Amazon announces launch agreements with Blue Origin, Arianespace, and ULA

Capitalism in space: Amazon today announced major multi-launch agreements with Blue Origin, Arianespace, and ULA to launch its 3,000+ Kuiper satellite constellation.

According to the press release, ULA won 38 launches using its new Vulcan-Centaur rocket (not yet flown), Arianespace won 18 launches using its new Ariane-6 rocket (not yet flown), and Blue Origin won 12 launches using its new New Glenn rocket (not yet flown), with an option for 15 more. The ULA deal is in addition to a previous launch contract of nine launches using the Atlas-5 rocket.

In addition, Amazon hopes to launch two prototype satellites later this year using ABL’s smallsat RS1 rocket (not yet flown).

Overall, this Amazon launch announcement might be the largest launch contract deal ever. However, the company’s reliance on unproven rockets means it will also likely face some delays and failures in its early stages. That the press release makes no mention of any schedule for launches illustrates this fact starkly. All four rockets have already seen major delays. with the three biggest (Vulcan-Centaur, New Glenn, Ariane 6) now more than two years behind schedule, and the likelihood of their first launch occurring in 2022 increasingly unlikely.

ESA makes official the split with Russia

At a press conference yesterday officials from the European Space Agency (ESA) officially announced that the partnership with Russia to launch its Franklin rover to Mars has ended, and the launch will not happen in ’22.

The program is not cancelled, but “suspended.” ESA is looking for alternatives to get its Rosalind Franklin rover to the Red Planet. Earth and Mars are correctly aligned for launches only every 26 months, so the next opportunities are in 2024, 2026, and 2028. Aschbacher said it is not feasible to be ready by 2024, so it will be one of the later dates.

Since Russia had been providing both the launch rocket and Mars lander, ESA cannot simply find a different rocket. It needs to come up with its own lander, or find someone else to build it. For example, one of many new private American companies building lunar landers for NASA might be able do it, though ESA would likely prefer a European company. If it did decide to go with an American company, it would certainly not hire one until it succeeds in completing successfully at least one planetary landing.

The officials also outlined ESA’s need to find new launch rockets for many other missions it had planned to launch on Russia’s Soyuz-2 rocket. That need will also be an opportunity for American rocket companies, but more significantly it could be a blessing for Arianespace’s Ariane 6 rocket. The Ariane 6 has struggled to find customers because of its high cost. The loss of Russia as a launch option will likely drive some ESA business to it.

Roscosmos’ head Dmitry Rogozin in turn announced that it will go ahead with its own Mars mission, using the lander on an Angara rocket

“True, we will lose several years, but we will replicate our landing module, make an Angara rocket for it and carry out this research mission from the newly-built Vostochny spaceport on our own. Without inviting any ‘European friends’, who prefer to keep their tails between their legs the moment they hear their American master’s angry voice,” Rogozin said on his Telegram channel.

Whether Russia will actually do this is questionable. For the last two decades Roscosmos has promised all kinds of numerous planetary missions and new rockets and new manned capsules, none of which has ever seen the light of day. To make such a thing happen now seems even more doubtful.

ESA selects Ariane-6’s first payloads

The European Space Agency (ESA), ArianeGroup, and Arianespace today announced the payloads that will fly on the first launch of its new Ariane-6 rocket.

The payloads are a variety of cubesats and science experiments, none heavier than 175 pounds with a total payload weight less than one ton. These secondary payloads will either be deployed from or kept attached to a dummy mass that will simulate a large primary satellite payload.

The press release makes no mention of a launch date, as has been the pattern in the last few Ariane-6 press releases. The last release to mention a launch date was in October 2020, which then predicted a launch in the second quarter of ’22. That this date is no longer being mentioned suggests the date has been pushed back, though for how long remains a mystery.

New Arianespace Vega-C rocket being prepared for first launch in April

Engineers in French Guiana are now preparing all the components of the first Vega-C rocket, built by the Italian company Avio, for its first launch in April.

