SpaceX lobbies Texas government for spaceport backing

The competition heats up: In testimony today before the Texas legislature, a SpaceX official called for more government funding to support the company’s spaceport construction in Boca Chica near Brownsville, Texas.

At a recent joint legislative committee hearing held at UT-Rio Grande Valley in Brownsville, Caryn Schenewerk, senior counsel and director of governmental affairs for SpaceX, pointed out that zero dollars were appropriated to the Texas Spaceport Trust Fund during last year’s legislative session. In contrast, Schenewerk said, Florida commits $20 million a year to its spaceport infrastructure fund.

“One of the things I want to highlight for you is that unfortunately, the spaceport trust fund was not funded in the 84th Legislature and we will certainly be advocating for it to be considered by the 85th and for it to be part of the budget in the 85th Legislature,” Schenewerk testified. “By contrast, Florida consistently funds its space infrastructure fund to a tune of $20 million a year. Those infrastructure matching grants go to exactly the kind of activities that we are undertaking at Boca Chica. They are public-private partnerships for investing specifically in what is so costly an undertaking, the infrastructure.”

Obviously, SpaceX’s spaceport is going to require an increased financial commitment by the state government to build and maintain the increased infrastructure that such large operations require. At the same time, SpaceX doesn’t need a handout. They shouldn’t expect the taxpayers to pay for their private spaceport.

The article does provide some updated information about the spaceport’s construction status. It looks like they are aiming for a 2018 launch date.

Falcon 9 first stage returns to port, with a noticable list

The competition heats up: The first stage from SpaceX’s most recent Falcon 9 launch returned to port today, showing a visible lean.

Musk said that the stage was probably OK, but there was some risk of tipping. This was due to the fact that the contingency “crush core” was used up. He described on Twitter that the crush core was an aluminum honeycomb for energy absorption in the telescoping actuator. Once the stage was within sight of land, it became clear that the booster had a noticeable lean to it, due to the aforementioned contingency crush core being used up. The ramifications of this are still unclear, but Musk’s tweet implied that the crush core is easily replaceable.

Billionaires propose big space plans

At separate interviews given during a media conference held this week in California, Elon Musk and Jeff Bezos each expressed their thoughts about what they hope to accomplish in space over the next few decades.

First, Jeff Bezos outlined his belief that, in order to protect the Earth, humanity is going to have to eventually move its heavy manufacturing off the planet and into space. He thought colonizing the planets was a cool idea, but his focus remained with Earth, and using space as a way to protect it.

Musk meanwhile revealed his company’s long range plans for Mars, including their firm intention to send a Dragon capsule to the red planet during every future launch opportunity, beginning with 2018. Each mission will provide information needed to improve and develop their engineering so that they can hopefully send humans there by 2024.

A realistic appraisal of both men’s proposals will quickly recognize that they are probably overly optimistic. Bezos might be right that we should move our heavy industries into space, but he is not realistic to think this can happen soon, or is even possible. Musk’s company SpaceX might be laying the groundwork for the eventual colonization of Mars, but to think it will begin happening by 2024 is unrealistic.

Still, what both men are proposing are things that they are personally helping to make happen. Neither man has to get anyone else’s permission or approval to push these dreams. All they need to do is make sure the products they are building for accomplishing these tasks can also make money by providing services to others. Since this is exactly what both men are doing, they will likely achieve far more than anyone can imagine, even if the specific proposals they are putting forth now do not happen in their lifetimes.

This bright and very possible future is far different than the powerpoint proposals that NASA and big government have offered to us over and over again for the past four decades. Those ideas, while also ambitious, could never happen because they were dependent on the approval of too many other players, Congress, the public, the press, the bureaucracy. They were not founded on profits, so they became a drain on the economy instead of a source of wealth. The result was that we have gone nowhere and developed little new space technology in the years since the last Apollo landing.

Only now, with our renewed reliance on capitalism and profits, are we finally beginning to see the dreams expressed in those NASA powerpoint proposals coming to life. And it isn’t the government that is making them happen, but free individuals, with big dreams and the will to pursue them.

Expect there to be privately funded manned missions to Mars in the next decade. And expect there to be factories in orbit, far sooner than anyone expects.

SpaceX, Lockheed Martin, and Mars

Two stories this week illustrate the difference between lobbying the government to get anything accomplished, and doing it yourself with the goal of making money from it from private customers.

