Astronauts recover towel left on outside of ISS ten years ago

During a spacewalk this week Russian astronauts recovered a towel that had been left on the outside of ISS during an earlier spacewalk ten years ago.

The towel was originally meant to clean astronauts’ spacesuits during their work in outer space. It was left by a Russian cosmonaut about a decade ago. Mr Kononenko and Mr Ovchinin removed the towel from the station’s surface and placed it in a special container. It will be sent back to Earth and delivered to a group of experts for further examination.

Though unplanned, this towel will provide some good data on the ability of microorganism to survive in space. It almost certainly had such things within it when it was taken outside a decade ago, and the question now will be whether they survived or not, and their condition in either case.

GAO finds continuing budget and scheduling problems for NASA’s big projects

A new Government Accountability Office (GAO) report released yesterday revealed that the ongoing budget overruns and scheduling delays for NASA’s big projects have continued, and in some cases worsened in the past year.

The cost and schedule performance of the National Aeronautics and Space Administration’s (NASA) portfolio of major projects continues to deteriorate. For this review, cost growth was 27.6 percent over the baselines and the average launch delay was approximately 13 months, the largest schedule delay since GAO began annual reporting on NASA’s major projects in 2009.

This deterioration in cost and schedule performance is largely due to integration and test challenges on the James Webb Space Telescope (see GAO-19-189 for more information). The Space Launch System program also experienced significant cost growth due to continued production challenges. Further, additional delays are likely for the Space Launch System and its associated ground systems. Senior NASA officials stated that it is unlikely these programs will meet the launch date of June 2020, which already reflects 19 months of delays. These officials told GAO that there are 6 to 12 months of risk associated with that launch date. [emphasis mine]

The Trump administration has made it clear to NASA’s bureaucracy that it expects SLS to meet the June 2020 deadline, or it will begin the process of ending the program and replacing it with private rockets. This GAO report suggests that this threat is almost certain to be carried out.

Anomaly during static fire test of Northrop Grumman OmegaA rocket motor

Capitalism in space: During a static fire test of the first stage solid rocket motor for Northrop Grumman’s OmegaA rocket, the rocket’s nozzle suddenly broke apart two minutes into the firing.

I have embedded video of the test below the fold. The anomaly occurs about 2:11 into the video.

OmegA is being developed as part of a contract awarded to Northrop Grumman by the Air Force:

After the end of the Ares 1 and Liberty launch vehicle projects, Orbital ATK developed a next generation launch vehicle concept to compete for future US Air Force and NASA launches, and won a rocket propulsion system (RPS) contract in January 2016 as part of the Air Force’s effort to end its dependence on Russian RD-180 engine imports, due to increased geopolitical tensions between the West and Russia.

The contract enabled Orbital ATK to keep working on the next generation launch system, which was later named OmegA, with the first and last letters capitalized to incorporate the company’s initials.

In June 2018 Orbital ATK was acquired by Northrop Grumman to become Northrop Grumman Innovation Systems (NGIS), and in October of that year the US Air Force awarded NGIS a launch service agreement (LSA) contract initially worth $181 million for the first 18 months, and ultimately worth $792 million, to develop, build, and test the OmegA rocket, culminating in four test flights of two configurations starting in 2021.

Curiosity’s journey up the slopes of Mount Sharp in Gale Crater goes on! On the right is one of a number taken by the rover in the past week, showing water clouds drifting over Gale Crater.

These are likely water-ice clouds about 19 miles (31 kilometers) above the surface. They are also “noctilucent” clouds, meaning they are so high that they are still illuminated by the Sun, even when it’s night at Mars’ surface. Scientists can watch when light leaves the clouds and use this information to infer their altitude.

While these clouds teach us something about Martian weather, the big rover news this week was that the data obtained from the two drill holes taken in April show that the clay formation that Curiosity is presently traversing is definitely made of clay, and in fact the clay there has the highest concentration yet found by the rover.

