Japan’s space agency JAXA was hacked this summer

According to officials of Japan’s space agency JAXA, its computer system was hacked this summer but only learned of that break-in recently.

The illegal access is believed to have occurred around summer, but JAXA was unaware of the attack until the police contacted the agency, according to the sources. A full investigation was launched after JAXA reported the cyber-attack to the Education, Culture, Sports, Science and Technology Ministry, which has jurisdiction over the agency.

Although no large-scale information leakage has been confirmed at this stage, an official related to JAXA said: β€œAs long as the AD server was hacked, it was very likely that most of the information was visible. This is a very serious situation.”

Earlier hacks to JAXA’s systems have also occurred in 2016 and 2017, with the culprits identified as working under the direction of the Chinese military. It is very likely that China is involved this time as well. China has previously been identified as the perpetrator of hacks of JPL from 2009 to 2019, during which much of JPL’s files on its planetary missions was stolen. It was thus no surprise when later Chinese planetary missions looked like upgraded copycats of those missions.

Why China is attempting to steal anything from Japan’s space program is puzzling however, considering its recent failures. If anything, China’s space program is presently far more advanced than Japan’s, and it should be Japan trying to steal from China.

Japan to spend $6.6 billion over ten years to develop its space industry

The Japanese government has created a new $6.6 billion fund that it will provide to its space agency JAXA, spread out over the next ten years, to help develop the country’s commercial space industry.

The very short article at the link provides little additional information. For example, will JAXA be required to act merely as a customer, buying services from competing private companies, or will it be allowed to use this money to create its own projects that it designs, builds, and owns?

The difference is fundamental. Presently JAXA functions like NASA had for decades, partnering with only a handful of big space companies (Mitsubishi for example) to build its own government rockets and spaceships. The results have been comparable to NASA prior to 2010: Little gets built and whatever is built is overbudget and far behind schedule.

Since NASA accepted the idea of capitalism in space, where it no longer builds or owns much but relies on private enterprise to get it done, things have moved fast. Similarly, India and China have followed suit, and both are getting similar good results.

The unanswered question from this story is whether Japan has finally taken the leap to do it as well. Making this transition can be politically difficult, because the space agencies and big space contractors fight to protect their turf. It is not clear if the Japanese government is willing to fight that battle.

If it doesn’t, however, Japan will continue to be a backwater in space, like Russia,as the rest of the world’s space-faring nations increasingly turn to private enterprise, competition, and (most of all) freedom to get results.

Japan delays asteroid mission due to its rocket problems

Japan’s space agency JAXA has decided to delay its Destiny+ mission to the asteroid Phaethon until 2025 due to the continuing problems getting its Epsilon-S rocket off the ground.

Epsilon-S is intended as an upgrade to Japan’s Epsilon rocket, but its development has been plagued by failures. In October ’22 there was a launch failure of Epsilon, and in July ’23 the second-stage solid-fueled motor of Epsilon-S exploded during a test.

Phaethon is the parent asteroid of the Geminid meteor shower that occurs each year in December. According to the original plan Destiny+ would have done its fly-by of the asteroid in 2029. No new arrival date has been announced.

Japan’s space agency JAXA studying new reusuable rocket concepts

Even as it struggles to complete the first launch of its H3 hydrogen-fueled expendable rocket, Japan’s space agency JAXA has begun study work on new reusuable rocket concepts, working with its long-time rocket partner Mitsubishi.

Few details were released, but it appears they are studying a replacement for the H3, possibly using methane fuel rather than hydrogen (which is very difficult and expensive to handle), that would be ready for launch in the 2030s.

Meanwhile, the H3 remains grounded after its March 2023 launch failure, when its upper stage engine failed to ignite. No new launch date has been set. Because Japan has no more H2A rockets left, and its smaller Epsilon rocket is also grounded due to launch and test problems, JAXA right now has no capability to launch anything.

Japan’s policy towards space was changed this year to encourage the development of independent, privately owned rockets, but this transition from government-run to commercial has barely begun, and might not go anywhere based on this new study. It appears both JAXA and Mitsubishi are fighting to hold onto their turf.