Vega-C is an upgraded version of the Vega rocket and is currently set to launch no earlier than April 2022. The rocket will feature improved first and second stage solid rocket motors, an upgraded liquid-fueled AVUM+ upper stage, and usher in an era of propulsion system commonality between the Vega and Ariane rocket lines.

At the moment they are modifying the Vega launchpad and building a new mission control center. Once completed in March they will stack the rocket.

Vega-C, like its predecessor, is powered by solid rockets, which Avio believes can be competitive with reusable rockets, at least for the next decade or so. Arianespace also hopes to lower costs by using the exact same solid rocket boosters on both Vega-C and its new Ariane 6 rocket. Vega-C’s first stage, using a P120C solid rocket motor, is also used as side boosters on Ariane 6.

Ariane-6 finally wins more launch contracts

Arianespace today announced a new slew of launch contracts, including two for its mostly Italian-built Vega rocket family and four for its Ariane family of rockets.

The latter launch contract is significant as those four launches, putting eight more Galileo GPS-type satellites in orbit for the European Union over the next three years, will all be launched by Arianespace’s new Ariane-6 rocket, built and owned by the commercial company ArianeGroup.

The significance is twofold. First, Ariane-6 has struggled to get launch customers because its launch cost is far higher than SpaceX’s, to a point that the low number of contracts weren’t paying for the cost of development. This new contract overcomes that difficulty by adding four more launches.

Second, the nature of all of Ariane-6’s contracts underscore the difficulties it is having. Before the arrival of SpaceX’s mostly reusable and very inexpensive Falcon 9 rocket, Arianespace held 50% of the market share for commercial launch contracts, using its Ariane-5 rocket. Those customers have mostly vanished, however, switching to SpaceX. Ariane-6 was conceived — by the government-run European Space Agency — as a newer cheaper rocket that would recapture some of that market. All of its launch contracts, both old and new, demonstrate that it is failing to do so, however. Its only customers so far are coming from European government entities, who are required to use Ariane-6 as part of their partnership in the European Union and the European Space Agency. No private concern, inside or outside Europe, seems interested in using Ariane-6. It just costs too much.

For Europe to compete in the new commercial launch market it needs to build better rockets. And to do this it needs to release its rocket industry from the control of government.

ArianeGroup ships the 1st Ariane-6 core and upper stages to French Guiana

Capitalism in space: ArianeGroup today announced that the first completed stages for its new Ariane-6 rocket have been shipped to French Guiana for testing.

The Ariane 6 core stage and upper stage intended for the combined tests on the launch pad in French Guiana have left the ArianeGroup sites in Les Mureaux and Bremen and begun their journey to Europe’s Spaceport. These stages will be integrated by ArianeGroup in the Launcher Assembly Building (BAL) to create the central core for the Ariane 6 combined tests model.

The press release provided no information on the schedule for the tests or the first launch. An earlier release had targeted the second quarter of ’22 for the inaugural launch, but based on today’s press release I would suspect that scheduled is very tentative.

This press release marks another major change in how Europe will launch rockets. No longer is the government-run Arianespace in charge. Instead, the commercial partnership of Airbus and Safran, dubbed ArianeGroup, is running things. In exchange for building this new rocket this partnership demanded a greater share of the profits and full control, something the European Space Agency (ESA) had denied them under Arianespace. This new arrangement was devised in the hope it would give this private partnership a direct interest in making a profit, thus cutting costs and encouraging innovation.

However, because ESA is still very very closely involved in every step, it is uncertain whether this arrangement will achieve its goals. Moreover, there are indications that ArianeGroup itself is somewhat risk adverse. For example, in designing Ariane-6 both decided to forego re-usability. Their rocket is thus more expensive than SpaceX, and has had trouble garnering launch contracts.

Italy switches from Arianespace to SpaceX for launch contract

Capitalism in space: Because of the two recent launch failures of Arianespace’s Vega rocket (built mostly in Italy), the Italian space agency (ASI) has decided to take the launch of an Earth observation satellite from Arianespace and award the launch contract instead to SpaceX.

