The Dream Chaser test vehicle to fly again

The competition heats up: Sierra Nevada has announced that its Dream Chaser engineering test vehicle has been refurbished and will complete a number of manned and unmanned flight tests in the fall, with their schedule on track for a November 2016 orbital test flight.

“We will do between two and five additional flights. A couple will be crewed. As a result of the vehicle being upgraded, we will be flying our orbital flight software, which will give us about a year’s worth of advancement on the vehicle.” Flights are expected to last over a six- to nine-month period, he adds.

Sierra Nevada has also continued to expand its partnerships, both in the aerospace industry as well as with other countries. The first action is likely part of a lobbying effort to help convince NASA to choose it when it down selects its commercial manned program from three manned spacecraft to two later this year. The second action indicates that even if Sierra Nevada is not chosen by NASA, they plan to proceed to construction anyway to serve other customers.

Orion first test flight scheduled

NASA has set December 4 for the first test flight of Orion.

In related news, the Navy has successfully completed a splashdown recovery test of Orion.

I haven’t labeled these stories “The competition heats up” because I have serous doubts Orion or SLS will survive the next Presidential election, even if this test flight on a Delta 4 Heavy rocket is a complete success. And if you want to know why, just read the first article above. It lists the long troubled ten-year long history of this capsule, with the following punchline describing the schedule for further launches with the actual SLS rocket:

While the first SLS/Orion mission, known as EM-1, is still officially manifested for December 15, 2017 – internally that date has all-but been ruled out. Internal schedules shows EM-1 launch date as September 30, 2018, followed by the Ascent Abort (AA-2) test – required for crew launches – on December 15, 2019, followed by EM-2 on December 31, 2020.

I find also find it interesting that in describing the many problems Orion has had in development, the article fails to mention the cracks that appeared in the capsule that required a major structural fix. Nor does the article mention the ungodly cost of this program, which easily exceeds $10 billion and is at least four times what NASA is spending for its entire program to get three different privately built spaceships built in the commercial program.

The next U.S. Mars rover will try to make and store oxygen

Of the seven science instruments proposed for the next U.S. Mars rover, scheduled for a 2020 launch date, MOXIE test the engineering to produce and store oxygen, pulled from the Martian atmosphere.

Developed in partnership with NASA’s Jet Propulsion Laboratory, it’s based on the fact that the Martian atmosphere, though extremely thin, is composed of 96 percent carbon dioxide, which means its a vast potential source of oxygen for future explorers and settlers. Essentially, MOXIE is a fuel cell in reverse. Instead of generating electricity by using oxygen to burn a fuel, it uses a process called solid oxide electrolysis , where electricity is employed to split carbon dioxide into oxygen and carbon monoxide.

This process would see Martian air pumped into the unit through a dust filter and pressurized before being passed into a fuel cell. At high temperatures, some ceramic oxides act as oxygen ion conductors. In the fuel cell, a thin, non-porous disc of this ceramic separates two porous electrodes. One electrode acts as the cathode and the other as the anode. Carbon dioxide passes through the cathode and when it comes into contact with the ceramic, the interaction of electricity and the ceramic causes the carbon dioxide to split into oxygen and carbon monoxide. The oxygen and the carbon monoxide are then separated and the oxygen stored.

What makes this unusual is that NASA has actually dedicated one science instrument to engineering research, not pure science. The agency does not do this much anymore, but such research is essential if the U.S. is going to someday send humans to other planets.

Russia outlines its space exploration plans for the next two decades

At a science conference in Moscow on Saturday the director of Russia’s Space Research Institute described in detail the future exploration plans for the Russian space program.

According to the story, Russia plans to return to the Moon and Mars with unmanned probes. He also described how the first missions will be in partnership with Europe, followed by Russian missions designed to test and prove the technologies. If these flights go well, in 2024 Russia will consider trying again with a repeat of the Phobos-Grunt mission that failed in 2012

This last detail is a change from previous reports that said Russia would launch Phobos-Grunt 2 in 2018. It is also consistent with much of the Russian program for the last two decades (as well as most of NASA’s own ambitious manned exploration program), where the agency makes bold announcements of future plans but somehow with each new announcement the dates for the actual launch have always been pushed back. The actual flight never seems to happen.

Commercial communications satellites for Mars?

