Proton launch postponed again

The Russians have once again delayed the next Proton rocket launch, this time for an additional week to December 28.

This will be the first Proton launch since June, when the rocket’s second stage did not perform as expected. The Russians have released no information about their investigation into that launch, other than repeatedly delay the next Proton launch for almost a half year.

Update on Progress/Soyuz launch failure

Link here It appears that the spacecraft separated from the upper stage while it was still firing, causing that stage to next collide with the spacecraft.

What is certain is that computers on Progress MS-04 interpreted the separation as nominal and initiated a sequence, which would be normally performed upon reaching orbit, including the deployment of the ship’s antennas and the preparation of the attitude control thrusters, DPO, for action. However, moments after the separation, the spacecraft appeared to be struck twice by the rocket stage, which clearly continued its powered flight. The first impact came nearly straight into the aft bulkhead of the ship, then the second hit landed moments later into the side of the vehicle.

The collision apparently caused the spacecraft’s propulsion system, SKD, to shift to the side from its normal position, the temperature inside its enclosure to plummet and the whole vehicle to tumble. The telemetry from the Progress also indicated the activation of its thermal control system, probably in response to a breach in the ship’s transfer compartment.

Why separation occurred prematurely, while the engines were firing, still remains a mystery.

Dispute in Russia over Progress failure investigation

The Russian mission control has publicly disavowed a report that cited mission control as saying that the failure of the Soyuz/Progress launch last week was due to the premature shutdown of the Soyuz rocket’s third stage.

First the source:

A source in the space and rocket industry told TASS that the emergency shutdown of the engines occurred after 382 seconds and at the same time the spacecraft’s separation occurred. After that, the flight control system started operating in automatic flight mode and began deploying antennas and solar batteries. However, the spacecraft failed to reach orbit and started falling and ended up being destroyed in the atmosphere.

Next the disavowal:

”Any version which are now being voiced by the media have nothing to do with reality, including the incorrect cyclogram data. The results of the commission’s work will be announced no earlier than December 20,” a spokesperson told RIA Novosti.

I must admit that the source’s suggested cause for the failure, that the rocket engine shut prematurely and the spacecraft then simply separated and began its deployment before it had reached orbital velocity and thus fell back to Earth, sounds good at first glance. However, this explanation does not explain why all communications with the spacecraft suddenly ceased.

Either way, it does appear that there is an effort within Roscosmos to spin the events in the press, prior to the completion of the investigation. This in itself is not a good sign, as it suggests that there are people there who are trying to cover their asses rather than honestly trying to find out the cause of the failure.

Russian authorities locate Progress debris

Russian authorities in Siberia have located and identified several bits of wreckage from the Soyuz-U rocket and Progress freighter that failed to reach orbit last week.

Two pieces, including a large spherical object, were found by herders over the weekend, while another was discovered in the courtyard of a residential house on Monday, said the region’s head Sholban Karaa-ool, warning people not to touch any metal debris.

Regional sanitation officials “inspected the spot where two pieces of the spacecraft were found in the Ulug-Khem district, on the side of the mountain and near a yurt,” Kara-ool said on his official website. “Another small piece was found in the yard of a house in the Eilig-Khem village,” he said.

Whether this debris can help them pinpoint the cause of the failure remains unknown.

Another Russian Roscosmos official arrested

Russian authorities have arrested the chief operating officer from a Roscosmos aircraft division that apparently builds the MiG airplane.

Evdokimov faces up to 10 years of imprisonment under large scale fraud charges if found guilty. The investigation has found that Evdokimov has committed fraud, stealing more than $3 million from the Russian Aircraft Corporation MiG.

…Earlier, the investigators arrested Alexei Ozerov, a former CEO of MiG subsidiary, and deputy CEO of another Russian aircraft manufacturer Tupolev Yegor Noskov in connection with this case. The detainees are suspected of having illegally acquired a development site in northeastern Moscow that was later resold and then sublet to the subsidiaries of the United Aircraft Corporation (UAC) among other clients.

I am increasingly surprised the Russians have been able to build anything that works. Their management teams generally appear more interested in robbing the company than making sure the company does what it is hired to do.

Cause of Progress failure unlikely to be found

Not good: Sources in the Russian press say that it will likely be impossible to pinpoint precisely the cause of the Progress failure this week because of a lack of telemetry or data.

The causes of Thursday’s loss of the Progress cargo spacecraft are unlikely to be established, because neither telemetry data nor debris of the Soyuz-U rocket that was taking the cargo vehicle in orbit are available. “Telemetry transmission from the rocket was disrupted instantly, so it is practically impossible to establish the sequence of events to identify the causes of the emergency. As for material evidence, such as debris of the rocket’s third stage that might provide some clues, it is not available, either,” the source said.

They are still searching for debris but have so far come up empty.

