Republican health tweak of Obamacare dead, Senate to vote for straight repeal

This is a victory: The Republican leadership in the Senate, lacking the votes to pass their own version of Obamacare, have decided to instead go for full repeal.

Senate Majority Leader Mitch McConnell bowed to pressure tonight from conservatives — and President Trump — to bring up a straight repeal of most of the Affordable Care Act as the next step now that the Senate health care bill appears to be dead. It will be based on the repeal bill Congress passed in 2015, which then-President Barack Obama vetoed.

His statement: “Regretfully, it is now apparent that the effort to repeal and immediately replace the failure of Obamacare will not be successful. So, in the coming days, the Senate will vote to take up … a repeal of Obamacare with a two-year delay to provide for a stable transition period to a patient-centered health care system that gives Americans access to quality, affordable health care.”

McConnell’s hand was forced when two conservative senators, Mike Lee (R-Utah) and Jerry Moran (R-Kansas) announced earlier today that they would not vote for the bill.

This is what they should have done from the beginning. Granted, it is likely to fail because of Democratic opposition, but then it will be clear going into the next election who is standing in the way of fixing the problem. Had they passed any version of their turkey of a bill, the health insurance business would have continued to fail, but they would no longer have had clean hands. It would have become their problem, and it would have cost them votes in 2018.

Now, things will be clean, and we will get to see who really is on our side, from both parties. Expect several Republican senators especially to suddenly “evolve” and decide that they can’t go along with the very repeal they’ve voted for repeatedly in the past, because it might “hurt people.”

Trump administration to increase use of asset forfeiture

Theft by government: Attorney General Jeff Sessions today told a gathering of district attorneys that the Trump administration intends to increase the use of asset forfeiture, the procedure where the government steals private property merely because it suspects it might have been related to a criminal act, even if the owners are completely innocent.

Although the details have yet to be released, Sessions’ directive appears likely to loosen the restrictions on “adoptions” of forfeiture cases by the federal government—an alarming prospect for opponents of asset forfeiture. “Reversing the ban on adoptive seizures would revive one of the most notorious forms of forfeiture abuse,” Sheth said. “So-called ‘adoptive’ seizures allow state and local law enforcement to circumvent state-law limitations on civil forfeiture by seizing property and then transferring it to federal prosecutors for forfeiture under federal law. Bringing back adoptive seizures would create a road map to circumvent state-level forfeiture reforms.”

Sessions’ upcoming directive to increase asset forfeiture comes as little surprise. Sessions, a former prosecutor and U.S. senator, has been a stalwart defender of asset forfeiture throughout his career. He has already dismantled Obama-era directives on drug sentencing guidelines and ordered a review of all of the existing consent agreements between the Justice Department and police departments that were found to be violating residents’ constitutional rights.

This is only more evidence that both parties in Washington are corrupt power-grabbers who don’t give a damn about the Constitution and the real rule of law. Sessions might be good in some areas, but in others he is as bad as Eric Holder.

NASA communications satellite damaged during launch prep

A NASA TDRS communications satellite, scheduled for a August 3 launch on a ULA Atlas 5 rocket, was damaged on July 14 while it was undergoing final preparations for launch.

Though the issue apparently involves one of the satellite’s main antennas, it is unclear what happened exactly or how extensive the damage was. Furthermore, this article about the incident notes that an earlier incident had also occurred during shipping.

It is understood this latest incident is not related to a ‘close call’ that NASA was investigating earlier in the flow. That incident involved the spacecraft’s shipping container – containing environmental instrumentation – which slid a couple of feet on the trailer it was being winched on to.

If I was a customer who might want to buy the launch services of ULA, I would demand detailed information about why these incidents happened, including what measures are being taken to prevent them from occurring again.

White House appoints first member of National Space Council

The Trump administration today announced that Scott Pace will be the executive secretary of the National Space Council, headed by Vice-President Mike Pence.

Some might immediately think I will be upset by this choice, as Pace wrote a critical and what I consider to be a weak review of my policy paper, Capitalism in Space. This however is not true. We might have disagreed on some points, but I think that Pace might be an ideal choice. He has the ear and the support of the big government space companies, but also understands the need to let private enterprise run things more, a point he himself expressed in his review of my policy paper. As Dr. David Livingston of The Space Show wrote me today in an email,

Pace was the deputy administrator when Mike Griffin formed COTS which has turned out to be a pillar program for the emerging commercial space industry. I also know Scott is grounded well in economics, policy, and realism. He is politically savvy as well and that expertise will be needed to move policy and constructive programs forward.