The competition heats up? NASA is considering a different commercial approach for providing communications to and from its Mars probes.

The purpose of NASA’s request for information, or RFI, released July 23 “is to explore new business models for how NASA might sustain Mars relay infrastructure, consisting of orbiters capable of providing standardized telecommunication services for rovers and landers on the Martian surface, in the Martian atmosphere, or in Mars orbit,” according to a posting on the Federal Business Opportunities website.

According to the post, NASA will use information it receives from respondents to inform its future Mars exploration strategies, but the agency has not decided to pursue a commercial interplanetary telecom initiative. “We are looking to broaden participation in the exploration of Mars to include new models for government and commercial partnerships,” said John Grunsfeld, associate administrator of NASA’s science mission directorate, in a statement. “Depending on the outcome, the new model could be a vital component in future science missions and the path for humans to Mars.” [emphasis mine]

It is important to highlight the fact that NASA has not yet made a decision on this issue. The best thing the agency could do, in my opinion, would be to step back, design nothing, but let private companies bid on providing the service. The expertise at many of the private satellite companies providing communications efficiently and inexpensively to private customers worldwide would easily provide NASA better communications at Mars for less money.

In other words, like manned flight and cargo delivery to ISS, NASA should simply become a customer, and let private companies build and own the products that NASA buys.

Sierra Nevada signs deal with Japan

The competition heats up: Japan has signed a development agreement with Sierra Nevada in connection with its Dream Chaser manned spacecraft.

I was also tempted to preface this post with the phrase, “Who needs NASA?” Sierra Nevada has a viable product that can get humans into space cheaply. Several countries, Germany, now Japan, want to get their own citizens into space, and have realized what a bargain Dream Chaser is. Sierra Nevada is taking advantage of this demand to sell its product worldwide. If Congress decides to defund them, or NASA decides not to pick them to continue development, they very clearly intend to build the ship anyway. It just won’t be used to put American astronauts into space.

Another ISEE-3 update

The team trying to resurrect ISEE-3 had very mixed results in its attempt today to get the spacecraft’s propulsion system working.

They managed to get “several instances of thrust,” which suggests there is fuel, the system can function, and that their strategy is on the right track. They did not however get full thrust as hoped, and are not quite sure why the spacecraft only partly responded. They are analyzing the data while they apply to NASA for an extension of their license to transmit to the spacecraft.

This last point is merely a formality. What can NASA do if they continue anyway? Nothing. NASA will say yes, partly because it is good public relations and partly because most of the people at NASA are also fans of this effort.

Space junk damages ISS coolant radiator?

According to the Russian Interfax news agency, a piece of space junk has hit a coolant radiator on the U.S. portion of ISS.

The source says that no coolant has escaped from the system and that NASA engineers are analyzing images to assess the damage.

Readers should be aware that I have tried without success to find the NASA website the story claims is the source for this information. Moreover, this story is reported nowhere in the U.S. press, and it is strange for a NASA website to report something like this and it not be quickly picked up by the U.S. press.

Thus, I am not entirely convinced yet that this story is accurate.

NASA and Boeing finalize contract to build the SLS rocket

NASA and Boeing today signed a $2.8 billion contract for Boeing to build the core stage of the SLS rocket

Scheduled for its initial test flight in 2017, the SLS is designed to be flexible and evolvable to meet a variety of crew and cargo mission needs. The initial flight-test configuration will provide a 77-ton capacity, and the final evolved two-stage configuration will provide a lift capability of more than 143 tons.

It would be nice for the U.S. to have this heavy-lift rocket, but I fully expect the funds to run out immediately after it makes its inaugural flight, despite the wonderful pork it provides to so many Congressional districts. It just costs too much per launch.

Update on the LDSD partly successful test flight

Another eleven news stories were published today on the LDSD test flight (go here to find them all), but only two gave an honest and informative appraisal of the parachute failure and the program’s future. This CBS report clarified the results well with these two quotes:

Another report from Space Insider also provided this key information, something I would have expected every journalist in the world to have considered essential to their report.

Sadly, not one of the other news stories saw fit to mention that the test vehicle might have been destroyed because of the failure of the chute, nor did any of them bother to report that two more such test vehicles are under construction, allowing program to continue anyway.