This clay-enriched region, located on the side of lower Mount Sharp, stood out to NASA orbiters before Curiosity landed in 2012. Clay often forms in water, which is essential for life; Curiosity is exploring Mount Sharp to see if it had the conditions to support life billions of years ago. The rover’s mineralogy instrument, called CheMin (Chemistry and Mineralogy), provided the first analyses of rock samples drilled in the clay-bearing unit. CheMin also found very little hematite, an iron oxide mineral that was abundant just to the north, on Vera Rubin Ridge. [emphasis mine]

That two geological units adjacent to each other are so different is significant for geologists, because the difference points to two very different geological histories. The formation process for both the clay unit and Vera Rubin Ridge must have occurred at different times under very different conditions. Figuring out how that happened will be difficult, but once done it will tell us much about both Gale Crater and Mars itself.

With the success of their clay unit drilling campaign, the Curiosity science team has had the rover begin its trek back from the base of the cliff below Vera Rubin Ridge to its planned travel route up the mountain.

An updated description of that route was released by the Curiosity science team last week, while I was in Wales. Below is their image showing that route, with additional annotations by me and reduced to post here.

Hayabusa-2 successfully places reference target at man-made crater

Hayabusa-2 has successfully dropped a small reference target at the man-made crater on Ryugu, getting within 10 meters of the surface.

The image to the right is the last image taken by the spacecraft’s navigation camera during the operation. Unfortunately, the science team did not provide any further information, such as the height from which this image was taken, nor the scale of the features. Based on the sequence of images, it clearly occurred at the moment of closest approach.

I have tried to see if I could pinpoint the crater in the image by comparing it to the planning image post here. Unfortunately, I have been unable to identify comparable features.

Either way with the successful placement of the reference target on the surface, they can now begin planning the sample grab touch-and-go at this location.

The mysterious slope streaks of Mars

The uncertainty of science: In the past decade or so scientists have documented in detail a number of features on the Martian surface that evolve or change over time. From the constantly changing poles to the tracks of dust devils to landslides to the appearance of seasonal frost, we have learned that Mars is far from a dead world. Things are happening there, and while they are not happening as quickly or with as much energy as found on Earth, geological changes are still occurring with regular frequency, and in ways that we do not yet understand.

Of the known changing features on Mars, two are especially puzzling. These are the two types of changing streaks on the slopes of Martian cliffs, dubbed recurring slope lineae (referred as RSLs by scientists) and slope streaks.

Lineae are seasonal, first appearing during the Martian summer to grow hundreds of feet long, and then to fade away with the arrival of winter. Their seasonal nature and appearance with the coming of warm temperatures suggests that water plays a part in their initiation, either from a seep of briny water or an avalanche of dust. Or a combination of both. The data however does not entirely fit these theories, and in fact is downright contradictory. Some studies (such as this one and this one) say that the seasonal lineae are caused by water. Other studies (such as this one and this one) say little or no water is involved in their seasonal formation.

The answer remains elusive, and might only be answered, if at all, when Curiosity takes a close look at two lineae in the coming years.

Slope streaks however are the focus of this post, as they are even more puzzling, and appear to possibly represent a phenomenon entirely unique to Mars. I became especially motivated to write about these mysterious ever newly appearing features when, in reviewing the May image release from the high resolution camera on Mars Reconnaissance Orbiter (MRO), I found four different uncaptioned images of slope streaks, all titled “Slope Stream Monitoring.” From this title it was clear that the MRO team was re-imaging each location to see if any change had occurred since an earlier image was taken. A quick look in the MRO archive found identical photographs for all four slope streak locations, taken from 2008 to 2012, and in all four cases, new streaks had appeared while older streaks had faded. You can see a side-by-side comparison of all four images below the fold.

NASA IG finds both Europa missions a mess

Our incompetent federal government: A report released today [pdf] by NASA’s inspector general has found that the management of the Europa Clipper orbiter and the later Europa lander missions, both mandated by Congress, are facing serious budget and schedule risks, despite being given more than three-quarters of a billion dollars more than requested.

Congress has taken a strong interest in the project and since fiscal year (FY) 2013 has appropriated about $2.04 billion to NASA for a Europa mission—$1.26 billion more than the Agency requested.