Pace’s connections with the contractors who have been building SLS/Orion for decades are of course a concern, but his connections with COTS is cause for celebration. We can only wait and see where this goes.

House appropriations approves NASA and NOAA budgets

The squealing of pigs: The House appropriations committee yesterday approved the budgets for both NASA and NOAA, essentially accepting the budget numbers approved by its subcommittee.

Overall, the House increased spending over the Trump administration’s proposed cuts. Only in the area of climate did the legislators appear to support those cuts, and even here they pumped more money in.

The Trump Administration proposed a deep cut to [NOAA’s Polar Follow-On mission] saying it will re-plan the program ($180 million instead of the $586 million NOAA said last year it would need for FY2018). The committee went even further, approving only $50 million, but added it would reconsider if NOAA provides a better explanation of how it is restructuring the program. NOAA’s plans for new space weather satellites also fell far short of what the agency planned last year, although the committee provided more ($8.5 million) than the Trump Administration requested ($500,000).

In general, do not expect this Republican Congress to gain any control over the federal deficit. They are as spendthrift as Democrats. The only difference is their choice of programs.

Luxembourg parliament adopts draft space law

Capitalism in space: The Luxembourg parliament yesterday adopted a draft space law that will allow that country to authorize, under the Outer Space Treaty, future private enterprise missions in space, including mining on the Moon and the asteroids.

The press release makes the following claim:

The Grand Duchy is thus the first European country to offer a legal framework ensuring that private operators can be confident about their rights on resources they extract in space. The law will come into force on August 1, 2017. Its first article provides that space resources are capable of being owned. The country’s law also establishes the procedures for authorizing and supervising space exploration missions.

In reading the actual law [pdf], however, I do not think this really does what they claim. All the law does is simply state that “Space resources are capable of being appropriated.” That’s it. They are essentially saying that any private profit-oriented mission that launches under Luxembourg’s authorization will have their blessing to take as much from any planetary body as they desire. No property rights are delineated, including the borders of any territory owned, which is not surprising since the Outer Space Treaty forbids Luxembourg from doing so.

In fact, I think this illustrates for us all the future as we colonize the solar system, assuming the Outer Space Treaty is not revised or dumped. Like pirates, nations (or their citizens) will grab as much as they can, and will then use force to protect those holdings from any one else. Everyone will have to do this, because there will be no legal framework to establish their claims.

Since it appears, at least for the present, that no one wants to change the Outer Space Treaty, expect the future in space to be a brutal legal nightmare for all involved.

First Starliner manned flight delayed to late 2018

Boeing has revealed that the first manned flight of its commercial Starliner capsule will likely be delayed a few more months to late 2018.

The latest confirmed schedules from NASA show the uncrewed mission, dubbed the Orbital Flight Test (OFT), slated for No Earlier Than June 2018, followed quickly in August 2018 by the crewed flight test.

However, comments made by Chris Ferguson last month at the Paris Air Show seem to indicate that the crewed flight test is moving from its August timeframe. According to Mr. Ferguson, Director of Crew and Mission Operations for Boeing’s Commercial Crew Program, the first Starliner crewed test flight is aiming for “last quarter of 2018” – which would be a shift of two to five months into the October to December 2018 timeframe.

The unmanned test flight, however, remains set for a June 18, 2018 launch.

Commercial space has won

Today the Senate Subcommittee on Space, Science, and Competitiveness, chaired by Senator Ted Cruz (R-Texas), held the third of a series of hearings on the future regulatory framework required for American commercial space to prosper.