That so many news stories were published on this test flight indicates the interest that exists in it. Too bad most reporters writing these stories were only interested in providing us propaganda and pro-NASA cheer-leading.

An contract extension from NASA for SpaceX and Sierra Nevada

NASA has given SpaceX and Sierra Nevada six additional months, until March 2015, to complete their last contractual milestones for building their manned spacecraft.

An amendment signed by William Gerstenmaier, NASA’s associate administrator for human exploration and operations, on May 16 gives SpaceX until March 31, 2015, to complete the 14th and final milestone under its $440 million CCiCap agreement — a pad abort test of its Dragon capsule. The test originally was planned for April 2014.

On May 19, Gerstenmaier signed a similar amendment to Sierra Nevada’s $212.5 million CCiCap award to extend work associated with flight tests of the company’s Dream Chaser engineering test article until March 31, 2015.

NASA’s third Commercial Crew partner, Boeing, is on track to complete all its milestones, worth a combined $460 million, by the end of August,

The significance of this extension is that it reveals something about the dates for both SpaceX and Sierra Nevada’s next flight tests. The previously date for the pad abort test for Dragon had most recently been set for this summer. They are obviously not meeting that schedule and need more time. Sierra Nevada meanwhile wants to fly its Dream Chaser test vehicle some more, but apparently needs time to get it flight ready after it sustained damage during landing on its one and only flight test.

In addition, this extension suggests something about NASA’s assessment of the efforts of all three companies. The agency is supposed to down select to two companies by the end of the summer. The extension suggests that they are hoping to keep all three companies funded so that they all build their spacecraft.

Sen. Bill Nelson (D-Fla.) took to the Senate floor June 18 and tapped the brakes on a powerful appropriator’s plan to subject NASA’s commercial crew program to strict federal accounting standards the agency waived when it solicited bids for crew transportation in November. Nelson, the chairman of the Senate Commerce science and space subcommittee, said NASA’s commercial crew program to fly astronauts to and from the international space station aboard commercially designed spacecraft needs “the right mix of oversight and innovation” to start ferrying crews by NASA’s target date of late 2017.

The senior senator from Florida was alluding to a directive Sen. Richard Shelby of Alabama, the top Republican on the Senate Appropriations Committee, personally fought to include in a report appended to a spending bill now awaiting debate on the Senate floor, and which would if signed into law require NASA to either comply with section 15.403-4 of the Federal Acquisition Regulations, or risk a legal mandate to do so. Nelson said he wanted to work with Shelby “as the bill goes to the conference committee to make sure that we have the right mix of oversight and innovation in how NASA contracts for this competition.”

While Nelson was apparently very careful in how he stated his public criticism of Shelby, he also made it clear that he wants the language changed. As the article noted, this gives opponents of Shelby a powerful ally in the Senate. Expect the Shelby language to be significantly watered down.

The commercial contracts between ULA and prospective U.S. engine builders cover technical feasibility analyses, high-fidelity planning, schedule, cost and technical risk assessments, and cost estimates, ULA said in a statement released Monday. … ULA did not identify which companies will undertake the engine studies. Jessica Rye, a ULA spokesperson, also declined to say how many companies signed the contracts with the launch provider. The contracts are for early-stage studies of a hydrocarbon-fueled engine optimized for first stage propulsion with “aggressive recurring cost targets,” according to ULA.

All the engine concepts will support a first launch by 2019, and ULA expects to select a future concept and engine supplier by the fourth quarter of this year, the company said. ULA will evaluate the feasibility of the new engine concepts for both private investment and the potential for government-industry investment.

For the American rocket industry this is good. The only negative I can see is the possibility that Congress will allocate a lot of cash and requirements for building the new engine, which will increase its cost, slow its development, and make it less competitive. If they instead do it like NASA has done with its commercial crew development and let companies compete to build it, they will get it sooner and cheaper, and the industry will develop more options.

Essentially Shelby wants to require the commercial companies to follow the older paperwork requirements used by NASA in the past. Presently, the contract arrangements NASA has used for these new companies have been efficient and relatively paperwork free, allowing them to build their cargo freighters (Dragon and Cygnus) and their manned spacecraft (Dragon V2, CST-100, and Dream Chaser) for relatively little.

