Today’s use of hydrazine fuel for rockets, satellites and spacecraft is pervasive. Hydrazine is an efficient propellant and can be stored for long periods of time, but it also is highly corrosive and toxic. NASA is seeking new, non-toxic high performance green propellants that could be safely and widely used by rocketeers, ranging from government to industry and academia. Green propellants include liquid, solid, mono- propellant, which use one fuel source, or bi-propellants, which use two, and hybrids that offer safer handling conditions and lower environmental impact than current fuels.

The “green” terminology is meaningless in this context and is probably a politically-correct gesture to higher ups in the Obama administration. Nonetheless, finding a financially viable replacement for hydrazine would be quite helpful, as its toxic nature adds a great deal of cost to the production of any space vehicle that uses it.

What a joke. This Reuters’ article is so busy campaigning for Barack Obama that it fails to note one fundamental fact: It is the Obama administration that gutted NASA’s science program so that there is little likelihood of any missions to Mars, or elsewhere, in the foreseeable future. As noted correctly in this Science article describing the same Obama telephone call to JPL,

The president’s sweeping endorsement of research, however, carefully avoids the fact that his 2013 budget would cut funding for NASA’s Mars exploration program by nearly one-third and end the country’s role in two Mars missions planned jointly with the European Space Agency for later in the decade. Both the House of Representatives and a Senate spending panel have added back money for Mars exploration, although Congress is unlikely to settle on a final budget for the agency until next spring.

Look, I freely admit the federal budget has to be cut. And I am freely willing to have those cuts occur in NASA. What I can’t abide is the kind of junk journalism seen in the Reuters piece above, selling Obama as a big supporter of space research when he clearly has not been.

The article also notes that about 400 Lockheed Martin employees will participate in this work.

I might very well be wrong, but this seems to be a very long time and a very large workforce for “turning what is a shell of a structure into a real spaceship.” I wonder if the work is being stretched out, partly to delay its completion to better match up with the long timeline of the heavy lift rocket, and partly to keep these jobs alive and feed the pork to some congressional districts.

Politicians who don’t want to do their job

The Houston Chronicle today has an editorial entitled “Let’s bring logic to NASA’s budget process” which describes and supports a bill introduced by two Republican Congressmen which would

model NASA’s budget process after that used by the Federal Bureau of Investigation. Doing so would make the agency less political and more professional. It calls for the president to appoint the NASA director to a 10-year term and would make the budget cycle multiyear rather than annual.

The editorial also quotes sponsor Congressman Frank Wolf (R-Virginia) as explaining the goal of the bill is ” to take the politics out of NASA … and create continuity in the space agency.”

Bah. The last thing I want is to take the politics out of NASA’s operations.

The scramble in Congress to head the House committee on space after November’s election has begun.

Rep. Dana Rohrabacher (R-CA) and Rep. Lamar Smith (R-TX) have begun to quietly campaign to replace Rep. Ralph Hall as chairman of the House Committee on Science, Space and Technology next year, according to Stu Witt, General Manager and CEO of the Mojave Air and Space Port.

If Rohrabacher gets the chairmanship it will be very be good news for commercial space, and bad news for the NASA-built and very expensive Space Launch System (SLS). He has been a strong supporter of private space, and will likely want to funnel money to it from SLS.

I’m not sure giving private space more cash is necessarily a good thing, as that will encourage these new companies to be less efficient, more expensive, and more dependent on the government. However, getting SLS shut down will certainly help the federal budget deficit.

Alan Boyle at NBC tonight reports that Boeing, SpaceX, and Sierra Nevada are the winning companies in the competition to provide human ferrying services to ISS.

The report does not provide dollar numbers. This Wall Street Journal story says that Boeing and SpaceX will be the prime contractors, which suggests that Sierra Nevada will be getting a smaller award.

Today’s unveiling was essentially a PR event designed to boost political support for the Space Launch System (SLS) and the Orion capsule program. And though we should definitely give kudos to Lockheed Martin for its progress on Orion, it is also important to note that the building of this capsule took 8 years and about $6.5 billion. And it won’t go into space for still another two years at best. Compare that to SpaceX’s Dragon, which took about four years from concept to launch, with a cost of about $1 billion.