In today’s hearing the witnesses in general once again called for a variety of reforms that would simplify the regulatory process for private enterprise. Dr. Moriba K. Jah, associate professor from University of Texas at Austin, suggested removing NOAA’s veto power on remote sensing, something that the proposed House bill I analyzed in my Federalist op-ed actually does). Jeffrey Manber of Nanoracks suggested giving the private sector a certain date when ISS will be decommissioned so that they can more easily obtain investment capital for building the privately-built space facilities that will replace it. Tim Ellis of Relativity, a company trying to build rocket engines manufactured entirely by 3D printing, called for more American spaceports, accessible by private companies, as well as a simplification of the FAA permitting process. Robert Cabana, Director at the Kennedy Space Center, talked about the need for government facilities to provide the infrastructure for private companies, as the center has done for the private launch sites and manufacturing facilities they have helped get established at Kennedy since the retirement of the shuttle.

House Republicans push for big spending in Defense and NIH budgets

Failure theater: Two different House committees have chosen to ignore the budget cutting recommendations of the Trump administration and add billions to the budget of the National Institute of Health while approving — against the objections of the administration — the creation of a military “space corps.”

The first story is especially galling. Instead of cutting NIH’s budget to $25.9 billion, which is about what the agency got in the early 2000s, the increase to NIH would raise its budget from $31.8 billion to $35.2 billion. Worse, the House proposal would continue the policy where NIH pays the overhead for any research grants, which has been an amazing cash cow for American universities, most of which are leftwing partisan operations whose focus these days is often nothing more than defeating Republicans and pushing agenda-driven science.

Trump was right to push for those cuts. The Republicans are fools to eliminate them.

As for the second story, as I noted yesterday, the limitations of the Outer Space Treaty are almost certainly what is pushing Congress now to create a separate military space division. That and a greedy desire to establish another bureaucracy where they can take credit for any additional pork barrel funding. While such a force will certainly be necessary should the Outer Space Treaty not be revised to allow sovereignty and the establishment of internationally recognized borders, it is simply too early to do so now. The result will be a bureaucratic mess that will only act to waste money and possibly hinder private development in space.

But then, that’s what too many Republicans, like Democrats, want. They aren’t really interested in the needs of the country. They are interested in pork and power, for themselves.

Australia to consider forming its own government space agency

The new colonial movement: The Australian government is studying the idea of forming its own space agency.

With ever-increasing dependence on satellites for communication and navigation, an Australian space agency could oversee the launch of satellites.

But, initially, an Australian space agency’s main role would be to help keep jobs and $3 billion of spending in Australia rather than flowing overseas. The agency would also help Australians take advantage of satellite technology, especially for farmers.

This proposal is actually all about the requirements under Article VI of the Outer Space Treaty. If Australian companies wish to do anything in space, the treaty requires Australian to have some legal framework in place to regulate that activity. The regulations can merely rubber-stamp an approval for any private operation, but they must exist. Without them Australian companies will be forced, for legal reasons, to go to elsewhere to make their space endeavors happen.

White House rejects House proposal to create a military “Space Corps”

The White House today objected to a House defense policy bill that included a number of provisions, including the creation of a separate “Space Corps.”

Proposals to build the “Space Corps,” to prohibit a military base closure round, levy notification requirements for military cyber operations, develop a ground-launched cruise missile — and to “misuse” wartime funds for enduring needs — were some of the Trump administration targets.

The White House stopped short of threatening a veto, however, and said it looks forward to working with Congress to address the concerns. Still, the list will provide ammunition to Democrats and Republicans who hope to pick off provisions of the 2018 National Defense Authorization Act when it comes to the House floor on Wednesday.

The idea at this time of establishing a separate military division devoted to space military operations is absurd, a waste of money, and would only create an additional bureaucracy that no one needs right now. However, in reading this op-ed by retired Air Force colonel M.V. “Coyote” Smith, one of the early proponents of this idea, I am not surprised to learn that one of the key good reasons for creating such a force is the Outer Space Treaty. As Smith notes,

Created at the height of the moon race between the two principle [sic] Cold War antagonists and others, the Outer Space Treaty was designed to prevent either power from claiming sovereignty over the entire moon upon arriving first. It succeeded. Unfortunately, it forbids any national appropriation of real estate and resources in space.

This prevents the issuance of property deeds and the awarding of resource rights to any part of the planets, moons and asteroids, without a potential legal contest. This also frustrates commercial and private entities whose business plans require legal clarity.

