Arianespace gets another launch contract

Capitalism in space: Arianespace has won new contracts for two launches of its Vega rocket.

More important however was this tidbit:

And, with another two flights to geostationary orbit booked for its Ariane 5 heavy lifter, the Arianespace orderbook now stands at €4.8 billion ($5.3 billion), with 53 launches for 28 customers: 18 using Ariane 5, 25 for the mid-weight Soyuz and 10 for Vega/Vega C.

Compare that manifest with Russia’s, which now only has 15 commercial launch contracts through 2023. Compare it also to SpaceX’s which lists about 30 commercial launches, excluding its NASA cargo and crew missions to ISS.

It would appear that Russia has so far been the big loser in the new competitive launch industry. This can of course change, especially if Russia fixes its production problems, becomes a reliable launch company, and offers competitive prices.

British government to loosen regulations on space

The British government is about to propose new regulations on space to allow the operation of commercial spaceports while establishing a licensing system for the launch companies that will fly from those spaceports.

These new regulations are likely the legislation the government announced it was preparing back in February. I suspect they are, like other recent legislative proposals, trying to fit the square peg of private enterprise into the round hole of the Outer Space Treaty.

New smallsat rocket company plans first flight of aerospike engine

ARCA Aerospace has announced that it will perform the first test flight reaching space of an aerospike rocket engine this coming August.

ARCA Space Corporation has announced the first test-launch of its Demonstrator 3 space vehicle at Spaceport America in August. This will mark the first space flight of an aerospike rocket engine. Aerospike rocket engines are described as significantly more fuel efficient than the current engines and could make launches attempting to bring satellite payloads to space more affordable. Demonstrator 3 will perform a suborbital space flight up to an altitude of 100 kilometers above the New Mexico desert.

Their goal is to build a rocket they have dubbed Haas 2CA for the smallsat industry.

There is an interesting video at the link from the company showing their engineers hand-building this first suborbital test rocket, which the company also says is the first of a weekly series leading up to the test launch. More information about the company can be found at their website. According to their schedule, they hope to make the first orbital flight in 2018, and begin commercial operations by the end of that year.

The state of the global aerospace industry

A new European analysis of the global aerospace industry suggests it is both growing and changing significantly.

Several takeaways that indicate future trends.

  • The government space spending has been stable the past 5 years, there was a 2% drop in 2016
  • The number of nations spending money on space has grown significantly in the past decade, from 47 to 70
  • Spending is shifting from military to civilian efforts
  • Russia experienced a 25% cut in aerospace spending in 2016
  • China passed Russia in spending in 2016
  • U.S. government spending stabilized in 2016 after a 25% decline since 2010

A drop in government spending in space is not proof that the industry is shrinking. In fact, it might be a sign of robust growth, in that it is no longer necessary to depend on coerced tax dollars to finance space projects. Instead, it suggests that because there are increasing profits to be made in space, the government is being replaced by a vibrant private sector. It also suggests that the private sector is finding ways to do things cheaper, which is saving the government money and allowing it to lower its budgets.

The second bullet point above reinforces these conclusions. Even though overall government spending has been stable, more countries have entered the market. More is being done with the same amount of money, and these lower costs are allowing new players to participate. The last bullet point also supports these conclusions. Even though the report notes a significant drop in U.S. government spending on space since 2010, it is very clear to me that the industry has actually prospered in these same years, fueled by a growing private sector.

Air Force budget reveals cost differences between ULA and SpaceX

Eric Berger at Ars Technica has found that the most recent Air Force budget provides a good estimate of the price ULA charges the military for its launches.

According to the Air Force estimate, the “unit cost” of a single rocket launch in fiscal year 2020 is $422 million, and $424 million for a year later.

This is a complex number to unpack. But based upon discussions with various space policy experts, this is the maximum amount the Air Force believes it will need to pay, per launch, if United Launch Alliance is selected for all of its launch needs in 2020. ULA launches about a half-dozen payloads for the Air Force in a given year, on variants of its rockets. Therefore, the 2020 unit cost likely includes a mix of mostly Atlas V rockets (sold on the commercial market for about $100 million) and perhaps one Delta rocket launch (up to $350 million on the commercial market for a Heavy variant).

In other words, the $422 million estimate per launch is the most they will pay. Atlas 5 launches will certainly be less, about $100 to $150 million, while the Falcon 9 will likely be under $100 million. What they are doing is budgeting high so they guarantee they have the money they need to pay for the most expensive launches, usually on the Delta Heavy.

