Time to consider holding more of your money in cash: The International Monetary Fund said on Sunday that it now supports the idea of imposing negative interest rates on depositor money at some central banks.

In other words, steal the money, placed originally in the banks for safety from theft.

The following quote from the article, however, reveals how truly hopeless the situation really is:

Critics argue that the move to negative rates, especially in Japan where the central bank has failed to ignite growth or shift inflation upwards, are a sign of desperation. What is needed they say is additional government spending instead of more loose monetary policy. In addition, they charge that the move may damage the economy by inflating financial market asset bubbles and squeezing bank profit margins. [emphasis mine]

The idea that more government spending will solve the problem of too much government spending, which is why these central banks are in debt and need to steal the money of the depositors in order to become solvent again, is absurd. That the world’s economic experts can see no other solution, like maybe getting government spending under control so that reasonable taxes can pay the bills, tells us that no reasonable solution will be tried, and that eventually everything is going to crash badly.

Dragon arrives at ISS

The competition heats up: SpaceX’s Dragon capsule has been berthed with ISS, bringing with it Bigelow’s privately built inflatable test module.

This berthing also makes it the first time the two American cargo freighters, Dragon and Cygnus, are docked at ISS at the same time.

In a related non-news story, the head of Russia’s space agency Roscosmos, which now controls that country’s entire aerospace industry, claimed in a television interview today that Russia is the world’s “undisputed leader … in launch vehicles and launch services,” noting that they launch about 40% of all launches worldwide.

That’s nice for him to say, but just because you say it doesn’t make it so. I expect that 40% number (which includes all Russian government launches and is thus inflated from their actual market share) to shrink considerably in the coming years, as the Russian space industry has shown a complete inability to innovate in the last twenty years. With the consolidation of that industry into a single corporation all run by the government, I do not expect that inability to go away anytime soon.

This is so incredible to watch that I must post it on the webpage. I think I’ve already seen it a dozen times, and still cannot get over how the rocket, coming in fast and on an angle, rights itself, lands, bounces slightly, and then settles upright into place.

The future here is rushing up on us, fast, in the best way possible.

Next Atlas 5 launch delayed indefinitely

In the heat of competition: Because of the continuing investigation into the launch issue during its last launch, ULA has now extended the delay of the next launch of its Atlas 5 from one week to an indefinite delay.

The report at the link is very brief, and it also does not give a source. I was not able to find any other reports of this story after doing a web search as well as a search of ULA’s website, so it remains unconfirmed. Nonetheless, I suspect it is real, suggesting the company has uncovered some unexpected issue with the Atlas 5 that now requires more serious action that is going to take time. Stay tuned.

Kepler in trouble

Engineers report that the Kepler space telescope went into safe mode about two days ago.

During a scheduled contact on Thursday, April 7, mission operations engineers discovered that the Kepler spacecraft was in Emergency Mode (EM). EM is the lowest operational mode and is fuel intensive. Recovering from EM is the team’s priority at this time.

The mission has declared a spacecraft emergency, which provides priority access to ground-based communications at the agency’s Deep Space Network. Initial indications are that Kepler entered EM approximately 36 hours ago, before mission operations began the maneuver to orient the spacecraft to point toward the center of the Milky Way for the K2 mission’s microlensing observing campaign.

This brief report does not look good. If the spacecraft is in a “fuel intensive” mode, it means it is using extra fuel to survive. This suggests that if they don’t recover it soon it might run out of the fuel and be lost forever.

ULA trims workforce

The competition heats up: In an effort to cut its costs, ULA has announced that it is laying off 375 workers.

The job cuts are not because the company is having financial troubles, but because they need to lower their launch prices to compete with SpaceX.They have always had some fat that could be trimmed but have not done so because, before SpaceX, there was no effort in the launch industry to cut costs. SpaceX, and some good healthy competition in a free market, is now forcing this upon everyone.

SpaceX lands its first stage on a barge

The competition heats up: SpaceX has for the first time successfully landed the first stage of its Falcon 9 rocket on a barge, even as it has successfully launched Dragon to ISS.