…Despite [this] robust early-stage funding, a series of significant developmental and personnel resource challenges place the Clipper’s current mission cost estimates and planned 2023 target launch at risk. In addition, although Congress directed NASA to use the SLS to launch the Clipper, it is unlikely to be available by the congressionally mandated 2023 date and therefore the Agency continues to maintain spacecraft capabilities to accommodate both the SLS and two commercial launch vehicles, the Delta IV Heavy and Falcon Heavy. [emphasis mine]

The lander meanwhile is in even worse shape, especially because its congressionally-mandated launch date on SLS in 2025 seems impossible.

It seems to me that this entire project could be the poster boy for the overall incompetence of our so-called “betters” in Washington, who in the past three decades have failed spectacularly in practically every major project they have undertaken. The project was mandated on NASA by Congress, led by former congressman John Culberson (R-Texas), who was then the chairman of the House subcommittee that was in charge of funding the agency. It was his pet project. Though the planetary science community were glad to have this mission, it was listed as their second priority in their 2011 decadal survey. Culberson made it first, and also made sure it got a lot of money, far more than NASA ever requested.

Despite this strong support, the inspector general has now found that the project is being badly mismanaged and faces budget overruns and scheduling problems. The scheduling problems partly result from the project’s bad management, but mostly because of Congress’s demand that the spacecraft fly on SLS. Our vaunted elected officials wanted to give that boondoggle (they own pet project) a mission, something it didn’t have, and Europa Clipper and Lander were therefore given that task.

The problem, as I have documented endlessly, is that SLS is woefully behind schedule. It appears it will likely not be ready for Europa Clipper’s launch window in 2023.

But hey, let’s give our federal government more responsibility and power! Let’s go socialist!

Hayabusa-2 has begun approach to Ryugu

Hayabusa-2 has begun its approach to the man-made impact site on Ryugu in order to drop a reflective reference target there in preparation for a later touch-and-go landing.

The link provides real time delivery of the images taken by the spacecraft’s navigation camera, released approximately once every thirty minutes. The image on the right, brightened slightly to post here, is the most recent image as I write this post.

The approach will take almost twenty-four hours, so viewing the changes at the link will be somewhat equivalent to watching paint dry. I suggest returning every few hours to see the closer images of the asteroid.

NASA releases industry studies of future commercial viability of low-Earth orbit

NASA today released summaries of the studies it had asked twelve private space companies to write looking into the future commercial viability of low-Earth orbit.

I’ve looked at those summaries, and found them nothing more than single view-graphs from each company selling its wares to NASA and the public. This overall analysis is quite accurate:

ISS Deputy Director Robyn Gatens told the NASA Advisory Council’s Human Exploration and Operations (NAC/HEO) committee today that the companies are “counting on NASA still to be an anchor tenant. Our desire is not to be an anchor tenant.”

She conceded that based on these studies, it does not appear that “we’ll see a dramatic reduction in what NASA will spend.” Her conclusion matches a 2017 independent analysis by the Science and Technology Policy Institute (STPI) at the Institute for Defense Analyses (IDA) that concluded “it is unlikely that a commercially owned and operated space station will be economically viable by 2025.”

In other words, at the moment everyone in this industry remains too dependent on government money. A private commercial industry in low-Earth orbit, including private space stations , might be possible, but it can’t get a foothold as long as NASA and ISS are in the game.

Launch failures in the past decade cost Russia almost a billion dollars

According to a Russian news report today, a Russian government financial study has found that the eleven Russian launch failures that occurred from 2010 to 2018 cost the government almost a billion dollars.

“During this period (2010-2018), 11 emergency launches took place. The losses of Russian to more than 35 bln rubles (which is almost 13 times higher than insurance costs),” the document said.

At the same time, due to the insurance tool, Russia returned almost 20 bln rubles ($309.62 mln), which is more than seven times the insurance costs.

“It should also be noted that during this period there were a number of emergency that were not insured. The result of these accidents was the losses of Roscosmos State Corporation in the amount of over 10.5 bln rubles ($162.55 mln), the sources of compensation are not established,” according to the explanatory note to the draft resolution of the Russian government.