Thus, the limitations of the Outer Space Treaty forces the need for a military force to protect the rights of any American individual or businesses in space. As I said today in my op-ed for The Federalist:

The Outer Space Treaty poses limits on property rights. It also does not provide any mechanism for peacefully establishing sovereignty for any nation on any territory in space. Yet national sovereignty and territorial control is a given in all human societies. If we do nothing to establish a peaceful method for creating sovereignty and national territories in space, nations are going to find their own way to do it, often by force and violence.

Thus, no one should be surprised by this first proposal. It might be too soon, but it probably is not as soon as many critics claim. Unless we get the Outer Space Treaty revised to allow the establishment of internationally recognized borders, the need by everyone for a military in space to defend their holdings will become essential. And what a messy process that will be.

Lunar landers/rovers for sale!

Moon Express, one of the five finalists trying to win the Google Lunar X-Prize (GLXP) before it expires at the end of this year, announced today its long range plans, focused on building low cost lunar landers rovers, and sample return missions that could be purchased and launched for a tenth the cost of a typical government mission.

The GLXP mission won’t be the last lunar voyage for Moon Express, if all goes according to plan. Its deal with Rocket Lab covers up to five launches, and Moon Express wants at least two more to occur in the next few years, Richards revealed during a news conference today.

The first post-GLXP mission, scheduled to launch in 2019, will set up a robotic research outpost near the lunar south pole and prospect for water and other resources. Then, in 2020, Moon Express will launch the first commercial lunar sample-return mission. That effort, Richards said, should prove out the company’s technologies and its business model, which is centered around creating low-cost access to the moon’s surface for a variety of customers. The core piece of hardware to make all of that happen is a single-engine lander called the MX-1, which will launch on the GLXP flight. Moon Express aims to mass-produce the MX-1, sell it as a stand-alone lunar explorer and have it serve as a building block for three larger, more capable spacecraft — the MX-2, the MX-5 and the MX-9, Richards said today.

The MX-2 combines two MX-1s into a single package, boosting the MX-1’s payload capacity in Earth-moon space and potentially enabling missions to Venus or the moons of Mars. As their names suggest, the MX-5 and MX-9 incorporate five engines and nine engines, respectively, and broaden the exploration envelope even further, Richards said. All of these spacecraft will be available in orbiter, lander and deep-space variations, and the MX-5 and MX-9 vehicles will also come in a sample-return configuration.

Moon Express has not revealed how much it will charge for any of these spacecraft. However, company representatives have said that, together, the MX-1 and Electron can deliver a lunar mission for less than $10 million (that’s “cost,” not retail). Electron flights currently sell for about $5.5 million apiece, putting the lander’s raw cost at $4.5 million or less.

Essentially, they are taking the revolution in satellite technology that is making everything smaller and cheaper and applying it to planetary exploration. They are then offering this technology as a very cheap and fast option for scientists and governments. Based on these numbers, a mission to the Moon could cost a customer less than $20 million, which is nothing compared to a typical NASA mission. Even India’s Mars Orbiter was several times more expensive than this.

While I consider NASA’s planetary program second to none, and one of the best things it does, Moon Express is demonstrating, as has SpaceX with launch services, that private enterprise, if given the chance, can do it better.

Africa and space

Link here. Prompted by the launch last week of Ghana’s first satellite from ISS, this article take a look at what other African countries are doing to become players in the new colonial movement, noting efforts being done by Nigeria, South Africa, Ethopia, Angola, and Kenya.

Overall, no African country is doing very much in space. The fact that this African-centered news outlet feels compelled to note this, however, suggests that the competitive urge might be stirring there.

Hamas has made Gaza unliveable, according to the UN

A UN study has found that in the ten years since Hamas took control of Gaza the place has become unliveable for its residents.

A decade after the Islamist group Hamas seized Gaza, the Palestinian enclave is effectively unliveable for its 2 million people, with declining incomes, healthcare, education, electricity and fresh water, the United Nations said.

In a report examining humanitarian conditions in the territory, which Hamas took over in June 2007 after a brief conflict with forces loyal to the Palestinian Authority, the United Nations concludes the situation in Gaza is deteriorating “further and faster” than was forecast only a few years ago. “Across the board we’re watching de-development in slow motion,” Robert Piper, the UN Coordinator for Humanitarian Aid and Development Activities in the Occupied Palestinian Territory, told Reuters in an interview on Tuesday. “Every indicator, from energy to water to healthcare to employment to poverty to food insecurity, every indicator is declining. Gazans have been going through this slow motion de-development now for a decade.”

