NASA admits that it is struggling to meet the 2017 launch date for SLS

Delays in the construction of Orion’s European-built service module as well as cracks in the spacecraft’s heat shield are threatening the planned 2017 launch date for Orion’s first test flight, unmanned, beyond Earth orbit.

Note that this program, costing anywhere from $10 to $20 billion, is only building a handful of capsules for flying three or four test flights. Beyond that, there is no money.

I have predicted this before, and I will predict it again: SLS will never take any humans anywhere. The cost is too high, the bureaucracy too complex, and the schedule is too slow. It will vanish when the new private companies begin flying humans into space in the next three years.

ExoMars will likely miss 2018 launch date

Because of technical and financial issues the European/Russian ExoMars rover mission is expected to miss its 2018 launch window.

The main reason for the delay would be the ExoMars’ brand-new landing system, which is designed to safely take the rover through a fiery descent in the Martian atmosphere and then softly land it on the surface of the Red Planet.

In addition to its late development start, the landing system has a complicated share of responsibilities between Russia and Europe, which greatly slows down the work. For example, the overall landing system is being developed by NPO Lavochkin in Moscow, while its parachute system will be provided by Europe. Many other aspects of the mission are similarly intertwined.

To further complicate matters, NPO Lavochkin, which traditionally builds all Russian planetary probes, but also some of the highly classified military satellites, is notorious for its Soviet-style secrecy. As a result, it is harder for the two sides to coordinate the work, Europeans sources said. Finally, the translation of documents between Russian and English further delays the work on the project.

The program is also significantly over budget.

Last ATV launched to ISS

Arianespace today successfully launched the last European cargo ship to ISS.

After doing some flight tests in orbit and in conjunction with ISS, the docking will occur on August 12.

After this flight the Russian Progress freighter will be the only spacecraft with engines capable of changing the station’s orbit. It will also be the only spacecraft capable of refueling the engines on ISS’s Russian modules.

Europe readies its own space plane for test flight

The competition heats up: Europe ‘s Intermediate eXperimental Vehicle (IXV) is undergoing its final tests before it does a suborbital test flight in November.

IXV will be launched into a suborbital trajectory on ESA’s small Vega rocket from Europe’s Spaceport in French Guiana, the vehicle will return to Earth as though from a low-orbit mission. For the first time, it will test and qualify European critical reentry technologies in hypersonic flight, descend by parachute and land in the Pacific Ocean to await recovery and analysis. IXV is manoeuvrable and able to make precise landings—it is the ‘intermediate’ element of Europe’s path to future developments with limited risks. …

When IXV splashes down in the Pacific at the end of its mission it will be recovered by ship and returned to Europe for detailed analysis to assess the performance and condition of the internal and external structures. The actual performance will be compared with predictions to improve computer modelling of the materials used and the spaceplane’s design.

Though exciting, Europe will have to pick up the pace from its normally slow pace on these kinds of projects if it expects to be competitive. In the past, they would stretch out the development as long as they could in order to keep the cash flowing. This won’t work in the increasingly robust aerospace market that exists today.

Russian Soyuz launches commercial satellites for Arianespace

The competition heats up: A Soyuz rocket successfully launched four communications satellites from French Guiana yesterday.

I know that I repeatedly pound Arianespace for its high costs and lack of profits, but anyone who thinks this European company, in partnership with the Russians, is going to let its competition grab its customers easily is in for a surprise. They are going to fight back, and have the resources to do it.

The battle is on! It should be a lot of fun to watch over the next decade.

A streamlined Arianespace to build Ariane 6?

The competition heats up: The merged Airbus/Safran rocket division has surprised the European Space Agency with a proposed new design for Ariane 6.

The Airbus-Safran proposal, if carried to its logical end, would mean a single company building Ariane vehicles, with fewer subcontractors and much less government oversight. It would likely mean the end of the CNES launcher division as industry takes more control of Ariane design and operations.

In other words, the contractors who build the rockets for ESA want more power over that construction. They want less government oversight, and more ownership of the rocket they build.

Sounds like what’s happening in the U.S., doesn’t it? Giving ownership to the rocket builders means they not only have more flexibility and thus can be more efficient, it makes it easier for them to innovate in both construction and sales.

And why do they want to lower costs? It ain’t for the normal free market reasons you’d expect. Instead, the Frankenstein project that is SLS/Orion has the U.S. building the capsule while Europe builds the service module. However, Europe doesn’t want to spend the money to build two service modules. Instead,

for financial reasons, ESA prime contractor Airbus Defense and Space may provide only “one and a half” service modules, Larry Price, Lockheed’s Orion deputy program manager, said in an interview here.

“They may not complete both of them, depending on funding,” Price said. But “we think we can drive Europe’s cost down so they can deliver two complete service modules” by steering the European company toward American suppliers already working on the Orion crew module. “If we use common parts, they can be lower price,” Price said. He added that ESA is set to deliver a full service module for the 2017 flight.

Read the article. It better than anything I can say will make it clear how much of a dead end project SLS/Orion really is. The rocket costs more than $14 billion per launch, has no clear mission, and the contractor (Europe) for the capsule’s service module only intends to build one and a half. What will NASA do after that? No one has any idea, nor does anyone at NASA have any plans to figure this out.

And why are they doing this? To quote them:

“What is sure is that Europe deserves and requires a [reorganized launcher sector] ahead of 2019, the letter says. “[C]onsiderable efforts to restore competitiveness in price of the existing European launcher need to be undertaken if Europe is [to] maintain its market situation.

“In the short term, a more favorable pricing policy for the small satellites currently being targeted by SpaceX seems indispensable to keeping the Ariane launch manifest strong and well-populated.” [emphasis mine]

It seems that they take very seriously the competitive challenge being presented by SpaceX.

Scientists from the joint European/Russian ExoMars rover mission have narrowed their candidate landing sites to four.

Last week, 60 scientists met at ESA’s European Space Astronomy Centre near Madrid to discuss eight potential sites. On 27 March, they cast an informal vote, and four sites emerged as favourites: Mawrth Vallis, Oxia Planum, Hypanis Vallis and Oxia Palus. An expert working group tasked with recommending a final landing site will now consider the proposals, before announcing a formal shortlist of three or four sites in June. Following detailed studies of the shortlisted sites, the panel will make a single recommendation to ESA and Roscosmos in late 2016.

This is maybe the most risky mission to Mars in decades, as the landing design is coming from the Russians, who have not had a successful interplanetary mission since the era of the Soviet Union, and even then had a 100% failure rate for their missions to Mars. (On a more optimistic note, the European Mars Express mission used a Russian rocket to take off, making it the first Mars mission with Russians participation that actually succeeded.)

One of the factors that has made this mission more risky is the fact that the U.S. was once a participant and backed out very late in the game. The Russians are our replacement, and have had to scramble to catch up.

The German-built comet lander Philae has been successfully reactivated on Rosetta.

Philae will be ejected from the Rosetta mothership in November to latch itself onto the comet’s icy surface with harpoons and screws. The lander has its own suite of science instrumentation to take the first-ever photos and measurements from a comet’s surface. Engineers plan a four-week commissioning phase for Philae to check on its health and activate the lander’s 10 instruments.