That makes two first stages recovered, suggesting that this is going to become increasingly routine for the company. Now comes the next big step, using one of these used stages a second time to launch another satellite.

Serious security flaws found in Obamacare websites in three states

Finding out what’s in it: Federal investigators have found significant security problems with the Obamacare health insurance websites in the states of California, Kentucky, and Vermont.

The GAO report examined the three states’ systems from October 2013 to March 2015 and released an abbreviated, public version of its findings last month without identifying the states. On Thursday, the GAO revealed the states’ names in response to a Freedom of Information request from the AP.

According to the GAO, one state did not encrypt passwords, potentially making it easy for hackers to gain access to individual accounts. One state did not properly use a filter to block hostile attempts to visit the website. And one state did not use the proper encryption on its servers, making it easier for hackers to get in. The report did not say which state had what problem.

According to the story, it appears that nothing has been done in two of the three states to fix the problem. Worse, the study suggests similar problems exist at other state websites.

Hey, let’s solve the problem by voting for Clinton or Sanders! Both say the solution is to give the governments that screwed up here more power, money, and control. What could go wrong?

Vet charities not getting promised Trump donations

What does this tell us? Three months after Donald Trump held a charity event for veterans rather than participate in a presidential debate, more than half of the $6 million raised has not been given to any of the veteran organizations.

A survey by The Wall Street Journal of 19 of the 22 groups originally listed by Mr. Trump’s presidential campaign as the prospective recipients of the funds found that they had received roughly $2.4 million of the estimated $6 million in donations the campaign said the event generated. The total received by all of the groups is likely to be more.

A New Jersey man who’s been flying Donald Trump’s campaign flag in front of his home since February could face up to a $2,000 fine or jail time when he faces a judge in the case.

Joe Hornick has been flying Trump’s “Make America Great Again” flag outside his West Long Branch home on a busy corner near the Monmouth University campus for months. But he got a ticket recently citing him for illegally posting political signage more than 30 days before an election. The New Jersey presidential primary isn’t until June 7. [emphasis mine]

Where in the Constitution does it say that political speech is forbidden thirty days before an election?

Anyway, this is another reason to avoid New Jersey, the state that routinely jails ordinary citizens for daring to exercise their second amendment rights. Now the state wants to jail people for exercising their first amendment rights.

Brownshirts shut down student Trump meeting

Facists: A collection of leftwing, Marxist, Black Lives Matter brownshirts crashed the first meeting of a Students for Trump club forming at Portland State University, shutting it down and threatening the participants.

Phase 2 begins in DARPA spaceplane program

The competition heats up: DARPA is about to start asking for proposals for the second phase of its XS-1 spaceplane program.

In Phase 1 of XS-1, DARPA sought to evaluate the technical feasibility and methods for achieving the program’s goals. To achieve that, it awarded prime contracts to three companies, each working in concert with a commercial launch provider: The Boeing Company (working with Blue Origin, LLC); Masten Space Systems (working with XCOR Aerospace); and Northrop Grumman Corporation (working with Virgin Galactic). Phases 2 and 3 will be competed as a full and open Program Solicitation mandating an Other Transaction Authority (OTA) agreement with the expectation of a single resulting award. Cost share is expected.

The primary goal is to build a vehicle that can fly ten times in ten days and put a small satellite into orbit.

Update on Dawn at Ceres

Link here. Though the story initially focuses on the possibility that the mission might be extended a few extra months until the spacecraft’s fuel runs out, it also gives a good summary of what has been learned so far about the dwarf planet, including the theory that Ceres was once an “ocean world.”

[Carol Raymond, Dawn’s deputy principal investigator,] said Ceres appears to be a former ocean world and could have once been similar to Europa or Enceladus, the icy moons of Jupiter and Saturn. “One of the things that we anticipated about Ceres before getting there is that it’s a former ocean world,” Raymond said. “We’re so interested in going to Europa and Enceladus, and these other interesting objects in the outer solar system because we think they harbor subsurface oceans at present, and possible habitable environments, and possibly even locations where there’s extant life.

