Space Force awards SpaceX and ULA contracts for six launches each

As part of its long term launch agreement with SpaceX and ULA, the Space Force today awarded both companies contracts for six launches each, all to occur beginning in 2025.

According to the overall agreement, each company got five-year contracts to launch as many as 40 missions. ULA won 60% of the missions and SpaceX 40%. However, the delays to ULA’s Vulcan rocket will likely change those numbers:

In a report released June 8, the Government Accountability Office noted that the NSSL program office continues to order launch services from ULA and SpaceX amid concerns about Vulcan’s delays. “ULA delayed the first certification flight of the Vulcan launch system … to accommodate challenges with the BE-4 engine and a delayed commercial payload, nearly two years later than originally planned,” said GAO. “In the event that Vulcan is unavailable for future missions, program officials stated that the Phase 2 contract allows for the ability to reassign missions to the other provider.”

One of the reasons that ULA has not hurried its effort to make Vulcan reusable and more competitive with SpaceX is that is already has this guaranteed military launch commitment. It doesn’t need to be as competitive.

What needs to happen is a third or fourth company has to enter the market, giving the military other options. The military also has to cancel this long term launch agreement, which limits the number of companies it will do business with to just SpaceX and ULA. It would be much better to open the competition up to everyone. The ULA would be forced to compete.

Firefly delays NASA launch to August

According to papers filed with the FCC, Firefly’s July launch attempt of its Alpha rocket, carrying a set of NASA cubesats, has now been delayed one month to August.

Meanwhile, a second launch by Firefly for the Space Force is presently tentatively scheduled for June, and the company says it is wrapping up preparations for that launch. That contract’s prime focus is to demonstrate to the military the ability to launch with only a 24-hour notice.

If so, then this new rocket company, which has only launched twice before, with the second launch barely reaching orbit, will be launching twice in only a matter of weeks, both times from its launchpad at Vandenberg.

Northrop Grumman wins $45.6 million contract to launch Space Force weather smallsat

Northrop Grumman has won $45.6 million contract from the Space Force to launch a weather smallsat, using its Minotaur-4 rocket that was formerly a military ICBM.

The weather satellite, built by General Atomics, is part of an effort by the military to stop building its big expensive and continuously delayed weather satellites and instead buy the services from the private sector. This three year demonstration mission will prove whether General Atomics’ weather satellite can do the job. The Space Force has also contracted with Orion Space Systems to test its own weather satellite in orbit.

For Northrop Grumman, this contract helps keep its launch business alive while it awaits a new American engine for its Antares rocket, replacing the Russian engines it has previously depended on.

Satellite fuel company Orbit Fab signs Impulse to build part of its fuel depot

The satellite fuel company Orbit Fab, which is offering a way for satellites to get refueled on a regular basis based on a firm price schedule, has selected the orbital tug company Impulse to build part of its fuel depot in advance of a demonstration refueling mission for the Space Force.

The Space Force last year awarded Orion Space Solutions a $50 million contract for the Tetra-5 experiment. Three satellites will be stationed in geostationary orbit (GEO) where Impulse Space’s Mira orbital service vehicle will serve as a hosting platform for Orbit Fab’s fuel depot. “This demonstration will pave the way for future commercial orbital refueling services, as well as additional collaborative opportunities and missions between Orbit Fab and Impulse Space,” said Barry Matsumori, chief operating officer of Impulse Space.

The Tetra-5 satellites and the fuel depot will use Orbit Fab’s refueling port known as RAFTI, or Rapidly Attachable Fuel Transfer Interface. Impulse Space will provide hosting services such as power, communications, attitude control and propulsion for the fuel depot. The Tetra spacecraft will rendezvous and dock with the depot.

If successful, this mission will prove the viability of this refueling system, and encourage other satellite manufacturers to include RAFTI on their satellites.

Three government agencies now investigating the safety of methane-fueled rockets

We’re here to help you! It appears that three different federal agencies have been tasked to investigate the safety of methane-fueled rockets, which SpaceX, Relativity, Blue Origin, and others are beginning to use for their rockets. It burns cleaner and with more power than kerosene and is easier to handle than hydrogen.

Yet, the federal government under Biden now seems worried a new innovation in rocketry is being developed. First, the FAA is studying the explosive potential of such rockets, according to Brian Rushforth, the manager of the innovation division.

