NASA’ safety panel illustrates the impossibility of exploration by NASA

Last week NASA’s Aerospace Safety Advisory Panel (ASAP) issued its 2017 report [pdf], detailing the areas it has concerns for human safety in all of NASA’s programs. Not surprisingly, the report raised big issues about SpaceX, suggesting its manned launch schedule was questionable and that there were great risks using the Falcon 9 rocket as presently designed.

ASAP was especially concerned with the issues with the Falcon 9 COPV helium tanks and how they were connected with the September 2016 launchpad explosion, as well as SpaceX’s approach to fueling the rocket. Below is a screen capture of the report’s pertinent section on this.

ASAP SpaceX concerns

The report complements NASA and SpaceX for looking at a new design for the COPV helium tanks, but also appears quite willing to force endless delays in order to make sure the issue here is completely understood, even though this is likely impossible for years more.

ASAP also raises once again its reservations about SpaceX’s method of fueling the Falcon 9, which would have them fill the tanks after the astronauts are on board so that the fuel can be kept cold and dense to maximize performance. This issue I find very silly. The present accepted approach is to fill the tanks, then board the astronauts. SpaceX wants to board the astronauts, then fill the tanks. Either way, the astronauts will be in a rocket with tons of volatile fuel and oxidizer. I really do not see why it makes that much of a difference, especially with SpaceX building a successful track record using its approach with each successful commercial launch. They did 18 last year alone.

1 in 10 graduates of DC schools rarely if ever attended school

The coming dark age: An investigation into the Washington DC school system has found a great deal of corruption in grading, including the fact that 1 in 10 graduates receive diplomas even though they rarely if ever attend school.

The report, commissioned by the Office of the State Superintendent of Education, portrays a school system riddled by student absenteeism and teachers who feel pressured to push chronically absent high school seniors across the graduation stage regardless of whether they earned their diplomas.

The review saved some of its sharpest criticism for Ballou High School, which has been engulfed in controversy amid a graduation scandal. The report found that the school’s administrators told teachers that a high percentage of their students were expected to pass and encouraged them to provide makeup work and extra credit to students, no matter how much school they missed. Teachers received little training in a new grading system, and their annual performance reviews hinged in small part on their success in graduating students.

At the same time the report was released, D.C. Public Schools Chancellor Antwan Wilson announced that Ballou Principal Yetunde Reeves, who had been reassigned pending the investigation, will not return to the Southeast Washington school.

While this kind of corruption in public schools is somewhat rampant throughout the country, it has tended to happen far more in cities and states that have been controlled for years by a one-party political machine, which in the U.S. has almost routinely been a Democratic Party machine. The problem isn’t specifically Democrats (though that party’s policies almost routinely make things worse). The problem is the one-party political machine and a reliance on a big government school system.

It would be far better to eliminate the whole public school system, including the taxes it confiscates, and leave it to the families in a local neighborhood to simply band together, hire a teacher, and start a one-room school house for their elementary school kids. These small schools could then band together to form a larger high school, all paid for directly by the parents.

Sounds absurd? It was how the colonies and the U.S. did it for their first few hundred years, until the late 1800s.

I admit that going back to the old way might not work, however. There has also been a dumbing-down of standards nationwide, by everyone. We also no longer have the moral and religious framework that dominated American culture before the mid-20th century that required all parents to get their kids educated.

Virgin Orbit gets another smallsat launch contract

Capitalism in space: Virgin Orbit has signed another launch contract, this time to launch nanosats for a company that provides services to the airline industry.

The flight, which is bound for a low-inclination orbit, is scheduled to occur in early 2019. GomSpace will use the launch to further build out a constellation of small satellites that will use Automatic Dependent Surveillance-Broadcast (ADS-B) and Automatic Identification System (AIS) signal monitoring to track civilian aircraft and ocean-going vessels. This satellite constellation will provide continuous monitoring between 37 degrees North and 37 degrees South, helping provide global situational awareness for air-traffic controllers and shipping companies, and aiding in the identification and location of wayward or missing planes and ships.

The satellites slated for flight on LauncherOne are based closely on the flight-proven hardware used in the successful GOMX-1 and GOMX-3 missions, and will be designed, manufactured, and commissioned by GomSpace. The constellation will be operated by GomSpace’s Mauritius-based customer, Aerial & Maritime Ltd., once in orbit.

This appears to be the fifth launch contract that Virgin Orbit has signed, all with different companies. The recent stories have all suggested commercial launches will begin in 2019. I wonder, considering the company has yet to test fly LauncherOne, its rocket, even once.