“Ceres appears to have been one of those objects in the past, when it was younger and hotter,” Raymond said. “What we’re looking at now is, we believe, the remnant of a frozen ocean. The salt is left over from the brines that were concentrated as the ocean froze out, so it’s all a fairly consistent story that Ceres is a former ocean (world) where the ocean froze, and now we’re interrogating the chemistry, essentially, of that ocean-rock interface through the subsurface layers that we’re detecting on Ceres.”

The data has found the high latitudes to have lots of hydrogen, suggesting water-ice on or near the surface. The bright salt patches also suggest frozen water below the surface that left behind the salt when it reached the surface and evaporated away.

NASA picks Aerojet Rocketdyne engine for SLS upper stage

Government in slow motion: Only six years after program start, NASA has finally chosen Aerojet Rocketdyne’s legacy RL10 rocket engine for the upper stage of the SLS rocket.

The RL10 is an expander cycle liquid hydrogen/liquid oxygen rocket engine typically used on upper stage applications. It was first developed by Pratt & Whitney in the late 1950s and first flown in 1963. It has flown on hundreds of launches, logged approximately 15,000 hot fires, and accumulated more than 2.3 million seconds of hot fire operation time with a demonstrated reliability ratio greater than 0.999 throughout its history. The RL10 – which is used in various forms with Atlas’ Centaur Upper Stage (RL10A-4-2) and Delta IV’s Upper Stage (RL10B-2) – has a history back to the Saturn I’s S-IV Stage.

No other engine exists that can be built in time. Even so, the engine will not be ready for the first SLS launch tentatively scheduled in 2018, but will instead be used on the next two flights. The article also indicates that NASA is planning to delay SLS’s second flight two years to 2023, creating a five year gap which they will use to integrate the RL10 into SLS, while also rebuilding the mobile platform used to move SLS to the launchpad. (For some reason, the reconfiguration installed for the first SLS flight won’t work for later flights.)

The delay to 2023 has not been announced officially, but I have seen too much evidence recently, including statements in this GAO report, that tells me the delay is certain. Furthermore, it seems increasingly likely that the second flight will also be unmanned, and it won’t be until the third flight (as yet unfunded by Coingress) that humans will finally fly on SLS.

The cost? I am doing an analysis of this subject right now for a policy paper I am writing for a Washington think tank, and my preliminary estimate exceeds $41 billion for NASA to fly just one manned flight of SLS. That’s a bit more expensive than the $10 billion NASA is paying SpaceX, Orbital ATK, and Boeing to launch more than a dozen cargo freighters and as many as a dozen manned flights to ISS.

For those elected officials out there who have trouble with math, let’s compare again:

  • SLS: $41 billion for one flight, 15 years development to first flight.
  • Commercial space: $10 billion for two dozen flights, 5 years development to first flight.

Which costs less and gives more bang for the buck? Can you figure that out, Congressmen and Senators? If you need help I can provide you a few more fingers so you can count above ten.

The changing color of Comet 67P/C-G

Data from Rosetta has found that Comet 67P/C-G has changed color and brightness since the spacecraft’s arrival.

Even when Rosetta first rendezvoused with the comet far from the Sun, ices hidden below the surface were being gently warmed, sublimating into gas, and escaping, lifting some of the surface dust away and contributing to the comet’s coma and tail. VIRTIS shows that as the ‘old’ dust layers were slowly ejected, fresher material was gradually exposed. This new surface was both more reflective, making the comet brighter, and richer in ice, resulting in bluer measurements.

On average, the comet’s brightness changed by about 34%. In the Imhotep region, it increased from 6.4% to 9.7% over the three months of observations

The changes are similar to those found on the Moon when the surface there is disturbed. The old surface is very dark. When hit by a meteorite or scrapped by an astronaut’s foot, it brightens. In the case of Comet 67P, the underlying ice pushes outward when heated, the dust is removed, and the surface gets brighter.

Smallsat company searches for launch services

The competition heats up: Terra Bella, formally known as Skybox Imaging, hopes to have as many as 21 satellites in orbit by the end of 2017.

