Inspector General: NASA’s lunar rover VIPER mission on schedule, with some cost increases

According to a report [pdf] issued today by NASA’s inspector general, the agency’s VIPER lunar rover mission is generally on schedule for its ’23 launch, though it has experienced some cost increases and still carries some scheduling risks, mostly related to the development of Astrobotic’s commercial Griffin lunar lander, and its precursor Peregrine mission that ULA hopes to launch on its first Vulcan rocket test.

Although Astrobotic personnel explained that Griffin’s development schedule is largely independent of its Peregrine mission, the Peregrine Lander—planned to launch in 2022—has multiple systems and subsystems that will also be used on Griffin. Therefore, any technical problems with these systems may adversely affect development of the Griffin Lander because Astrobotic would only have about a year, depending on the Peregrine launch date and start of lunar operations, to resolve the issues prior to NASA delivering VIPER for integration and launch. Furthermore, any failures during the Peregrine mission may lead to Griffin delays as NASA and Astrobotic investigate the failures and develop corrective actions.

In addition, VIPER long-lead acquisitions—such as the rover solar power array and avionics unit—have been affected by aerospace industry supply chain delays caused by COVID-19 as have delivery of computer boards and motor parts. Both of these issues have impacted design verification testing needed for the mission’s Critical Design Review, while COVID-19 also delayed some component development schedules.

Peregrine’s launch has been delayed by a year because Vulcan has been delayed because of Blue Origin’s problems with the BE-4 rocket engine. Though ULA hopes the Vulcan/Peregrine launch can occur late this year, that date remains very much in doubt. Further launch delays would thus threaten the launch of Griffin and VIPER.

As for the cost increases, the IG found that NASA had been forced to increase the budget for VIPER by 18.1%, a relatively minor increase compared to many of NASA’s other big projects. The IG noted however that further cost overruns are very possible, especially if the Peregrine mission experiences problems.

The photo above shows the rover’s presently planned route in the relatively flat area about 85 miles from the Moon’s south pole and near the western edge of Nobile Crater (pronounced No-BEEL-e).

NASA postpones next SLS dress rehearsal countdown attempt to next week

NASA officials today said that they have postponed their next attempt to complete the first dress rehearsal countdown of the SLS unitl next week, thus allowing the private commercial manned Axiom launch to ISS to proceed on April 8th.

The rocket will remain at the launch site as the engineering teams assess the issues that caused two scrubs and several launch count down holds.

SLS dress rehearsal countdown scrubbed an hour before T-0

Yesterday’s first dress rehearsal countdown for NASA’s SLS rocket managed to get within an hour of T-0 with its oxygen tanks half full when mission control scrubbed the countdown.

During chilldown of the lines in preparation for loading the liquid hydrogen, the teams encountered an issue with a panel on the mobile launcher that controls the core stage vent valve. The purpose of the vent valve is to relieve pressure from the core stage during tanking. Given the time to resolve the issue as teams were nearing the end of their shifts, the launch director made the call to stop the test for the day. A crew will investigate the issue at the pad, and the team will review range availability and the time needed to turn systems around before making a determination on the path forward.

No word as yet when they will attempt the next full dress rehearsal. The delays with SLS have so far caused several further delays for Axiom’s private mission to ISS, since NASA has given SLS priority over the range. It has now been pushed back to April 8th.

Note that none of these problems should be a surprise. This is the first time the rocket and mobile launcher have been placed under flight conditions, so minor issues should be expected. At the same time, dealing with these issues now, just before actual launch, rather than earlier in development, illustrates the backwards way NASA’s management has run this program. You can never design anything new perfectly. You need to test and fail and fix along the way. NASA avoids testing because it can’t build anything at a reasonable cost. The result is that when it comes time to launch, lots of previously unidentified minor issues pop up that need fixing.

NASA aborts fueling in SLS dress rehearsal countdown

UPDATE: Dress rehearsal countdown to resume, now aiming for a 2:40 pm (Eastern) T-0 tomorrow, April 4th.

NASA announced this morning that it has aborted fueling in SLS dress rehearsal countdown because of a problem with the rocket’s mobile launcher.