The older contract rules are what NASA has used for Constellation and SLS as well as all past attempts to replace the shuttle. In every case, the costs were so high the replacement was never finished. In the case of SLS, the costs will be so high it will never accomplish anything.

Why has Shelby (R-Alabama) inserted this language? He wants pork, and SLS is the way to get it. Rather than cut the cost of SLS to make it more competitive (and which will reduce the pork in his state) Shelby instead wants to make the new commercial companies more costly, thus making SLS appear more competitive. It will still cost too much and will not accomplish anything, but this way he will be able to better argue for it in congressional negotiations.

Shelby illustrates clearly that the desire to waste the taxpayers’ money is not confined to the spendthrifts in the Democratic Party. Republicans can do it to!

The bill would provide $1.7 billion for the heavy-lift SLS rocket, some $350 million more than the White House requested for 2015, and $100 million more than the House has proposed. SLS is being built at the Marshall Space Flight Center in Huntsville, Alabama. Sen. Richard Shelby (R-Ala.), ranking member of the Senate Appropriations commerce, justice, science subcommittee, is an ardent defender of the center.

The bill also provides $805 million for NASA’s Commercial Crew Program, under which the agency is funding work on three competing astronaut transportation systems with the goal of having at least one delivering crews to and from the international space station by the end of 2017. The White House requested $850 million next year for Commercial Crew, its top human spaceflight development priority. The House proposed $785 million, which would represent a high water mark on a program that has never received the full funding sought by the White House.

That the proposed budgets made only tiny cuts to commercial space indicates that the political clout of this program is growing, since in previous budget years Congress had trimmed this program’s budget much more significantly. That Congress continues to also feed gobs of money to SLS, even though it won’t be able to fly more than 1.5 missions because of a lack of a European service module, indicates that these legislators are really only throwing pork at whatever they think will buy them votes, without any concern for the overall federal budget, instead of using their brains to pick and choose the smartest projects to fund.

This project officially started in 2010, which means this second flight will come more than a decade later. They will have spent more than $20 billion by that time, not counting the money spent on Orion. They will have also spent billions developing one engine for the upper stage, only to shelve it to develop another which they will need to test. Hence, the possibility that the second flight will be unmanned. NASA has also admitted that the third flight of SLS won’t come until 2024 at the earliest.

What kind of crap is this? This isn’t a space program or a project to explore the solar system. It is pure pork, a boondoggle designed to spend as much taxpayer dollars as possible for as long as possible. It is time to shut it down.

NASA so far has put only two SLS missions on the manifest: a late-2017 test launch of an unmanned Orion into lunar space followed by a repeat of the mission in 2021 with crew onboard. NASA officials told GAO auditors it expects to have spent at least $22 billion on SLS and Orion through 2021, an estimate that does not include the cost of building the SLS launcher for the second mission. … Moreover, NASA provided no cost estimate for the more powerful SLS rocket NASA would need to mount a crewed Mars expedition the Obama administration envisions happening in the 2030s. According to NASA’s early plans, such a mission would entail multiple SLS-Orion launches.

The cost estimates NASA has offered so far “provide no information about the longer-term, life cycle costs of developing, manufacturing, and operating the launch vehicle, crew capsule, and ground systems” the agency has identified as crucial to the eventual Mars mission, the GAO wrote in its report.

In other words, they are going to spend $22 billion to launch the thing once. Meanwhile, NASA’s commercial manned space effort is producing three different spacecraft for about $3 billion total. If anyone in Congress had any brains, picking between these two programs would be easy, a no-brainer. Sadly, they have no brains, and really aren’t making their budgetary decisions with the needs of the nation in mind.

The new space policy, which pledges 1.8 trillion rubles toward modernization and development efforts throughout the Russian space industry, appears to be a step toward ensuring Russia is free to pursue its own interests in space after its ISS obligations are fulfilled in 2020. Rogozin tweeted that Russia will discuss cooperative space projects with China at a summit meeting in Beijing on May 19. [emphasis mine]

A space station partnership with China would make enormous sense, as China’s station designs are based on Russian space station engineering. The two would likely would work together quite well. Moreover, both systems were designed intelligently as prototype interplanetary spaceships, something that was not done for the U.S. part of ISS. Thus, ISS does not function well for testing the engineering for future space projects, something that the Russians are very conscious of.