There could be many reasons the company is getting so many contracts at this time. They could be offering great deals, with no commitment. They could be farther along in testing than the public knows. They could be fooling the satellite companies (though I doubt this because of the number of companies now signed on). Their other partners, some quite large and powerful, might be exercising clout to get these small smallsat companies to announce a launch contract in order to improve Virgin Orbit’s footprint in the market.

Regardless, we shall find out soon. To start commercial operations by early 2019 they must do some initial flight tests of LauncherOne this year. Time is running out for them to meet this schedule.

Criminal charges filed by Navy against commanders of collision ships

The Navy today announced that it is filing criminal charges against the commanding officers of the two ships that were involved in collisions earlier this year.

The commanders of the two guided-missile destroyers that were involved in fatal collisions with merchant ships in 2017 will face military criminal charges that include charges of dereliction of duty, hazarding a vessel and negligent homicide, after the two incidents that resulted in the death of 17 sailors total, USNI News has learned.

Cmdr. Bryce Benson, former commander of USS Fitzgerald (DDG-62), along with three Fitzgerald junior officers, face a mix charges that include dereliction of duty, hazarding a vessel and negligent homicide related to the June 18 collision between the ship and ACX Crystal that resulted in the death of seven sailors, according to a statement from the U.S. Navy provided to USNI News.

Cmdr. Alfredo J. Sanchez, former commander of USS John S. McCain (DDG-56), faces similar dereliction of duty, hazarding a vessel and negligent homicide charges for the Aug. 21 collision between the guided-missile destroyer and a chemical tanker off the coast of Singapore that resulted in the death of 10 sailors.

I don’t know whether the military trials will be public (they should be), but if so they will reveal some very interesting details about what was happening on these Navy ships that allowed these collisions to occur.

Detailed update on Falcon Heavy static fire test set for later today

Link here. The article has a lot of good information not only about the test but about the launchpad and how it will be used in the future.

One take-away that I came off with however came from the picture of the Falcon Heavy on the launchpad. It made me realize how far apart the two side stages sit from the core stages, as the rocket is now reconfigured. My impression of most strap-ons today is that they are placed very close to the core, and they generally have aerodynamic cones that slope away from the core, so that the air is directed away from the space between the stages. Falcon Heavy however has all that space, and the side strap-ons have rounded cones.

I wonder if this is one of the rocket’s most worrisome unknowns, as it travels through Max Q, the period shortly after launch when the stresses created from its speed and the atmosphere are the highest. As designed, a lot of atmosphere will travel between the stages. While this isn’t entirely unique (the shuttle had a somewhat comparable gaps between its various parts), I do wonder.

On the way home

Diane and I are about to board the airplane here in the Bahamas to return to the U.S. Twas an interesting and pleasant weekend.

Not surprisingly, the TSA were pigs as we left. It turns out that it is forbidden to carry from foreign countries a ham sandwich on the plane to eat. Either that, or they like to steal sandwiches from passengers for their own lunch.

As I said to the TSA agent, “Pigs. This is not the country I was born into.” She then tried to debate politics with me and I said, “No, please, let’s not.”

The real evil here is that the agent was upset that I was honest about having the sandwich. If I had lied and said we had no food with us, they wouldn’t have checked and all would have been fine. The whole setup was designed to make everyone dishonest and liars. If you were honest, you were punished.

VSS Unity completes 7th glide test

Capitalism in space: Virgin Galactic’s Unity suborbital spaceship completed 7th glide test today.

I must admit that I am only reporting this because I feel obligated to. This was their first flight in five months, and they have still not done a powered flight. I cannot get excited about Virgin Galactic and SpaceshipTwo until I actually see them reach space, something they have still not accomplished after fourteen years of development.

Rocket Lab announces January launch window

Capitalism in space: Rocket Lab has announced that it will attempt the second test launch of its Electron rocket during a nine day launch window beginning on January 20.

Bad weather and technical issues prevented this launch in December. Meanwhile, Japan is also planning a test launch in January of its only smallsat rocket, the SS-520. The Japanese entry is a demo mission designed and built by that country’s space agency, while Rocket Lab is entirely private. Both however provide more evidence that 2018 will be a booming year (no pun intended) for rockets.

Russia to launch a dozen cubesats for Planet

Capitalism in space: Planet has signed a deal with the Russian government entity that bundles smallsat secondary payloads to launch a dozen cubesats on a Soyuz rocket presently scheduled to launch later this year.

This agreement provides further evidence that the cubesat commercial industry is here to stay. There are a lot of these contracts right now (India is scheduled to launch 30 tomorrow). The need for more small rockets to launch such satellites appears almost overwhelming, and thus a good financial choice.

Falcon Heavy static fire test scrubbed for today

Capitalism in space: SpaceX decided to scrub its Falcon Heavy static fire test today soon after they had loaded propellants into the rocket during countdown.

