The reason to include ESA is to avoid cancellation. Simples! It’s not a money-saver, international collaboration always costs more, not less…
Given NASA’s redefinition of their mission, I’d have thought they’d contract with the Islamic Space Agency.
Has more to do with current Administration Policy than cost containment.