Space Systems Loral (SSL) is Terra Bella’s manufacturing partner for the SkySat satellites, building 19 SkySat Cs — one prototype and 18 final versions. Joe Rothenberg, director of Skybox engineering and operations at Google, told Via Satellite that the first SkySat C satellite is currently scheduled to launch aboard a Polar Satellite Launch Vehicle (PSLV) from the Indian Space Research Organization (ISRO) on May 31. The PSLV launch is for the prototype to precede the rest of the series. The next four are then to launch on an Arianespace Vega as a rideshare this summer, followed by six more on Orbital ATK’s Minotaur rocket during the fourth quarter this year.

The Skybox C satellite only weights 265 pounds, so it is larger than a cubesat but tiny compared to most commercial satellites. The company’s problem now is that, except for Orbital ATK’s Minotaur rocket, they don’t have a launch vehicle dedicated to this size satellite. And Minotaur is probably too expensive (which is why Orbital wants the right to use surplus ICBM motors to power it). Because of this Terra Bella must launch its satellites as secondary payloads, which leaves them at the scheduling mercy of the primary payload. Virgin Galactic’s LauncherOne is intended to serve this smallsat market, competing directly with Minotaur, but Terra Bella is understandably skeptical of that company’s effort.

A small piece of trivia. Rothenberg was a key NASA manager running the shuttle Hubble repair missions, one of the few NASA efforts that operated like a private company: competitive, hard-working, and demanding of success. It is entirely fitting that he has moved out of the government and into the private sector, where his skills can truly shine. It speaks well of Terra Bella that they hired him.

North Korea can launch nuclear bombs

Peace in our time! South Korean intelligence experts have concluded that North Korea now has both the rocket and miniaturized nuclear warhead capable of hitting Russian, China, Japan, and all of South Korea.

“We believe they have accomplished miniaturization of a nuclear warhead to mount it on a Rodong missile,” said the South Korean official, who has knowledge of South Korea’s assessment of the North’s nuclear program. The official spoke to a small group of reporters on condition of anonymity… The Rodong missile can fire a 1 tonne (1,100 lb) warhead a distance of up to 2,000 km (1,250 miles), the official said. That would put all of South Korea, most of Japan and parts of Russia and China in range.

But don’t worry. President Obama has eased tensions worldwide by his speech-making abilities!

The supernovae that fertilized the Earth

A new study has pinned down the dates of two recent supernovae that showered the Earth with the heavier elements that make life here possible.

Many mainstream articles about this story have been implying that this research has discovered the existence of supernovae near the primordial Earth. This is false. Scientists have had evidence of these early supernovae for decades, from asteroids, in isotopes on Earth, and in the existence of the Local Bubble in which the Sun is presently traveling. What this study has done is narrow the location and the time of at least two of these supernovae, a significant discovery, though not the one much of the ignorant press is pushing.

Ariane 6 delayed by tax and legal issues

In the heat of competition: Even as Airbus Safran claimed today that Ariane 6 will be price competitive with SpaceX’s Falcon 9, the company cannot begin work on the new rocket because of a turf war Arianespace and French tax collectors.

The tax issue is as follows:

Airbus and Safran had agreed that Safran would pay Airbus 800 million euros ($874 million) in cash, in addition to its rocket-engine manufacturing capability, to become a 50-50 ASL shareholder with Airbus. Airbus officials since the beginning of the year have been negotiating with French tax authorities to determine how to minimize the tax bite of the cash transfer, which industry officials could be as high as 500 million euros, leaving Airbus with a net of just 300 million euros.

Delays in the cash transfer have meant that ASL, which is expected to count 8,000 employees, has been operating with only around 400 employees. In addition, it has made it difficult for the initial ASL team to present a fixed-price Ariane 6 production proposal to the 22-nation European Space Agency, which is financing the majority of Ariane 6 development.

In addition, the merger is being reviewed by the European Commission, part of the European Union.

The commission is looking at whether Arianespace’s minority shareholders, who are Ariane 6 contractors, will be protected once Airbus Safran Launchers raises its Arianespace shareholding to 74 percent from today’s 39 percent. The commission is also reviewing concerns expressed by satellite builders that Airbus, which is a major manufacturer of commercial satellites, might give its own satellites preferential treatment in setting the Ariane 6 manufest.