From my perspective, they are budgeting far too high, and if I was in Congress I would insist that this number be reduced significantly, especially considering this Air Force statement on page 109 of the budget document [pdf]:

The Air Force, National Reconnaissance Office (NRO), and the National Aeronautics and Space Administration (NASA) agreed to a coordinated strategy for certification of New Entrants to launch payloads in support of NSS and other USG requirements which has so far resulted in the certification of one New Entrant. The Air Force continues to actively work with potential New Entrants to reliably launch NSS requirements. The Government may award early integration contracts to ensure each potential offeror’s launch system is compatible with the intended payload. Beginning in Fiscal Year 2018, the Air Force will compete all launch service procurements for each mission where more than one certified provider can service the required reference orbit. [emphasis mine]

The “New Entrant” is of course SpaceX. They are also saying that they are going to encourage competitive bidding now on all future launch contracts.

Senate to hold third hearing on commercial space

The Senate next week will hold the third in a series of hearings, organized by Senator Ted Cruz (R-Texas), to examine the state of the present partnership between the government and the private sector.

Like the previous hearings, the witnesses cover a wide range, though most this time represent companies in the private sector (including Gwynne Shotwell of SpaceX). It appears that what Cruz is doing is using these hearings to get as much feedback from as many private companies as possible, so that their preferences will dominate any decisions Congress eventually makes.

Boeing cuts management, streamlines its operations

Capitalism in space: In an effort to better compete, Boeing is eliminating a layer of management and cutting 50 jobs in its defense and aerospace division.

The changes split management into smaller units so they can make faster decisions in their specific fields. This includes separating their space and missile division from other activities. This quote however says it all about the accelerating competition in the space business.

The changes are designed to speed decision-making, [defense division head Leanne Caret] said in an interview. “Everything is moving faster,” she said of the competitive environment for defense contractors.

KFC pays to put chicken sandwich on four day World View shakedown flight

Capitalism in space: A publicity stunt by Kentucky Fried Chicken to sell a new chicken sandwich will help pay for the the first long shakedown of World View’s Stratollite balloon.

For World View Enterprises, the flight is expected to serve as a four-day shakedown cruise for its “Stratollite” system, which could eventually send military and commercial imaging payloads to the edge of the atmosphere for months at a time. “When KFC first brought this to us, we had a good chuckle,” World View CEO Jane Poynter told reporters during a teleconference today. But then the Arizona-based company realized there could be a serious point behind the project. “If you can fly a chicken sandwich to the edge of space … you can fly really just about anything,” Poynter said.

Besides, the payment that KFC is providing for the publicity will cover the cost of the test flight, including the expense of beaming down live HD video from a height of 60,000 to 75,000 feet, Poynter said.

Neither she nor KFC brand communications director George Felix would say precisely how much the fast-food chain is paying, but Felix said “we’re fully confident that this is going to be worth every penny.” For reference, NASA has paid World View as much as $440,000 for balloon test flights.

What is interesting to me is how World View appears to have significantly backed off its effort to sell and fly tourists on a balloon.

When World View was founded in 2013, the company’s main objective was to provide hours-long tours to the stratosphere in a pressurized Voyager capsule for $75,000 a ticket. Since then, World View has pivoted to the Stratollite concept, but it still intends to fly people someday. “We’re actually making huge progress,” Poynter said.

Poynter is no longer giving out a timetable for the start of Voyager tours, but she said two more Stratollite missions are scheduled for this summer. MacCallum, who is Poynter’s husband, said a full-scale mass simulator for the Voyager capsule is due to be flown by the end of the year.

All in all, the suborbital space tourism business appears, at least for now, to be fading, overwhelmed by the new and growing orbital launch industry.

House committee passes new commercial space bill

Last week the House Science committee passed a new commercial space bill designed to streamline the licensing system that presently exists for getting private space missions certified as required under the Outer Space Treaty.

The bill reforms the existing licensing system for commercial remote sensing satellites, streamlining a process that many companies in that sector said results in lengthy delays. It also establishes a “certification” process for commercial spaceflight not otherwise licensed today in order to eliminate any regulatory uncertainty and ensure compliance with the Outer Space Treaty.

“The goal of this bill is not to regulate space broadly,” [Committee chairman Lamar Smith (R-Texas)] said in a statement at the markup. “Instead, the bill takes a commonsense approach by establishing a legal foundation upon which U.S. industry can flourish.”

I am in the process of reviewing the proposed law, and hope to write something detailed about it in the next few days. I should say here that in general this law seems to be trying to address the same issues relating to the Outer Space Treaty that have been discussed during the Senate hearings organized recently by Senator Ted Cruz (R-Texas). And while to me the resulting bill seems generally good, it still leaves hanging the Outer Space Treaty’s fundamental problems relating to property rights.