No details, but it appears to me that they are taking this test very seriously, and approaching each step with care. This was the first time they had loaded the entire Falcon Heavy, and I am not surprised they saw an issue that made them hesitate about continuing.

Is the Google Lunar X-Prize dead?

Doug Messier today has written a sad summary of the status of the Google Lunar X-Prize, and it does appear that no one is going to meet the March 31, 2018 deadline.

The news yesterday that Team Indus failed to raise the cash to pay for its rocket launch appears to have killed both it and the Japanese competitor. Lack of funds also appear to have stopped the Israeli team. Meanwhile, delays in getting the rockets operational for Moon Express and Synergy Moon leave both stranded on the ground.

Falcon Heavy prepped for static fire test

Capitalism in space: SpaceX has raised its first Falcon Heavy rocket onto the launchpad in preparation for the static fire test required before the rocket can do its first launch.

SpaceX’s first Falcon Heavy rocket has been raised vertical at pad 39A for the second time in advance of a planned hold-down test-firing of its main engines tomorrow during a window that extends from 1-7 pm EST (1800-0000 GMT). Kennedy Space Center employees were told to expect an estimated 15-second firing.

ULA settles lawsuit that said it defrauded government of $90 million

ULA has settled a lawsuit with a whistleblower who claimed the company had defrauded the federal government of at least $90 million by overbilling employee work hours.

Unlike the commercial marketplace where prices of goods and services are determined by market forces including competition, sellers in the aerospace industry face little or no competition and contract pricing is based largely on a contractor’s estimated costs, the lawsuit says.

ULA charged the government tens of millions of dollars for work that was never performed and inflated the estimated labor hours including the time required to buy parts and materials from vendors, the lawsuit says.

ULA retaliated against Scott [the whistleblower] by forcing him out of the company after he revealed the alleged illegal activities. ULA officials placed a camera above his desk, monitored and questioned his cell phone and computer use, and suggested he violated the law or engaged in improper bidding practices himself, the lawsuit says.

ULA used a system called the Keith Crohn model that creates a grid using the cost of equipment to reach an employee cost. A labor value was placed on the grid for every item ordered through the company’s purchasing department. For example, any item that cost between $1 and $1,000 would be assigned a labor value of 8 hours. It didn’t matter what part it was, the lawsuit said. The U.S. bans arbitrary cost estimates when actual data is available that establishes the cost.

The first paragraph of the quote above actually describes the bad deal that the Air Force made with ULA back in the early 2000s, giving the company a monopoly on launches while subsidizing it to the tune of $1 billion per year. That deal is now dead, and ULA is instead forced to compete with SpaceX (and soon others I hope) for launch contracts. Not surprisingly, their prices have dropped considerably.

Arianespace aims for 14 launches in 2018

The competition heats up: Arianespace officials told reporters today that it plans to complete 14 launches in 2018, which would be a record for the company.

For 2018, the company is targeting seven launches of the Ariane 5 model, four launches for the Soyuz model and three launches of the Vega satellite launcher.

Isn’t competition wonderful? SpaceX forces everyone to lower their launch prices, and instead of going out of business, which the old rocket companies were saying would happen for decades should they be forced to drop prices, everyone gets more customers, more business, and more profits. I am shocked, shocked!

Whether Arianespace can maintain this growth however is another story. As newer rocket companies, such as Blue Origin, come on line with even lower costs, I am not sure their more expensive rockets will survive.

An update on Zuma status

Link here. The article provides a nice summary of all the reports on the SpaceX launch and its mysterious top secret payload Zuma, including outlining the various failure possibilities. The one scenario they do not mention, however, is that the failure story itself is entirely bogus, a misinformation campaign by the unknown government agency that launched it.

I have no idea what happened, though it still appears to me most likely that SpaceX’s rocket performed as contracted.

SpaceX military payload might have been lost

Anonymous sources are suggesting that the top secret government payload that SpaceX successfully placed in orbit two days ago might have been lost.

Very little is presently known. Statements from SpaceX suggest that its Falcon 9 rocket worked perfectly, which would suggest the problems occurred after second stage separation. However, one source seems to suggest otherwise.

Until I get more information, I am therefore still counting this launch as a success for SpaceX.

All charges dismissed in Bundy case

The law is such an inconvenient thing: The federal judge in the Cliven Bundy case has dismissed all charges against Bundy and three others, citing “flagrant prosecutorial misconduct.”

I think the article provides a fair and good summary of the history behind these events, which are complex, with no one entirely innocent. Overall my sympathies tend to favor Bundy, as the problem began with the take-over of his family’s traditional grazing lands a long time ago by the federal government.

