NASA so far has put only two SLS missions on the manifest: a late-2017 test launch of an unmanned Orion into lunar space followed by a repeat of the mission in 2021 with crew onboard. NASA officials told GAO auditors it expects to have spent at least $22 billion on SLS and Orion through 2021, an estimate that does not include the cost of building the SLS launcher for the second mission. … Moreover, NASA provided no cost estimate for the more powerful SLS rocket NASA would need to mount a crewed Mars expedition the Obama administration envisions happening in the 2030s. According to NASA’s early plans, such a mission would entail multiple SLS-Orion launches.

The cost estimates NASA has offered so far “provide no information about the longer-term, life cycle costs of developing, manufacturing, and operating the launch vehicle, crew capsule, and ground systems” the agency has identified as crucial to the eventual Mars mission, the GAO wrote in its report.

In other words, they are going to spend $22 billion to launch the thing once. Meanwhile, NASA’s commercial manned space effort is producing three different spacecraft for about $3 billion total. If anyone in Congress had any brains, picking between these two programs would be easy, a no-brainer. Sadly, they have no brains, and really aren’t making their budgetary decisions with the needs of the nation in mind.

All four engines were used multiple times on many shuttle missions. They will fly once on SLS, at a cost of many billions, and then end up destroyed when that giant rocket’s first stage falls into the ocean. Worse, no one has really defined what the goal of that first launch will be. It might merely be a test launch, with no humans on board.

To me, it would be wiser to put the engines into storage and wait until we have a new reusable capability that could take advantage of the reusable engineering of these engines. Throwing them away on a pork-barrel boondoggle like SLS seems so stupid.

The porksters arrive!

A draft bill in Congress is proposing the Pentagon develop an engine for the Atlas 5 engine to replace the Russian engine now used.

The legislation passed by a House subcommittee Wednesday calls for up the U.S. military to spend up to $220 million next year to kick off full-scale development of the engine, which could be ready for flights no later than 2019. The bill states the Defense Department “should develop a next-generation liquid rocket engine that is made in the United States, meets the requirements of the national security space community, is developed by not later than 2019, is developed using full and open competition, and is available for purchase by all space launch providers of the United States.”

There is no reason for this funding gift to the aerospace industry. For one thing, there are two rockets that already exist that use all U.S. parts, the Delta family of rockets and the Falcon 9. For another, if Congress stays out, the private sector will take care of this need and do it for a lot less and far quicker, while costing the taxpayers relatively little. By making this a government project we guarantee it will be expensive and take forever, thus keeping the pork flowing to Congressional districts without solving the problem.

And speaking of keeping pork flowing to Congressional districts, pork king Senator Richard Shelby (R-Alabama) today ripped into NASA for trying to trim a little from the budget of SLS (which sends a lot of cash to Alabama). He also condemned NASA’s manned commercial effort.

Whew! That’s a relief.

Seriously, I never expected them to do anything, as the sanctions NASA has imposed, excluding ISS, are so minor that they mean nothing to Russia. The only people NASA really hopes will react to these sanctions are Congressmen and Senators when they realize how dependent we are on the Russians to get to space.

The supposed reason is to allow a military launch to get the best launch opportunity first. I find this excuse to be quite lame, and instead suspect that the NASA program needed more time but did not want to admit this publicly.

The delay moves the launch until after the November elections. Watch the political pressure continue to build to end this expensive, bloated, and not-very-useful boondoggle.

The problem: the situation in the Ukraine. If tension between the U.S. and Russia worsens then Russia might suspend carrying American astronauts to and from ISS.

The fault here belongs with Congress and George Bush, who decided in the 2000s to let the shuttle retire before its replacement was ready. In addition we can blame Congress in the 2010s for forcing NASA to spend billions on the unaffordable Space Launch System rather than focus on getting humans into space cheaply and quickly.

The article makes a big deal about Sierra Nevada’s completion of a NASA paperwork milestone, but to me the aggressive flight schedule is more interesting, including news that the engineering vehicle used in the test flight in October was not damaged in landing so badly it could no longer be used.

The Dream Chaser Engineering Test Article (ETA) has since arrived back in her home port in Colorado, following her eventful exploits in California. Despite a red-faced landing for the baby orbiter, she earned her wings during an automated free flight over the famous Edwards Air Force Base, a flight that was perfectly executed, per the objectives of the Commercial Crew check list. The vehicle will now enjoy a period of outfitting and upgrading, preparing her for one or two more flights – listed as ALT-1 and ALT-2 – beginning later this year. Both will once again be conducted at the Dryden Flight Research Center in California.

The ETA will never taste the coldness of space, with her role not unlike that of Shuttle Enterprise, a pathfinder vehicle used to safely refine the final part of the mission for the vehicles that will follow in her footsteps. The Dream Chaser that will launch into orbit will be called the Orbital Test Vehicle (OTV), which is currently undergoing construction at the Michoud Assembly Facility (MAF). Debuting atop of the United Launch Alliance (ULA) Atlas V, the OFT-1 (Orbital Test Flight -1) is scheduled to take place in late 2016. This flight will be automated, testing the entire Dream Chaser system, prior to the crewed OFT-2 mission in early 2017. [emphasis mine]

I think I will up my bet from yesterday. I am now willing to bet that all of the commercial crew spacecraft chosen by NASA to complete construction will fly their privately built manned spacecraft with crew before NASA flies its first unmanned test flight of Orion/SLS.

Overweight and struggling with design delays, the European-built service module for the Orion crew exploration vehicle may not be ready for a much-anticipated test flight by the end of 2017. The preliminary design review for the Orion spacecraft’s critical engine and power element is now on track for May after a six-month delay to contend with weight issues, according to Thomas Reiter, director of the European Space Agency’s human spaceflight and operations programs.