Japan reworking law that limits its space agency from awarding contracts to private companies

The Japanese government is now in the process of reworking the law that governs its space agency JAXA, in that this law has up to now forbidden it from using any of its budget to directly fund the work of any private companies.

According to sources, the government plans to add a provision to the JAXA Law β€” the basis for establishing JAXA β€” to set up a fund to provide long-term, large-scale financial support to the private and academic sectors, and to submit a draft revision at an extraordinary Diet session this autumn.

In the past, JAXA has put money into two private companies out of its own income earned from intellectual property and other sources, and the investment per company was limited to several tens of millions of yen. In March, the Liberal Democratic Party proposed that a fund of Β₯1 trillion be established over 10 years.

It appears this limitation might explain why Japan trails so badly in the aerospace sector. JAXA has been forbidden to award contracts to private companies. It has been required by law to do all the work itself.

I suspect one of the two private companies it has sent money to was Mitsubishi, which in turn been a major contractor in building JAXA’s H-2A and new H-3 rockets. The system however has not resulted in rockets that are competitive and inexpensive, which is why Japan has garnered little market share.

If the revision in the law allows JAXA to award development contracts to private companies as they develop their own rockets and spacecraft, owned not by JAXA but by them, then we may see a change.

JAXA schedules last H-2A rocket launch, carrying X-Ray telescope and lunar lander

Japan’s space agency JAXA today announced that it has finally rescheduled the launch of its XRISM X-Ray telescope and its SLIM lunar lander launch for September 7, 2023, lifting off using the last flight of its H-2A rocket.

The previous launch attempt several weeks ago was scrubbed due to high winds. This new launch date has a window of seven days, which means if weather scrubs the September 7th launch they will be able to try again immediately within that window.

The white dot on the map to the right shows the targeted landing site of SLIM, which is testing the ability of an unmanned probe to land precisely within a tiny zone of less than 300 feet across.

Meanwhile, with the retirement of the H-2A rocket and its replacement having not yet flown successfully (its first launch failed in March), Japan after this launch will be in the same boat as Europe, without a large rocket and lacking the ability to put large payloads into orbit.

JAXA scrubs launch of X-Ray telescope & SLIM lunar lander due to high winds

Because of high winds, Japan’s space agency JAXA yesterday scrubbed the last launch of its H2A rocket, carrying the XRISM X-Ray telescope and the SLIM lunar lander.

A nice description of both payloads can be found here. XRISM is a simplified reflight of the Hitomi X-Ray telescope that failed immediately after launch in 2016.

Though SLIM carries a camera and two secondary payloads, both designed to hop along on the surface and obtain some data, its main mission is engineering, testing whether a robotic spacecraft can achieve a precision landing with a target zone of 100 meters, or 310 feet. The map to the right shows SLIM’s landing site, with the white dot in the close-up inset a rough approximation of that entire target zone. If successful this technology will make it possible to put unmanned planetary probes in places previously thought too dangerous or rough.

All three craft are designed to operate for only about fourteen days, during the daylight hours of the 28-Earth-day-long lunar day.

Solid-fueled second-stage motor for Japan’s new Epsilon-S rocket explodes during static fire test

A solid-fueled second stage of Japan’s upgraded Epsilon-S four-stage rocket exploded 57 seconds into a two minute static fire test today, likely preventing that rocket’s planned first launch this year.

Police received an emergency call shortly after 9 a.m. from a nearby resident reporting that she heard β€œa loud noise and saw smoke” rising from the Noshiro Rocket Testing Center.

JAXA said that an explosion occurred during a combustion test of the second-stage engine of the Epsilon S rocket, which is an improved model of the small solid-fuel Epsilon rocket, at the facility in the prefecture in the northeastern Tohoku region.

While explosions during static fire tests of liquid-fueled rockets occur periodically, for a solid-fueled motor to explode seems much rarer, and suggests the mix and placement of the solid-fuel within the stage did not occur properly.

This failure continues a string of failures within Japan’s government-run space program, including a failure during the first launch of its new large H3 liquid-fueled rocket earlier this year. At present Japan’s space agency JAXA has set August 26th for one of the last launches of the rocket the H3 is replacing, the H2A, carrying an X-ray space telescope and a small lunar lander. Though today’s failure involves very different technologies and should therefore not impact that launch, it is possible JAXA will stand down entirely to see if there was some systematic issue throughout its management. It sure appears there is.