The report also noted that insurance for launches from 2019 to 2021 will cost the Russians about 15% per launch. I don’t know the normal per launch insurance rate, so it is unclear if this is a heavy burden or not.

What is clear is that the failures in the past decade not only cost Russia dearly in money, it also lost them their international commercial market share. Right now almost all their launches are for the government, which brings them no outside profit, something they need desperately to help finance their future space effort.

Chang’e-4 and Yutu-2 wake up for sixth lunar day

China’s Chang’e-4 lander and Yutu-2 rover have been reactivated this week to begin observations during their sixth lunar day on the far side of the Moon.

According to the Chinese news source,

For the sixth lunar day, the lander’s neutron radiation detector and low-frequency radio detector will be restarted to conduct scientific tasks including particle radiation observation and low-frequency radio astronomical observation.

The rover’s panoramic camera, detection radar, infrared imaging spectrometer and neutral atom detector will be restarted during the sixth lunar day.

That’s about all we know. They have not released much information about the rover’s travels, nor have they released any detailed information about the data they have obtained.

SpaceX investigation into test explosion ongoing

A NASA update yesterday into SpaceX’s investigation into the test explosion that destroyed a manned Dragon capsule revealed that while the company is still working to launch humans by the end of the year, this schedule remains tentative until the investigation is completed.

The update included two important details. First, SpaceX is going to use for its launch abort test the Dragon capsule it had previously planned to fly on its first manned demo mission, and for that mission will use the capsule intended for the first operational manned flight. That first operational flight will then use a new capsule from their assembly line.

Second, the update confirmed that the anomaly that caused the explosion occurred as they were activating the SuperDraco thruster system, but prior to the firing of the thrusters. While this suggests once again that the failure might have not have involved the capsule but the test procedures, we will not know for sure until they release their investigation conclusions.

Russian company announces plan to enter suborbital tourism industry

Capitalism in space? A new Russian company, CosmoCourse, claims it will be flying a reusable suborbital capsule for tourism and science by 2023, with manned flights to follow in 2025.

CosmoCourse is developing a reusable spacecraft for sub-orbital tourist flights. A crew of six persons and an instructor is expected to make a 15-minute flight to an altitude of about 200 km. The preparations for the flight will take one day. The first manned flight is planned for 2025.

The CosmoCourse chief executive earlier told TASS that the company had signed a contract with the Nizhny Novgorod Region in the Volga area on cooperation in the project of creating the first private spaceport in Russia. The corresponding documents were submitted to Russia’s State Space Corporation Roscosmos for approval. [emphasis mine]

I strongly suspect that this story will fall into the pile of hundreds of other stories that have come from Russian in the past two decades, promising much but in the end delivering nothing. The company appears to be just a piece of paper selling itself in the hope of raising investment capital. In Russia however such capital does not exist, as everything related to space is controlled by Roscosmos, as indicated by the highlighted text. To get built, this company must convince Roscosmos to fund it. And since its proposals will be a direct threat to the already established “companies” under Roscosmos’s control, I doubt the Russian space agency will be inclined to approve this competitive effort. The players in power will determine who gets the money, and it won’t be any new startups.

Super Heavy/Starship construction now in SpaceX facilities in Texas and Florida

Capitalism in space: Even as it prepares for more Starhopper vertical test flights next month, SpaceX has now initiated Super Heavy/Starship construction in its facilities in both Boca Chica, Texas, and Cape Canaveral, Florida.

SpaceX is working a dual test flow for its new Super Heavy and Starship systems, with construction ongoing in Florida while Starhopper prepares to restart test operations in Texas. Two orbital Starship prototypes are now in staggered stages of production while the first Super Heavy booster is set to begin construction in the next three months. However, the focus will soon return to Starhopper, as it prepares for an incremental series of untethered test hops.

Earlier this month it came to light that SpaceX crews at Cocoa Beach in Florida were starting to assemble a second orbital Starship prototype vehicle, similar to the first of such articles that are currently located at the company’s launch and testing facility in Boca Chica, Texas.

