This piece of paper from NASA is a definite nice-to-have, given that โ€œa private entity cannot legally salvage U.S. government property in space,โ€ according to Mike Gold, a space law expert and attorney who works full time as the head of Washington operations for Bigelow Aerospace, the North Las Vegas, Nevada, company developing inflatable space habitats with technology licensed from NASA.

But practically speaking, it appears NASA could have done little to stop the ISEE-3 Reboot project from moving ahead with its plan to take over the old spacecraft โ€” an Earth-Sun observatory that launched to the gravitationally stable Earth-Sun Lagrange point 1 in 1978 and is now swinging back toward the home planet in the heliocentric orbit NASA nudged it into in 1982 to chase comets.

What is really more important is that their effort to raise the necessary private funds for this project has largely succeeded.

What a waste: NASA has chosen the four shuttle engines that will be used to launch SLS on its first mission in 2021.

All four engines were used multiple times on many shuttle missions. They will fly once on SLS, at a cost of many billions, and then end up destroyed when that giant rocket’s first stage falls into the ocean. Worse, no one has really defined what the goal of that first launch will be. It might merely be a test launch, with no humans on board.

To me, it would be wiser to put the engines into storage and wait until we have a new reusable capability that could take advantage of the reusable engineering of these engines. Throwing them away on a pork-barrel boondoggle like SLS seems so stupid.

Obama administration officials from three departments have asked a federal judge to lift her injunction against Lockheed Martin’s use of Russian engines in its Atlas 5 rocket.

Not much teeth in these sanctions imposed by the Obama administration, is there? They exempt ISS, which is the bulk of NASA’s effort with the Russians. Now they wish to exempt the Atlas 5. Pretty soon I expect them to exempt almost everything else.

Putin and the Russians are certainly watching this story unfold, and will use what happens here to help gauge how much they can get away with in the Ukraine. And based on some fascinating information conveyed by a caller to my appearance last night on the Space Show, the Russians are definitely going to have to grab more of the Ukraine to make their capture of the Crimea stick. Expect that situation to remain very hot for the near future.

In addition to my May 6 at 7 pm (Pacific) appearance on the Space Show with David Livingston to discuss the situation with the Russians and ISS, I am also going to appear on Coast to Coast with George Noory on May 7 from 10 to 11 pm (Pacific) to discuss the same topic.

The Russian situation is a difficult one for the United States, and the reason it is difficult is because of a long series of incredibly stupid decisions by our elected officials, from both parties, for the past decade. Nor is my complaint here 20-20 hindsight. From the day George Bush proposed retiring the shuttle in 2010 and not replacing it until 2014, at the earliest, I have said this is stupid and astonishingly short-sighted. Sadly, Congress liked Bush’s short-sightedness and has been endorsing it now for a decade. Hearing them complain now about our dependence on Russian space capabilities is more than infuriating. Where were they when they might have done something to prevent this situation?

Russia’s Roscosmos space agency has yet received no official notifications from NASA on curtailing cooperation, and working contacts continue, Roscosmos chief Oleg Ostapenko said in an interview with Vedomosti newspaper Wednesday. โ€œRoscosmos has received no official notifications on suspending cooperation, we continue working contacts with NASA and other space agencies,โ€ Ostapenko told Vedomosti adding: โ€œRecently I held talks with the NASA leadership and European colleagues.โ€

I had said that so-called NASA cut-off was all show and aimed not at Russia but at Congressional budget negotiations over NASA’s commercial crew program. This story only proves it.

Don’t be surprised if NASA announces soon that they are shutting down these spacecraft so they can save some money. Or as the article notes, “Money not spent on these extended missions will probably slide into [the Science Mission Directorate’s] Black Hole of Funding (the James Webb Space Telescope) or be dissipated on new paperwork, committee meetings and concept studies.”

This is the same test vehicle that crashed last October during its first glide test when one landing gear failed to deploy properly. The glide test itself was a success however, as the vehicle did a controlled unmanned glide perfectly to the runway, and the failed landing gear was one that the spacecraft will not use once completed.

Note also that these announced flight tests will occur after NASA eliminates one of the companies competing for the final crew ferrying contract to ISS. This suggests that Sierra Nevada plans to continue development of Dream Chaser, regardless of whether they get the contract or not.

NASA has officially handed control of launchpad 39A to SpaceX, where the company intends to launch its Falcon Heavy.

The agreement turns over control of Launch Complex 39A to the commercial space transportation firm, which plans to use the launch pad for the the initial flights of the Falcon Heavy, a mega-rocket featuring 27 first stage engines generating nearly 4 million pounds of thrust at liftoff.

Pad 39A was the starting point for many historic Apollo and space shuttle missions, including the Apollo 11 moon landing in 1969 and the first and last shuttle launches in 1981 and 2011.

“We’ll make great use of this pad, I promise,” said Gwynne Shotwell, president of SpaceX, in remarks to the media moments after signing the lease. “We’ve had architects and our launch site engineering [team] working for many months on the sidelines. We will launch the Falcon Heavy from here first — from this pad — early next year.” [emphasis mine]

The highlighted quote reveals a key fact. Until recently SpaceX had been claiming that it will do its first demo launch of Falcon Heavy in 2014. This quote confirms that this schedule is not happening.

Not surprising. Congress wants to know what NASA will do if Russia pulls out of ISS and Bolden really has few options if they do. He in turn was trying to get Congress to focus on funding commercial space so that we can launch our own astronauts to ISS and not depend on the Russians. A true confederacy of dunces. More here.

Whew! That’s a relief.

Seriously, I never expected them to do anything, as the sanctions NASA has imposed, excluding ISS, are so minor that they mean nothing to Russia. The only people NASA really hopes will react to these sanctions are Congressmen and Senators when they realize how dependent we are on the Russians to get to space.

Because of a $10 million shortfall in its astrophysics budget, NASA is weighing the fate of nine operating space telescopes.

Six of the projects vying for extended funding are U.S.-based. Three are overseen by international space agencies and have U.S. partners.

The NASA missions are: the Fermi Gamma-ray Space Telescope; the Nuclear Spectroscopic Telescope Array X-ray observatory; the infrared Spitzer Space Telescope; the Swift Telescope, which tracks gamma-ray bursts; a proposed Kepler space telescope follow-on mission known as K2; and the Wide-field Infrared Survey Explorer, which was brought out of hibernation last year to help search for asteroids on a collision course with Earth.

Also in the running are two European Space Agency missions, XMM-Newton โ€” an X-ray observatory โ€” and Planck, which studied relic radiation from the Big Bang. Planck was decommissioned in October, but its data analysis program continues.

The final contender is Japanโ€™s Suzaku X-ray telescope.

NASA has extended its commercial cargo contracts with SpaceX and Orbital Sciences until 2017.

Since the notice says that “the modifications would be made ‘at no cost’ to the agency, and that they would be โ€œexecuted one year at a time,โ€ the extension is probably just designed to give the two companies sufficient time to launch all their cargo missions in the present contracts.

Nonetheless, the posting also said that other companies could compete for NASA’s business during this extension, which leaves the door open for more competition.