The article tries to lay the blame on everyone, including Israel, while somehow ignoring the corruption and terrorist roots of Hamas itself. Still, the real blame might belong to the people in Gaza themselves. After Israel unilaterally pulled out in an effort to exchange “land for peace,” the people of Gaza voted for their own leadership, and choose Hamas, a terrorist organization whose reason for existing is to kill Jews and destroy Israel. After making a poor decision like that, no one should be surprised it their circumstances immediately began to decline. We all get the government we deserve.

Navy temporarily relieves commander from ocean collision

The Navy has temporarily relieved the injured commander of the U.S.ship involved in a major ocean collision with a cargo ship in mid-June.

The investigation is on-going, and they say this action is because he is injured, not because of any decision based on the investigation. I personally do not expect this commander to ever get a command again.

The confusing Iranian space program

Link here. While written as an op-ed outlining the chaotic state of the Iranian space effort, the article highlights two pieces of interesting information.

First, Iran wants to create its own GPS satellite system, which the article refers to as a “pointing, navigation, and timing” (PNT) system.

Mojtaba Saradeghi, a deputy director of the Iran Space Agency (ISA), recently told Iranian media that the ISA plans to develop an indigenous PNT capability. Saradeghi said that the PNT programme is a long-term one and that the ISA is still figuring out how it will be funded.

This announcement is almost certainly pure bluster, instigated by the agreements signed last week between Israel and India, one of which involved working together to develop their own atomic clocks used in GPS satellites.

Second, Iran has decided that instead of launching an already built smallsat they will put it on display in a museum. The smallsat, Mesbah, was built in partnership with Italy back in the early 2000s but never launched because it was seized by Russia and Italy in 2006 due to international sanctions. Though negotiations are on-going now to get it released with the easing of sanctions, the head of the Iran Space Agency, Mohsen Bahrami, on July 2 still said it was going to be mothballed if they get it back.

This incoherence fits with other recent announcements by Iran. They have repeatedly been promising that a number of satellites will be launched in the coming months, but those launches seem to never happen. In addition, they announced in early June that they were shutting down any further work on a human space mission, citing cost.

I would not be surprised it missile tests continue, however. Iran is a corrupt theocracy and semi-dictatorship, and it is typical of these kinds of top-down governments to focus their effort on military technology.

Australian academic group to review Outer Space Treaty

Another op-ed today once again notes that the Outer Space Treaty needs updating, and notes that an Australian working group linked to an academic international space conference in Australia in September will be reviewing the treaty and suggesting future revisions.

In late September 2017, Adelaide will host the largest space-related meeting on the annual calendar – the 68th International Astronautical Congress (IAC). In more recent years, there has been a companion conference just prior to the IAC – the Space Generation Congress (SGC). This was initiated on the request of states through the United Nations Committee on the Peaceful Uses of Outer Space to represent the interests of the next generation in outer space.

At the SGC, a group of young Australians will lead a working group of delegates from across the globe, to develop and propose a set of supplementary protocols to the OST, in order to adapt global space governance to the needs of the next 50 years.

The article emphasizes that any changes to the treaty should be made with future generations in mind, and this is one reason the members of the working group are being drawn from the Space Generation Congress, since this is an event comprised mostly of students. That they are modern academic students is nonetheless worrisome, considering the increasingly oppressive culture of modern academic student communities. I fear that their naive effort to establish rules will be based too much on the good intentions of young people, and we all know what path that puts us on.

A personal note: I will have another op-ed published this week by The Federalist on the recent efforts in both houses of Congress to deal with the Outer Space Treaty, and it includes my detailed analysis of the proposed space law that was approved by a House committee in early June.

Another Vostochny executive arrested for taking bribes

The Russian government has arrested another manager at Vostochny for demanding a 4 million ruble bribe from a contractor while simultaneously embezzling 10 million rubles from the project.

The arrests, of which this is one of about a half dozen, indicate both good and bad things. First, they indicate that the Russian government under Putin might actually be trying to rein in some of the corruption that permeates Russian business practices. Second, they indicate the amount of corruption that permeates Russian business practices.