Airbus Safran still insists they can get the new rocket launched by 2020, but somehow that doesn’t seem reasonable to me, especially because I expect the French and European government authorities here to carve out their piece of the action, thus making it harder for the private company to deliver on time.

The sunspot decline continues

NOAA’s monthly update of the solar cycle was released today, showing the Sun’s sunspot activity in March. It is annotated and posted below.

The graph above has been modified to show the predictions of the solar science community. The green curves show the community’s two original predictions from April 2007, with half the scientists predicting a very strong maximum and half predicting a weak one. The red curve is their revised May 2009 prediction.

For the fourth month in a row the change in the graph is so small you almost need a magnifying glass to see it. Despite this, the decline remains remarkably steady, tracking precisely the decline predicted by the low prediction of the 2007 predictions (indicated by the smaller green line curve).

Recently the number of sunspots has dropped enough that I suspect we are not far the moment when we will once again begin to see days where the Sun is blank of sunspots, a situation last seen in 2010 near the end of the previous solar minimum. When that happens, it will herald the beginning of the next solar minimum.

Take-aways from Cruz’s win in Wisconsin

Link here. Key quote, which I think accurately predicts what will happen in the next few months:

Trump will not win 1237 delegates before the convention. The question is whether Cruz can catch him in a plurality or get close to it and win a mandate. It’s quite obvious that Trump’s victories during the first half of the race were a result of unprecedented name ID and a divided field. He would have lost most states had this been a one-on-one contest, which tells you that the majority of voters don’t want him. Thus, even if Cruz comes up short of a plurality, as long as he wins the aforementioned states, the Texas Senator will have a moral mandate when he likely wins a delegate race on the second ballot. Trump will argue that it doesn’t reflect the will of the voters, but it’s clear that 60% of voters in most states don’t want him. He only won in previous states because of Rubio, and the remaining wins come as a result of Kasich staying in the race or non-Republican voters.

The article has lots of good information and analysis. It correctly notes that if John Kasich would do the sensible and honorable thing and end his campaign now, Cruz’s path to the nomination would be significantly cleared.

WISE completes another year of asteroid hunting

After being mothballed in space and then reactivated, NASA’s WISE infrared telescope (renamed NEOWISE for no good reason) has now completed its second year of observations, looking for near-Earth objects (NEOs).

NASA’s Near-Earth Object Wide-field Survey Explorer (NEOWISE) mission has released its second year of survey data. The spacecraft has now characterized a total of 439 NEOs since the mission was re-started in December 2013. Of these, 72 were new discoveries. Near-Earth Objects (NEOs) are comets and asteroids that have been nudged by the gravitational attraction of the giant planets in our solar system into orbits that allow them to enter Earth’s neighborhood. Eight of the objects discovered in the past year have been classified as potentially hazardous asteroids (PHAs), based on their size and how closely their orbits approach Earth. [emphasis mine]

Unfortunately, the press release does not provide any details about those eight potentially hazardous asteroids.

India to test reusable mini-shuttle in May

The competition heats up: ISRO, India’s space agency, this week announced plans to conduct its first test flight of its half-scale prototype reusable launch vehicle in May.

The RLV, is a scaled-down prototype (some 21.3 feet in length or 6.5 meters) of a future uncrewed single-stage reusable spaceplane, known as Avatar, that is being designed by the ISRO. The May mission will be a technology demonstrator (RLV-TD) to test powered cruise flight, autonomous landing and hypersonic flight using an air-breathing propulsion system. The spacecraft, which resembles a small winged aircraft, will be launched from the first launchpad of the Satish Dhawan Space Centre to an altitude of 43 miles (70 km) atop a two-stage Rohini sounding rocket and then released. It will re-enter the atmosphere and travel back to Earth in a controlled descent, to be recovered from the Bay of Bengal. [emphasis mine]

This vehicle is kind of Inida’s version of the Air Force’s X-37B, except that it is also testing a hypersonic scramjet engine, a cutting edge design that the U.S. has barely been able to fly successfully. Should they succeed, it will place them smack dab in the middle of the elite club of space-faring nations.