In the first case SpaceX is planning to fly a Dragon capsule to Mars, using its Falcon Heavy rocket, and do it by 2018. It would not be manned, but would do the initial engineering testing for later manned missions, using larger interplanetary spacecraft. SpaceX is not asking the government to help pay for it. They are only making sure they have dotted all the legal “I”s required. The goal is to build spacecraft that can take anyone to Mars who is willing to pay for the flight.

In the second case Lockheed Martin is proposing a big government program to put six astronauts in orbit around Mars, in 2028. They haven’t really built anything yet to do this, they merely are lobbying the federal government to pay for it.

Which do you think is more likely to happen? Anyone who reads Behind the Black knows that I choose SpaceX. For 40 years I have seen many different variations of Lockheed Martin’s proposal, all of which came to nothing. They are powerpoint proposals, not real engineering, designed to wow Congress and NASA and get funding for the company. Nothing will ever be built, since the actual construction is so far into the future and so untested that it is impossible to predict what will really happen.

SpaceX however is planning a real mission, which is being designed to lay the groundwork for later more complex attempts. Rather than propose something big for far in the future, they are building something reasonable and doable now. Moreover, they aren’t lobbying the government, they are advertising their skills to the entire world, with the goal of convincing everyone to buy their very real product.

UPDATE: I should add a link here to Orbital ATK’s proposal in Congressional hearings on Monday to use their Cygnus capsule to build a cislunar space station by 2020. Like Lockheed Martin, they are lobbying Congress to build a mostly powerpoint concept. Why don’t they instead make an investment of their own money, like SpaceX, to send some Cygnus capsules to lunar space and demonstrate the concept, while also learning what needs to be done? I would have greater faith in the reality of their concept if they did that.

Status of the third recovered Falcon 9 first stage

The recovered first stage from SpaceX’s last Falcon 9 launch experienced significant wear and tear during its high speed descent and landing.

They do not think they will be able to use the stage again, but will instead test it to determine the engineering tolerances that need to be met to make recovery and reuse in these situations more likely. The data will also help them increae the likelihood of reusability on launches that are less stressful.

Congress demands Air Force spend less and more at the same time

A House budget report has cut the Air Force launch budget while simultaneously requiring the Air Force to favor more expensive launch companies.

In addition to cutting the funding available for new launch contracts, House appropriators also want the Air Force to consider “the best value to the government” in evaluating bids.

ULA has been pushing for the best-value approach since it sat out last fall’s GPS-3 launch competition saying it couldn’t win a price shootout against SpaceX, which will launch the satellite which was awarded an $82.7 million contract last month for a May 2018 launch of a GPS-3 satellite. That contract was awarded as part of a best value source selection. “We do not yet feel we are in a position to win price-only competitions with our competitor,” Tory Bruno, ULA president and chief executive, said in a March interview with SpaceNews. “We believe we have better performance, reliability and schedule certainty.” Those traits would carry greater weight in a best-value competition.

Only our precious Congress. On one hand they cut the budget for launches because they think the Air Force is wasting money On the other they demand that the Air Force spend extra millions on launch contracts so that the company they favor, ULA, gets the work. One would almost think they do not have the nation’s interests in mind..

Texas town regulates SpaceX engine tests

Nice rocket company you got here. It would be a shame if something happened to it: The city council of McGregor, Texas, has imposed new regulations and fines on SpaceX should it perform rocket engine tests at its facility there in a manner the council does not like.

Though the city council was entirely within its rights, and the ban on night testing make sense, in reading the list of fines and regulations I couldn’t help thinking that they will in the end only accomplish one thing: to drive SpaceX away. This regulation in particular stood out:

The actual launching of any vehicle into the atmosphere or into space is specifically prohibited at the McGregor facility.

This would appear to ban SpaceX from doing any more hover tests of the Falcon 9 first stage. For an innovative company like SpaceX to operate as it wants, it needs the freedom to operate as it wants. These restrictions could prevent the company from doing so.

SpaceX’s second first stage barge landing

Below is video of the Falcon 9 first stage landing last night. There isn’t really much to see, because this happened at night. However, I must repeat that this happened at night. In other words, SpaceX was able to bring its first stage down accurately in the middle of the ocean onto a tiny barge in the dark.

Who says the impossible is not possible?

During the live telecast, the audience broke out into a chant of “USA! USA!”, as they did after the previous first stage landings. Can you guess why?

SpaceX lands the first stage again!

The competition heats up: In tonight’s launch, SpaceX not only put a commercial satellite into geosynchronous orbit, it successfully landed the first stage on a barge, a landing they did not expect to succeed.

With this success, I think they have demonstrated that they can recover that first stage in almost every circumstance. The next big challenge: Launch Falcon Heavy and recovering all three of its first stages.