It is this contrast that is worrying the political supporters of SLS and Orion. Consider for example this quote from the above article:

But the Orion schedule assumes steady funding by Congress, which is an open question given the current debate over federal budget deficits, taxes and a general push to reduce federal spending. “We have to be concerned about that because we are in an era of government spending where you have to do more with a limited amount,” Nelson said. “That, of course, is going to be one of the main things we’re going to have to look at in the future.” [emphasis mine]

Nelson has been a big backer of SLS from the moment Congress decided to force it down NASA’s throat. It is very clear from his comments above however that he recognizes the political difficulties that this very expensive program faces.

As I’ve said before, I expect SLS to die sometime in the next three years. Faced with a ungodly federal deficit, the next Congress is going to look for ways to save money and — assuming the commercial space companies like SpaceX continue to have success — Congress will see this program as one of those ways.

Essentially, NASA has finally conceded with this agreement that it has no control over a private space launch that is not flying to a NASA facility. That the FAA continues to have as much regulatory control is bad enough, but getting NASA out of the loop will at least ease the bureaucratic burden for private companies.

Frank Wolf (R-VA) , who is Chairman on the Commerce-Justice-Science subcommittee of the House Appropriations committee, put language into the recent House budget for NASA that requiree NASA to down-select immediately to one primary contractor in the commercial crew program. This would obviously eliminate competition on price and rule out redundancy in case one system is grounded. He has now relented and is willing to allow for “2.5 (two full and one partial) CCiCAP awards”.

As I wrote earlier, the success of Dragon is putting strong political pressure on Congress to support the independent commercial space companies over the NASA-built and very expensive Space Launch System (SLS) that Congress had mandated. Expect to see more elected officials back down in the coming year, with the eventually elimination of SLS from the budget.

Nelson faces a difficult election campaign from the right. Thus, I suspect he has realized that he is better off promoting free enterprise than local pork. It is unfortunate that the Republicans in the House haven’t yet realized this.

Killing private space

The financial foolishness in Congress, by Republicans this time, continues. In making its budget recommendations for NASA, the report [pdf] of the House Appropriations Commerce, Justice, Science, and Related Agencies subcommittee also demands that NASA immediately choose one commercial company for its commercial space program. The number of ways this action is counter-productive almost can’t be counted.

The Obama administration proposed giving commercial space $830 million, the Senate appropriations subpanel earlier this week proposed $525 million. All in all, this looks good for commercial space.

One other thing: that the House did not propose taking from NOAA the job of launching weather satellites and giving it to NASA is more proof to me that the proposal was merely an attempt by Barbara Mikulski (D-Maryland) to shift federal dollars to the Goddard Space Flight Center in Maryland.

A Senate panel today proposed shifting the responsibility for building weather satellites from NOAA to NASA.

It is very unclear from this article why the Senate panel proposed this shift. They claim it will save money but I don’t see how.

What I can guess is that there is probably a turf war going on in Congress over this money. For example, shifting these weather satellites to NASA almost certainly means that the Goddard Space Flight Center in Maryland will get more money, which is almost certainly why Senator Barbara Mikulski (D-Maryland) is for it.

One thought however: NASA generally focuses on individual missions, not long term operational stuff like weather. I suspect it probably is not a good idea to give this work to NASA.

The same article above also outlined the panel’s proposals for other areas of NASA’s budget. To me, the key issue is the budget for commercial space. The White House requested $830 million. The Senate panel has instead proposed $525 million.

Coming and going

There are really only two important stories today concerning space exploration. The story that is getting the most coverage is the big news that the space shuttle Discovery is making its last flight, flying over Washington, DC, as it is delivered to the Smithsonian for permanent display.

Of these stories, only Irene Klotz of Discovery News seems to really get it. This is not an event to celebrate or get excited about. It is the end of an American achievement, brought to a close probably three to five years prematurely so that the United States now cannot even send its own astronauts to its own space station.

The other news, actually far more important, has gotten far less coverage, and includes three different stories all really about the same thing.