I am willing to bet that SpaceX will put astronauts in space on Dragonrider before this unmanned SLS flight occurs.

While the agency is actively seeking other missions for the heavy-lift Space Launch System (SLS) in the planetary science and military arenas, most of the human flights it has in sight for the big new rocket probably can be accomplished with an upper stage powered by the RL-10 engine instead of the J-2X. “The J-2X for certain [design reference missions] is somewhat overpowered,” said Todd May, NASA’s SLS program manager.

The main cause of this absurd situation is Congress, which has micro-managed the development of SLS from day one.

“It’s very clear that we could have slips of a year or two,” said [deputy administrator Lori] Garver, referring to both the 2017 launch — which won’t have a crew — and the first planned flight of NASA astronauts aboard the SLS rocket in 2021.

Garver claims that it is insufficient funds for SLS that will cause the delays, despite getting $3 billion per year, or ten times the money the private commercial program is getting.

I’m on a hike today, but so any additional comments about this insanity will have to wait.

[The] original test target of mid-2013 slipped when an issue with the aft segment [of the booster] was found. Inspection of the segment showed it was contained an area where propellant had debonded from the inside of the segment wall. Following analysis – which notably found no voids in the propellant itself – NASA decided to ask ATK to scrap the segment and cast a replacement.

Preparations … continued, with the shipping and integration of forward and center segments at the test site, while ATK went to work to replace the aft segment, following approval – post investigation – from NASA’s Marshall Space Flight Center. After ATK successfully cast the replacement segment in July, technicians carried out routine ultrasound and x-ray tests. Unfortunately, the tests showed this segment had also had similar voids. [emphasis mine.]

The Space Launch System (SLS), was mandated by Congress to use as much shuttle-derived components as possible in order to supposedly save money as well as employ as many of the companies that built those components as possible. In reality, however, every one of those components has required significant redesign to make them work in SLS. In the case of the solid rocket boosters, the four segment shuttle boosters were not powerful enough. They had to be expanded to five segments.

Moreover, it appears from this article it was other technically unnecessary changes to the boosters that are now causing this problem.

A NASA veteran slams the Space Launch System (SLS).

The problem with the SLS is that it’s so big that makes it very expensive. It’s very expensive to design, it’s very expensive to develop. When they actually begin to develop it, the budget is going to go haywire. They’re going to have all kinds of technical and development issues crop up, which will drive the development costs up. Then there are the operating costs of that beast, which will eat NASA alive if they get there. They’re not going to be able to fly it more than once a year, if that, because they don’t have the budget to do it. So what you’ve got is a beast of a rocket, that would give you all of this capability, which you can’t build because you don’t have the money to build it in the first place, and you can’t operate it if you had it.

Q: What do you see as the alternative?

A: In the private sector we’ve got an Atlas and a Delta rocket, and the Europeans have a rocket called the Ariane. The Russians have lots of rockets, which are very reliable, and they get reliable by using them. And that’s something the SLS will never have. Never. Because you can’t afford to launch it that many times.

I’m not surprised. The audit [pdf] tried to put a good spin on NASA’s effort to build this capsule, but you can’t make a beauty queen out of a cockroach. Even though I truly believe that the agency has worked hard to try to contain costs and meet its schedule, it is impossible for NASA to succeed at this under the constrains imposed on it by Congress.

And then there is this:

Meanwhile, although [the] report focused on Orion, it also reiterated an oft-repeated point: The money NASA has said it will spend on SLS, Orion and associated ground systems is not enough to stage a mission to any extraterrestrial surface. “Given the time and money necessary to develop landers and associated systems, it is unlikely that NASA would be able to conduct any surface exploration missions until the late 2020s at the earliest,” the report says. “NASA astronauts will be limited to orbital missions using” Orion.

In other words, this very expensive project will not go anywhere for almost two decades. Doesn’t that just warm your heart?

Pigs in space

Today I have an op-ed in the Wall Street Journal, entitled “No liftoff for these space flights of fancy.” It is essentially a more detailed reworking of my rant on the John Batchelor Show on July 30.

My point is that the federal space program mandated by Congress, the Space Launch System (SLS), is never going to go anywhere, and is nothing but pork that should be cut as fast as possible. (See my essay from November 2011 on how NASA and the federal government can better use this money to get more accomplished in space, for less.)

The comments to the article have generally been positive and in agreement. Those who disagree mostly question the $14 billion cost per launch that I claim SLS will cost. That number comes from John Strickland’s very detailed analysis of what it will cost to build, complete, and operate SLS. However, it doesn’t require much thoughtful analysis to realize that this number is not unreasonable.

My rant Thursday against politicians on the John Batchelor Show

On my Thursday appearance last week on the John Batchelor Show John and I devoted the entire segment to talking about the sad state of NASA and how the partisan bickering in Congress is not only failing to deal with those problems, that bickering is intentionally disinterested in actually fixing them. As I say,

What both those parties in Congress and in the administration are really doing is faking a goal for the purpose of justifying pork to their districts, because none of the proposals they’re making — both the asteroids or the moon — are going to happen.

The state of SLS construction.

The article is mostly focused on the engineering challenges of building a new rocket out of old pieces of the space shuttle. Kind of reminds me of Frankenstein. Nonetheless, I do get the impression for the first time that this heavy lift rocket will be built, and will fly at least once.

After that, however, I expect it to die from lack of funds. In fact, its history will probably parallel that of the Soviet Union’s Energia rocket, which flew twice, once to launch their shuttle copycat Buran and once to lift a failed payload whose purpose has never been clearly revealed. Soon thereafter came bankruptcy and the end of the Soviet Union, which couldn’t afford such a monstrosity. SLS will likely see a similar fate.