This piece of paper from NASA is a definite nice-to-have, given that “a private entity cannot legally salvage U.S. government property in space,” according to Mike Gold, a space law expert and attorney who works full time as the head of Washington operations for Bigelow Aerospace, the North Las Vegas, Nevada, company developing inflatable space habitats with technology licensed from NASA.

But practically speaking, it appears NASA could have done little to stop the ISEE-3 Reboot project from moving ahead with its plan to take over the old spacecraft — an Earth-Sun observatory that launched to the gravitationally stable Earth-Sun Lagrange point 1 in 1978 and is now swinging back toward the home planet in the heliocentric orbit NASA nudged it into in 1982 to chase comets.

What is really more important is that their effort to raise the necessary private funds for this project has largely succeeded.

All four engines were used multiple times on many shuttle missions. They will fly once on SLS, at a cost of many billions, and then end up destroyed when that giant rocket’s first stage falls into the ocean. Worse, no one has really defined what the goal of that first launch will be. It might merely be a test launch, with no humans on board.

To me, it would be wiser to put the engines into storage and wait until we have a new reusable capability that could take advantage of the reusable engineering of these engines. Throwing them away on a pork-barrel boondoggle like SLS seems so stupid.

Not much teeth in these sanctions imposed by the Obama administration, is there? They exempt ISS, which is the bulk of NASA’s effort with the Russians. Now they wish to exempt the Atlas 5. Pretty soon I expect them to exempt almost everything else.

Putin and the Russians are certainly watching this story unfold, and will use what happens here to help gauge how much they can get away with in the Ukraine. And based on some fascinating information conveyed by a caller to my appearance last night on the Space Show, the Russians are definitely going to have to grab more of the Ukraine to make their capture of the Crimea stick. Expect that situation to remain very hot for the near future.

The Russian situation is a difficult one for the United States, and the reason it is difficult is because of a long series of incredibly stupid decisions by our elected officials, from both parties, for the past decade. Nor is my complaint here 20-20 hindsight. From the day George Bush proposed retiring the shuttle in 2010 and not replacing it until 2014, at the earliest, I have said this is stupid and astonishingly short-sighted. Sadly, Congress liked Bush’s short-sightedness and has been endorsing it now for a decade. Hearing them complain now about our dependence on Russian space capabilities is more than infuriating. Where were they when they might have done something to prevent this situation?

Russia’s Roscosmos space agency has yet received no official notifications from NASA on curtailing cooperation, and working contacts continue, Roscosmos chief Oleg Ostapenko said in an interview with Vedomosti newspaper Wednesday. “Roscosmos has received no official notifications on suspending cooperation, we continue working contacts with NASA and other space agencies,” Ostapenko told Vedomosti adding: “Recently I held talks with the NASA leadership and European colleagues.”

I had said that so-called NASA cut-off was all show and aimed not at Russia but at Congressional budget negotiations over NASA’s commercial crew program. This story only proves it.

Don’t be surprised if NASA announces soon that they are shutting down these spacecraft so they can save some money. Or as the article notes, “Money not spent on these extended missions will probably slide into [the Science Mission Directorate’s] Black Hole of Funding (the James Webb Space Telescope) or be dissipated on new paperwork, committee meetings and concept studies.”

This is the same test vehicle that crashed last October during its first glide test when one landing gear failed to deploy properly. The glide test itself was a success however, as the vehicle did a controlled unmanned glide perfectly to the runway, and the failed landing gear was one that the spacecraft will not use once completed.

Note also that these announced flight tests will occur after NASA eliminates one of the companies competing for the final crew ferrying contract to ISS. This suggests that Sierra Nevada plans to continue development of Dream Chaser, regardless of whether they get the contract or not.

The agreement turns over control of Launch Complex 39A to the commercial space transportation firm, which plans to use the launch pad for the the initial flights of the Falcon Heavy, a mega-rocket featuring 27 first stage engines generating nearly 4 million pounds of thrust at liftoff.

Pad 39A was the starting point for many historic Apollo and space shuttle missions, including the Apollo 11 moon landing in 1969 and the first and last shuttle launches in 1981 and 2011.

“We’ll make great use of this pad, I promise,” said Gwynne Shotwell, president of SpaceX, in remarks to the media moments after signing the lease. “We’ve had architects and our launch site engineering [team] working for many months on the sidelines.