What Putin is probably doing is attempting to control the bribe-taking and embezzling, not stop it. Too much of his bureaucracy and pseudo-private industry depends on this corruption to eliminate it entirely. Moreover, he doesn’t want to eliminate it because he himself benefits from it. He just simply doesn’t want it to get so out-of-hand that it prevents projects from getting completed, as it apparently almost did at Vostochny.

Professor who interfered with reporters loses job

Because of a severe drop in attendance, the University of Missouri has cut staff and reorganized departments, and in the process it appears that it might have finally cut the job of one of the professors who attacked reporters during the mob protests in 2015.

Where in Mizzou is censor Janna Basler? Director of the Office of Greek Life when she bullied and intimidated student journalist Tim Tai for doing his job – covering the race protests that swept the University of Missouri nearly two years ago – Basler was the subject of a formal complaint by a journalism professor who said she “tried to incite a riot.”

That didn’t stop her from getting promoted to associate dean of student life last fall. Now, it appears Mizzou’s financial woes have given the school an excuse to can the remaining employee who attacked journalists in November 2015.

Basler’s profile disappeared from a staff page in the wake of a departmental reorganization that merged part of the Division of Student Affairs into the Division of Operations, a move intended to save $1.5 million.

The more famous Melissa “I need some muscle over here!” Click left the university soon after the riots, but soon got a job in the communications department at Gonzaga University in Washington state, where I am sure she continues to teach students how to shut down debate and stifle freedom of speech.

The fate of Missouri, which has had its attendance crash since the 2015 riots, should be the fate of Evergreen, and Berkeley, and Gonzaga, and every college whose administrations condone violence and thuggery in order to stifle debate.

China planning its own commercial sea launch platform

The new colonial movement: According to one Chinese official, China is developing its own ocean-going launch platform for placing commercial payloads into orbit.

Tang Yagang, vice head of the aerospace division of the No.1 institute of the China Aerospace Science and Technology Corporation (CASTC), said that the technology is not difficult and a sea launch platform can be built based on modifying 10,000-tonne freighters.

China will use solid carrier rockets which rely less on launch facilities and feature mature technology, Tang said, adding that key technology for the carrier rockets will be tested at sea this year and the service is expected to be available for international users in 2018.

This pronouncement suggests that the platform is already mostly built, and that the first test launches will occur this year.

Roskosmos completes investigation into deadly post launch debris fire

Russia’s space agency Roskosmos has completed its investigation into the brush fire that caused two deaths at the impact site of the first stage of Soyuz rocket on June 14.

The report reveals several interesting details. First, it appears that the impact sites for abandoned first stages of Russian rockets are considered “planned.” This is not hyperbole. If the launch proceeds as intended, it should be possible to calculate with some accuracy where the abandoned first stage will hit the ground.

Second, it appears the deaths occurred when high winds caused the flames from the impact brush fire to engulf the two workers, one of whom died immediately, with the second dying several weeks later in the hospital.

Third, the agency will do more thorough reconnaissance of impact sites, before and after impact, before sending crews there. It will also augment the equipment and crews, depending on need.

“We will get better aim.”

Leftwing fascists: A protester at the Tucson office of Senator Jeff Flake (R-Arizona) was arrested after telling staffers there that the real solution to the “Republican problem” is “better aim.”

“You know how liberals are going to solve the Republican problem? They are going to get better aim,” he said. “That last guy tried, but he needed better aim. We will get better aim.” The protester was likely referencing last month’s shooting in Alexandria, Virginia.

Nothing to see here. So what that actual Republican congressmen were shot, one nearly killed, by a Democratic party supporter who had campaigned for Bernie Sanders? So what that actual threats and simulations of violence against Trump and Republicans can be seen almost daily in leftwing culture?

No. What we need to get outraged about is a silly tweet sent out by Trump

Pablum from Pence on space

If you want to waste about about 25 minutes of your life, you can listen to the speech that Vice President Mike Pence gave today at the Kennedy Space Center here, beginning at the 49:30 minute mark.

My advice is that you don’t do it. Pence said nothing. He handed out a lot of empty promises and cliches, without any specifics or details of any kind. He confirmed for me what I have suspected of Pence for several years, that despite the fact that he lives and breathes a conservative and honorable personal life, as a politician he is a hack.

