Using its Space Launch System (SLS) and Orion capsule, NASA is aiming for an unmanned test flight around the Moon in December 2017.
Two important tidbits revealed by this article: First, the first test flight of Orion will use a Delta 4 Heavy rocket. Two, NASA hopes to have its heavy lift SLS rocket ready for the 2017 mission.
Forgive me for being cynical, but I will believe the second tidbit only when it happens.

Orion and NASA’s space launch system might not get us there, but that doesn’t matter in this case. The public is expressing its desire for space travel quite clearly. All they need is someone to provide it to them at a reasonable cost.
NASA is in negotiations with ESA to have them provide the service module for Orion.
Orion is costing billions, yet NASA hasn’t the ability or budget to build its service module?
NASA has chosen the Delta 4 Heavy rocket to launch the Orion capsule into orbit for its first test flight in 2014.
So, tell me again why NASA needs to spend $18 to $62 billion for a new rocket, when it already can hire Lockheed Martin to do the same thing? Though the Delta 4 Heavy can only get about 28 tons into low Earth orbit, and only about 10 tons into geosynchronous orbit — far less than the planned heavy-lift Space Launch System rocket — Boeing Lockheed has a variety of proposed upgrades to Delta 4 Heavy that could bring these numbers way up. Building these upgrades would surely be far cheaper than starting from scratch to build SLS.

NASA has moved the scheduled first flight test of the Orion capsule up three years to 2014.
This action, while good, was almost certainly triggered by the competition from the private space companies. The managers at NASA are finally realizing that if they don’t speed up deployment of their own spacecraft, they will certainly lose in the competition for government dollars. That they will have to use another rocket other than their heavy-lift vehicle for this launch, however, will not help that particular project’s lobbying effort.
Either way, I think this action is only further proof that the more competition we have, the quicker we will get into space. And the journey will cost less too, not only because it will take less time and therefore less money, but the competition between companies (or NASA) will force everyone — including NASA — to lower costs to show they can do it better.
Maybe this is why NASA has been stalling about releasing its plans: The Congressionally-designed moon rocket, what I call the program-formerly-called-Constellation, is estimated to cost $38 billion to complete.
The law is such an inconvenient thing: In a bipartisan effort, Texas lawmakers roast NASA administrator Charles Bolden for not meeting mandated Congressional deadlines for Congress’s personally designed rocket, the program-formerly-called-Constellation.
The heavy-lift rocket and capsule that Congress insists NASA build is a complete waste of money and nothing more than pork. It will never get built, mainly because Congress has given NASA less money and less time to build it than they did for Constellation under the Bush administration. Unfortunately, the reason they continue to require NASA to build it is to provide pork to their districts.
In a perfect world this funding would be cut now, especially considering the state of the federal debt.

Busy day for travel to and from ISS: The European unmanned ATV freighter Johannes Kepler burned up in the atmosphere even as a Russian Progress freighter was launched.
In related news, the U.S. and ESA are in negotiations to merge the European unmanned ATV freighter program with NASA’s manned Orion derivative. At the same time, Europe has announced its plans to test fly a reusable space plane.

This is a non-announcement, made to appease those in Congress who are requiring NASA to build the program-formerly-called-Constellation. NASA will do as Congress demands, and in the process will build nothing while spending a lot of money for a rocket and space capsule that can’t be built for the amount budgeted.

Surprise! NASA administrator Charles Bolden told lawmakers on Monday that with the new budget the Orion capsule had to be scaled back somehow.
Watch over the next few years as Orion and the new heavy-lift vehicle (the program-formerly-called-Constellation) slowly evaporate, even as both cost us billions in money we no longer can afford.
The program-formerly-called-Constellation moves forward: Lockheed Martin yesterday unveiled the Orion spacecraft and the test center to be used to prepare it for space.
Though this press announcement was actually intended to encourage Congress to continue funding, it also illustrated how this portion at least of Constellation had made significant progress before it was undercut by both Obama and Congress.
And NASA thinks it can compete with SpaceX or Orbital Sciences? The agency is asking for billions more to build the Orion capsule.
Lockheed Martin is moving ahead with its plan to launch the first Orion capsule on a Delta 4 Heavy rocket, notwithstanding the desire of NASA that Lockheed instead focus on using NASA’s own as yet unbuilt rocket system.

Specifics of the proposed test flight haven’t been reported before. But those plans may run into flak as Republican lawmakers take control of House committees and subcommittees that oversee NASA, according to industry officials, including competitors, critical of Lockheed Martin’s efforts.
At least some of the incoming Republican panel chairmen and other senior GOP lawmakers, these officials said, may view the proposed test flight as circumventing congressional language to quickly develop a new heavy-lift NASA rocket able to transport astronauts past low-earth orbit. Congress has adopted language strongly favoring space-shuttle derived rockets for this purpose, rather than a version of the Delta IV. The Delta IV is operated by a joint venture between Lockheed Martin and Boeing Co.
The fullsized Orion capsule has passed its first safety review. This is the design that the Obama adminstration wishes to cancel.