The article at the link describes in detail the history and politics that make this decision significant. Essentially, because Arianespace in the past decade has failed to meet the challenge of SpaceX, so that its launches continue to be more expensive, this government-subsidized business has tried to force nations in the European Space Agency (ESA) to use Arianespace rockets via political agreements.

With this decision Italy is defying that pressure, which in turn is going to increase the pressure on Arianespace to finally step up its game, or die from lack of business. For example, when the ESA agreed to have Arianespace build its next generation rocket, the Ariane 6, it failed to require it to be reuseable. The Ariane 6 rocket was therefore designed as an expendable rocket, which meant that right from the start it could not compete with SpaceX’s Falcon 9. It has therefore failed to win launch contracts.

Expect the Ariane 6 to continue to fade as the years pass, simply because the bureaucrats in ESA and Arianespace refused to take their competition seriously.

Ariane 6 inaugural launch date appears to be delayed again

It appears that officials at the European Space Agency (ESA) have begun preparing the public for a further delay in the first launch of its new Ariane 6 rocket, from the second quarter of 2022, as announced in October 2020, to the third quarter of 2022, at the earliest.

Josef Aschbacher, director general of the European Space Agency, at the Paris Air Forum [described the creation of] “a small group” … to make an independent assessment of the schedule for the final development phase of the Ariane 6 rocket. The goal of this task force will be to ensure that Europe does everything it needs to do launch on time.

…In referring to an “on time” launch, Aschbacher said he meant next year, before the European Space Agency’s Ministerial Council meeting that is typically held in October or November. This is a high-level meeting where representatives from each member nation of the space agency gather to set policy. The European Space Agency’s budget is provided, in varying amounts, by member nations. “This is a must,” Aschbacher said of launching before the 2022 meeting, “because we need good news, and good success, for our politicians to see that Europe performs, that Europe delivers, and therefore it is worth investing in space in the ministerial conference.”

It appears from these statements that the development of Ariane 6 is now faced with delays that might make a launch by the third quarter in ’22 difficult, and this new independent committee is being put together to try to forestall that possibility. What makes this even more significant for Ariane 6 is that it continues to have trouble winning contracts from the nations within ESA, as it remains far more expensive that SpaceX’s Falcon 9. If that first launch is delayed past that important fall ’22 high-level meeting, those politicians at that meeting might decide to consider serious new alternatives to it, or even more drastically decide to replace it entirely.

ESA funds ArianeGroup prototype vertical landing hopper

The European Space Agency (ESA) has now committed 33 million euros for ArianeGroup to develop a prototype vertical landing hopper dubbed Themis that would begin testing first stage landings by ’23.

ArianeGroup and its collaborators in Belgium, Switzerland, France and Sweden offer critical technical knowhow gained through the development of Europe’s next-generation engine – Prometheus – which will power Themis.

ESA’s Prometheus is a highly versatile engine capable of providing 1000 kN of variable thrust and is reignitable which makes it suitable for core, booster and upper stage application. An onboard computer handles engine management and monitoring in real time – a crucial feature for reusability.

ArianeGroup is the private consortium led by Airbus and Safran that is building Ariane 6. This deal suggests that ESA amd ArianeGroup has finally recognized that Ariane 6, built without reusability, is a lemon and is not attracting customers. This new contract starts the process of developing a reusable first stage.

They still might be too late. They will only begin testing the Themis prototype in ’23, with no clarity on when a full scale version will follow. Meanwhile, it is very likely that SpaceX’s fully reusable Starship/Super Heavy will be flying orbital missions by then, and likely charging far less than they presently do for their Falcon 9.

German smallsat startup raises $91 million for new rocket

Capitalism in space: A German startup, dubbed Isar Aerospace, has successfully raised $91 million in private investment capital to finance design and construction of a new rocket aimed at launching smallsats.

It plans to use the money to continue its research, development and production en route to its first commercial launches, planned for early 2022. The launcher is not just significant for its design innovation, but if it proves successful, it would make Isar the first European space company to build a successful satellite launcher to compete in the global satellite market.