He made a big deal about the recreation of the National Space Council, which he now leads. However, as this article by Eric Berger properly noted the people who seem to be exerting the most influence on that council, on Trump, and on Pence are from the big space companies that have spent more than a decade and a half spending about $40 billion trying to build a big rocket (SLS) to fly a single unmanned test flight of the Orion capsule.

My pessimism here might be misplaced. We still do not know who will be on this space council. Furthermore, the Trump administration has been very good at doing a lot of public relations and soft stroking of its opponents in order to put them off guard prior to hitting them hard, where it hurts. This might be what Pence was doing here.

Nonetheless, the lack of any substance in Pence’s remarks makes me fear that he will be easily influenced by the big players who simply want the federal cash cow to continue sending them money, whether or not they ever build anything.

German government sets ethical rules for self-driving cars

What could possibly go wrong? The German government’s Federal Ministry of Transport and Digital Infrastructure has established twenty ethical rules for the design and software of self-driving cars.

They also make some bold assertions on how cars should act, arguing a child running onto the road would be less “qualified” to be saved than an adult standing on the footpath watching, because the child created the risk. Although logical, that isn’t necessarily how a human would respond to the same situation.

So, what’s the right approach? The University of Osnabrück study doesn’t offer a definitive answer, but the researchers point out that the “sheer expected number of incidents where moral judgment comes into play creates a necessity for ethical decision-making systems in self-driving cars.” And it’s not just cars we need to think about. AI systems and robots will likely be given more and more responsibilities in other potential life-and-death environments, such as hospitals, so it seems like a good idea to give them a moral and ethical framework to work with.

It appears these geniuses came up with these rules based on a “virtual study.”

In virtual reality, study participants were asked to drive a car through suburban streets on a foggy night. On their virtual journeys they were presented with the choice of slamming into inanimate objects, animals or humans in an inevitable accident. The subsequent decisions were modeled and turned into a set of rules, creating a “value-of-life” model for every human, animal and inanimate object likely to be involved in an accident.

“Now that we know how to implement human ethical decisions into machines we, as a society, are still left with a double dilemma,” says Professor Peter König, an author on the paper. “Firstly, we have to decide whether moral values should be included in guidelines for machine behaviour and secondly, if they are, should machines act just like humans?”

I know that my readers will immediately reference Isaac Asimov’s three laws of robotics, but that really doesn’t work. Asimov’s laws were incorporated into a science fiction “positronic brain” that was supposedly built almost organically, so complex in formation no one really understood it. Once the laws were incorporated into each brain they could not be tampered with without destroying the brain itself. Our coming robots will have no such protection.

Five satellite Air Force contract up for bid

Capitalism in space: The Air Force has announced that it will be soliciting bids from SpaceX and ULA for a 5-satellite launch contract.

Claire Leon, director of the Launch Enterprise Directorate at the Air Force’s Space and Missile Systems Center, told reporters that grouping launches together was an effort to streamline and speed the acquisition process at a time when the national security sector is demanding ever-increasing access to space. “By doing five at once, it makes our acquisition more efficient and it allows the contractors to put in one proposal,” she said.

This grouping however might make it impossible for SpaceX to win the contract, as the company’s Falcon 9 rocket might not be capable of launching all five satellites, and its Falcon Heavy has not yet flown the three times necessary before the Air Force will consider using it.

Qatar blockade threatens worldwide helium supply

The recent blockade imposed against Qatar by other Middle East countries, supposedly because of its support of terrorism, threatens the world’s supply of helium.

Qatar is the world’s largest exporter of helium and its second-largest producer, accounting for 25% of global demand (see ‘Helium supplies’). So the blockade will inevitably cause shortfalls over the next few months, says Phil Kornbluth, a consultant based in Bridgewater, New Jersey, who specializes in the helium industry.

Countries likely to be most affected are those closest to Qatar. But Asian countries such as India, China, Japan, Taiwan and Singapore are also at risk. “But none of us are immune,” adds William Halperin, a researcher in low-temperature physics at Northwestern University in Evanston, Illinois.

The U.S. is the world’s largest producer of helium, producing about twice as much as Qatar. That production is for our local markets, while Qatar exports it worldwide.