What ISRO charges for a launch

Capitalism in space: This article, outlining the overall expenditures and earnings of India’s space agency, ISRO included this tidbit about the price it charges for launches:

Several companies like SpaceX’s Falcon 9, Russia’s Proton ULA, and Arianespace are big names in the space but ISRO’s Antrix provides competitive rates for commercial launches. ISRO, that has now become a specialist in launching satellites, cost a third of SpaceX launches. The low rates are probably because of ISRO’s location while its Indian engineers earn a fraction of the salaries that engineers would command in foreign countries. [emphasis mine]

If India does charge in the range of $20 to $30 million per launch they are in a strong position to compete with SpaceX, even after it reduces its prices because of the use of used first stages.

Luxembourg revises space law to address Outer Space Treaty

Luxembourg has revised its proposed new space law in order to try to address the property right concerns posed by the Outer Space Treaty.

The legislation is patterned on the U.S. Commercial Space Launch Competitiveness Act of 2015, which includes provisions that grant U.S. companies the rights to resources they extract from asteroids or other celestial bodies. One difference, Schneider said, will be that while the U.S. law requires companies to be based in the country, Luxembourg’s protections would cover companies regardless of their location. “We don’t really care where the money comes from,” he said.

The bill also creates a system for the authorization and continuing supervision of commercial space activities that are regulated by the country. The lack of similar policy in the United States for “non-traditional” commercial space activities like asteroid mining — required, many argue, in order to comply with Article 6 of the Outer Space Treaty — has been an issue debated in the last few years.

…Luxembourg is also in the process of creating a national space agency, Schneider said. The country is a member of the European Space Agency but has not previously had its own national agency. However, he said the agency will be structured differently than those in other countries. “This space agency will not be a copy of NASA or ESA, but it will be a space agency whose only focus on the commercial use of space resources,” he said. It will be set up a public-private partnership between the government and private funds.

I would say that the competition in space is definitely now heating up. These actions by Luxembourg might not solve the legal problems with the Outer Space Treaty, but they will certainly up the pressure on the world’s space-faring nations to face the issue.

Russia lowers its Proton launch plans for 2017

Though they are about to resume Proton launches, Russia today revealed that they only intend to launch the rocket five times in 2017, not seven as announced earlier.

Russia plans five Proton-M carrier rocket launches this year, including three commercial launches, Khrunichev Space Center CEO Andrei Kalinovsky told TASS on Wednesday. “Our plans for this year also additionally include four Proton-M carrier rocket launches. These are two commercial launches with Amazonas 5 and AsiaSat 9 satellites, and also two federal launches,” the chief executive said.

Even more interesting, the article notes that Russia only has contracts to launch 15 commercial satellites through 2023. That’s a launch rate of only about 2.5 to 3 commercial Proton launches per year, a rate that seems much less than in the past. Moreover, while they say they haven’t lost any customers in the past year, it also appears they haven’t gotten any either.

Air Force awards SpaceX contract to launch next X-37B mission

Capitalism in space: The Air Force has awarded SpaceX the contract to launch the next X-37B mission, presently scheduled to launch in August.

The contract amount was not announced, but it certainly is going to be less than ULA charged for its own launches of the X-37B. Also, this launch is scheduled only two months hence, which means SpaceX has to somehow wedge it into its already crowded schedule.

NASA considering using used first stages for Dragon cargo launches

Capitalism in space: With SpaceX’s successful launch on June 3 of a used Dragon cargo capsule to ISS, NASA is now considering using used Falcon 9 first stages for later cargo missions.

“That question has been posed,” Ven Feng, manager of the ISS Transportation Integration Office at NASA’s Johnson Space Center in Houston, said during a post-launch press conference Saturday. “We are looking at it,” he added. “We’re evaluating every aspect of it very carefully, and there is no schedule yet when we might go down that path.”

NASA officials made the same kind of cautious statements several years ago when SpaceX proposed flying a used Dragon capsule. In other words, they are going to do it, it just takes the bureaucracy time to mull the idea over and finally accept it.

Turkish company announces plans to build commercial rocket

Capitalism in space: A Turkish company, Roketsan, has announced its plans to build a rocket capable of launching both commercial and Turkish government satellites.

A Rocketsan press release that came out right before the Turkish International Defence Industry Fair held May 9-12, 2017, revealed the company’s plan to develop an independently funded satellite launch vehicle (SLV). The SLV will be Turkey’s first domestically produced rocket and it will be capable of launching low-Earth-orbiting satellites to an altitude of 500–700 km.