The round, a Series B, is being led by Lakestar, with significant contributions also from Earlybird and Vsquared Ventures; additional funding from existing investors like Airbus Ventures, former SpaceX Vice President Bulent Altan, Christian Angermayer’s Apeiron, and UVC; and also new investors HV Capital and Ann-Kristin and Paul Achleitner are also joining the round.

Earlybird and Airbus Ventures led Isar’s previous round of $17 million in December 2019.

There are a lot of such startups right now, the majority of which I expect to fall by the wayside, especially the latecomers. What makes this particular story interesting is that it describes a European company. So far there has not been much activity in the new launch market coming from independent European companies. With the government-run Arianespace dominating the market, it is difficult for private companies to gain a foothold.

This might be changing because of the failure of Arianespace’s Ariane 6 to successfully compete on price with SpaceX, a failure that gives new companies an opening to gain some market share in Europe. The two recent launch failures of Arianespace’s smaller Vega rocket likely helps that new competition as well. Isar’s funding success here might be indicating this.

ESA maps out first launch schedule for new rockets

Capitalism in space? The European Space Agency (ESA) today laid out the development roadmap that will lead to the launch of two new rockets, the Vega-C being built by the Italian company Avio, and the Ariane 6 being built by ArianeGroup.

The Vega-C is a more powerful version of the Vega rocket, aimed at capturing the smaller satellite market. It maiden flight is now scheduled for June ’21.

The Ariane 6 is aimed at replacing the Ariane 5, Europe’s big workhorse rocket, but to do so at a lower cost. Its maiden flight is now set for the second quarter of ’22, a significant delay from the previously announced target date in ’21, which itself was a delay from the original late ’20 launch date.

Ariane 6 however has not succeeded in cutting costs enough to match its competitor SpaceX, and thus it continues to have trouble attracting customers, even among ESA’s partner nations that it is meant to serve. These issues have led to rumors that ESA is already looking to either significantly upgrade Ariane 6 (before it even flies), or replace it entirely wit a new re usable rocket.

ArianeGroup completes testing of all three Ariane 6 rocket engines

Capitalism in space: ArianeGroup, the joint private partnership that is building Europe’s new Ariane 6 rocket, has successfully completed all testing of the three different engines the rocket will use.

The first stage has a core engine with side strap-on solid rocket motors, while the upper stage has a different engine entirely. All three have now passed qualification tests, allowing full design and construction of the rocket itself.

OneWeb announces new launch schedule, cancels Ariane 6 launch

Capitalism in space: OneWeb, as it restructures itself after its purchase by a partnership of an Indian company and the UK government, has announced a new launch schedule for completing its satellite communications constellation by 2022, with the first launch in December.

The key change is that they have cancelled their deal to fly OneWeb satellites on the first launch of Arianespace’s Ariane 6 rocket. From the first link:

Arianespace will conduct 16 Soyuz launches for OneWeb, each carrying 34-36 satellites, to complete OneWeb’s internet megaconstellation by the end of 2022. The revised contract canceled two Soyuz launches, and removed OneWeb as the customer for the inaugural Ariane 6 launch, an Arianespace spokesperson told SpaceNews.

The Ariane 6 cancellation is bad news for Arianespace’s new rocket, which has had trouble garnering customers. I am sure OneWeb was offered a great price to launch some satellites on that inaugural flight, and still OneWeb backed out.

For Russia this announcement is good news, even if they have lost two Soyuz launches. It means the bulk of their Soyuz launches will go forward, pumping money into the Russia’s starving commercial launch industry. This launch contract is essentially the only Russian commercial contract, with SpaceX stealing all of Russia’s former customers, and the bankruptcy had threatened it.

Finally, this announcement shows that OneWeb’s new owners have recognized that they have to get their satellites launched as fast as possible if they are going to compete with SpaceX’s Starlink constellation.