According to SpaceX CEO Elon Musk, these two builds were going to be the center of a cooperative/competitive effort between the two sites and their respective team members, in which they would share insights and lessons learned during development – although they were not required to put them to use.

There is another aspect to this that must be emphasized. Super Heavy and Starship are not rockets as we have come to think of them. They are the names for a class of vehicle, each of which is intended to fly many times. SpaceX is therefore not building the first version of a throwaway rocket, but a ship it will use over and over. Because of this, they are not going to be building many of these ships, as you would with an expendable rocket. Instead, they are going to build only a handful, like a ship company that builds luxury ocean liners.

Building two ships simultaneously thus allows them to hone the engineering more quickly and efficiently. It also means that when they are done, SpaceX will have two giant space liners for getting people and cargo into orbit, literally a small fleet that will give them redundancy and make quick flight turnarounds possible.

Signals detected from experimental satellite that failed in 1967

NASA has confirmed that the signals detected in 2016 do come from an experimental satellite, LES-1, that failed in 1967.

LES stands for Lincoln Experimental Satellite, and was the first in a series of test satellites built by MIT’s Lincoln Laboratory for the Air Force. It was launched on February 11, 1965. Though it was reported to be operating properly, it was placed in an incorrect orbit that made its experiments useless. It ceased transmissions in 1967 and was thought lost, until amateur astronomer Phil Williams picked up a signal in 2016.

Williams told Southgate Amateur Radio News that the signal he detected from his base in Cornwall seemed to cycle every four seconds, diminishing and returning to create an eerie repetitive sound.

It would later be determined that the fluctuation was the result of the long-lost satellite barreling end over end through the void of space, causing variations in the light reaching the solar panels that Gunter’s Space Page says likely now power the depleted batteries of this 65 lb (30 kg) relic of the space age.

Scientists are unclear as to how the satellite continues to operate — Williams himself expressed some uncertainty as to how the craft might continue to function given the particularly harsh environment of space and its tendency to destroy electronic equipment.

This story is nothing more than a curiosity, but a fine one nonetheless.

Future lunar colonies at Shackleton Crater at the Moon’s south pole

The Lunar Reconnaissance Orbiter (LRO) science team has released a new image of the rim of Shackleton Crater, reduced slightly in resolution to post here on the right. The Moon’s south pole is located on the crater’s rim near the top right of this image. As they note at the link, the interior of Shackleton never gets any sunlight, making it what scientists call a Permanently Shadowed Region (PSR), while a ridgeline running south to de Gerlache Crater gets sunlight 90% of the time.

An elevated ridge runs roughly between Shackleton and de Gerlache craters, and the relatively high elevation of this landscape means that some portions are illuminated up to 90% of the time, but nowhere is permanently illuminated. Future explorers could take advantage of this persistent illumination by setting up solar panels in several closely spaced locations providing nearly constant solar generated electricity.

The proximity to Permanently Shadowed Regions in and around Shackleton crater adds scientific value to this destination, as PSRs are often home to compounds such as water ice that are not found elsewhere on the Moon, but which contain clues to the history of of inner Solar System water and other volatile elements. A nearby, ready source of water-ice would also be of benefit to human surface activities, either as a consumable (air or water) or as spacecraft fuel.

Sadly, I expect we are looking at the locations of future Chinese and Indian lunar bases. Though the U.S. has done all the proper legwork to find out the exact locations to build a lunar base at Shackleton, our government has decided we will instead twiddle our thumbs in lunar orbit while other countries use our legwork to land and establish bases on the Moon itself.

Hayabusa-2’s second approach to artificial crater scheduled

Based on images obtained during the aborted early May close-in approach to the asteroid Ryugu, the Hayabusa-2 science team was able to get better imagery of the location of their man-made impact site,, and this has allowed them to both reschedule to May 28-30 the next close approach, as well as more accurately aim the spacecraft at that artificial crater.

The image on the right shows the artificial crater as the dark area inside the box labeled C01, their new target site. The S01 box was the target location for the mid-May aborted approach.