The FAA has set up a test stand at the Dugway Proving Ground in Utah. A crane 43 meters tall will be used to drop stainless steel containers containing mixtures of LOX and methane. A series of tests is planned to start in June on three-week intervals to measure the explosive power of that propellant combination. A second phase, tentatively scheduled for next year, will conduct similar tests with varying velocities. He said the data from those tests will be shared with other government agencies, such as NASA and the U.S. Space Force, along with launch vehicle developers.

Meanwhile, NASA and the Space Force are jointly doing a separate study on how methane-fueled rockets threaten the launch range and other nearby launchpads.

In all three cases it can be argued that these studies make sense. It also can be argued that the Biden administration is putting pressure on these agencies to find ways to squelch this new technology, especially because it is central to the development of SpaceX’s Superheavy/Starship rocket, and there is real hostility in Democrat/leftist circles to Elon Musk. This latter argument is further strengthened when you consider the explosive possibilities of hydrogen fuel, used by the space shuttle for decades as well as NASA’s SLS rocket. I can’t imagine its danger is less than methane. If hydrogen has been determined to be okay why should methane now be considered a threat?

Either way, we can be sure of one thing: These studies will slow down development by SpaceX and others of these new methane-fueled rockets. They will also provide ammunition for outside environmental groups who want to file further lawsuits against these companies to stop their rockets from launching.

Private company developing concept for resurrecting Spitzer Space Telescope

Using a $250K development contract from the Space Force, the small startup Rhea Space Activity hopes to develop a mission for resurrecting Spitzer Space Telescope, now several hundred million miles from Earth and out of operation for three years.

The “Spitzer Resurrector” mission would be a small spacecraft that could fit into a 1-meter-by-1-meter box and be ready to launch as soon as 2026, Usman said. It would then take about three years to cruise to the telescope, during which time the spacecraft will make observations of solar flaring. “We plan to be busy right from the start of the mission,” said Howard Smith, an astronomer at the Center for Astrophysics, which is operated by Harvard University and the Smithsonian, who is involved in the proposed rescue flight.

Once the resurrector spacecraft reaches the telescope, it would fly around at a distance of 50 to 100 km to characterize Spitzer’s health. Then it would attempt to establish communications with the telescope and begin to relay information back and forth between the ground and telescope. This would allow scientists to restart observations.

Essentially, the servicing satellite would act as a relay communications satellite, allowing Spitzer to resume doing the limited infrared observations it had been doing in the last eleven years of its life, after its coolant ran out.

The actual mission of course has not yet been funded, nor is Rhea much more than a startup, with only ten employees. The concept however illustrates the growing practicality of flying such missions. The number of servicing missions to defunct satellites is growing in leaps and bounds, and Rhea, as well as its other partners at the Smithsonian and the Applied Physics Laboratory, are simply using that knowledge for their own benefit.

Startup aims to provide Space Force a satellite that can study the satellites of other countries

True Anomaly, a Colorado-based startup, has proposed building satellites for the Space Force designed to maneuver close to other satellites and provide high resolution imagery and data about them.

The company has already raised $30 million, and used it to hire 57 employees and a facility for manufacturing these satellites.

The startup plans to use the funding to scale the production of its Jackal Autonomous Orbital Vehicle, which was designed to study space objects at close range. The spacecraft collects photos, videos and data about any space objects in orbit, and it’s operated by humans with the assistance of artificial intelligence pilots.

Both China and Russia have flown a handful of satellites testing this exact technology. The U.S. has not, at least nothing comparable in recent years.

The real story here however is the manner in which the Space Force will do this. Instead of designing and building the satellites itself, which has been the policy of the military for decades, the Space Force is following the recommendations in my 2017 policy paper, Capitalism in Space, and becoming merely a customer, letting private companies do the work and own it themselves.

Space Force assigns launchpads to four smallsat rocket startups

The Space Force has assigned launchpad space at Cape Canaveral to four different new smallsat rocket startup companies, ABL Space Systems, Stoke Space, Phantom Space, and Vaya Space, none of which have yet launched.

There are currently four active launch complexes on the Eastern Range; Launch Complex 37 for ULA Delta rockets; Launch Complex 40 for SpaceX Falcon 9 rockets; Launch Complex 41 for ULA Atlas rockets; and Launch Complex 39A, which is owned by NASA.

ABL Space Systems, which has the RS1 rocket, has been allocated property at Space Launch Complex 15. ABL’s first orbital attempt in January failed. Stoke Space was allocated property at SLC 14. The launcher is based in Washington state and working to develop a fully reusable rocket. And Phantom Space and Vaya Space were allocated space at SLC 13. Phantom Space is developing the Daytona Launch System and executed a successful hot fire test in November.