Teams have decided to scrub tanking operations for the wet dress rehearsal due to loss of ability to pressurize the mobile launcher. The fans are needed to provide positive pressure to the enclosed areas within the mobile launcher and keep out hazardous gases. Technicians are unable to safely proceed with loading the propellants into the rocket’s core stage and interim cryogenic propulsion stage without this capability.

It appears engineers are assessing the issue and hope to resume the countdown so as to proceed with rocket fueling tomorrow.

SLS dress rehearsal begins, with press coverage limited by NASA

NASA today began the two-day-long “wet dress rehearsal” countdown of its first SLS rocket, with T-0 expected to occur at 2:40 pm (Eastern) on April 3rd.

The article at the link provides all the information you could want about this rocket, which is now about seven years behind schedule and having a cost so far about $25 billion. This quote however tells us much about the mentality at NASA:

But much of the test will happen without independent press coverage. NASA plans to provide sanctioned updates on the two-day dress rehearsal via the agency’s website and social media accounts, but news media representatives are not being permitted to listen to the countdown activities.

NASA has cited security and export control restrictions for the move. Numerous media representatives requested access to the SLS countdown audio for the wet dress rehearsal. Launch countdown audio feeds for other U.S. rockets, including those developed by private companies and hauling sensitive U.S. military satellites into orbit, are widely available to the news media and the public.

…NASA plans to release only text updates through the weekend. NASA TV will not be airing any live commentary for the final hours of the practice countdown. The agency’s television channel has previously provided live coverage of similar events, such as space shuttle tanking tests. [emphasis mine]

NASA reasons for not allowing anyone to listen to its audio feed — “security and export control restrictions” — is an utter lie. The real reason is that NASA fears the public’s reaction should anything not go exactly as planned. By blocking access to the audio feed, they can hide any faux pas.

NASA’s fear of course is misplaced. This is a test. No one will be surprised or outraged if it doesn’t go perfectly. Better to be open and up front than try to hide problems, because eventually those problems will be revealed and the cover-up will do far more harm to NASA’s reputation than the problems themselves.

The many new private rocket companies, SpaceX, Rocket Lab, Astra, Virgin Orbit, understand this, which is why they all make their primary countdown audio feeds available, though of course they almost certainly have secondary private feeds where engineers can speak more freely. Similarly, NASA did the same in the 1960s, and then during the entire shuttle program.

Now however “export control restrictions” and “security” requires them to be secretive? It is to laugh.

Soyuz capsule returns three astronauts safely, completing Mark Vande Hei’s 355 day mission

A Russian Soyuz capsule successfully returned three astronauts back to Earth today, thus completing Mark Vande Hei’s 355 day mission, the longest so far achieved by an American astronaut.

Vande Hei’s record is the fifth longest overall, behind four other Russians on Mir. Musa Manarov and Vladimir Titov were the first to complete a year-long flight in 1987-1988. Sergei Avdeyev’s flight of 381 days on Mir in 1998-1999 is the second longest. Valery Polyakov holds the record for the longest flight, 437 days in 1994-1995.

Now that Vande Hei is safely back on Earth, expect Dmitry Rogozin, the head of Roscosmos, to make some announcement in the next day or so further limiting cooperation at ISS. It is my expectation he will end the discussions between Roscosmos and NASA to exchange one-for-one flights on each other’s capsules. While the partnership to maintain and occupy ISS will continue, Rogozin will likely end any cooperation otherwise.

Surprise! NASA’s ’23 budget request asks for more money!

In releasing its budget request this week to Congress for the 2023 fiscal year, NASA did what it routinely does each year, ask for more money, this time asking for an 8% increase from what Congress appropriated last year.

NASA’s FY2023 budget request is $25.974 billion versus the FY2022 appropriation of $24.041 billion. NASA had requested $24.802 billion in large part to pay for the Artemis program to return astronauts to the lunar surface, but Congress wasn’t willing to allocate that much. While supportive of Artemis and NASA’s many other science, aeronautics and technology programs, there is a limit as to how much Congress is willing to invest.

NASA is requesting not just another boost in FY2023, but in the “out years” thereafter, rising to $28 billion in FY2027, though much of that purchasing power likely will be lost to inflation.

…In essence, the agency wants more money for everything it is doing.