COVID-19 and launchpad issues delay Ariane 6

The European Space Agency (ESA) confirmed today that the first launch of Arianespace’s Ariane 6 rocket will be delayed at least six months, to late 2021, due to lock downs related to the Wuhan flu panic, as well as construction issues at the rocket’s new launchpad.

“While we know that the maiden flight will not take place before the second semester of 2021, we cannot at this moment precisely quantify the delay, and we cannot provide an exact launch date,” Daniel Neuenschwander, ESA’s director of space transportation, said according to an ESA translation of remarks at a July 9 press event provided to SpaceNews. The French Association of Professional Journalists in Aeronautics, organized the event at ArianeGroup’s headquarters in Paris.

ESA hopes to have greater clarity on the delays in a few months, he said, according to the ESA translation.

It bodes bad for this rocket that they, at this time, have so little handle on the issues and the length of the delays.

First Ariane 6 launch likely delayed to 2021

Because of delays caused by the Wuhan flu panic, the European Space Agency (ESA) and ArianeGroup now expect that the first launch of their new rocket, the Ariane 6, will likely be delayed from late in 2020 to 2021.

The loss of the flight’s payload is also a problem.

Finally, megaconstellation startup OneWeb had booked 30 small broadband satellites on the Ariane 6 maiden flight, but filed for Chapter 11 bankruptcy protection in March, putting the mission in question. Luinaud said if Arianespace can’t find another customer for the Ariane 6 maiden flight this year, it may wait until 2021 to find a payload and avoid flying the rocket empty.

Overall Ariane 6 has been having trouble getting customers. Though it is less expensive that the Ariane 5, it it is entirely expendable and thus remains much more expensive than SpaceX’s Falcon 9. And with the Russians slashing the price of their Russia Proton rocket satellite companies have ample other options. It is for this reason I do not expect Ariane 6 to stick around long. ESA will be quickly forced to replace it with something less expensive and probably reusable.

Europe turns to private enterprise for future space transportation

Capitalism in space: The European Space Agency (ESA) has announced a permanently open call for private companies to develop “space transportation to space, in space, returning from space, or any combination of these.”

To be eligible, the economic operator should demonstrate that its space transportation service is a ‘complete offering’. This means that customers should not need to procure any additional essential service elements such as access to facilities, transport or logistics, to obtain the full service.

The economic operator should take full responsibility for the service project, including finding the funding and resources necessary to develop and deploy the service.

The new space transportation services should justify commercial viability, oriented toward private sector customers, without relying on a guaranteed European institutional demand during the operational phase and with a long-term vision of service provision. Preference will be given to such service projects that are conceived, developed and commercialised in the Participating States.

Though the announcement is filled with the typical hard-to-translate bureaucratic language typical of ESA’s projects, the intent here seems clear. The ESA no longer wishes to do any designing and developing of its rockets, as they have done from the beginning of the space age. This also means they are facing the reality that the Ariane 6 rocket, developed for them by the joint partnership of Airbus and Safran dubbed ArianeGroup, is going to be a financial failure, unable to compete against the lower cost SpaceX and Russian rockets now on the market.

Instead, they are now following what appears to be NASA’s path — the path I outlined in Capitalism in Space — to have ESA act merely as a customer, buying these services from competing private companies (not just ArianeGroup) who will develop the rockets themselves and (most important) own the rockets themselves.

If this is so, it is very good new for the future of space travel. It ups the competition, and it will allow for the development of European rockets able to provide this service at low cost.

The one wrench in the process is that this announcement also includes a bidding process for allowing these new private companies to get development money and technical assistance from ESA. That process appears to have some strings attached that might in the end prevent competing private companies to grow, independent of this governmental body. For example, the submission process allows “ESA to check compliance with Programme objectives and general eligibility. After a positive assessment, ESA will invite the economic operator to submit a full service proposal.” In other words, if you want ESA’s help, you will have to have ESA’s stamp of approval.

Still, this proposal does not require ESA’s help. The agency does appear to be willing to now entertain the use of any rocket system developed by any private operators within the participating ESA’s member nations of Germany, Italy, Norway, Portugal, Romania, Sweden and the United Kingdom.

