Either this paper will hold up against scientific criticism or it won’t. Where it is published is only relevant in the sense that it tells us how much real confidence Hoover might have in his thesis. It doesn’t really tell us much about the validity of the thesis to begin with. In any case, while it would be great for Hoover to be right, we have to go where the evidence takes us.