Lacking data, they are now beginning to use computer modeling to try to figure out what happened. The prime suspect is the third stage engine.

ESA approves ExoMars 2020 funding

Despite the failure of the Schiaparelli lander on ExoMars 2016, the European Space Agency today approved funds to build and fly the ExoMars 2020 rover mission.

At a meeting of European government ministers in Lucerne, Switzerland, on 1 and 2 December, ESA member states agreed to provide an extra €339 million for ExoMars 2020. ESA also announced that it will find a further €97 million by moving funds internally. Speaking at a press briefing after the meeting, ESA director-general Jan Wörner said this would be done “without detriment” to ESA’s wider science budget.

But not all projects were so fortunate. Member states did not commit the €250 million needed to fund a plan for ESA to participate in a mission to deflect the moon of an asteroid, although they left door open to future, similar projects.

I am not at present sure how they are going to divide up the work between Europe and Russia. Earlier it was my understanding that Russia would provide the roving technology, but right now I am very unsure about this.

One side note: At this same meeting ESA committed to sticking with ISS through 2024.

Russia Progress freighter lost during launch

Due to what appears to be the failure of the third stage of its Soyuz rocket, a Russian Progress freighter bringing supplies to ISS was lost.

The Russian space agency — Roscosmos — confirmed the demise of the Progress MS-04 cargo craft in a statement, saying the automated spaceship was lost as it flew nearly 120 miles (190 kilometers) over the Tuva Republic in Southern Russia. Engineers lost telemetry during the Soyuz rocket’s third stage engine burn, and most of the vehicle’s fragments burned up in the atmosphere, Roscosmos said.

The consequences of this failure are numerous:

  • The cargo failures to ISS have been a continuing problem. Despite significant redundancy, every single cargo freighter has had failures or delays in the past two years.
  • The failure of the Soyuz rocket is a major concern, since this is the rocket that we depend on to bring humans to ISS. Nor is this the first time this year that the third stage had issues. In May the third stage cut off prematurely.
  • This failure, combined with the other quality control problems Russia has experienced in the past few years with the Soyuz capsule and the Proton rocket, adds to the concerns.

It now becomes even more imperative for the U.S. to get its own manned spacecraft capability back.

Russia sets budget for Vostochny through 2019

The Russian government has now allocated a new budget for the next phase of construction at its new spaceport at Vostochny.

“The money has been allocated and specified by Prime Minister Dmitry Medvedev for 2017-2019 within the limits of about 25-30 billion rubles annually, i.e. these funds are not as large as it seemed to us earlier,” the vice-premier said. “These funds have been set aside on the basis of the so-called ‘optimal scenario’ proposed by [State Space Agency] Roscosmos,” Rogozin said.

Essentially, they have lowered the budget and pushed back some of the more costly construction at Vostochny until after 2019. Even with these trims, they also note that the budget will still depend on how the Russian economy does in the coming years.

U.S. and China top Russia for most launches in 2016

The competition heats up: In 2016 it appears that the United States will complete the most rocket launches, at 20, followed by China with 19 and Russia with 18.

For the past two decades Russia has generally been the yearly leader in launches, but recent competition from the U.S. private sector and China’s surging government program, combined with lagging quality control problems and budget shortages in Russia, has had their launch rate decline to third. I also fully expect the U.S. lead to grow in the coming years as a range of low cost new companies come on line.

Russia postpones Proton launch again

Originally scheduled for October, International Launch Services (ILS), the Russian company that manages its commercial launches, has once again postponed the next Proton rocket launch.

“The new launch date is December 2016,” the website says. The reasons for the postponement have not yet been announced.

As reported earlier, Russia’s space corporation Roscosmos had rescheduled the launch from October 10 to November 23. It was initially scheduled for late June, then postponed to August 29 and then to October 10.

More significantly, there have been no Proton launches since a June 9 launch were the second stage of the rocket inexplicably shut down prematurely. The Russians have been conducting an investigation, but have released absolutely no information about what they have found

Boeing and Russia to partner on building lunar space station?

As part of a settlement with Boeing in the Sea Launch lawsuit, the Russians are proposing a partnership with the American company for building a lunar orbiting space station.

A preliminary dispute settlement deal was reached in August. “We are preparing a document which, apart from finalizing the court case, also creates a program for long-term cooperation on a wide range of issues. We are working on projects to cooperate in low earth orbit, create moon infrastructure and explore deep space,” Solntsev told the Russian Izvestia newspaper. The two companies now plan to create nodes and units capable of synchronizing space technologies, including a docking station for a proposed lunar orbiting station. Meanwhile, Sea Launch settlement documents are set to be signed before the end of November, according to Solntsev.

It will be very interesting to see the actual agreement. I also wonder how much Boeing can really do with Russia without U.S. government approval.