The goal of these close-in approaches is to drop a reflective target at the site, giving them a very precise reference point for the touch-and-go sample grab to follow. They were unable to make the drop on the aborted close-in approach, and will attempt it again in this week’s second attempt.

OSIRIS-REx moves into new science phase

The OSIRIS-REx science team has shifted the spacecraft’s operation into a new phase aimed at carefully mapping the surface of the asteroid Bennu in preparation for an eventual touch-and-go sample grab.

During Detailed Survey: Equatorial Stations phase, the spacecraft’s instruments will make the scientific observations needed to help the team home in on the best location on Bennu to collect a sample of regolith (loose surface material). To obtain these data, the spacecraft will execute a series of slews between Bennu’s north and south poles while taking observations from seven different stations above the equator. These data will be studied to understand the geology of Bennu. The spacecraft will also conduct searches for dust and gas plumes.

During this phase, planned to last through mid-June, they are asking for the public’s help in mapping the surface and its innumerable rocks.

For this effort, NASA is partnering with CosmoQuest, a project run out of the Planetary Science Institute that supports citizen science initiatives. Volunteers will perform the same tasks that planetary scientists do – measuring Bennu’s boulders and mapping its rocks and craters – through the use of a simple web interface. They will also mark other scientifically interesting features on the asteroid for further investigation.

The boulder mapping work involves a high degree of precision, but it is not difficult. The CosmoQuest mapping app requires a computer with a larger screen and a mouse or trackpad capable of making precise marks. To help volunteers get started, the CosmoQuest team provides an interactive tutorial, as well as additional user assistance through a Discord community and livestreaming sessions on Twitch.

Seems like fun!

NASA awards Maxar Gateway power/communications contract

The never-ending boondoggle: NASA this week awarded the company Maxar its first official Lunar Gateway contract to develop the power, propulsion, and communications systems for the station.

Interestingly, the contract is structured somewhat similar to the commercial contracts for ISS cargo and crew.

This firm-fixed price award includes an indefinite-delivery/indefinite-quantity portion and carries a maximum total value of $375 million. The contract begins with a 12-month base period of performance and is followed by a 26-month option, a 14-month option and two 12-month options.

Spacecraft design will be completed during the base period, after which the exercise of options will provide for the development, launch, and in-space flight demonstration. The flight demonstration will last as long as one year, during which the spacecraft will be fully owned and operated by Maxar. Following a successful demonstration, NASA will have the option to acquire the spacecraft for use as the first element of the Gateway. NASA is targeting launch of the power and propulsion element on a commercial rocket in late 2022. [emphasis mine]

It is fixed-price, and Maxar will own the design with the ability to sell it to others as well as NASA.

The problem is that Maxar will not be building something that others might want. Their only customer will be NASA, and the design will be focused entirely to NASA’s needs in building their Gateway boondoggle. I am pessimistic anything productive for the future of space travel will come from this.

Moreover, the highlighted words reveal the corrupt nature of this deal. Development could go on forever, and should it do so, do not be surprised if the contract’s fixed price nature gets changed.

Our federal government, including NASA, is very corrupt. They are not interested in the nation’s interest, only the interests of themselves and the contractors they work hand-in-glove with in DC.

SpaceX raises more than a billion in investment capital

Capitalism in space: SpaceX announced this week that it has raised more than a billion dollars in investment capital.

The launch provider turned satellite operator raised $486.2 million in one round, and $535.7 million in another, the company said in May 24 filings to the U.S. Securities and Exchange Commission.

The filings show SpaceX sold all but $18.8 million of the shares available between the two rounds. The company raised $1.022 billion in total.

It appears the money will be used to finance the construction of both Super Heavy/Starship and their Starlink satellite constellation. The article also notes that SpaceX generated $2 billion in revenues last year. All told, the company seems to be in very healthy shape financially.

Boeing completes Starliner thruster tests

Capitalism in space: Almost a year after the company experienced a fuel leak during thruster tests of its Starliner manned capsule, Boeing announced this week that those tests have now been completed successfully.