The SLV development is still in the conceptual design phase, but is planned to have a liquid propulsion system and falls in line with the SLS project. The SLS project involves a three-fold plan, the first step of which is to develop an SLV for the Turkish government.

Even though the SLV development is a fully private venture by Rocketsan, it will be Turkey’s own vehicle to use for government missions. That being said, the SLS project has much bigger and ambitious goals that require two additional phases. The next steps of the project will be the establishment of both a Satellite Launch Centre and Remote Earth Stations.

There is a video animation at the link showing the launch of their imagined rocket. It is worth watching because its almost cartoon quality indicates how far they probably have to travel to make this project happen.

Proton rolled to launchpad for June 8 launch

After a pause in launches lasting one day short of a full year, Russia has rolled its Proton rocket to the launchpad for a hoped-for June 8 launch of a commercial communications satellite.

The article provides a nice overview of Russia’s struggles during the past year, attempting to track down the reasons why their rockets were having problems (corruption at the rocket engine factory) and their repeated attempts to get this rocket off the ground.

They hope, if all goes well, to complete seven Proton launches through the end of 2017 in order to clean up their backlog while also demonstrating that they have solved their quality control problems.

Arianespace successfully launches two commercial satellites

Capitalism in space: Arianespace tonight successfully launched two commercial communications satellite with its Ariane 5 rocket.

This is the third launch by the company since it settled its labor problems in French Guiana in late April. Since then they have managed a launch ever two weeks, and at the moment Arianespace and SpaceX are tied for the most launches in 2017 at six. This tie should only last until Saturday when SpaceX hopes to launch a reused Dragon to ISS.

VSS Unity completes fifth glide flight

Virgin Galactic’s new suborbital ship, VSS Unity, successfully made its fifth unpowered glide test flight today.

VSS Unity’s glide flights have gone well, and as a result, Virgin Galactic is getting ready to transition to the next part of the test campaign, company representatives said. “To that end, as we analyze the data from today’s flight, we will be moving into a period of ground-based activity focused on preparation for fueled, and then powered, flights,” they wrote in the description.

They provided no indication of exactly when those next flights will occur, which considering the company’s past record of failed predictions, is definitely a good thing.

Stratolaunch unveils its giant mother ship

Capitalism in space: Stratolaunch today finally revealed the giant airplane, the largest ever built, that it wants to use as a first stage for launching satellites cheaply into space.

From their webpage:

Over the past few weeks, we have removed the fabrication infrastructure, including the three-story scaffolding surrounding the aircraft, and rested the aircraft’s full weight on its 28 wheels for the first time. This was a crucial step in preparing the aircraft for ground testing, engine runs, taxi tests, and ultimately first flight.

Once we achieved weight-on-wheels, it enabled us to weigh the Stratolaunch aircraft for the first time, coming in at approximately 500,000 lbs. That may sound heavy, but remember that the Stratolaunch aircraft is the world’s largest plane by wingspan, measuring 385 ft. – by comparison, a National Football League field spans only 360 ft. The aircraft is 238 ft. from nose to tail and stands 50 ft. tall from the ground to the top of the vertical tail.

The Stratolaunch aircraft is designed for a max takeoff weight of 1,300,000 lbs., meaning it’s capable of carrying payloads up to approximately 550,000 lbs. As we announced last fall , we will initially launch a single Orbital ATK Pegasus XL vehicle with the capability to launch up to three Pegasus vehicles in a single sortie mission. We have already started preparations for launch vehicle delivery to our Mojave facilities. We’re actively exploring a broad spectrum of launch vehicles that will enable us to provide more flexibility to customers.

They plan to do ground tests throughout this year, aiming for a first flight test in 2019.

Road construction at SpaceX’s planned Texas spaceport

Capitalism in space: A $3 million road project at SpaceX’s planned spaceport at Boca Chica Beach near Brownsville, Texas, is moving forward.

The key tidbit from the article however is this:

Besides the property tax breaks and incentives that Cameron County and other entities around the RGV have already offered SpaceX to come to the Valley, Garcia said they’ll continue to do what it takes to stay on target for a 2018 launch. “Every month we’re going to be on the map,” he said.

It appears that the reason work on the spacepad itself has seemingly stalled is because SpaceX has been waiting for this road work by the state to be completed. Either way, they are aiming for a first launch next year. At that time SpaceX should have four launchpads, 2 in Florida, one in California, and one in Texas.

Results after one year on ISS for Bigelow’s inflatable module

Capitalism in space: NASA has released some of its findings learned from Bigelow’s inflatable BEAM module, attached now to ISS for one year.