SpaceX gears up for first Falcon Heavy flight

The competition heats up: SpaceX has already begun construction of one of the booster cores for its first test flight of Falcon Heavy, and expects to have all built by summer.

They have not yet decided on the payload or goal of that first test flight, though they appear to still be aiming for an November launch.

Meanwhile, they have a 1:21 am (eastern) Falcon 9 commercial launch tonight, in which they will also attempt another first stage barge landing.

SpaceX updates its prices

The competition heats up: SpaceX this weekend updated the prices and listed capabilities for buying a Falcon 9 launch, while also adding the price and capabilities of its not-yet flown Falcon Heavy. Here’s the link to the SpaceX page.

The damage shakes out to $62 million for a Falcon 9 rocket launch with a payload of 4,020 kilograms (8,860 pounds) and $90 million for a ride on the much-anticipated Falcon Heavy rocket, set to debut in late 2016, which can ferry 13,600 kilograms (29,980 pounds) to Mars. In addition to adding an interplanetary destination to its wares, SpaceX has also upped the payload capacity of the Falcon 9 to low Earth orbit from 29,000 pounds to over 50,000 pounds.

The Falcon Heavy is expected to put slightly more than 50 tons into low Earth orbit, half of what a Saturn 5 could do, and about two thirds what the first version of SLS will be able to do. Yet, their price to buy a launch is actually less than what every other rocket company is charging for rockets approximately comparable to the Falcon 9 and about 500 times less than the cost to build that SLS rocket (what an SLS actually costs to launch is anybody’s guess, but it certainly ain’t anywhere near $100 million). And the upgrades on the Falcon 9 have also made it better than those other rockets because it can now put 25 tons into low Earth orbit, only slightly less than the space shuttle.

That they have added the Falcon Heavy is also more evidence that they are confident that its first test flight will be this year.

SpaceX gets its first official Air Force contract

The competition heats up: On April 27 the Air Force made it official and announced that SpaceX has won its first military contract, breaking ULA’s launch monopoly.

This contract award really isn’t a surprise, as SpaceX had been certified by the Air Force as a qualified bidder, and ULA had declined to bid on this particular contract, leaving SpaceX as the Air Force’s only possible contractor.

Update: The Air Force has admitted that SpaceX’s $83 million price is 40% less than what ULA has typically charged for a comparable launch, confirming what Elon Musk and SpaceX (and many others, including myself back in 2005) have claimed all along, that the Air Force’s EELV bulk buy (giving ULA an Air Force launch monopoly) was a bad idea, discouraging innovation, forcing costs up, and guaranteed to force the government to spend a lot of unnecessary extra money.

I must add that it is definitely worthwhile reading my UPI column from 2005 again, now, more than a decade later. I predicted quite accurately what has subsequently happened following the merger of Lockheed Martin and Boeing to form ULA.

Dragon to go to Mars in 2018

The competition heats up: Though no details have yet been released, SpaceX has announced through its twitter feed that they plan to send a Dragon to Mars by 2018.

This is not really a surprise, as rumors have been circulating literally for years of Musk’s Martian goals. Nor am I doubtful they can do it. What is important about this announcement is that it suggests that they are now confident that the delays for the first Falcon Heavy launch are mostly over, and that it will happen in the fall as presently planned. With this rocket they will have the launch capability to do a test flight to Mars.

A close look at Falcon 9’s reusable cost savings

The analysis is interesting and thoughtful, though some of the negative comments quoted from a former NASA engineer only illustrate why NASA was unable to do this very well. Moreover, these comments from Arianespace’s chief suggest that Arianespace doesn’t understand basic economics.

Arianespace Chief Executive Stephane Israel, in an April 23 briefing at Europe’s Guiana Space Center here on the northeast coast of South America, said Europe’s launch sector can only guess at how much SpaceX will need to spend to refurbish its Falcon 9 first stages. Israel said European assessments of reusability have concluded that, to reap the full cost benefits, a partially reusable rocket would need to launch 35-40 times per year to maintain a sizable production facility while introducing reused hardware into the manifest.

…Israel’s argument, which he has made before, is that even if first stages can be recovered and refurbished in a cost-effective way, the launch rate needed for maximum cost savings – and hence price reductions to customers – is beyond Europe’s reach. The only nations today whose governments are launching sufficiently often to reach those rates are the United States and China, and even these government markets may be insufficient, in and of themselves, to close the business case.

The customer base is not static. If you lower the price, the customer base grows, a fact that Elon Musk understands and which has been driving his effort from day one.