In a statement, Boeing said it completed hot-fire testing May 23 of the spacecraft’s entire propulsion system, including various thrusters, fuel tanks and related systems within a “flight-like” service module of the spacecraft. Those tests took place at NASA’s White Sands Test Facility in New Mexico.

A series of tests demonstrated thruster firings for in-space maneuvers, high-altitude aborts and low-altitude aborts. The company said the tests were all successful.

They now plan their launchpad abort test this summer.

SpaceX successfully launches 60 prototype Starlink satellites

Capitalsm in space: SpaceX this morning successfully launched 60 prototype Starlink satellites as the first part of their planned constellation of thousands of satellites designed to provide worldwide internet access.

The first stage, already used twice before, landing successfully on their drone ship. You can watch the launch here.

Justice charges man with falsifying inspection reports for rocket parts

The Justice Department has charged an employee of a company now out of business for falsifying inspection reports of rocket parts intended for use on both the Falcon 9 and Falcon Heavy rocket.

The complaint states that in January 2018, an internal audit by SQA Services, Inc. (SQA), at the direction of SpaceX, revealed multiple falsified source inspection reports and non-destructive testing (NDT) certifications from PMI Industries, LLC, for Falcon 9 and Falcon Heavy flight critical parts. SpaceX notified PMI of the anomalies. Source inspections and NDT are key tools used in the aerospace industry to ensure manufactured parts comply with quality and safety standards. Specifically, the signed source inspection report had a forged signature of the SQA inspector. SpaceX and SQA officials believed the signature of the inspector was photocopied and cut and pasted onto the source inspection report with a computer.

On February 16, 2018, the NASA Launch Services Program alerted the NASA Office of Inspector General (OIG), and Kennedy Space Center (KSC) Resident Agency, regarding the falsified source inspection reports and false NDT certifications created by PMI. Some of the false source inspection reports and false NDT certifications were related to space launch vehicle components that, at the time of discovery, were to be used for the upcoming Transiting Exoplanet Survey Satellite (TESS) mission, which launched from a SpaceX Falcon 9 rocket on April 18, 2018.

Based on this report, it appears that SpaceX identified the problem before launch and that none of the questionable parts ever flew.

China has launch failure

A Chinese launch of a military satellite using a Long March 4C rocket failed today.

It appears the failure occurred with the third stage. This rocket is one of China’s smaller rockets, and is mostly used for polar launches of smaller satellites. It is likely therefore that the failure will not impact their planetary and manned programs, both of which depend on different and larger rockets.

SpaceX suing Air Force due to exclusion from development contracts

SpaceX has initiated a lawsuit against the Air Force for excluding the company from the rocket development contracts totaling $2.3 billion that it issued last year to ULA, Blue Origin, and Northrop Grumman.

The full SpaceX complaint alleges that the Air Force’s Space and Missile Systems Center “wrongly awarded” the funds “to a portfolio of three unproven rockets based on unstated metrics.” Under the Launch Service Agreement (LSA) program, the Air Force awarded three SpaceX competitors funding to develop new launch systems. The LSA awards granted $500 million to Blue Origin for its New Glenn rocket, $792 million to Northrop Grumman for its OmegA rocket and $967 million to ULA for the Vulcan Centaur rocket.

“By any reasonable measure, SpaceX earned a place in the LSA portfolio,” the complaint said.

I had guessed last year that SpaceX had decided not to bid for this money because of the strings the Air Force would attach to the development of Super Heavy/Starship. According to this lawsuit, that guess was wrong. SpaceX wanted its own share in this government cash, and didn’t get it.

Considering how Air Force requirements appeared to immediately slow down the development for ULA and Blue Origin, I still think SpaceX is better off without the cash. They have had to raise money from the private sector, and so far appear to have been successful in doing so, without those strings attached.

India’s PSLV launches Earth observation radar satellite

India’s PSLV rocket today successfully put a radar satellite designed to do Earth observations into orbit.

That India at this stage ties Russia says as much about India’s growing presence as a space power as it does about Russia’s fading presence.
