So ESA contracts to an American company for a substantial component of the European Service Module? Seems beside the point in a way, since the ESM was Europe’s contribution to the program, and implicitly a means to promote EU technology development?

I too thought that it was odd that ESA allowed a contractor from outside of Europe to do this. Usually ESA projects are all done in Europe with European contractors, and trades for services if is outside of the E.U.
I can think of three reasons why Rocket Lab was used: 1. The solar array built by Rocket Lab was something NASA wanted in the agreement, 2. ESA had no EU countries that could build the array to NASA’s specifications or schedule, or 3. Rocket Lab was sub-contracted or sub-sub-contracted to do the work for a European company.
The ESM is based off ESA’s ATV and the main contractor, of course, is Airbus. Also remember the earlier concepts for Orion were using ATK’s solar arrays, like the ones on Cygnus.
I looked up some info on the former EU ATV (Automated Transfer Vehicle) and was surprised to learn it had a cargo capacity of ~7.5 metric tons, compared to Cargo Dragon’s ~5.5 mt.
Then I read further and realized that Dragon has the capacity to return cargo to Earth, but ATV did not. Everything burned up.
I wonder how much stuff there will be to be saved from the eventual demise of the ISS: either moved to another orbital outpost, or (mostly) returned to Earth before destructive reentry? Since the return cargo capacity of the Soyuz seems to be very limited, and the Progress is I think has none, will there be a demand for a Starship-based “unloader” when the time comes?