OneWeb faces bankruptcy, even as it is about to launch more satellites

According to reports today, OneWeb, one of two companies presently building a constellation of satellites for providing worldwide internet access, is facing a serious cash crunch and might have to file for bankruptcy.

The main investor, Softbank, apparently is short of cash due to bad investments, worsened further by the stock market crash due to the Wuhan virus panic this week. Furthermore, the panic has caused Arianespace, which is launching many of OneWeb’s satellites, to suspend all launches from its French Guiana spaceport.

OneWeb has already launched 74 satellites, with a Soyuz launch of 34 more from Russia tomorrow. While fewer than the 360 that its main competitor SpaceX has launched of its Starlink constellation, OneWeb doesn’t need as many based on constellation’s design to become operational. After tomorrow’s launch, OneWeb will have launched about 18% needed, compared to SpaceX’s 24%.

If OneWeb goes out of business, it will do great harm to both Russia’s launch industry as well as Europe’s Arianespace, both of which have contracts for launching most of OneWeb’s satellites. In fact, for Russia, OneWeb is pretty much the only commercial customer they have. If they lose that it will be a serious financial blow.

Similarly, Arianespace’s next generation rocket, Ariane 6, has had problems garnering contracts. Losing the OneWeb launches will also hurt their bottom line.

Airbus to cut 2,362 jobs, citing weak space market

Capitalism in space: Airbus announced this week that it plans to cut 2,362 jobs, citing as the reason “lower performance in space” as well as postponed defense contracts.

This quote from the article is revealing:

Airbus Defence and Space is the third satellite manufacturer to announce layoffs in the past 12 months. Thales Alenia Space said in September it was cutting around 6% of its workforce, following Maxar’s February 2019 announcement that it would dismiss roughly 3% of its employees.

The article however also indicates that 2019 saw a big recovery in geosynchronous satellite orders.

Though not stated, I suspect that part of Airbus’s problem is related to Ariane 6, which it is building in a joint partnership with Safran dubbed ArianeGroup. While designed to be less expensive to build, the rocket is not reusable, and its launch price is simply not competitive. Thus, getting contract orders has been very difficult.

Note also that ArianeGroup announced in November 2018 that it going to cut 2,300 jobs by 2022. I wonder if some of these cuts overlap the newly announced cuts.

Either way, these trims might be a good thing as Airbus and ArianeGroup work to cut their costs. Or they could be a bad thing, indicating that both are having trouble making sales. Only time will tell.

SpaceX wins launch contract for seven SES satellites

Capitalism in space: SES yesterday announced that it has awarded SpaceX’s Falcon 9 the launch contract for the next seven satellites in its next generation communications constellation.

This is a big win for SpaceX, made even more clear by a briefing held yesterday with reporters by Arianespace CEO Stéphane Israel. In that briefing Israel outlined that company’s upcoming launch contracts, where he also claimed that this launch manifest is so full he had to turn down SES’s launch offer.

Because of its full manifest, Arianespace was unable to offer SES launch capacity in 2021 for its next generation of medium Earth orbit satellites, mPOWER. SES announced plans Sept. 9 to fly mPOWER satellites on SpaceX Falcon 9 rockets from Florida’s Cape Canaveral. Arianespace launched the 20 satellites in the SES O3B constellation.

It was important to SES to launch in 2021, Israel said. Given Arianespace’s full manifest, it was difficult “to offer the guarantee they were asking for,” he added.

If you believe that I have a bridge I want to sell you. Arianespace has been struggling to get launch contracts for its new Ariane 6 rocket. They have begun production on the first fourteen, but according Israel’s press briefing yesterday, Ariane 6 presently only has eight missions on its manifest. That means that six of the rockets they are building have no launch customers. I am sure they wanted to put those SES satellites on at least some of those rockets, and couldn’t strike a deal because the expendable Ariane 6 simply costs more than the reusable Falcon 9.