This article provides a nice overview of the four companies, of which Vaya is the newest entrant into the smallsat rocket industry.

Space Force officials have made it clear they want to maximize use of their facility at the Cape, while helping to energize this private commercial market.

Fuel spill cleanup begins at Space Force telescope facility in Maui, Hawaii

The cleanup of the diesel fuel spill that occurred on January 29, 2023 at Space Force telescope facility on the top of the dormant volcano Haleakala on the island of Maui in Hawaii began last week.

Samples of the soil will be sent for testing to determine that it has been excavated to a depth that captures all the diesel fuel, the Air Force said. All the soil from those test samples, as well as the mass of earth removed, will be stored, cleaned and returned to the ground, according to the approved plan.

Hawaiians regard Haleakala’s summit as sacred and that no soil or stones should be removed from the site.

The facility is used by the U.S. military to track orbiting objects, from satellites to space junk.

Space Force to do major cleanup of diesel fuel spill on Hawaiian mountaintop

Space Force officials yesterday announced that it will to do major cleanup of the diesel fuel spill that occurred on the top of the mountain Haleakala on the Hawaiian island of Maui last week.

The plan is to remove about 200 cubic yards of fuel-tainted soil, test the base of the dig, and then determine if more soil has to be removed.

The official making this announcement apologized repeatedly for the spill, so much so it was almost as if he was on his face on the ground, kow-towing. It of course made no difference. The leftist race-baiters in Hawaii made it clear where they stood on the matter.

On Friday, the Hawaiian rights group Kākoʻo Haleakalā called for the removal of all telescopes from the peak of Haleakala. The military “showcased their incompetence and lack of human decency when they allowed more than 700 gallons of diesel fuel to be spilled atop Haleakalā,” the group said in a statement.

“This is just the most recent example of how U.S. imperialism and military hegemony is protected in the Pacific while Hawaiians are ignored and our ʻāina is violated,” the statement said, using the Hawaiian term for land.

Let me translate: “We hate whites and America, and we want you out of Hawaii, now. And if you don’t go, we want you to cede all control to us, so that we treat you as the inferior beings we consider you to be.”

Note too that this group’s agenda is identical to the agenda of the race-baiters on the Big Island who are blocking construction of the Thirty Meter Telescope and are forcing the removal of telescopes there.

First Vulcan rocket arrives at Cape Canaveral

ULA’s first Vulcan rocket has now arrived at Cape Canaveral in preparation for its planned inaugural launch before the end of March.

This first mission for Vucan will fly in a VC2S configuration. “VC” stands for “Vulcan Centaur.” The number, in this case “2,” represents the number of solid rocket boosters needed and the final letter stands for the payload fairing length.

VC2S will use a 51-foot-long Standard payload fairing. Nestled inside will be a few different payloads. This mission will send the first two Kuiper prototype satellites into Low Earth Orbit (LEO), Astrobotic’s Peregrine lunar lander to the Moon and a Celestis Memorial Spaceflight payload into deep space. The remains of several people connected to the original Star Trek series will be launched on what Celestis dubbed the “Enterprise Flight,” including show creator Gene Roddenberry along with actors Nichelle Nichols and Jackson DeForest Kelley.

This first Vulcan launch will also be the first of two flights required by the Pentagon in order to certify Vulcan for military launches. Since ULA already has contracts for seven Vulcan military launches, it very much wants to get these two launches off this year, as soon as possible. According to the article at the link, ULA is thus aiming to fly this year those two test flights, followed quickly by the first military launch.

Whether it can complete three Vulcan launches in 2023 is quite uncertain. For example, it will need to get four more BE-4 engines from Blue Origin for the second and third launches, and there is no indication at this time that Blue Origin is close to delivering.

Then there is the delays and risks involved with this first launch. Though ULA has decades of experience building and launching rockets, the first launch of a rocket almost always experiences delays during testing. We should expect the same with Vulcan.

Assuming this schedule holds, however, this means ULA is targeting 10 launches in 2023, five Atlas-5 launches, two Delta Heavy launches, and three Vulcan launches. That would be the most launches by this company in a year since 2016.

SpaceX’s Falcon Heavy successfully launches Space Force satellites

SpaceX’s Falcon Heavy rocket today successfully launched a Space Force communications satellite plus a secondary military payload.

The two side boosters completed their second flight, landing at Cape Canaveral. The core stage was not recovered, as planned. Actual deployment of the satellites will not occur for another six hours.

At this moment China leads SpaceX 5 to 3 in the 2023 launch race. No one else has as yet launched successfully.
