency as saying that the proposal had already been significantly altered, and “looks completely different” than it did when originally completed in 2014. The biggest change to the draft was the level of funding dedicated to Russian space exploration over the 10-year period from 2016 to 2025, which was reduced by 10 percent between drafts to 3.4 trillion rubles ($52.5 billion).

Just like the Soviet era’s many repeated five-year plans, expect the goals of this policy statement, once announced, to fail repeatedly. They will have some initial success, but in the end this top-down government program, like NASA’s SLS, will have more to do with creating non-productive jobs than actually building spaceships and rockets.

Update on Vostochny delays

RussianSpaceWeb today has posted a good detailed update on the construction status of Vostochny.

The update suggests that the April 12 deadline is not firm. Things could be delayed beyond that date. The update also made no mention of the report that the Soyuz rocket assembly building had been built to the wrong size. This could either mean that the building was built correctly and the report was wrong, or that they are now trying to keep this fact from the press while they scramble to fix it.

Putin delays first launch from Vostochny

During an inspection tour of Russia’s new Vostochny spaceport, Vladimir Putin announced that the first launch should be delayed from December to the spring of 2016.

“We do not need any drumbeating reports, we need high-quality results,” Putin said. “So let us agree: you finish the work related to water supply and wastewater disposal. It is necessary to prepare spaceships for launches. And be ready to carry out the first launches in 2016, somewhere in the spring.” “If you do that before Cosmonautics Day, that will be fine,” the president added.

Cosmonautics Day is the anniversary of Yuri Gagarin’s first spaceflight, April 12, so this is the new deadline Putin is setting. He doesn’t mention anything about the launch assembly building supposedly built to the wrong size.

Russian lunar mission delayed again

The Russian Luna-Glob has been delayed again, partly due to embargoes imposed by the Ukraine war, and partly due to a lack of money.

The article notes that Russia’s participation in the European ExoMars project has left little resources for this lunar mission, causing delays. It also notes the possibility that the second mission in ExoMars, scheduled for 2018, might be delayed as well. (The first ExoMars mission is scheduled to launch next year.)

All-in-all, this story indicates to me that the Russians continue to have serious underlying financial and management problems throughout their society. Having lost faith in capitalism, after 20 years of not really doing it right, they have returned to a soviet-style big government top-down approach. I doubt it will solve their problems.

Vostochny launch building built to the wrong size

Government marches on! The Russians have just discovered that their Soyuz 2 rocket does not fit in the building just finished at their new spaceport at Vostochny.

The cutting-edge facility was meant be ready for launches of Soyuz-2 rockets in December, but an unidentified space agency of a of a told the TASS news agency of a of a late Thursday that the rocket would not fit inside the assembly building where its parts are stacked and tested before launch. The building “has been designed for a different modification of the Soyuz rocket,” the source said, according to news website Medusa, which picked up the story from TASS.

The rocket had just been delivered to Vostochny for assembly, so this report, though unconfirmed at this time, fits well with current events.

Congress places additional limits on Russian rocket engine use

Bad news for ULA and the Atlas 5: A defense bill approved by the Congressional negotiators has placed further limits on the number of Russian rocket engines ULA can use in future Atlas 5 government launches.

The bill, which still faces an Obama veto, only allows ULA to use 9 more Russian engines. The company however says it needs to have at least 18 available to keep its ability to launch government payloads while it develops its new Vulcan rocket.

Read the whole article. The political complexity of this whole situation does not bode well for ULA or its Vulcan rocket. Too many players with too many conflicting goals appear to make it difficult for the company to push the development forward efficiently.

First rocket arrives at Vostochny

The competition heats up: The Russians have now delivered to Vostochny the first Soyuz rocket for launch from that spaceport.

The launch is still planned for December, though no one would be surprised if it got delayed.

One minor but interesting thing to note at the link above. The pictures of the train and the containers holding the rocket sections were taken by none other than Dmitry Rogozin, the Russian deputy prime minister whom Putin himself has placed in charge of the construction of Vostochny. This is as if Obama put Biden in charge of NASA’s SLS program, and Biden himself took pictures of some construction event for the news media.

Aerojet is considering increasing its $2 billion offer to buy ULA

The competition heats up: A news report today suggests that Aeroject Rocketdyne is considering increasing its $2 billion bid to buy ULA, thus forcing that company to use its rocket engines rather than Blue Origin’s.

The article contains a lot of information that helps explain the background behind Aerojet Rocketdyne’s offer as well as ULA’s recent switch to Blue Origin. For one thing, ULA apparently dumped Aeroject because the company refused to invest any of its own money in developing a new rocket engine.

Last summer, Aerojet’s board also rejected ULA’s request that Aerojet invest $300 million to accelerate work on the AR-1 engine it is developing as an alternative to the Russian RD-180 engine that powers ULA’s Atlas V rocket, the sources said. … Aerojet’s refusal to invest more in the AR-1 engine ultimately drove ULA to opt for the BE-4 engine being developed by privately held Blue Origin, which is owned by Amazon.com founder and billionaire Jeff Bezos, the sources said.

More significant, it appears that the Rocketdyne portion of the company is owned by the Russians!

An Aerojet takeover of ULA would also require Russia to give its regulatory approval and transfer a technology license for use of the RD-180 engines, according to two of the sources. Russia refused to transfer the license to Aerojet when it bought Rocketdyne from Pratt & Whitney, a United Technologies Corp (UTX.N) unit in 2013, forcing Pratt to retain control of a small company that brokers RD-180 sales, and could be more reluctant to do so now, the sources said.

While the quote above is somewhat confusing, it certainly suggests that, with Congress banning the use of Russian-built engines in American rockets, using Aerojet Rocketdyne engines by ULA has become problematic.

In related more bad news for Aeroject Rocketdyne, the company has just agreed to pay Orbital ATK $50 million in connection with last year’s Antares launch failure. In addition, they will take back the Russian-built engines they refurshed and sold to Orbital. The agreement also ends the company’s part in Antares.

Two more arrests for embezzlement at Vostochny

The Russians today arrested two more individuals for the embezzlement of funds during the construction work at the new spaceport in Vostochny.

The Lyublino district court of Moscow has ruled to take into custody director of the VIP Stroi Engineering company Vadim Mitryakov and former head of the Nizhny Novgorod Volga-Vyatka construction company (VVSK) Yevgenia Degtyareva, suspected of embezzling 300 million rubles ($4.42 million) allocated for the construction of roads to the Vostochny cosmodrome, the court said on Monday. “The court granted the investigation’s request on the measure of restraint for Mitryakov and Degtyareva — arrest for 2 months, i.e. until November 7,” the court’s press service told TASS.

This puts five now under arrest in the case.