During the first year, NASA and its astronauts on board the station have sought primarily to test the module’s ability to withstand space debris—as a rapidly depressurized habitat would be a bad thing in space. And indeed, sensors inside the module have recorded “a few probable” impacts from micrometeoroid debris strikes, according to NASA’s Langley Research Center. Fortunately, the module’s multiple layers of kevlar-like weave have prevented any penetration by the debris.

They have also found that the cosmic ray dosage in the module seems comparable to the rest of the station. They are now using the module to test the radiation shielding capability of several different kinds of materials.

Brewing beer on the Moon

Capitalism in space: A student experiment to attempt to brew beer on the Moon, rejected by one Google Lunar X-Prize contestant, has been accepted by another.

The experiment involves a small canister that, once on the moon, will mix yeast with wort, the mixture of barley and other ingredients that give beer its flavor, to cause fermentation and carbonation. Besides proving that beer can be brewed remotely and in low gravity, the experiment demonstrates the potential for making other things involving yeast in low gravity, such as bread and certain medicines, which could be important if a lunar colony is ever established.

The canister, designed by the students at the Qualcomm Institute Prototyping Facility, will be aboard a spacecraft being built by Synergy Moon, one of the teams competing for the Google Lunar XPrize, a contest meant to inspire engineers and entrepreneurs to develop low-cost methods of robotic space exploration..

They have also been accepted to fly the experiment on several Synergy Moon orbital flights.

NASA delays launch of space-junk removal test satellite

In order to do additional safety reviews NASA has ordered a six-month delay, at the minimum, in the launch of test space junk removal satellite.

“Nothing of this size has ever been launched from the ISS before,” said Jason Forshaw, RemoveDebris project manager at the University of Surrey’s Surrey Space Centre, which leads the consortium [that built the satellite]. “Most of the things they are launching from there are cubesats, much smaller objects, 10 [kilograms] or so,” Forshaw said. “As you can imagine, we are progressing through the safety reviews and we are just going through those at the moment.”

The article also includes some discussion of the legal limitations of salvage in space, once again due to the limits in the Outer Space Treaty.

Rocket Lab launches its first Electron rocket

Capitalism in space: Rocket Lab today successfully completed the first test flight of their Electron rocket.

The rocket did not reach orbit, though it did reach space altitude. More details here.

“It has been an incredible day and I’m immensely proud of our talented team,” said Peter Beck, CEO and founder of Rocket Lab. “We’re one of a few companies to ever develop a rocket from scratch and we did it in under four years. We’ve worked tirelessly to get to this point. We’ve developed everything in house, built the world’s first private orbital launch range, and we’ve done it with a small team.

“It was a great flight. We had a great first stage burn, stage separation, second stage ignition and fairing separation. We didn’t quite reach orbit and we’ll be investigating why, however reaching space in our first test puts us in an incredibly strong position to accelerate the commercial phase of our program, deliver our customers to orbit and make space open for business,” says Beck.

It appears they had a problem with the upper stage. Nonetheless, this is a great achievement. They were completely privately funded. They built their own launchpad. When they make orbit they will be the first company to have done such a thing.

Boeing wins DARPA contract to build reusable first stage spaceplane

Capitalism in space: DARPA has selected Boeing to build its XS-1 spaceplane concept, a reusable first stage that would launch vertically and land on a runway.

Boeing will develop its “Phantom Express” vehicle for phases 2 and 3 of DARPA’s Experimental Spaceplane 1 (XS-1) program, which has the goal of performing 10 flights in 10 days to demonstrate responsive and low-cost launch. Phase 2 will cover development of the vehicle and ground tests though 2019, with a series of 12 to 15 test flights planned for phase 3 in 2020.

DARPA spokesman Rick Weiss said the value of the award to Boeing is $146 million. The award is structured as a public-private partnership, with Boeing also contributing to the overall cost of the program, but Boeing declined to disclose its contribution. “As it’s a competitive market, we do not plan to disclose our investment,” Boeing Phantom Works spokeswoman Cheryl Sampson said. “We are making a significant commitment to help solve an enduring challenge to reduce the cost of space access.”

It makes sense that Boeing won the contract, since that company also built the X-37B and knows how to do this. Moreover, with this contract it appears that DARPA is following in the footsteps of NASA initial cargo and crew commercial contracts, where the companies were required to commit some of their own capital for development, the costs were kept low, and the resulting spacecraft belonged to the company to market to the launch industry.

In this case, Boeing is going to have a first stage that it can combine with many other available upper stages to produce a rocket that can compete both with SpaceX and Blue Origin.