The budget request also asks again for Congress to terminate the SOFIA airborne telescope, which NASA contends is not producing enough science to justify its $80 million annual cost. Congress has repeatedly refused to do so in past years. As should be expected, Congress will likely not cancel SOFIA again, as it likes to spend money we don’t have.

The goal of the increased funding for Artemis is also to continue the SLS program for many years to come. Expect Congress to also fund this in the coming few years, though the long term future of SLS remains in doubt, especially if SpaceX’s Starship begins flying. Artemis won’t be cancelled by our spendthrift Congress, but Congress will likely decide to shift that spending to Starship and other private rockets rather than SLS as those private rockets come on line.

All in all, expect Congress to give NASA more cash, but not as much as the agency requests.

Biden administration demands that all NASA grantees hire minorities/women

“Segregation today, segregation tomorrow, segregation forever!” The Biden administration has proposed a new rule for anyone receiving financial grants from NASA, requiring those grantees to solicit bids for any subcontracting work from minorities and/or women.

The Grants Policy and Compliance Branch (GPC) in the National Aeronautics and Space Administration’s (NASA) Office of the Chief Financial Officer is soliciting public comment on the Agency’s proposed implementation of a new term and condition that requires recipients of NASA financial assistance to obtain a quotation from small and/or minority businesses, women’s business enterprises or labor surplus area firms when the acquisition of goods or services exceeds the simplified acquisition threshold.

…NASA’s expectation is that this action will result in an increase in contracting opportunities for small and/or minority businesses, women’s business enterprises and labor surplus area firms that contract with NASA financial assistance recipients.

The rule is not yet in effect. NASA is simply seeking public comment. However, the intent of this “equity” regulation is the same as all critical race theory implementations, to favor minorities and women and discriminate against whites and men. And if you don’t believe me, read this further explanation for this new rule at the link:

On January 25, 2021, President Biden issued E.O. 13985, “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government,” outlining a comprehensive approach to advancing equity for all, including people of color and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality. Given that advancing equity requires a systematic approach to embedding fairness in the decision-making process, the E.O. instructs agencies to recognize and work to redress inequities in their policies and programs that serve as barriers to equal opportunity.

Since everyone has the same equal opportunity to compete for bids, this new Biden rule, which is designed to tilt the scale and discriminate in favor of “people of color and others who have been historically underserved”, it is actually creating barriers to equal opportunity. It is also a bald-faced violation of every civil rights law passed since 1964, which required that no one should be discriminated against because of their race, ethnicity, religion, or sex, be they white, black, red, yellow, green, or orange.

But then, this is our Democratic Party, led by Joe Biden. It has eagerly returned to its slave/segregation roots, where it sees race as a person’s only important attribute, with some races deserving favored treatment and other races to be oppressed. Until the civil rights movement of the 1950s and 1960s Democrats favored whites and oppressed minorities. Now the party favors minorities and oppresses whites.

Nothing has really changed however. The Democratic Party, led by Joe Biden, remains the party of racism and bigotry.

NASA solicits proposals for second commercial manned lunar lander

Having received a budget boost from Congress for its manned lunar lander Artemis program, NASA yesterday announced that it is soliciting proposals from the private sector for a second lunar lander, so that the agency will not be reliant only on SpaceX’s Starship.

To bring a second entrant to market for the development of a lunar lander in parallel with SpaceX, NASA will issue a draft solicitation in the coming weeks. This upcoming activity will lay out requirements for a future development and demonstration lunar landing capability to take astronauts between orbit and the surface of the Moon. This effort is meant to maximize NASA’s support for competition and provides redundancy in services to help ensure NASA’s ability to transport astronauts to the lunar surface.

As part of this revised program, NASA also is negotiating a revision to its contract with SpaceX. It appears that this change will have SpaceX fly an additional manned mission with Starship, after which NASA would open up competition to everyone on future flights. The press release however is not entirely clear on this point.

This new competition will of course be a boon to the losers in the first manned lunar lander competition, Blue Origin and Dynetics. Both will certainly submit bids, as will others.

NASA: Europa Clipper’s cost rise; Mars sample return delayed

At a meeting this week NASA officials admitted that the cost of its Europa Clipper mission has risen by three quarters of a billion dollars, and that the sample return mission to bring back Perseverance’s core samples will be delayed, as well as now require two landers, not one.