Japanese government adopts revised space policy emphasizing defense

The Japanese government today announced a revision to its space policy, with the changes mostly focused on increasing that nation’s military surveillance and reconnaissance capabilities in space.

Though defense and security appeared to be the focus of the revision, there were hints this would be achieved through a greater use of the competitive free market.

The government also vowed to bolster collaboration between the Defense Ministry and the Japan Aerospace Exploration Agency in a bid to provide support to private companies engaged in critical space technology development, the blueprint says. By attempting to stimulate private-sector-led development in space, the government will aim to reduce costs in the face of budget constraints, it adds.

Japan has traditionally operated as the U.S. used to, by letting its space agency JAXA do and control everything. JAXA in turn has routinely hired established companies like Mitsubishi to build what it wants, while retaining all control and ownership. The result has been a moribund effort, with Japan at present having no low cost rocket that can compete on the international market for business.

Whether this new policy will allow new companies to compete with the big established players remains unknown.

Japan officially delays next H2A rocket launch because of H3 launch failure

Japan’s space agency JAXA has now officially delayed its next H2A rocket launch, scheduled for May and carrying a Japanese lunar lander dubbed SLIM, because that rocket shares some components of Japan’s new H3 rocket, which failed during its inaugural launch in March.

No new launches are currently planned after a series of setbacks for the Japan Aerospace Exploration Agency, including the next-generation H3 rocket’s failure and that of the smaller Epsilon-6 in October, which was ordered to self-destruct after deviating from its intended trajectory shortly after takeoff.

The earliest the H2A launch can be rescheduled for is August, due to the orbital mechanics for getting it to the Moon. There are indications however that even this date will not be met.

H3 failure delays Japan’s entire space program

According to one official of Japan’s space agency JAXA, the failure of the first launch of its new H3 rocket in early March now threatens the schedule of much of Japan’s entire space program, even those missions being launched on the older H2A rocket.

The investigation into the launch failure, when the upper stage of the H3 rocket failed to ignite, remains unfinished with no word when it will be completed.

The H3 upper stage uses an engine designated LE-5B-3 developed by MHI [Mitsubishi Heavy Industries] and similar to the LE-5B engine used on the existing H-2A rocket. That is putting launches of the H-2A on hold while the investigation continues.

That may delay the upcoming launch of two science missions sharing an H-2A. The X-Ray Imaging and Spectroscopy Mission (XRISM), an X-ray astronomy spacecraft, and the Smart Lander for Investigating Moon (SLIM), a lunar lander, were scheduled to launch together as soon as May on an H-2A.

The article notes that XRISM replaces a 2016 Japanese X-ray telescope that failed immediately after launch. That failure then was bad, but just as bad is the seven years it has taken JAXA to have a replacement ready.

The H3 failure also threatens a JAXA Mars mission scheduled for launch in 2024, during the next launch window to Mars.

Japan’s space program more and more resembles Russia’s. It is controlled entirely by the government, which it appears does not allow competition within Japan, as all major rocket work is apparently confined to Mitsubishi. There have been unending quality control problems, within many probes as well as in the development of both the H3 and the Epsilon rockets. And the pace of operations is slow, much slower than other nations or companies.

It seems a major reform is needed, and it should start with Japanese government officials reading Capitalism in Space. They need to open up competition and release their space program from the control of JAXA, especially because JAXA is not doing a very good job. Like NASA, it would be better if JAXA stopped being a designer and builder, and become merely a customer obtaining products from many different competing private companies.

Japan’s new H3 rocket’s second stage fails during first launch

Japan’s new H3 rocket failed today on its first launch when something went wrong at second stage ignition, after separation from first stage.

Once controllers realized the rocket would not reach orbit, they initiated a self-destruct sequence, ending the mission.

This is very bad news for Japan’s space effort. Right now it does not have a viable competitive commercial rocket industry. All rocket construction is supervised and controlled by its space agency JAXA, which almost exclusively uses Mitsubishi to build what it wants. With the H3 failing (built by Mitsubishi) and the H2A and H2B (both also built by Mitsubishi) slated for retirement, JAXA does not have a rocket it can use for future missions.
