I would have thought the humidity on Mars would approach 0, but I was surprised to discover that the water vapor in the Martian atmosphere is about 8% of Earth’s (210 ppm v. 2500 ppm by volume).
Which means the question is no longer, is there water on mars. The question is what is the best source; condensing from the atmosphere, baking from the soil, or drilling?
The question hasn’t been “whether there is water on Mars” for decades. We know there is water there, and have known since the Mariner orbiters in the early 1970s. The real question, still unanswered though becoming increasingly likely, is whether it is ever in a liquid state, in underground aquifers.