R.I.P. John Young 1930-2018

John Young, the ninth man to walk on the Moon and the only man to fly a Gemini capsule, an Apollo capsule, and the space shuttle, passed away yesterday at the age of 87.

Young was the only spaceman to span NASA’s Gemini, Apollo and shuttle programs, and became the first person to rocket away from Earth six times. Counting his takeoff from the moon in 1972 as commander of Apollo 16, his blastoff tally stood at seven, for decades a world record.

He flew twice during the two-man Gemini missions of the mid-1960s, twice to the moon during NASA’s Apollo program, and twice more aboard the new space shuttle Columbia in the early 1980s.

His NASA career lasted 42 years, longer than any other astronaut’s, and he was revered among his peers for his dogged dedication to keeping crews safe — and his outspokenness in challenging the space agency’s status quo.

Young captained the first shuttle Gemini flight and the first space shuttle flight, and also flew twice to the Moon, landing once.

God speed.

Trump administration suspends at least $900 million aid for Pakistan

The Trump administration, unsatisfied with Pakistan’s actions against Islamic terrorists, has suspended at least $900 million in military and security aid.

The U.S. State Department announced the decision, saying it reflected the Trump administration’s frustration that Pakistan has not done more against the two groups that Washington says use sanctuaries in Pakistan to launch attacks in neighboring Afghanistan that have killed U.S., Afghan and other forces. The department declined to say exactly how much aid would be suspended, saying the numbers were still being calculated and included funding from both the State and Defense departments.

It is unclear from the article whether this suspension includes or is in addition to the $255 million suspended last week.

These actions against Pakistan are essentially the Trump administrations version of a shot across the bow to every nation in the world. What the administration is telling everyone is that they meant it when they said they were “taking names” and would punish those who took actions that were in opposition to the United States interests.

Atlas 5 man-rated upgrades approved by NASA for Starliner launches

Capitalism in space: ULA announced this week that its Atlas 5 rocket has passed a NASA review that now approves the design changes necessary to allow that rocket to launch Boeing’s Starliner manned capsule.

“Design Certification Review is a significant milestone that completes the design phase of the program, paving the way to operations,” said Barb Egan, ULA Commercial Crew program manager. “Hardware and software final qualification tests are underway, as well as a major integrated test series, including structural loads. Future tests will involve launch vehicle hardware, such as jettison tests, acoustic tests, and, finally, a pad abort test in White Sands, New Mexico.”

Launch vehicle production is currently on track for an uncrewed August 2018 Orbital Flight Test (OFT).

The schedule to make that August flight happen still remains tight, but this approval brings it one step closer.

Orbital ATK gets its second contract for its satellite repair robot

Capitalism in space: Orbital ATK has signed a second contract to build another Mission Extension Vehicle (MEV), designed to robotically extend the life of old but usable satellites.

The vehicle was ordered by Intelsat S.A. to provide life extension services for an Intelsat satellite. Orbital ATK is now producing MEV-1, the industry’s first commercial in-space satellite servicing system, for Intelsat with launch scheduled for late 2018. Under this new agreement, Orbital ATK will manufacture, test and launch MEV-2 and begin mission extension services in mid-2020. The production of the second MEV is part of Orbital ATK’s longer-range plan to establish a fleet of in-orbit servicing vehicles that can address diverse space logistics needs including repair, assembly, refueling and in-space transportation.

“Work on MEV-1 is progressing rapidly toward a late 2018 launch with system-level testing beginning this spring,” said Tom Wilson, President of Orbital ATK’s Space Logistics, LLC subsidiary. “With the launch of MEV-2, Orbital ATK will continue to pioneer in-space satellite servicing for commercial operators. Intelsat’s commitment to a second MEV demonstrates not only the market demand for our servicing vehicles, but also the customer’s confidence in our product.”

Through its Space Logistics subsidiary, Orbital ATK will introduce in-orbit commercial satellite servicing with MEV-1 late this year. The MEV is based on the company’s GEOStarTM spacecraft platform, and controlled by the company’s satellite operations team. The MEV uses a reliable, low-risk docking system that attaches to existing features on a customer’s satellite, and provides life-extending services by taking over the orbit maintenance and attitude control functions of the client’s spacecraft. Each MEV vehicle has a 15 year design life with the ability to perform numerous dockings and repositionings during its life span.

What Orbital ATK here is doing is creating a entirely new cottage industry with the satellite industry, providing satellite companies an inexpensive way to maintain their satellite networks without building and launching a whole new communications satellite. Once Orbital has placed a number of these in orbit, they will be available to move from satellite to satellite. Once their first repair job is finally finished, they will then move on to another at relatively little cost.