NASA revealed significant changes to two of its flagship planetary science missions at today’s Space Science Week meeting at the National Academies of Sciences, Engineering and Medicine. The cost for Europa Clipper, which will gather data as it makes multiple swingbys of Jupiter’s moon Europa, has grown from $4.25 billion to $5 billion. Separately, NASA and ESA are replanning the Mars Sample Return mission. Two landers are needed instead of one to retrieve samples from the surface of Mars and boost them into orbit for their trip back to Earth. The launches will be in 2028 instead of 2026.

The sample return mission itself is also growing in complexity:

A Sample Fetch Rover will be sent to collect them and take them to a Mars Ascent Vehicle — a rocket — that will shoot them into Martian orbit where they will be transferred to an Earth Return Orbiter for the trip back to Earth.

Initially the plan was for the fetch rover and ascent vehicle to be launched together in 2026, and the Earth Return Orbiter in 2027. But Zurbuchen decided to convene an Independent Review Board in 2020 to get an impartial assessment of the plan by outside experts. The Board cautioned that 2026 was “not achieveable” with 2028 a more realistic date, and that the “program’s schedule and cost are not aligned with its scope.”

Consequently, NASA now has replanned the mission with two landers — one each for the fetch rover and ascent vehicle — instead of one. Both landers will launch in 2028. The Earth Return Orbiter will still launch in 2027. The samples will get back to Earth in 2033.

Prediction: The launch of this fleet of sample return spacecraft will be further delayed, and its overall cost will rise, by a lot. In fact, it is very possible that SpaceX’s Starship will have already returned samples from Mars before NASA’s mission gets off the ground.

Rogozin: Lift sanctions by end of March or else!

Dmitry Rogozin, the head of Russia’s Roscosmos space corporation that runs all of that nations aerospace industry, yesterday demanded that Europe and the U.S. lift its sanctions against Russia by end of March or he would take further action against them.

“We will wait until the end of March. The lack of response or a negative response would be a basis for our decision,” he said, without specifying what kind of decision it would be.

According to the official, the space corporation was not going to yield to the sanctions.

One immediately asks, what happens at the end of March? Why time further space-related actions then?

Well, the only area in which Russia is still cooperating with the west in space is on ISS. At the end of March, Russia will bring home American astronaut Mark Vande Hei using its Soyuz capsule. This suggests that once Vande Hei comes home, Rogozin will announce that Russia will no longer fly any western astronauts to ISS on its rockets or capsules. He might also further announce actions that will accelerate the end of the ISS partnership, including laying out Russia’s schedule for adding modules to its half of ISS and then detaching it from the station.

If so, good. Such an action will bring clarity to the station’s remaining days, forcing NASA to make sure the station can function after the Russian half is gone. It will probably quicken the development of Axiom’s modules to the station, and might encourage the private construction of other modules to pick up the slack left by the Russian exit.

Russia launches three Russians to ISS on Soyuz-2 rocket

Russia today successfully launched three astronauts to ISS on its Soyuz-2 rocket, the first time the crew on a Russian launch to ISS was entirely Russian.

The docking at the station is expected three hours after launch.

The reason for the all-Russian crew has nothing to do with the Ukraine War. Initially NASA and Roscosmos were negotiating to have an American on this flight as part of a barter deal, whereby astronauts from the two space agencies fly on each other’s capsules in an even trade to gain experience with each. In October both agencies agreed to hold off the first barter flight until ’22. With the on-going sanctions however it is now unknown whether that barter deal will go forward.

SLS arrives at launch site

NASA’s SLS rocket finally arrived at its launch site early this morning after an 11 hour journey on its mobile launcher from the Vehicle Assembly Building (VAB), in preparation for a dress rehearsal countdown on April 3, 2022.

The approximately two-day test will demonstrate the team’s ability to load cryogenic, or super-cold, propellants into the rocket, conduct a launch countdown, and practice safely removing propellants at the launch pad. After wet dress rehearsal, engineers will roll the rocket and spacecraft back to the Vehicle Assembly Building for final checkouts before launch.

The launch is presently scheduled for late May, but we must not be surprised if it is delayed to June, or July.

