As a proud resident of Rapid City, South Dakota, I can only smile at the plain folk common sense of this law. FYI As a SD resident, I can carry my handgun open in my hip holster and walk around town like it was still the wild west. I need my $5.00 concealed carry permit (obtained from my sheriff without any delay, classes or waiting period) to conceal it but NOT to carry is open.
