I will believe the Russians can deliver anything, when Vostochny, and Angara fly.
They have proposed Angara, Rus-M, super-Soyuz models, and many other new lifters and delivered diddly divided by squat. With the exception of simple Soyuz launcher upgrades.
They talk a great game. But they are just as bad as NASA at delivering.