The big news in the mainstream press today is the planned rollout from the Vehicle Assembly Building (VAB) of NASA’s SLS rocket this evening in preparation for its dress rehearsal fueling and countdown planned for April 3rd.

This article by Newsweek is very typical. It glows with facts lauding SLS’s gigantic size and the monumental systems designed to slowly transport it the four miles from the VAB to the launchsite.

At a height of 322 feet (ft), making it taller than the 305ft Statue of Liberty, the SLS will be the largest rocket to move to a launchpad since the Saturn V launched on its last mission in 1973, when it carried the Skylab space station into orbit around Earth. Its size has seen NASA dub it a Mega-Moon rocket.

NASA says that the four-mile journey from the Vehicle Assembly Building to the launch pad at NASA’s Kennedy Space Center in Florida, where the SLS was recently adorned with the NASA logo, will take between 6 and 12 hours. It will be carried on the back of NASA’s 6.6-million-pound crawler vehicle. [emphasis mine]

If that April 3rd countdown dress rehearsal goes well, SLS will be rolled back to the VAB and then prepped for its first launch, presently scheduled tentatively for May ’22, though more likely in June or July.

For NASA the rollout today is somewhat of a relief. SLS was originally supposed to launch in 2015, making it seven years behind schedule. It has also been enormously expensive, costing close to $30 billion to build, if one does not count the $20 billion cost of the Orion capsule it carries. That the agency finally has this rocket assembled and almost ready to launch, after so many delays and cost overruns, means that NASA might finally be able to prove it is a reality, not simply a boondoggle designed by Congress to funnel cash through NASA to their constituents.

NASA adds another antenna to its Deep Space Network

In its on-going project to upgrade and refurbish the antenna dishes of its Deep Space Network communications, used to communicate with planetary probes beyond Earth orbit, NASA yesterday announced that the fourth of six planned new antennas is now online in Madrid.

DSS-53 is the fourth of six antennas being added to expand the DSN’s capacity and meet the needs of a growing number of spacecraft. When the project is complete, each of the network’s three ground stations around the globe will have four beam waveguide antennas. The Madrid Deep Space Communications Complex is the first to have completed its build-out as part of project. Construction on DSS-53 began in 2016.

The Deep Space Network has needed an upgrade for about a decade, and has been especially under strain as the number of missions to Mars increased during that time. After many years of delay, almost all due to budget decisions by both NASA and Congress, the upgrade began in earnest in 2016.

NASA extends Ingenuity’s mission through September ’22

NASA yesterday officially extended Ingenuity’s flight operations on Mars at least through September 2022, outlining in detail the helicopter’s hoped-for flight targets.

The map to the right shows the helicopter’s present location with the green dot, with its two possible future routes proceeding from this location indicated by dashed lines. The red dot indicates Perseverance’s present location, with its planned route from this spot indicated by the dashed lines.

Scheduled for no earlier than March 19, Ingenuity’s next flight will be a complex journey, about 1,150 feet (350 meters) in length, that includes a sharp bend in its course to avoid a large hill. After that, the team will determine whether two or three more flights will be required to complete the crossing of northwest Séítah.

Once Ingenuity crosses the rough terrain and reaches the delta, it will then be used to do more route scouting for the rover.

Upon reaching the delta, Ingenuity’s first orders will be to help determine which of two dry river channels Perseverance should take when it’s time to climb to the top of the delta. Along with routing assistance, data provided by the helicopter will help the Perseverance team assess potential science targets. Ingenuity may even be called upon to image geologic features too far afield (or outside of the rover’s traversable zone), or perhaps scout landing zones and caching sites for the Mars Sample Return program.

This ambitious plan exists because both the helicopter and its engineering team have far exceeded expectations. At the moment, there is no obvious reason why Ingenuity cannot continue to operate for years, an expectation that no one predicted.

NASA: committed to forcing everyone to use gender pronouns demanded by its employees

The on-going dark age: NASA yesterday released a statement announcing the completion of an email test project at the Goddard Space Flight Center that allowed employees to include their preferred gender pronouns in email display fields.

NASA’s short statement, quoted in full below, illustrates where the space agency’s real priorities lie.

