Deal struck at Durban
Bad news: A deal has been struck at Durban.
The proposed treaty sounds so complicated and obtuse that I can’t see how it can be enforced. More importantly, I don’t see the U.S. Senate ever agreeing to it, even today’s Democratically controlled Congress.

It was never really meant to be enforced, much like the original Kyoto Treaty. Certainly no one expects the Chinese or the Indians to limit their industrial output to meet any goals, and no one in the developed world can economically justify following rules that neither of those countries will follow. Therefore, this is just Climate Change Kabuki Theater.