Through an effort to create a more inclusive workplace, NASA recently completed an IT project at Goddard Space Flight Center that allowed approximately 125 employees to test the option of including their gender pronouns in NASA’s email display fields — which currently includes each employee’s name, center, and an organizational code. The learnings from this test will be used to inform the advancement of diversity, equity, inclusion, and accessibility.

NASA is fully committed to supporting every employee’s right to be addressed by their correct name and pronouns. All NASA employees currently have the option and flexibility to include their gender pronouns in their customized email signature blocks. This option remains unchanged and is supported by NASA leadership so that employees can share their gender identities and show allyship to the LGBTQIA+ community.

To put this in honest language, NASA’s management is gearing up the legal process to give the power of one group of people (the “LGBTOIA+” community) to impose their beliefs on others, and to force others to promote those beliefs in writing, whether they agree with them or not.

What this has to to with NASA’s core mission, to explore space, I have no idea. But then I am rational and our government today is not.

Russia blocks future rocket engine sales to U.S.

Dmitry Rogozin, head of Roscosmos, today announced that Russia will no longer sell any rocket engines to U.S. companies.

The head of Roscosmos, Dmitry Rogozin, announced the new policy in an interview with the Russia 24 TV channel. “Today we have made a decision to halt the deliveries of rocket engines produced by NPO Energomash to the United States,” Rogozin said in the interview, according to Russia’s state press site Tass. “Let me remind you that these deliveries had been quite intensive somewhere since the mid-1990s.” Rogozin also added: “Let them fly on something else, their broomsticks, I don’t know what,” according to Reuters.

Russian engines are used on two American rockets, ULA’s Atlas-5 and Northrop Grumman’s Antares. The Atlas-4 however is being phased out, and has already received all the engines it needs for all of that rocket’s remaining flights. ULA plans to replace it with its new Vulcan rocket, using Blue Origin’s (long delayed) BE-4 engine.

Antares however is a more serious issue. Northrop Grumman uses this rocket to launch Cygnus freighters to ISS. It depends on two Russian engines for its Ukrainian-built first stage. The Ukraine War now probably makes building more Antares rockets impossible, which means at some point Northrop Grumman will no longer be able to supply ISS with cargo using Cygnus. Furthermore, NASA’s plan to use Cygnus’ engines to maintain ISS’s orbit will be impacted if Cygnus launches to ISS cease.

There is an option, though it too has issues. ULA has already launched one Cygnus to ISS using its Atlas-5. Though this rocket is going away, ULA could probably use its Vulcan instead — assuming Blue Origin finally gets the BE-4 engine operational so that Vulcan can finally launch.

Overall, Russia’s decision might cause a temporary blip in the American space effort, but if the government doesn’t get in the way I think that competition will force a solution. As Aesop said, necessity is the mother of invention.

NASA IG: SLS/Orion cost per launch equals $4.1 billion and is “unsustainable”

At a House hearing today the NASA Inspector General Paul Martin stated unequivocally that the cost of NASA’s SLS rocket, Orion capsule, and the associated ground systems is about $4.1 billion per launch, which made the entire program, in his words, “unsustainable.”

Appearing before a House Science Committee hearing on NASA’s Artemis program, Martin revealed the operational costs of the big rocket and spacecraft for the first time. Moreover, he took aim at NASA and particularly its large aerospace contractors for their “very poor” performance in developing these vehicles.

Martin said that the operational costs alone for a single Artemis launch—for just the rocket, Orion spacecraft, and ground systems—will total $4.1 billion. This is, he said, “a price tag that strikes us as unsustainable.” With this comment, Martin essentially threw down his gauntlet and said NASA cannot have a meaningful exploration program based around SLS and Orion at this cost.

Martin’s testimony confirms what was contained in his November 2021 report, from which I took the graphic above. The article at the link details at length Martin’s testimony today, which was amazingly harsh. He also said that

NASA is obscuring costs that it is spending on the Artemis program and that, in aggregate, his office believes NASA will spend $93 billion from 2012 to 2025 on the Artemis program. “Without NASA fully accounting for and accurately reporting the overall costs of current and future Artemis missions, it will be much more difficult for Congress and the administration to make informed decisions about NASA’s long-term funding needs—a key to making Artemis a sustainable venture,” Martin said.
